Call to Order
The meeting was called to order at 7:10 PM.
Action Items: Approval of the Minutes
Trustee Nancy Czarnik made a motion to approve the minutes from April 21, 2010. The motion
was seconded by Dr. John Kelly. The minutes were unanimously approved.
Community Service Coordinator Report
Communitv Service Coordinator Report-The CSC continues to see a number of new residents
requesting assistance. The CSC has seen an increasing number of people seeking subsidized
housing. Subsidized housing is not readily available in suburban areas. The CSC feels this might
be an area that needs.to be looked at in the suburban area given the current economic
conditions. Most of the interest is from single moms living in apartments. Rents can be $1,000
or more for 2 bedroom apartments in Elk Grove.
Section S housing is available to a few people in the suburban area that are lucky enough to
obtain a voucher. There are some landlords that accept the vouchers as payment.
Some residents could be facing utility shutoffs now that the warmer weather is here. The CSC
steer them to the the different sources available to them. Some have utility bills in excess of
$1,000.00.
Food Pantry-The Post Office held their Postal Carrier Food Drive over the Mother's Day
weekend. The drive was successful and filled the shelves at the pantry.
The CSC and the Coordinating Committee of the Food Pantry met to discuss changes in how the
food pantry is used by residents. They reviewed usage and allowable length of pantry use.
Some changes need to be made to eligibility requirements. Some families have been using the
food pantry for over 6 years, when its original intent was as short-term emergency assistance.
Changes will be made on a gradual basis so not to cause any undue hardship to anyone.
Rebuilding Together- May 1S` was the Rebuilding Together work event. Ten homes were
chosen for work to be performed, none in Elk Grove. Trustee Czarnik asked how residents
could be placed on the list for work. The CSC stated that residents need to complete an
application.
Elk Grove Housing Fund-The Elk Grove Housing Fund is still available to assist residents in
need. There is about $2,000.00 remaining in the fund.
Community Paint—A-Thon-The Community Paint-A-Thon is scheduled for September 11, 2010.
Habitat for Humanity is a partner this year.

Anti-Smoking Campaign
Positive Youth Development Program (PYDP)-The PYDP is presently working to conduct
programs in the schools, but will probably have to wait until the next school year. The PYDP
will be helping to man the smoking information booth at the summer concert series.
Department Director's Report
Kristen Gonsur Part-Time Position- Environmental Health Inspector, Kristen Gonsur is having a
baby in early July. She will be taking a 12 week leave in accordance with the Federal Family and
Medical Leave Act. She will return in late September in a part-time position. Kristen will work
<25 hours (3 days) per week upon her return.
After analyzing her work load it was determined that the Department could continue to deliver
services at current levels. Kristen is agreeable to this arrangement. Interns will also be used
more creatively to provide efficient and timely service.
West Nile virus- May 1St signifies the beginning of West Nile virus season. Dead birds will now
be accepted by Cook County for testing. The reoccurring spring rains help to keep WNV
mosquito populations down by washing out small pools of water. But WVN is a late summer
concern when dry, hot conditions increase the possibility of breeding WNV mosquitoes.
Weed & Grass Complaints- The spring rains have caused grass and weed complaints to sky
rocket. The Department has responded to over 75 complaints pertaining to grass and weeds
this spring. The number of vacant and/or foreclosed properties also adds to the problem. The
Department has had to have a number of properties cut by the/contractor.
Trustee Czarnik asked about the cost to mow. The Director stated the Village pays the upfront
cost to the contractor. The Village then bills the owner or occupant for the mowing costs. If
they are not paid the Village will place a lien on the property or red flag the property and
recover costs at the time of sale or other Village transaction (water bill, vehicle sticker, etc.).
Trustee Czarnik also questioned the monitoring process. The Director stated all Departments
monitor vacant or unkempt properties during their normal Village business.
Summer Intern(s)-The spring intern has returned for the summer. Brianna Officer returned on
May 10th. Having a trained intern will help when Kristen leaves for maternity leave. The second
intern will start on May 17th
Idling Education Program- The top three student winners participating in the "No Idling"
contest will be awarded gift certificates at the May 25th Village Board meeting. The JPZ
Committee will still need to meet to determine how the program will be implemented,
promoted, and monitored.
Blood Drive-The next Community Blood Drive will be on Saturday August 7, 2010 form 8:00 AM
to 12:30 PM in Rooms A/B/C in the lower level of the Village Hall.
Paint Recycling-The Director provided the Board members with information on "What To Do
With Old Paint". Since the IEPA stopped accepting latex paint a number of years ago, residents
frequently call the Department to find out how to get rid of old/unused latex paint.
Lightning &Thunder- The Director also provided the Board members with an informational
sheet on safety tips for dealing with thunderstorms, especially lightning.
Village Website-The Director reported the newly revamped and user friendly Village Website
should be up and running soon.
Department Events &Activities-The Director provided a list of upcoming and ongoing
Department events and activities.

New Restaurants- Chipotle opened on April 9th. Brown's Chicken and Pasta reopened. Two new
restaurants will be going in at the Town Center. The Good Margarita (La Magdalena) and Asian
Buffet (TOPA).
Trustee Czarnik asked what the LEHP license is for the Director and EI-IIs. This is the professional
license issued by the State of Illinois held by public health professionals. It stands for Licensed
Environmental Health Professional.

Nurse's Report-The Community Respite Program has 5 regular clients. A part-time marketing
person was hired to promote the program. The Community Health Nurse may come to the
Farmer's Market to do blood pressure checks and promote Healing Touch.
Trustee Liaison Report-The Farmer's Market will start on June 2nd and run through September.
The Park District named Debbie O'Neil as the replacement to oversee the market.
The tour of Elk Grove will be July 30-August 1.
The Parade is on June 19th. The theme is Star Spangled Salute to America.
Trustee Czarnik asked about the Community Spirit Award. Jim Morrill stated no one has been
nominated recently. Trustee Czarnik stated she would mention the CSA during her Village
Board report. The Director recommended Trustee Czarnik hold up a CSA sign or shirt as a way
of promoting the program.
Old Business-The CSC asked if the rain barrels could be promoted at the Farmer's Market. Ryan
Bookler noted that children at his school are selling rain barrels.
New Business-Trustee Czarnik noted that there are new changes to how solicitors work in the
Village. They are required to go through background checks and wear a picture ID at all times.
The ID will have an expiration date. Lois Colaprete asked about NO SOLICITOR stickers. The
Director stated they are available through the Village.
Dr. Labinsky motioned to adjourn the meeting. It was seconded by Jim Morrill. The meeting was
adjourned at 7:55 PM.
