Call to Order
The meeting was called to order at 7:09 PM.
Action Items:Approval of the Minutes
Sal Pace made a motion to approve the minutes from March 21, 2010. The motion was
seconded by Trustee Nancy Czarnik. The minutes were unanimously approved.
Spring Intern- The Department spring intern, Brianna Officer introduced herself. Brianna is a
student finishing her degree in Environmental Health at Illinois State University. She started
with the Department in February and will work until April.
Community Service Coordinator Report
Community Service Coordinator Report-The CSC continues to see a number of newly
unemployed residents and residents that have exhausted their savings and assets. Some clients
are reporting having job interviews recently.
Holiday Adopt-A-Family-The Easter Adopt-A-Family program was successful. Community
Services received gift cards and food items for the families. Hams were purchased for all the
families through the Community Services special fund.
Volunteer of the Year- The three recipients for the The Village Volunteer of the Year Award
were presented with their awards at the Village Employee and Board Recognition Dinner. The
residents presented with the award were Rae Ciardullo (Elk Grove Senior Center/Community
Character Coalition), Elaine Specha and Marena Gohmann (Special Leisure Service Foundation).
Food Pantry- The Elk Grove Food Pantry is distributing grocery bags to homes in the Village
requesting donations for the pantry. The Post Office will be holding their annual food drive in
May.
Salvation Army-The Salvation Army has placed a moratorium on emergency funding. The
Coordinator reported that the Salvation Army is changing the way they do business. The monies
allocated next week will have to last until October. The Housing Fund is still an option for
emergency assistance.

Anti-Smoking Campaign
The Positive Youth Development Program (PYDP) held two classes at the Library. The children
were enrolled in the Library's Science and More program.
The PYDP is presently attempting to get something going at the high school level. They are
awaiting results of the Illinois Youth Survey(IYS). The IYS gives school administrators the
information it needs to develop effective tools and solutions for the prevention of youth
substance abuse, and assists schools in how to direct funding for intervention programs.
Department Director's Report
Kristen Gonsur Maternity Leave- Environmental Health Inspector, Kristen Gonsur is having a
baby. She will deliver in early July. She will be taking a 12 week leave in accordance with the
Federal Family and Medical Leave Act. She will return in late September.
Spring Intern- To provide some needed help during the summer, especially in light of Kristen
Gonsur taking maternity leave; the Department will be.retaining Brianna Officer, our current
intern for the summer position.
She will be familiar with the operations of the Department so she will not require start up
training. The Department will also be taking on an unpaid intern for the summer.
Rain Barrels- At the March 23`d Committee of the Whole meeting the Mayor and Board made a
decision not to subsidize the cost of rain barrels for 2010. The rain barrels will still be able to be
purchased at a reduced cost of$64.00 +tax.
Food Service Inspection Form Redesign-The Food Service Inspection form is now being used by
the Department. The last time the form was updated was in the mid 90's. The new form will
match up with the 2008 changes to the Illinois Food Code. The director included a copy of the
new form. Dr. Labinsky asked at what score a food establishment would be closed. The Director
stated a score of "60". Dr. Labinsky asked if a food establishment could be closed on the spot.
The Director stated a food establishment could be closed immediately unless the operator
could correct violations while the inspectors were still conducting the inspection.
The Chairman asked about computerizing the inspection process. The Director stated that IT
was looking at several options. The Engineering & Community Development Department were
already testing computers in the field for inspections.
Food Service Newsletter- The Director stated that the third edition of the Healthy Elk was sent
to all the food establishments. So far reaction to the newsletters has been positive with
owners/operators asking follow-up questions about newsletter items. The Director provided a
copy of the newsletter to the Board.
E Waste- E-Waste recycling is now available to members of SWANCC. Four (4) SWANCC
communities are operating E-Waste recycling sites. The four communities are Glenview,
Morton Grove, Hoffman Estates, and Winnetka. The Director provided the Board with drop-off

days and times for each community. After January 1, 2012, Illinois residents will no longer be
able to dispose of certain E-Waste in a landfill.
Idling Education Program- The Trustees judged the the contest participants in the "No Idling"
contest. Three were chosen out of thirty entrees. The winners will be awarded gift certificates
at the May 25th Village Board meeting. The Director will also bring the winning entries to the
Board of Health & Community Services meeting in May.
Nike Shoe Recycling- SWANCC is sponsoring an unwanted athletic shoe recycling program until
May 19th. Shoes may be brought to the Pavilion Fitness Center for recycling. The shoes are
recycled into playing or field sport surfaces. If good shape they are donated to Soles4Shoes.
Document Destruction Event-The Village will be sponsoring a DDE on October 9, 2010. The
Director provided a list of additional DDE drop-off locations and dates in SWANCC communities
for the spring. All DDEs are held from 9:00 AM to 11:00 PM.
Blood Drive-The next Community Blood Drive will be on Saturday April 24, 2010 form 8:00 AM
to 12:30 PM.
Rocco Vino's will be providing coupons for a free pizza and drink to all blood donors.
Department Events &Activities-The Director provided a list of upcoming and ongoing
Department events and activities.

New Restaurants- Chipotle opened on April 9th. Chipotle is located in Town Square. Quizno's
will be closing and Coach's Corner will be expanding into the space.

Nurse's Report- The nurse has several nursing students shadowing her this month. The
students need to observe a community health nurse in action as part of their studies.
Trustee Liaison Report-The Farmer's Market will start on June 2"d. The Park District has not
named a replacement to oversee the market. The tour of Elk Grove will be July 30-August 1. The
Parade is on June 19th. The theme is Star Spangled Salute to America. There has been a high
response to the Frank J. Czarnik Memorial Scholarship. The deadline for submitting a request is
the end of May.
Old Business- Mary Paliganoff asked about household hazardous waste recycling. The Director
stated only the permanent sites are available for drop-off and they may be closing in the near
future. Mary Paliganoff also asked what Department inspects bars. The Director stated Health
Services inspects bars, but there are no standalone bars in the Village.
New Business- Walk for the Mental Health of It will be held on May 91h in Busse Woods. The
Director will be participating.
Dr. Labinsky motioned to adjourn the meeting. It was seconded by Anne Feichter. The meeting
was adjourned at 7:50 PM.
