ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY APRIL 27, 2010 Mayor Craig B. Johnson called the meeting to order at 7:07 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik„ Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE/INVOCATION Pastor Stephen Somogye, Shinnyo-En USA Temple delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on April 13, 2010 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson stated the Annual Awards Recognition Dinner was held on April 16, 2010. Employees with fifteen years of service or longer and volunteers from the Village Boards and Commissions were recognized. The Boards and Commissions put in many hours of volunteer time with no compensation and the Village likes to thank them every year for their dedicated services to the community. On April 20, 2010 Mayor Johnson was a judge for the Science Fair projects at Link School. The Science Fair was for grades Kindergarten through Sixth grade. Mayor Johnson said he was very impressed with the effort put into the projects and the knowledge displayed by the students. Mayor Johnson congratulated all of the students and thanked them for allowing him to be a judge. Fire Chief Miller and some Elk Grove Police Officers were also in attendance. Chief Miller stated he was also very impressed with the students' projects. Mayor Johnson asked for concurrence from the Board for reappointments and appointments to Boards and Commissions as follows: Fire & Police Commission—Michael Kontek Plan Commission—Paul Ayers, Charles Henrici, John Meyers, David Paliganoff, Ted Thompson Police Pension— Gary Parrin (replacing Lee Garr) Zoning Board of Appeals—Joseph Meister, Sr. Mayor Johnson announced there is one spot open on the Zoning Board of Appeals. Anyone wishing to be considered for the position should contact Village Hall for an application. ] VBM 4-27-10 Motion to concur with the Mayoral reappointments and appointment. MOVED: Trustee Czarnik SECONDED: Trustee Franke AYES: Trustee Feichter, Franke, Lissner, Petri,Prochno, Czarnik NAYS: None MOTION CARRIED Mayor Johnson stated the Census takers will be in the community starting May 1, 2010. Elk Grove Village has 81% compliance with the Census forms. The 81% is approximately 10% over the national average. Mayor Johnson thanked those who filled out their forms and asked those who have not completed the form to please do so. If you do not fill out a form, a Census taker will be coming to your home. The Census takers will have identification. If anyone is unsure of the identification please call the Police Department and a true Census taker will wait for the Police to arrive and verify their identification. Please provide the Census taker with the information requested. The money the Village receives from the Federal, County and State Governments is predicated on our population. The Village has only been a few hundred residents short of qualifying for numerous Government Programs. This information is used for ten years. It helps the schools, Library and Park District. Mayor Johnson asked that everyone please be accurate with their information. Trustee Lissner clarified that residents should call 911 if they are uncomfortable with a Census taker. Mayor Johnson announced there were two State Championship teams in the audience. Most towns are happy to have one State Championship team; Elk Grove is very proud and lucky to have two State Championship teams representing our community. Mayor Johnson asked the Conant High School Cheerleading Team and Coaches to join him. The Mayor explained that James B. Conant High School is located in Hoffman Estates but three towns have students at Conant, Schaumburg, Hoffman Estates and Elk Grove Village. Elk Grove Village makes up the largest percentage of students at Conant High School. Mayor Johnson read a Proclamation honoring the Cheerleading Team and proclaimed Tuesday, April 27, 2010 "James B. Conant High School Varsity Cheerleading Team Day" in Elk Grove Village. Mayor Johnson presented the Proclamation and a street sign recognizing the State Championship to Coach Dana Musinski. Coach Musinski thanked the parents of the team for their continued support throughout the year and gave a summary of the team's season. Mayor Johnson had each cheerleader introduce themselves and presented each with a chocolate Village logo. The Team did a cheer and a picture was taken with the Mayor and Board of Trustees. Mayor Johnson invited the five-time defending State Champions, Elk Grove High School Coed Cheerleading Team and Coaches to join him. This is the fifth year in a row that Elk Grove High School has won the IHSA State Championship for the Coed Cheerleading Division. Mayor Johnson read a Proclamation honoring the Cheerleading Team and proclaimed the week of April 28, 2010 through May 2, 2010 as the "2009/2010 Elk Grove High School Coed Cheerleading Team Week" in Elk Grove Village. Mayor Johnson presented the Proclamation and a street sign recognizing the State Championship to Coach Jeff Siegal. Coach Siegal thanked Mayor Johnson, complimented and thanked the Team parents for their outstanding support and thanked his Assistant Coach, Alexis Surprise. Coach Siegal congratulated the Conant Cheerleaders and Coaches and complimented them on an outstanding job. Coach Siegal gave a summary of the team's season and noted they have the highest winning percentage of any sport in the State of Illinois in a State Championship and Sectional Competition. Coach Siegal stated he is very proud of the Team's sportsmanship. The Principal of Wheeling High School wrote a letter to the District Superintendent applauding the Team and their sportsmanship. In May the Team will be the opening act for a Radio Station 103.5 sponsored Concert at the Allstate Arena. 2 VBM 4-27-10 Mayor Johnson had each cheerleader introduce themselves and presented each with a chocolate Village logo. The team did a cheer and a picture was taken with the Mayor and Board of Trustees. Trustee Petri attended the Northwest Municipal Conference on April 21, 2010. There were a number of good things for Elk Grove Village announced. The Elgin O'Hare West Bypass 203-D was unanimously approved. Trustee Petri made note that it had also been approved by the Cook County Board and Mayor Johnson added that it had been approved by the DuPage Mayors & Managers and Western Suburb COG. There was additional money in STP funds and Elk Grove Village received approximately $140,000.00 for the Biesterfield Road/I-290 project. Additional funds were also received for the Elk Grove Village Busse and Greenleaf and Busse and Pratt projects. Approximately one million for Busse and Greenleaf and eight hundred thousand for Busse and Pratt. Trustee Czamik announced Scholarship applications are available for the Frank J. Czamik Memorial Sports Leadership Scholarship. Applications are due May 21, 2010. An essay stating how your volunteerism and leadership has impacted the community should be turned in with the application. Trustee Feichter, Mayor Johnson and Trustee Prochno attended a press conference for Secretary of State Jesse White at Alexian Brothers Hospital. The press conference was about the organ donor program. Trustee Feichter brought a visitor from the Eastern European Country of Estonia to the press conference. They do not have a donor program in Estonia and he was very interested and liked learning about the program. Trustee Feichter asked Trustee Prochno to speak about the event. Trustee Prochno stated she attended with resident Rich Ostry. Mr. Ostry's wife had donated a kidney to her brother and then was in need of a kidney herself. Although Mr. Ostry was not a match he donated a kidney to his wife. Mrs. Ostry lived for ten years with that kidney and just passed away last month. It was a very emotional event. Trustee Feichter announced the Community Character Coalition will be attending the May 11, 2010 Village Board meeting. The event will begin at 6:00 p.m., the public is invited. The students will display their achievements in the community regarding charitable events and the environment. There will be a special student recognition during the Board meeting. Trustee Prochno announced the Lions/Lioness Club Scholarships are available. There will be three $1,000.00 scholarships awarded to Elk Grove resident high school seniors. Scholarships can be used for tuition, books, a computer or other necessary supplies. Applications are available at Elk Grove High School, Conant High School or you may call Trustee Prochno at 847-593-8738. The deadline for applications is April 30`h and winners will be notified by May 30, 2010. The criteria is you have to be an Elk Grove Village resident, a high school senior attending a college, university or an alternative such as beauty school or trade school. An essay is required stating how you have shown service to your community and school and how you have impacted the Village in a positive way. On Saturday, April 24`h Trustee Prochno attended the grand re-opening of the Kenneth Young Resale Shop. The shop has been totally remodeled with grant money. The Resale Shop is a very large source of income for the Kenneth Young Center. Becaue of the State's economy the Kenneth Young Center is struggling financially. If you would like to visit the Resale Shop or make a donation, the shop is located on the corner of Wise and Roselle Roads in Schaumburg. There was a great turnout for the event. The next activity for the Kenneth Young Center will be Saturday, May 8, 2010 at 8:00 a.m. "Walk for the Mental Health of It" is a three mile walk through Busse Woods, rain or shine, to raise awareness about mental health and mental illness and to raise money to support the work of the Kenneth Young Center. Anyone interested in signing up or making a donation can visit the website at www.kennethy ung.org or call 847-524-8800 and ask for Betty Jones. 0 3 VBM 4-27-10 Trustee Prochno announced Elk Grove Village resident, Paula Anciulis who is 48 years old unexpectedly had a stroke on October 31, 2009. While starting her recovery she had an aneurysm and had to have surgery in January. A few hours after surgery she had another stroke affecting the left side of her body and her speech. Paula is a single mom raising three children, Zoe, Michael and Matt. Paula has not been able to work since October and her insurance has run out. Her family and friends and Byrd School are coming together to raise funds to help lift some of the financial burdens Paula and her family are facing. The event is called "Pasta for Paula". It will be held Friday, May 14, 2010 at Byrd School, 265 Wellington Avenue, from 6:00 p.m. —9:00 p.m. Please attend the Spaghetti Dinner Fundraiser. Financial Donations will be taken at the door and there will be lots of raffle prizes. You can visit the cause page at "Facebook.com-Causes-Pasta for Paula". APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the April 27, 2010 Accounts Payable Warrant in the amount of$874,803.66. CONSENT AGENDA It was moved and seconded that the Consent Agenda of the April 27, 2010 Regular Village Board Meeting be approved as presented. Elk Grove Park District—Authorization to waive permit fees for the construction of an ADA compliant concrete walk to a bathroom and for the extension of the asphalt path at Lion's Park in the amount of$402.50. B. Elk Grove Park District—Authorization of a request to waive permit fees for the milling and replacement of the asphalt parking lot at Pirate's Cove in the amount of$1,800. C. Enforcement Products, Indianapolis, IN—Approve a trade contract for the trade of Police equipment. D. Arrow Road Construction Company, Mt. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI Item c. Biesterfield Road/Leicester Road Water Feature will be turned on at a ceremony on May 25, 2010 at 5:00 p.m. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER The three student winners of the No-Idle Zone Sign Contest and their teacher will be in attendance at the May 25, 2010 Village Board meeting. Mayor Johnson asked if the signs will be posted at schools, etc. Mr. Cavallini, Director of Health & Community Services, stated the Board will have to determine where they would like the signs. Trustee Czarnik stated on Earth Day it was brought up to turn your engines off instead of idling. It saves on fuel and pollution. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE No Report 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER There is going to be a new law which will affect residents. Beginning January 1, 2012 Illinois will begin enforcing the Electronic Products Recycling and Reuse Act. The law will ban putting most electronic devices into landfills. It will be against the law to put electronics in your garbage. This will include computer products, DVD players, FAX machines, mobile phones and similar electronics. Because of the law various drop off areas are being opened. Glenview is opening one at their Public Works garage on May 4, 2010, Hoffman Estates has one at their Village Hall and Morton Grove and Winnetka both have them at their Public Works facilities. The facilities are all opened at limited times. Trustee Feichter suggested calling SWANCC at 847-357-4240 or look them up at SWANCC.org on your computer for more detailed information on hours and locations. There will be a document destruction event in Elk Grove Village on October 9, 2010 from 9:00 a.m. until 11:00 a.m. in the Village Hall parking lot. If you need to get rid of things before then, Mount Prospect will be having a document destruction event on May 6 VBM 4-27-10 22, 2010. The Health & Community Services Department can provide you with information on other dates and locations. Instead of throwing away used and worn out gym shoes and sneakers, turn them in at the Park District Health Club. Nike will recycle them. Medications, sharps, mercury thermometers and fluorescent light bulbs can be dropped off at the Health & Community Services Department in Village Hall Monday through Friday from 8:30 a.m. until 5:00 p.m. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO There was a meeting of the Information Committee at 4:30 p.m. today to look at the new Village website which will be launched at the end of May. The website is very customer friendly and the maintenance of the website is being kept in-house. All changes and alterations to the site can be done by Village Staff. The website will be used to get timely and important information to the residents. Trustee Prochno complimented Deputy Village Manager, Matt Roan, for putting together the great new website. Trustee Prochno advised residents that anyone soliciting products and services throughout the Village is required to apply for a Solicitor Permit. This does not include people exclusively distributing flyers, nor does it include religious and political groups which are protected by the First Amendment. Background investigations are conducted on each individual and upon approval, an identification card with the solicitor's photo, name and expiration date will be issued. This identification card must be visibly worn at all times while conducting business within the Village. The Village does not endorse or support the company or product being sold. It is unlawful for any person, whether they have a permit or not, to solicit prior to 9:00 a.m. or after 8:00 p.m. Monday through Saturday, or at any time on Sunday or on a state or national holiday. Residents may display a "No Solicitor Invited" sticker at their residence as notice to any solicitor that they do not wish to interact with them. Stickers are available at the Village Clerk's Office. Uninvited solicitors or suspicious individuals who do not have a visible identification card should be reported immediately by calling 911. It was pointed out that this identification card is different than the Census taker's identification. Census takers have a federal identification card. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI Trustee Lissner stated the Consultants which have been working on the Village's Master Plan are planning a workshop on May 27, 2010 at 5:30 p.m. for Village Officials, Industrial/Commercial Revitalization Members and Staff. On Thursday, June 24, 2010 at 5:30 p.m. there will be a public hearing presentation that the public and the groups listed above will be invited to attend to view the plan being offered to the Village. Trustee Petri announced that a major printing company is moving in to the Village from California. They will be located at 1201 Kirk Street. Trustee Petri asked the Director of Engineering & Community Development to ask them to put address numbers on their building so it may be easily identified. It was noted they will have 200 employees. Mayor Johnson stated the Village has put out over forty million dollars on the first ten year Master Plan to fix up the Business Park. It has kept the Business Park strong. Anyone interested in attending the presentation is welcome. We need to keep our Business Park viable and strong for many years to come. 7 VBM 4-27-10 14. YOUTH COMMITTEE - TRUSTEE FRANKE The Elk Grove Youth Committee is offering three scholarships, two from the Village and one from the Elk Grove Parks Foundation. Each scholarship is for one thousand dollars. You need to be a senior in high school and attending a college, university or trade school in the fall. Applications are available at Village Hall, Elk Grove High School and Conant High School. The deadline is May 15, 2010 and the winners will be notified by June 15, 2010. 15. PARADE COMMITTEE - TRUSTEE CZARNIK The parade is Saturday, June 19, 2010 at 6:00 p.m. Star-Spangled Salute to America is the theme. Trustee Czarnik announced the Navy Band from Great Lakes will be appearing and there will be two humvees in the parade. The Grand Marshals are Village Service people or their family members currently serving in the United States Armed Forces. If you or a family member is eligible to participate please call 847-357-4038. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK The 2010 Community Volunteers of the Year Awards went to Ms. Rae Ciardullo for her great work at the Elk Grove Senior Center and with the Community Character Coalition. The second Award went to Ms. Elaine Specha and Ms. Marena Gohman for their work with the Special Leisure Service Foundation. Trustee Czarnik congratulated them and stated Elk Grove is very fortunate to have them. The Blood Drive held on April 24, 2010 produced 35 units of blood. Thanks to all who participated. It is much appreciated and needed to help save lives. Each unit assists three people. An immunization clinic was held on Wednesday, April 14, 2010. Ten individuals attended the clinic and twenty vaccines were administered. Of the ten children, three were from Elk Grove, two from Schaumburg and the remaining five were from surrounding communities. You can acknowledge a good deed by nominating someone for the Community Spirit Award. Forms can be picked up at Village Hall, the Library, the Pavilion and Jarosch Bakery. Mayor Johnson announced that this Saturday, May 1, 2010 from 9:00 a.m. until 11:00 a.m. right outside of Council Chambers there will be a Coffee with the Board.
