ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY JULY 13,2010 Mayor Craig B. Johnson called the meeting to order at 5:19 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on June 15, 2010 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson apologized to the Community and Village Board for his attire. The Mayor stated he means no disrespect, but due to his injuries from his recent accident he was unable to wear a suit and tie. Mayor Johnson emotionally thanked everyone for their outpouring of well wishes. He, his family and Village Staff have received numerous phone calls, letters and emails wishing him well and expressing concern. The Mayor explained what happened the evening of his bicycle accident and credited Dr. Jay for saving his life and thanked his fellow bike riders for their quick actions and help. Mayor Johnson also commended the Elk Grove Fire Department for a job well done. The Fire Department transported Mayor Johnson to Lutheran General Hospital because of the Level 1 head trauma. The Mayor stated that everyone's actions were truly amazing and he is very grateful. Mayor Johnson stated his injuries will take awhile to heal and he will find out in a few weeks whether his shoulder and collarbone will require surgery. Tonight is the second concert of the summer concert series. Ides of March will be performing this evening at 7:30 p.m., followed by Rhythm Method next week and Starship the following week. The turnout was great last week even with the inclement weather. The fifth annual Tour of Elk Grove will be July 301h, July 3151 and August 151. There will be Block Parties Friday night and Saturday night with free concerts and fireworks both nights. There will be three days of fun for all to attend. Fundraising events at the bike race raise money for the Soldier Memorial Fund which provides college scholarships and also helps the Heart of A Marine Foundation help those who have loved ones serving in the armed forces. New to the bike race this year is the Trustee Sign Challenge. Everyone living along the ten mile race route is invited to design and build a yard sign welcoming the race contestants to Elk Grove Village. On Saturday at 1:00 p.m., before the road race, the 1 VBM 7-13-10 Trustees will drive the entire road course and judge the signs. There will be three winners. Elk Grove Village Bank & Trust has donated Visa gift cards for the winners. First place will receive a $500.00 Visagift card; second place a $300.00 Visa gift card and third place a $200.00 Visa gift card. Think outside the box and create a sign that catches the attention of the Trustees and the bike riders. Mayor Johnson stated that "Cowboy Jack'', Jack Groat, was in the audience. The third annual Little Boots Rodeo which was held two weeks ago at the corner of Devon Avenue and Arlington Heights Road was a huge success. Mayor Johnson and television celebrity Svengoolie had a mechanical bull riding contest. The contest was deemed a draw. Jack Groat thanked the Mayor, Village Trustees and Village Manager Ray Rummel for their help and support for the third annual Little Boots Rodeo this year. Mr. Groat stated that $5,000.00 was donated to the School District 59 Foundation, $1,000.00 to the Community Character Coalition, $1,000.00 to American Indian Dance-Chicago Branch and $250.00 to the Lioness Club. There was a great turnout. There were about 2500 people and 500 children who attended. The whole afternoon was wonderful and planning has already started for the fourth annual Little Boots Rodeo. Mayor Johnson thanked Mr. Groat on behalf of the Community for a wonderful event. Trustee Franke—On June 26, 2010 IEMA (Illinois Emergency Management Agency) held its first ever CERT (Community Emergency Response Team) Challenge in Bensenville. Fifteen communities participated in the closed down area of homes in Bensenville to perform different functions in how to react in massive emergency situations. The fifteen communities competed against each other and the Elk Grove team came in first place. An award will be presented to the CERT team at the August Village Board meeting. The CERT team should be very proud and hopefully this is the first of many competitions they will win. Another CERT class will be taught September 10`h, 11`h and 18`h. Anyone interested in participating should contact the Fire Department at 847-734-8025. Trustee Lissner— On June 18, 2010 Trustees Czarnik, Feichter, Petri, Prochno and Lissner attended the presentation of the award given to Darwin Coligado. Mr. Coligado was the Illinois Veteran of the Month. The award was presented by the Illinois Department of Veterans Affairs. The presentation was very well attended and Mr. Coligado was very deserving. Trustee Petri —On June 25, 2010 Trustee Petri was present at the Ribbon Cutting for the grand re-opening of the Brown's Chicken on Devon Avenue. The Brown's Chicken is being run by Frank Portillo, the franchise owner. The Brown's will be run by the company not by a franchisee. Trustee Petri took a moment to recognize Tom Rodgers, a fifteen year Zoning Board of Appeals member who passed away on July 1, 2010. Mr. Rodgers will be missed. Trustee Feichter—The Community Character Coalition is going to have a community wide social on September 16, 2010 between 4:30 p.m. and 6:30 p.m. at the Hattendorf Center. Everyone in Elk Grove is invited to attend. The food is provided by Tasty Catering. It is a very fun evening and activities are currently being planned. Trustee Feichter will have future announcements about the event. Trustee Prochno—Trustee Prochno thanked Jack Groat not only for the Little Boots Rodeo but for the free Gary Lewis and the Playboys concert he sponsored for the community on Saturday, June 26, 2010. Trustee Prochno thanked the Elk Grove Lions and Lioness Clubs for sponsoring this year's Fourth of July fireworks. They had concessions and sold glow necklaces. Their volunteerism in the community is always appreciated. 2 VBM 7-13-10 5. CONSENT AGENDA It was moved and seconded that the Consent Agenda of the May July 13, 2010 Regular Village Board Meeting be approved as presented. (Mayor Johnson asked for comments or questions from the Village Board, staff or members of the audience. There were none) A. Elk Grove Lions Club—Authorization to concur with prior authorization of a request to waive the fees for the cost of a food dealer license, and the use of a fire hydrant for non-firefighting purposes for their 4th of July celebration in the total amount of$175. B. Woodfield Chicago Northwest Convention Bureau—Authorization of a request for payment of dues for Fiscal Year 2010-2011 in the amount of$64,595. C. SEC Group. Inc.. Chicago IL —Authorization of the following: • To award a professional service contract for construction engineering services related to the Northwest Point Boulevard Reconstruction Project in an amount not to exceed $118,983.76 from the Capital Projects Fund; and • To increase the Fiscal Year 2010-2011 Capital Projects Fund in the amount of $118,984 for this project. REGULAR AGENDA A. Authorization to approve proposed signage for Good Tequila's Mexican Grill in the Elk Grove Town Center. Mayor Johnson asked if a representative from Good Tequila's was present. Mr. Eddie Hartsell, Joliet Express Sign Company, introduced himself at the podium. The Mayor asked if any of the Trustees had any questions or comments regarding the signage. There were none. Mr. Hartsell explained that the signs being installed are energy saving signs that use all LED lights. Mayor Johnson informed Mr. Hartsell that the Village Hall is the first LEED certified Village Hall in Illinois. Authorization to approve proposed signage for Crazy Buffet in the Elk Grove Town Center. A representative from the sign company for Crazy Buffet was present in the audience. The representative did not give his name or the name of the sign company. Mayor Johnson asked the Trustees if they had any questions or comments. There were none. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI Item c. —Add Streets to 2010 MFT Street Resurfacing Program—Trustee Petri reported the program was almost underway until the strike of the Local 150 Operating Engineers. The program is all approved and ready to go. Bids came in well under the Village's plan. As soon as the strike is resolved work can restart. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER Item c. —Pawn Broker Business License—Trustee Lissner reported the Ordinance was approved under tonight's Consent Agenda. Basically, the Ordinance requires the Pawn Shops to keep record of the items they take in. This could help the Police with tracking stolen property. Item a. —No-Idle-Zone Ordinance—Trustee Feichter, Trustee Lissner, Mike Cavallini and Vito Sammarco met with Eve Pytel from the Clean Air Counts Coalition on July 1, 2010. It was a very good meeting. The Minutes of the meeting will be issued soon. Trustee Lissner pointed out that the Village may not want to proceed on signs for awhile. The signs can be very costly. Twelve signs could cost approximately $7200.00. Mike Cavallini has put together some good recommendations that will be in the Minutes. Basically it is going to be recommended that we have a voluntary or educational process to help the public see the value of reducing idling whenever possible. Mr. Cavallini is working on some Channel 6 programming and has an Idling 101 Brochure on the Village Website. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE No Report. 5 VBM 7-13-10 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER Trustee Feichter stated that a lot of people usually have questions about what to do with their old computer and printer, old paint, used motor oil, old cell phones and appliances they want to get rid of. People question how to dispose of those things properly and in the best way. Trustee Feichter recommended that people go to our Village Website www.elkgrove.org, Health and Community Services Department for the answers to those questions and many more. There is a complete explanation on how to safely and legally dispose of things. Trustee Feichter commended Mike Cavallini, Director of Health & Community Services for doing such a good job. Mr. Cavallini keeps updating the information and adding items to it. It is a great tool for the residents of our community. If you have questions and don't have access to a computer contact Mr. Cavallini or the staff of the Health & Community Services Department. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO Trustee Prochno added to Trustee Feichter's report stating there is a lot more information available on the new Village Website. If you are interested in the upcoming bike race, all the dates and times and street closure information is available on the website. Hazardous weather conditions will be posted on the website. The website is very informative and people shouldn't hesitate to use it. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI Trustee Petri reported that on June 24, 2010 there was a follow up meeting on the Master Plan. The meeting was open to the public. A number of businesses attended along with the Village Zoning Board and Plan Commission members. Interesting information and items to look at were provided. There were two Class 6B's approved on the Consent Agenda. One is for a company at 1800 Lunt. It is a 32,500 square foot facility coming new into Elk Grove Village. They currently have operations in Bensenville, Pico Riviera, Virginia and Bellevue, New Jersey. They will be spending in upwards of two million dollars to modify the building. The second one is for a company at 560 Bonnie Lane. They will also be upgrading and will provide jobs for twelve to twenty people. 14. YOUTH COMMITTEE - TRUSTEE FRANKE The two one thousand dollar scholarships will be awarded at the August 17, 2010 Village Board meeting. Trustee Franke stated that for the first time that he can remember a splash party took place at Rainbow Falls. There were 132 kids that attended. Last year the splash parties were either rained out or it was fifty degrees and no one would show up. There will be another one in August and hopefully the weather will be just as good. Trustee Franke said he is hoping some of the football players and cheerleaders show up after they have been working out. 15. PARADE COMMITTEE - TRUSTEE CZARNIK The Star Spangled Salute to America Parade was a great success. Trustee Czarnik thanked the participants, viewers, committee members, volunteers and workers for a fine job. Many efforts go into making the event possible. Trustee Czarnik gave a special thanks to the Public Works Department for all they did, the Police Department for their special efforts in crowd management and the CERT members for volunteering their time to help. Trustee Czarnik thanked the Grand Marshals, Captain Aaron Scully's parents, Tim and Pam, who represented him, Staff Sergeant Christopher Bauer, Gunnery Sergeant Michael Michalski, Specialist Benjamin Charles Lockhart and Army Captain Craig Giancaterino. 6 VBM 7-13-10 A thank you was extended to John McDonough who was so kind to share his time with the Stanley Cup with Elk Grove Village. Trustee Czamik thanked Parade Sponsors, Bigston Corporation, A&H Plumbing, Chicago Offset, Jerry Castle & Sons, Rocco Vino Pizza& Pasta Express, Chicago Sign Design and Alpha Graphics. Please support the businesses that support us. Trustee Czamik announced the following parade float category winners: 1. Best Use of Theme—Cub Scout Pack 958 —Army tank with rotating gun on top. 2. Most Creative—Mainstreet USA Roller Rink— Incredible red, white & blue balloon creations that serpentine their way through the parade route. 3. Most Original— Boy Scout Troop 95 —Revolutionary characters featured on a moving boat with moving waves. 4. Spirit Award— Cub Scout Pack 495 —Giant flag made from balloons and various materials. 5. Most Resourceful— CERT "Community Emergency Response Team"—Float titled "Are you prepared?" The float depicted a tornado scene and included a sampling of suggested items to have on hand in the event of an emergency. The Parade Committee will not be meeting in August. The next meeting will be Monday, September 13, 2010 at 5:30 p.m. in the lower level conference room of the Charles J. Zettek Municipal Building. 16. PLAN COMMISSION - VILLAGE MANAGER No Report. 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER No Report. 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER Trustee Lissner said this would be the last reminder about the changes Comcast is making to their cable system that will require every television that doesn't have a built in cable card, existing cable box or DVR to have a convertor box. There is no charge for up to two convertor boxes. The boxes are needed by August 3, 2010 or some channels will be lost. You can go right to Comcast and pick them up. Trustee Franke stated he received a mailer from Comcast with a code number on it and he went online and put the code number in and was asked how many boxes he needed and Comcast is shipping them for free. Anyone having trouble installing a convertor box can contact Comcast and they will install it for a slight fee. If you only need one box at this time but think you may need another one in the future, Trustee Petri recommended getting two at this time because they may not be free in the future. b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK There is a Blood Drive on Saturday, August 7, 2010, from 8:00 a.m. to 12:30 p.m. in the lower level of the Zettek Municipal Building. One pint of blood can save up to three people. The 23`d Annual Community Paint-a-thon is September 11, 2010. This is a unique community partnership designed to paint the exterior of homes owned and occupied by persons with limited financial resources who are at least sixty years of age or have a permanent disability. Call 847=357-4121 for details and requirements if you are interested. 7 VBM 7-13-10 The Farmer's Market is held every Wednesday through September 29, 2010 from 7:00 a.m. until 1:00 p.m. in the south parking lot of the Pavilion across from the Clock Tower. There are many vendors featuring produce,jewelry, various home items; popcorn, sauces and health items. There is gardening support from the experts at the Cook County Master Gardeners Program and the famous coffee table for a free drink and conversation. Acknowledge a good deed by nominating someone for the Community Spirit Award. We hear about so many terrible happenings, let's celebrate good works. Forms are available at Village Hall, the Library, the Pavilion and Jarosch Bakery. There is no July meeting for the Health & Community Services Board. The next meeting will be Wednesday, August 18, 2010 at 7:00 p.m. in the lower level of the Zettek Municipal Building. C. LIQUOR COMMISSION - MAYOR JOHNSON No Report. d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON No Report. e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON No Report. 19. REPORT FROM THE VILLAGE CLERK No Report. 20. UNFINISHED BUSINESS Village Board—None Village Attorney—The documents were prepared and appeared as item M. on the Consent Agenda. 21. REPORT FROM THE VILLAGE MANAGER No Report. 22. NEW BUSINESS None Trustee Lissner congratulated Trustee Czarnik on her new grandchild. Trustee Czarnik thanked Trustee Lissner and stated she has a beautiful new granddaughter, Alaina Frances. born June 30. 2010. AUDIENCE— 5:55 p.m. Mr. Tim Burns. 217 Wellington Avenue. stated that his family recently made the transition to the U-verse cable system and asked when the Village plans on broadcasting the Village Board meetings on AT&T. Trustee Petri answered that it was up to AT&T. Elk Grove Village has the channel available for them. Channel 99. One of the reasons Elk Grove switched from Channel 6 to Elk Grove TV was to accommodate any other companies that were interested in broadcasting. Mayor Johnson stated the Village can send a letter to AT&T asking them if they would like to broadcast Elk Grove TV. We will provide them with all the information they need and encourage them to broadcast. Trustee Petri asked Mr. Burns how long he has had AT&T. Mr. Burns stated he has had it for about thirty days. Mayor Johnson asked how the quality is and Mr. Burns answered that there 8 VBM 7-13-10 are more channels for less price. The Mayor stated the Village has been a long proponent of more competition and are happy to see them in the area. Trustee Prochno let Mr. Burns know that he can also view the Board meetings on the Village website. Trustee Lissner asked Mr. Burns if he went with the whole package which includes the telephone service. Mr. Burns stated that he has the whole package and it costs less than what he was paying for cable television; basic telephone usage and internet. Mr. Bill Fischer. 557 Ridge Avenue; stated he was glad to hear that Mayor Johnson was okay after his accident and that he was at the Board meeting to talk about bicycle safety. Bicycling has become very popular in Elk Grove Village especially with Busse Woods right here. Mr. Fischer viewed the rules and regulations for bicyclists on the Jesse White website and is concerned that bicyclists in Elk Grove are not following the Rules of the Road. Mr. Fischer stated he has seen pods of bike riders that are not stopping at intersections with four way stop signs. Mr. Fischer is concerned about accidents occurring when cars are abiding by the rules and bicyclists are not. Mr. Fischer asked Mayor Johnson what his opinion is on the bicycle rules and regulations which are posted on the Jesse White website. Mayor Johnson said it would be a good idea to put an article in the next Village newsletter reminding people about bicycle safety and following the Rules of the Road. Mayor Johnson thanked Mr. Fischer for his opinion. 23.
