Mayor Craig B. Johnson called the meeting to order at 7:26 p.m.

2. PLEDGE OF ALLEGIANCE /INVOCATION
Deacon Ted Czarnecki, Queen of the Rosary Church delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on May
11, 2010 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Mayor Johnson announced the new fountain across from Alexian Brothers Medical
Center at Biesterfield Road and Leicester Road was dedicated prior to the Board Meeting.
Brother Val and Brother Ted were both in attendance. Mayor Johnson thanked Trustee
Petri for all his work with the Condominium Association and also thanked the
Association for working with the Village. It is a project that has been in the works for
three years and it is good to see it come to fruition. It is a beautiful entryway into the
hospital and community.
The concert series will be held in the Village Green every Tuesday in July. This year
Rhythm Method, Peter Noonan and Herman's Hermits, Ides of March and Jefferson
Starship will be performing. Rocco Vino's will be the food vendor at the concerts and
will be offering family friendly pricing. During tough economic times this is a good way
for everyone to come together and have a good time.
The fifth Alexian Brothers Tour of Elk Grove bike race will be taking place on July 30,
July 31 and August 1, 2010. There will be a Trustee Sign Challenge sponsored by Elk
Grove Village Bank & Trust. Anyone living along the ten mile road course can build,
design and display some form of welcoming sign for the bike riders participating in the
Road Stage Race on Saturday. The Village Trustees will drive the course before the race
and pick the three best signs. The first place winner will receive a $500 Visa cash card,
second place a $300 Visa cash card and third place a $200 Visa cash card. The Visa cash
cards are being donated by Elk Grove Village Bank & Trust. This is a way to welcome
the riders to our community.

The Tour of California was just completed and Chris Horner who has raced in the Tour of
Elk Grove each year came in fourth place. Mayor Johnson spoke with Chris Horner and
he stated he is looking forward to coming back and racing in Elk Grove Village.
There will be a Charity Time Trial on Friday, July 30, 2010. The proceeds from the
Charity Time Trial will go to the Soldier Memorial Fund and will be split between two
charities, Heart of A Marine Foundation and the Scholarship Fund. This year the Mayor
will ride the course first and establish a time. Anyone interested in riding the course can
sign up for the Charity Time Trial. The entry fee is $20.00 and Mayor Johnson will
donate an additional $20.00 to the charity for each rider that beats his time up to twenty-
five riders or $500.
There will be block parties on Friday and Saturday nights with fireworks both nights.
Concerts will be held both nights, Rock Candy will perform on Friday night and Sixteen
Candles on Saturday night. There will be Kids Fest sponsored by Elk Grove Village
Bank & Trust, a Big Wheel Race sponsored by Comcast, the Trustee Fun Ride and the
Mayors Race. Nine of the sixteen professional race teams which raced in the Tour of
California will be racing in the Tour of Elk Grove. Anyone can come and watch the
races for free or they can be viewed live on Channel 6.
Mayor Johnson asked the representatives from the American Cancer Society to join him
at the podium. This is the fourteenth year for Relay for Life in Elk Grove Village. This
year Elk Grove should come close to raising a total of two million dollars during those
fourteen years. When Relay for Life first started we were combined with Des Plaines but
Elk Grove has grown and done so well it now has its own Relay for Life. It has grown
into a huge event and people in the community look forward to it every year. We are
proud to have Relay for Life as a part of our community and it is good to see the money
go to such a wonderful charity that helps so many people. Mayor Johnson read and
presented a Proclamation to the American Cancer Society Representatives.
The representatives thanked Mayor Johnson and the Board of Trustees on behalf of the
American Cancer Society. The goal for this years fundraiser is $110;000.00 which
would put the Elk Grove Relay for Life over the two million dollar mark. Currently they
have raised $35,000.00 which is $3,000.00 ahead of where they were last year at this
time. They hope to meet their goal and see everyone out at the track. Mayor Johnson
said it is a fun event with a lot of activities and encouraged everyone to stop by and make
a donation.
Trustee Prochno joined Mayor Johnson at the podium to award a Soldier Memorial
Scholarship. The Soldier Memorial Fund awards three scholarships. Two of the
scholarships were awarded at the last Board meeting. Jessica Taylor and her Mom were
asked to join Mayor Johnson and Trustee Prochno at the podium. Mayor Johnson
explained the funds for the Soldier Memorial Scholarships are raised through the Tour of
Elk Grove Bike Race. Trustee Prochno read and presented Jessica with a certificate and a
check for $2;000.00. Jessica thanked Mayor Johnson and Trustee Prochno and stated she
will be attending Grace College in Indiana to study Art Education. Jessica was home
schooled.
Trustee Lissner and Mike Cavallini, Director of Health & Community Services,joined
Mayor Johnson at the podium to present awards for the No Idle Zone Sign Contest. Mr.
Cavallini stated a couple of years ago the Village Board wanted to explore some green
initiatives. One of those initiatives is the new Administration Building and another is
idling. Idling wastes gas, if you idle more than ten seconds it wastes more fuel than
turning your engine off and restarting it. Idling more than ten minutes a day uses more
than twenty seven gallons of fuel per year. Mr. Cavallini went on to explain the Village
wanted to put up no idling signs in different areas such as the Park District; schools and
the industrial park.

There have been two contests. The first contest was with elementary school students.
Awards were given out for that contest and some of the artwork is going to be used in
promotional brochures and educational materials. The second contest was with high
school students. The high school students were asked to design signs. Mr. Cavallini
explained that Mr. Jay Whalen; Graphic Art teacher, from Elk Grove High School
graciously offered his students services. Three winners were chosen. Mr. Whalen and
the contest winners were invited to the podium. Ricky Whalen and Mike Fudala were
present, the third winner, Leonel Chagoya was unable to attend. Ricky Whalen won first
place, Leonel Chagoya won second and Mike Fudala won third place. The winning sign
designs were displayed for everyone to see.
Mr. Whalen explained the students did research on the computer to see if other cities had
a similar program. They researched different designs and then each student came up with
their own sign design. There were approximately thirty students who participated. Mr.
Cavallini presented first place winner Ricky Whalen with a Best Buy gift certificate for
$100.00. A $25.00 Best Buy gift certificate was presented to Mike Fudala for third place.
A $50.00 Best Buy gift certificate was given to Mr. Whalen for second place winner
Leonel Chagoya.
Mayor Johnson introduced "Cowboy Jack', Jack Groat. Mr. Groat announced this was
the third anniversary of the Little Boots Rodeo being held in Elk Grove Village. This
year there will be two events. The first event is a free concert in the Village Green with
Gary Lewis & The Playboys on Saturday, June 26, 2010 at 7:30 p.m. Everyone in the
Village is invited. Mr. Groat requested everyone bring a canned food donation for the
Elk Grove Township Food Pantry.
The second event is the Little Boots Rodeo which is being held on June 27, 2010 at the
intersection of Devon Avenue and Arlington Heights Road. There will be a Craft and
Vendor Fair and for the first time the Elk Grove Public Library will be participating. The
Library will have a booth where you can sign up for their reading program. This year the
Little Boots Rodeo is sponsored and organized by a new foundation, "The Little Boots
Foundation". The cost of the concert and the Little Boots Rodeo is being funded through
donations by local businesses. The proceeds from the Little Boots Rodeo will benefit the
District 59 Foundation and the Community Character Coalition of Elk Grove.
Children registering for the Rodeo will participate in ten events in a non-competitive
atmosphere. Each child that completes all the Rodeo events will receive an award on
stage with Cowboy Jack plus have their name announced as a certified Cowboy or
Cowgirl.
Some of the family events are pig races, a petting zoo, pony rides and an American
Indian dance demonstration by the American Indian Center of Chicago. One of the
popular events last year was cow milking. Mr. Groat brought along one of the
mechanical cows and asked Village Attorney, George Knickerbocker and Trustee
Prochno to give a cow milking demonstration. Trustee Prochno, Mr. Knickerbocker and
Mayor Johnson all milked the mechanical cow.
Mr. Groat stated the past two years he has challenged Mayor Johnson to a mechanical
bull riding contest and for the past two years Mayor Johnson has won. Mr. Groat said he
was not going to challenge the Mayor again this year and declared Mayor Johnson the
Illinois Champion Bull Rider.
A video presentation began featuring television celebrity Svengoolie. Svengoolie
challenged Mayor Johnson to a mechanical bull riding contest this year. Mayor Johnson
accepted the challenge. The contest will take place at 1:00 p.m. the day of the rodeo.
Bill Farley told Mayor Johnson that he has been deputized for the rodeo and that he will
make sure the challenge his handled fairly.
The free concert with Gary Lewis & the Playboys will be Saturday, June 26, 2010 at 7:30
p.m. The Little Boots Rodeo will be held Sunday, June 27, 2010 from noon until 5:00
p.m. at the intersection of Arlington Heights Road and Devon Avenue.

Mayor Johnson stated that he was proud to announce that for the second time in a row, all
the establishments in the Village which sell tobacco products passed a recent sting. The
Mayor noted this is the first time since he has been Mayor that everyone has passed twice
in a row. Mayor Johnson commended Police Chief Schmidt and the Police Department
for doing such a good job.
Trustee Franke announced the next CERT (Citizen Emergency Response Team) class
will be taking place June 11, 2010 through June 13, 2010. Classes are Friday evening, all
day Saturday and all day Sunday. If you would like to reserve a spot please call the Fire
Department at 847-734-8025. Another class will be held in September.
Trustee Lissner asked Trustee Franke how many openings there were at this time.
Trustee Franke stated twenty spaces are available and Trustee Prochno stated
approximately half of those were full.
Trustee Petri announced that Sister Cities will be part of RotaryFest this year. They will
be selling popcorn and snacks in the beer tent. There are still openings for the Sister
Cities trip to Sicily September 19, 2010 through September 30, 2010. It should be a very
nice and educational tour and Trustee Petri encouraged anyone interested to sign up.
Trustee Prochno reported for Trustee Feichter who was traveling in Africa. Trustee
Feichter attended the Woodfield Chicago Northwest Convention Bureau and noted that
Itasca may be joining the Bureau. It was also noted that Chefs Fest was a huge success.
There were over sixty exhibitors, seventeen hundred twenty five attendees and a
$36,000.00 profit for the Bureau.
Trustee Prochno noted a neighbor expressed concerns about vehicles parked in driveways
blocking sidewalks. Trustee Prochno explained that many of the homes in Elk Grove
have single car driveways and with growing families and children returning from college
there are extra vehicles home for the summer. Although it may seem difficult for
pedestrians using the sidewalk, the Village does encourage residents to park in their
driveways for the safety of children darting out between vehicles parked on the streets.
Trustee Prochno did encourage residents who do have the space in their driveways to
make a conscious effort to leave the sidewalk clear.
Trustee Prochno was asked by Nick Nikola of the Salt Creek Watershed Network and
Friends of the Critters in Salt Creek to announce he is having his bi-annual Salt Creek
clean up on Saturday June 5, 2010 from 9:00 a.m. until 12:00 p.m. Meet at Elk Grove
High School along the creek to help clean the areas in and along Salt Creek. Garbage
bags, gloves and pick up sticks will be provided. Dress for muddy conditions, waders
and/or canoes are especially welcome. For more information contact Mr. Nikola at 847-

Monday, May 31, 2010 the Village will be having their thirteenth annual Memorial Day
Observation at 10:45 a.m. in front of the Park District Pavilion. Participating will be the
American Legion, the VFW, Elk Grove Baptist Choir and Elk Grove Town Band. Some
elected officials will be guest speakers and there will be a flag lowering ceremony.
Trustee Prochno expressed how important it is for young families to bring their children
and have them understand there are many people who made sacrifices to give us the
freedom we have today.

A. Fraternal Order of Police Lodge 435 —Authorization of a request to waive permit
fees for a vending machine license for a beverage machine located at 901
Wellington Avenue, within the Elk Grove Police Department, in the amount of
$50.
B. Prince of Peace United Methodist Church—Authorization of a request on behalf
of the Mother's Day Out Preschool, to waive permit fees for a daycare center
license at 1400 S. Arlington Heights Road in the amount of$325.
C. Township High School District 214—Authorization of a request to waive permit
fees for vending machines at Elk Grove High School located at 500 W. Elk Grove
Boulevard in the amount of$500.
D. Elk Grove Park District - Authorization of a request to waive permit fees for the

BOARDS AND COMMISSIONS
8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIWMAN PETRI
Trustee Petri referenced the completion of the Biesterfield Road and Leicester Road
Water Feature and thanked Vito Sammarco; Alan Boffice and Kenny Jay for being an
instrumental part of getting the project completed. Trustee Petri requested the Village
Clerk remove item c. Biesterfield Road/Leicester Road Water Feature from the Agenda.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER
Trustee Lissner stated he would be getting together with Mr. Cavallini; Director of Health
& Community Service to review the No-Idle Zone paperwork and prepare a presentation
for the Board to determine where the signs should be placed.
Item c. Pawn Broker Business License was added to the Agenda at the last Board
Meeting. There will be a meeting on June 15; 2010 at 3:00 p.m. in the Trustees
Conference Room. The Owners or a representative of the two Pawn Shops in the Village
and a representative from the Police Department will be invited to attend.

11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER
Trustee Czarnik reported for Trustee Feichter. Rain Barrels are still available at Steiner
Electric. The cost is $64.00 plus tax. Trustee Czarnik announced the State will not be
having any recycling programs due to funding cuts, however there are still recycling
programs out there. Contact the Health& Community Service Department at 847-357-
4242 for specific information.
12. INFORMATION COMMITTEE - TRUSTEE PROCHNO
Trustee Prochno announced the new Village Website is up and running as of Friday
afternoon. It is a wonderful new website and Trustee Prochno thanked Deputy Village
Manager Matt Roan and Assistant Village Manager Beth Jacobsen for all of their hard
work. Trustee Prochno stated there are several trained in-house personnel that will
maintain the website. The website is www.elkgrove.org. Trustee Czarnik mentioned that
all of the recycling areas will be listed on the website and Trustee Prochno added
community alerts will be posted on the website.
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION
TRUSTEES LISSNER/PETRI
Trustee Petri noted a Class 6B was approved for Marubeni Citizen-Cincom, Inc.,
Japanese Company which is a large distributor of Citizen brand watches. They are
moving into the Village from Wood Dale. They will be bringing 25 initial employees
and will be adding about 20 others. This will bring a significant sales tax to the Village.
There will be a meeting on Thursday, May 27, 2010 at 5:30 p.m. to review the Master
Plan to Revitalize the Business Park.
The Devon Avenue Railroad Crossing Improvements are delayed slightly. They are now
planning to open Devon Avenue on Friday afternoon instead of the originally planned
Wednesday.
Trustee Lissner commented at the last meeting how well the County was doing with the
repairs on Devon Avenue, unfortunately Trustee Lissner feels they stopped as soon as he
stated that. It seems that work is going very slowly. Alan Boffice, Director of
Engineering & Community Development stated he would contact the contractor and the
County to see what the hold up is.
Mayor Johnson noted work had been done by the County on Arlington Heights Road in
preparation of the Bike Race. The Mayor asked Vito Sammarco, Director of Public
Works if the County was going to complete the work all the way to Landmeier Road.
Mr. Sammarco stated he would check with the County. The Mayor asked Mr. Sammarco
to prepare a letter to the County when the work is completed, Mayor Johnson would like
to thank them for their help.
Trustee Petri asked Mr. Boffice whether Devon Avenue west of Arlington Heights Road
was going to be worked on. Mr. Boffice confirmed it would, it is Phase 11 of the project.
14. YOUTH COMMITTEE - TRUSTEE FRANKE
Scholarship applications have been received and will be passed out to the Youth
Committee for review. Winners will be announced at the June 15, 2010 Village Board
Meeting.
15. PARADE COMMITTEE -TRUSTEE CZARNIK
We are really getting close to the parade, Saturday, June 19, 2010 at 6:00 p.m. Star-
Spangled Salute to America is the theme. The Navy Band from Great Lakes and two
humvees will be there. The Grand Marshals are our Village Service people currently
serving in the United States Armed Forces. Representatives are Gunnery Sgt. Michael
Michalski who grew up in Elk Grove Village and his parents still live in Elk Grove, Pam

and Tim Scully whose son Captain Aaron Scully, an Apache Pilot and Executive Officer
of Alpha Company for the Army currently serving in Afghanistan and Staff Sgt.
Christopher Bauer who returned from his tour of duty and his parents Linda and Ray
Bauer of Elk Grove Village.
Trustee Czarnik mentioned and thanked Helen and Don Giancaterino whose son, Army
Captain Craig Giancaterino returned from his third tour of duty in Iraq. They were going
to be in the parade last year but due to prior commitments cannot make the parade this
year.
The Parade Sponsors for 2010 are Bigston Corporation; A&H Plumbing, Chicago Offset,
Jerry Castle & Sons, Rocco Vino Pizza& Pasta Express, Chicago Sign Design and Alpha
Graphics. Please support the businesses that support us.
The next meeting of the Parade Committee will be Monday, June 7, 2010 at 5:30 p.m. in
the lower level conference rooms of the Zettek Municipal Building.

a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER
Trustee Lissner reminded everyone they will need a Comcast cable converter box
for their televisions if they are not already connected to a box by August 3, 2010.
Without the converter box the television will either not work or not all stations
will be available. The converter boxes are free. There is a slight service charge if
you have Comcast come out to install the box. Trustee Lissner stated it is pretty
straight forward to install.
The other day Trustee Lissner had perfect sound from his television but did not
have a picture. He unplugged the converter box and restarted it and everything
was fine. If anyone has a problem they may want to reboot the converter box
prior to contacting Comcast.
b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK
The 2) Annual Community Paint-A-Thou is September 11, 2010. This is a
unique community partnership designed to paint the exterior of homes owned and
occupied by persons with limited financial resources. You have to be at least 60
years of age or have a permanent disability. Call 847-357-4121 for details and
requirements if you are interested.
The Farmer's Market will be held every Wednesday starting June 2, 2010 through
September 29, 2010 from 7:00 a.m. until 1:00 p.m. in the south parking lot of the
Pavilion, right across from the Clock Tower.
There are many vendors, four produce vendors,jewelry vendors, various home
item suppliers, popcorn, sauces and health items. The Cook County Master
Gardeners Program for gardening support from the experts will be there and the
famous coffee table for a free drink and conversation if you wish.

Acknowledge a good deed by nominating someone for the Community Spirit
Award. We hear about so many terrible happenings so let's celebrate good
works. It doesn't take much,just a kindness. Nomination forms are available at
Village Hall, the Library, the Pavilion or Jarosch Bakery. Winners receive a free
t-shirt and a yard sign. It is a wonderful way of thanking people for what they
have done.
The next meeting of the Health & Community Services Board will be
Wednesday, June 16, 2010 at 7:00 p.m. in the lower level of the Zettek Municipal
Building.

Starting June 16, 2010 through Father's Day, the Rotary Club will be having their
annual RotaryFest. One hundred percent of the money raised at RotaryFest goes
back into the community. There are many free or low cost activities coming up in
the community.

Village Attorney—the necessary documents were prepared for a Special Use at 865
Nicholas Boulevard.

Mayor Johnson announced the Village Board will only be meeting once a month for the summer
months in June, July and August.
Trustee Petri announced in a current police report received by the board for May 17`h and May
181h, someone chopped down five trees in Clark Park on Michigan Avenue. Trustee Petri stated
that was sheer vandalism and there is no excuse for that. Mayor Johnson asked that residents
keep their eyes open for any vandalism and contact the police department immediately.
