ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY SEPTEMBER 14, 2010 Mayor Craig B. Johnson called the meeting to order at 7:11 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner Absent: Trustees James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on August 17, 2010 as submitted and dispense with the reading. MOVED: Trustee Czarnik SECONDED: Trustee Lissner VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson made note that Chicago had to borrow one billion dollars for the O'Hare expansion plan and stated that puts the City of Chicago taxpayers at risk. Mayor Johnson stated the Village has always felt the expansion is cost prohibitive and that the promises made will not be delivered. The Mayor feels that years from now people will come back and say that Elk Grove Village and Bensenville were right all along. Red Light Cameras - Mayor Johnson announced he had a special presentation this evening. The Mayor acknowledged and thanked the elected officials that were present in the audience for coming to this evening's Board meeting. Mayor Johnson stated he feels the community will be very interested in his presentation. It is an updated report on the Village's Red Light Camera Program. The Mayor began by stating the Red Light Camera Program in Elk Grove Village is about three things: Safety, Safety and Safety! The Village has always predicated that the program is about safety. One of the driving forces of the Red Light Camera Program in Elk Grove Village is the death of a mother and her daughter at the intersection of Busse Road and Oakton which was caused by a red light accident. The top ten intersections for accidents in Elk Grove Village were chosen for Red Light Cameras. Not all ten locations were able to have cameras installed because of other governmental jurisdiction over the right-of-way. Mayor Johnson began a PowerPoint presentation which displayed a listing of all the intersections where cameras were installed and the dates of installation. Some of the cameras have been in long enough to gain solid statistics. The Village likes to use a year's worth of statistics. The next screen showed crash comparisons at crash prone locations where cameras had been installed. 1 VBM 9-14-10 All locations showed a decrease in accidents. The Mayor stated it was too much of a drop to not credit it to the cameras. Mayor Johnson referenced that the Police Department live and die by statistics when it comes to traffic enforcement. They use statistics for the installation of traffic lights and for regulating speed limits. Statistically the drop in accidents at the referenced intersections can only be equated to change. The only change at those intersections was the installation of the Red Light Cameras. Mayor Johnson stated that many people have commented that when Red Light Cameras are installed there are going to be many rear end crashes and people are going to be hurt. The Village has statistics that show there were 105 rear end crashes in 2007 and 85 rear end crashes in 2009, a decrease of 19%. The Mayor stated he is not crediting the whole drop to Red Light Cameras but that he is stating people are driving safer at those intersections. They are driving safer because they know they have to follow the law because they are being monitored. The Mayor noted that people say the cameras were installed for the money. Mayor Johnson stated he wouldn't be standing up tonight stating how proud and happy he and the Board are with the following statistic. In the first six months of 2009, when we had fewer cameras, there were 13,508 tickets issued. In the first six months of 2010 with an additional camera installed, the amount of tickets issued dropped to 9,534. That is four thousand less tickets which results in a 29% decrease. Driver's habits are changing for the better. A chart was displayed and Mayor Johnson explained that when Red Light tickets are issued, they are issued by a third party and sent to the Village. The Village has a police officer review the film from every ticket issued. It is the job of that officer to view the film as if he is sitting at that intersection and determine if he would issue a citation. Forty percent of the tickets issued by the company are not sent out by Elk Grove Village. Last year the State of Illinois passed a new law overseeing the way red light tickets can be issued. Illinois State Senator Millner introduced the legislation. A lot of people in Springfield call it the Elk Grove Village law because everything that is in the law is what Elk Grove Village had been and still is doing. A lot of towns got into trouble because they were issuing every ticket. Elk Grove was not. Elk Grove was doing everything according to the new law before it went into effect. Commander Walsh of the Police Department was asked to testify in Springfield because Senator Millner liked the way things were being done in Elk Grove and wanted the rest of the Senators and Representatives to hear about it. Today the evidence was presented that Red Light Cameras can help improve the safety for drivers and pedestrians. Like radar guns, Red Light Cameras are an advancement of technology to improve safety. The next question is if the Red Light Cameras are working and have fulfilled their purpose, where do we go from here? Hopefully people have learned and become educated to follow the law. Mayor Johnson proposed to the Village Board that we put the intersection where there has been a stabilization of accidents to a test. Approval of the Village's request to conduct this test has already been granted by the State. Beginning January 1, 2011 the Village is going to remove all the red light signs and cover and deactivate all the cameras at the intersection of Devon and Busse. We will continue to monitor the intersection for one year. After six months, July 1, 2011, we will check the accident data and hopefully the data stays at the stabilized level. If it continues to be stable we will monitor it for another six months and in January of 2012 we will see what the data shows. If the data remains stable, the camera will be removed from that location permanently. If there is a significant increase while the intersection is being monitored, the camera will be reactivated. If an increase occurs, that will show the cameras are the only thing that are making people follow the law and drive in a safe manner. 2 VBM 9-14-10 The Village will continue to monitor all the other intersections and if they follow in the same direction we will do the exact same thing at each intersection. Mayor Johnson hopes that all the cameras can be removed and stated that despite what is heard from the media, it is not all about money here in Elk Grove Village. It is all about safety. Mayor Johnson read excerpts from an editorial which appeared in the Chicago Tribune earlier this year stating`'Ban cameras, not so fast. Make a full stop or pay $100.00. The fee is steep but is avoidable. Just remember, the pedal on the right side is for the gas, the pedal on the left side is for the brake, use accordingly." In Elk Grove we are hoping that everyone acts accordingly and that Red Light Cameras will be something of the past. Mayor Johnson asked if there were questions from the Trustees. There were none. The Mayor asked if there were any questions from the media. A member of the media asked Mayor Johnson to clarify that the cameras are definitely going to be removed at Devon and Busse. Mayor Johnson responded by stating the cameras will be turned off and the signs removed. The cameras will be hidden from view. The Media representative asked if it was a done deal or just a recommendation. Mayor Johnson asked the Village Board if they were comfortable moving forward with this project at this time. All Board members responded yes. A member of the audience asked why there were not cameras near any of the schools. Commander Walsh responded by stating in school zones the speed limit is 20 miles per hour and most drivers are slowing down and have plenty of time to stop at a red light. Most drivers are more cautious in school zones. Another member of the audience stated that with respect to human nature, people are trained to know there is a camera and they need to behave in a certain manner; once that signage is removed, wouldn't we expect that behavior over a period of time to revert back to the original behavior. He then asked if the signage could be left but remove the cameras. Mayor Johnson stated that cameras have been there for two and a half years and we want to see if people have learned to do the right thing. An audience member stated that when you are in court for a speeding violation it is asked if the radar gun is certified. Are the cameras certified? Commander Walsh stated the cameras are certified and there is also an internal check with a clock that is performed as well. Mayor Johnson concluded by stating as long as you follow the law you won't have a problem. The bottom line is safety. Mayor Johnson thanked the elected officials in the audience for attending the Board meeting and for supporting the program. Alexian Brothers Tour of Elk Grove - Mayor Johnson explained there was a charitable event connected to the 2010 Alexian Brothers Tour of Elk Grove bike race. This year the bike race raised a record amount of money for charity. Mayor Johnson asked Trustee Feichter to join him as a representative of the Community Character Coalition. The money for the charities was raised from the Charity Time Trial and from the entry fees of the racers. Mayor Johnson presented Trustee Feichter with a check for $4,500.00 which the Community Character Coalition uses towards scholarships for the youth of Elk Grove. This year there was a new component to the Charity Time Trial. Mayor Johnson had committed to donate $20.00 for every racer that could beat his time. The Mayor was unable to race because of his accident so his brother-in-law took his place and competed in the time trial. Mayor Johnson stated that his brother-in-law didn't do as well as he expected and presented Trustee Feichter with a personal check in the amount of$170.00. Trustee Feichter thanked Mayor Johnson and the Board on behalf of the Community Character Coalition. 3 VBM 9-14-10 Mayor Johnson asked Roy Frank from Heart of A Marine Foundation to join him at the podium. The Mayor presented Mr. Frank with a check from the Village in the amount of $4,500.00 and a personal check in the amount of$170.00 for the Heart of A Marine Foundation. Mr. Frank thanked Mayor Johnson and the Village Board on behalf of the Board of Directors of the Foundation and gave a brief description of the work and goals of the Foundation. Mr. Bill Marsten and Ms. Kittie Weiner were asked to join the Mayor on behalf of the Rotary Club. The Rotary Club runs the beer tent at the bike race and are also sponsors of the bike race. The Rotary Clubs portion of the profits was $2,735.40. Mayor Johnson presented Mr. Marsten with a check and thanked the Rotary Club for all they do for the community. Mr. Marsten made a surprise announcement thanking the Mayor and Village Board for all of their support and stated the Rotary Club did much better at Rotary Fest this year than last year after the rainout. Mr. Marsten stated there was no better way to show the Rotary Club's support of the Mayor, Board of Trustees and the charitable organizations chosen by the Village than by splitting the money presented to them this evening between the two charitable organizations. Mr. Marsten returned the $2,735.40 check to Mayor Johnson to be split between the Community Character Coalition and the Heart of A Marine Foundation. Both organizations expressed their thanks to Mr. Marsten. Mark Resnick from Elk Grove Bank & Trust joined Mayor Johnson at the podium for the awards presentation to the winners of the Trustee Yard Sign Challenge. Mayor Johnson gave a brief explanation of the challenge and stated that Elk Grove Bank & Trust sponsors the Kids Fest at the bike race and they volunteered to sponsor the prizes for the sign challenge. Elk Grove Bank & Trust will be donating a $500 Visa cash card to the first place winner, $300 cash card for second place and $200 cash card for third place. Mr. Resnick stated he was the Vice President and Branch Manager of Elk Grove Bank & Trust and that he was here to recognize the winners and complimented everyone on their creativity. Trustee Feichter announced the third place winner—599 Oak Street. They were congratulated and presented with a $200 Visa cash card. Trustee Lissner announced the second place winner— 563 Charing Cross. They were congratulated and presented with a$300 Visa cash card. Trustee Czarnik announced the first place winner— 329 Arlington Heights Road. They were congratulated and presented with a $500 Visa cash card. Mayor Johnson stated that several of the competitors commented on how nice and welcoming the residents of Elk Grove Village were and they really enjoyed seeing the signs as they raced the course. CERT—Trustee Franke joined Mayor Johnson at the podium and asked that Fire Chief David Miller and Training Coordinator Mike Loesch come to the podium. Trustee Franke expressed how important CERT is to the community. Residents are volunteering to be trained in how to help the community and their families in the event of an emergency. Trustee Franke explained he was in Springfield last week for a conference of the Illinois Emergency Management Association. He had been asked to attend and accept an award for Elk Grove Village. At the June Village Board meeting Trustee Franke had explained that the CERT team participated in a Prairie State CERT Challenge against fifteen other towns. The competition consisted of ten different emergency events such as triage, search and rescue, team building; etc. Trustee Franke presented Mayor Johnson, Chief Miller and Mike Loesch with awards from the State. Trustee Franke asked Mike Loesch to speak about the program and present awards to the team members. Mr. Loesch explained that the program began in 4 VBM 9-14-10 California and the President decided this was something that should be done across the nation. Several years ago the Trustees recommended Elk Grove should have a CERT program. Basically the program is a 20.5 hour course where residents learn about first aid, triage; how to put fires out with a fire extinguisher, how to search a building and hazard identification. The biggest piece is preparedness, being prepared for any type of emergency that may come our way. Mike Loesch stated he couldn't take credit for all the training. He had help from Lieutenant John Guglielmo, various other firefighters, Jim Hughes and Laura Felde. They have all been a key part of the team. The Prairie State Challenge is the first event of this type that the State has held and it is an honor to Elk Grove and its residents. There are 75 residents that are a part of CERT. Mr. Loesch asked the twelve member team which participated in the challenge to join him at the podium. Awards were presented to Trustee Franke, Bob Alvarez, Scott Carlson, Chris Cogdill, Jim Dunning, Jim Hughes, Scot Kubiak, Erica Lorenz and Mark Nardi. Absent were Willy Guillermo, John Harjung and Karen Schau. Mr. Loesch thanked everyone for their hard work and dedication. A group photo was taken with Mayor Johnson. Mike Loesch announced another CERT class will begin October 15`h, 16`h and end the following Saturday. There are still openings. Information can be found on the website. Trustee Lissner attended the September 1, 2010 Joint Action Water Agency meeting for the Mayor. It was a routine meeting and everything is going well with JAWA. Trustee Feichter, Trustee Prochno and Trustee Lissner attended an Eagle Scout Court of Honor Ceremony on August 28, 2010 at Queen of the Rosary. It was a tremendous event. Trustee Feichter presented a plaque. Trustee Lissner stated they really enjoy attending these events. This Friday and Saturday, September 17'h and 18`h is the Knights of Columbus fundraising days. Trustee Lissner will be collecting for people with intellectual disabilities. This is the tootsie roll drive. There will be people out on the street and at various store fronts. Trustee Lissner stated he will be at the Seven Eleven at Arlington Heights Road and Devon Avenue. Trustee Czarnik reported the Lutheran Church of the Holy Spirit is having a garage sale on Saturday, October 2, 2010 from 8:30 a.m. to 3:00 p.m. They are looking for donations and can be contacted at 847-437-5897. The fourth annual Frank J. Czarnik Memorial Golf Outing will be held on October 3, 2010. It is a shotgun start at 8:00 a.m. at Fox Run Golf Course. The fee is $56.00. Anyone interested in participating can contact Trustee Czarnik at 847-891-5072. Mayor Johnson stated it is a great event to donate to. Trustee Feichter added to Trustee Lissner's report about the Eagle Scout Court of Honor Ceremony stating that Patrick Glennon was the scout who received the honor of Eagle Scout. Patrick did an outstanding landscaping project at St. Julian Church to merit the award. This Thursday, September 16, 2010 between 4:30 p.m. and 6:30 p.m. the Community Character Coalition will be sponsoring the Community Wide Social at the Hattendorf Center. Free food will be provided by Tasty Catering. Miss Illinois will be attending. There will be a writing campaign for the people in the military. There will be giveaways at the door and numerous other fun activities. It will be a very special event that everyone is welcome to attend. October 23, 2010 is Make a Difference Day and the Community Character Coalition is going to be sponsoring a "Pack the Pantry" day. Representatives will be standing outside various stores asking people to donate different items such as toilet paper, soap, shampoo, toothpaste, etc. for the food pantry. Trustee Feichter will give reminders of the event at future Board meetings. 5 VBM 9-14-10 Alexian Brothers is having a special event on October 1, 2010. Rick Saucedo, Elvis impersonator, will be performing at the Schaumburg Prairie Center. Tickets are $15.00 per person and all the money will go towards lung cancer work at Alexian Brothers and St. Alexius Hospitals. If you are interested in tickets call (847) 293-9426. The Farmers Market is held in the Pavilion parking lot across from the clock tower from 7:00 a.m. until 1:00 p.m. There are many vendors offering produce,jewelry, home items, I popcorn, sauces and health items. There is gardening support from the experts of the Cook County Master Gardeners Program and the famous coffee table for a free drink and conversation. j The Health & Community Services Department will be sponsoring flu clinics. There is a clinic scheduled for Wednesday, October 20, 2010 from 5:00 p.m. until 8:00 p.m. at the Library and another scheduled for October 26, 2010 at the Sheila Ray Center from 10:00 a.m. until noon. The cost of the flu vaccine is $20.00. You must be an Elk Grove Village resident. Proof of residency is required and you have to be nineteen years of age or older to be eligible. This year's flu shot will contain the H1N1 virus vaccine. Nominate someone for the Community Spirit Award. It doesn't take much,just an act of kindness or a good deed. Forms can be picked up at Village Hall, the Library, the Pavilion or Jarosch Bakery. The ceremony will take place the day after Thanksgiving. The tree lighting will be at 5:30 p.m. followed by fireworks. Santa will be there. Last year was the largest turnout so far and hopefully there will be even more people there this year. e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON The 2011 Alexian Brothers Tour of Elk Grove will be held August 5, 6 and 7, 2011. UNFINISHED BUSINESS Village Board - None Village Attorney -None 21. REPORT FROM THE VILLAGE MANAGER Village Manager Rummel introduced Joshua Grodzin in the audience. Josh is Elk Grove Village's brand new Director of Business Development and Marketing. Josh holds a Masters Degree from the University of Illinois and a Bachelors Degree from DePaul University. Josh grew up in the Chicagoland area and has been working in`economic development for about fifteen to twenty years; he has worked in the private sector, the non-profit sector and the government sector. Josh is coming to Elk Grove Village after having spent ten years working for DuPage County. Mr. Rummel stated we are looking forward to good things from Josh. Mayor Johnson welcomed Mr. Grodzin to Elk Grove Village and wished him well. 22. NEW BUSINESS Village Manager Rummel reported the HVAC unit in the Village Hall computer room which controls the cooling of our electronics and computer system has gone out. It was planned to replace the unit this year during the winter months. Ninety thousand dollars had been allocated from the Build America Bonds for that project. Unfortunately with the unit failing while it is still warm out we would like to move quickly to replace the unit. The Director of Public Works and his staff obtained quotes to replace the unit on an emergency basis. Three responsive quotes were received and we would like to award the contract to the lowest responsive and responsible quoter who is Dynamic Heating and Piping Company of Crestwood Illinois in the amount of$77,500.00. At the same time we would like to increase the Capital Projects Fund by the amount of$84,240.00 in case there are any contingency repairs that need to be made as a result of this change in the air conditioning unit. There may need to be some roof repairs as a result of the switch out. 9 VBM 9-14-10 Mayor Johnson asked if the $84,000.00 was on top of the $77,000.00. Mr. Rummel explained the total amount is $84;000.00 which is still $6,000.00 less than what was budgeted. Motion to accept the quote of Dynamic Heating and Piping Company in the amount of S77,500.00 and to increase the Capital Projects Fund by the amount of 584,240.00. It has been a pleasure representing Elk Grove and working with Elk Grove Village officials and staff. Representative Froehlich stated that he attended one of our Red Light hearings for his own informational purposes and he feels that everyone came away treated fairly. The evidence provided was very clear. He stated that by what he has seen, Elk Grove is a role model for how the program should be conducted. Mayor Johnson thanked Representative Froehlich for his many years of dedication to Elk Grove and stated he will be missed. 23.
