Dr. Kelly served as acting Chairman in their absence. The meeting was called to order at 7:07 PM. Action Items: Approval of the Minutes Sal Pace made a motion to approve the minutes from January 20, 2009. The motion was seconded by Lois Colaprete. The minutes were unanimously approved. Community Service Coordinator Report Holiday Adopt-A- Family- The Easter Adopt-A-Family will be looking at a new client list for the holiday based on use at the food pantry. Food Pantry- Because of many sizable donations to the Elk Grove Food Pantry they continue to have ample supplies of food on hand. The shelves at the food pantry are full at this time. Client use still remains high. Financial Assistance- Community Services has not seen an influx of residents seeking financial help as might be expected during this financial downturn. Rebuilding Together-The Community Services Coordinator (CSC) has been working with Rebuilding Together. Rebuilding Together provides free home repair for low income seniors and persons with disabilities. The work day will be May 1, 2010. Eleven (11) applications are presently being considered. Elk Grove Interfaith Council- The Elk Grove Interfaith Council is presently considering the possibility of providing a short term housing program. More discussions will take place before any decisions will be made. Salvation Army Elk Grove Housing Fund January- 2 families, $144.80 January- 2 families, $200.00 Food Pantry January- 60 families assisted Anti-Smoking Campaign The Positive Youth Development Program (PYDP) a program of the Kenneth Young Center will be giving presentations at the Library "Science and More" program. The "Science and More " program provides children with science education classes. Summer Concert Series-The summer concert series sponsored by Smoke Free Elk Grove will take place again in July. Department Director's Report Compendium- The Director and Community Services Coordinator provided an overview of the Department's highlights and activities for the 2009 calendar year. Some of the highlights were: • Smoke Free Elk Grove concert series held on the four Tuesdays in July. • Work on the"No Idling" program with elementary school kids and high school graphic art students. • The Village providing a subsidy for residents to purchase rain barrels. The Village worked with Steiner Electric to provide rain barrels at a reduced cost of$64.00. The Village subsidized $14.00. The residents paid $50.00 +tax. The Village also passed an ordinance requiring rain barrels to be maintained properly and not located in the front yard of a home. • The Department hosted an animal rabies and microchip clinic. The clinic was sponsored by Cook County. • The new IDPH Food Code started to be enforced in food service establishments. • The Department began publishing a food service newsletter called the The Healthy Elk. Two issues were sent out. • The Department began to track foreclosed homes. The homes were monitored to ensure they did not become problem areas (grass, weeds, garbage, etc.). The Village passed an ordinance adding administrative fees to repeated foreclosure investigations. • West Nile virus cases were very low in 2009. Only 5 cases and no deaths were reported in Illinois. • Environmental activities increased 8% in 2009. Food establishment inspections increased 8% and retail food store inspections increased 118%. • Swine flu was a hot topic in 2009.,The virus appeared in April and continued into the fall and winter. A number of deaths mostly in younger people were caused by the virus. • TB testing clinics were scaled back in response to the County's cutbacks in the TB program. Tb clinics will not be offered in 2010. • Two seasonal flu clinics were held. The entire flu vaccine allotment was used. • Blood donations were still down in 2009. • The wellness program provided two activities to employees. A "Maintain No Gain" weight control contest. The "Healing Touch" program helped employees to use their own energy as therapy. • Recycling activities included: a Document Destruction Event, Household Hazardous Waste Collection Event, and holiday light recycling program. • Solid waste generation was down as well as recycling weights. Yard waste tonnage was up. Diversion rate increased to 42.4%. • Salvation Army funding decreased in 2009. • The use of the Elk Grove Food Pantry continued to increase in 2009. • The Holiday Adopt-A-Family programs were successful. Donations provided a happy holiday to the families. Rain Barrels- The Department has received two inquiries about rain barrels. No decision has been made to continue the program. Website Design-The Department is currently reviewing the content of the Village website in an effort to update and add additional information to the current website. A whole new look is planned and it will be more user friendly. Flu Vaccine Update- The Director will be ordering flu vaccine for the 2010-2011 season. The amount of vaccine ordered will remain the same as 2009. Food Service Inspection Form Redesign- The Environmental Health Inspectors are in the process of designing a new food service inspection form. The last time the form was updated was in the mid 90's. The new form with match up with the 2008 changes to the Illinois Food Code. Holiday Lights Recycling- The Department is accepting unwanted/unused holiday string lights and extension cords for recycling. Residents can bring in their lights to the Department Office until February 15tH E Waste- SWANCC is now looking at a number of options for E-Waste recycling. Elk Grove Village was one of four communities chosen to host an E-Waste program. Idling Education Program- The Director has provided the Elk Grove High School graphic design teacher with the guidelines for the "No Idling" street sign competition. Blood Drive- Fifty-seven (57) pints of blood were donated at the January 23`d Community Blood Drive. This is the highest amount of blood donations given since January 2003. Department Events &Activities-The Director provided a list of upcoming and ongoing Department events and activities. Old Business- None t New Business-The 2010 US Census will commence in April 2010. It is important to respond to the survey. Population statistics determine government funding levels.
