AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON
AVENUE ON TUESDAY JULY 13, 1999
Village President Craig B. Johnson called the meeting to order at
8 : 05 p.m.
1 . ROLL CALL:

A quorum was present.
2 . INVOCATION
Reverend Thaddeus Czarnecki, Deacon, Queen of the Rosary Parish,
delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on June
22, 1999 as submitted.

4 . REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES
Fireworks Display - The Lions Club was congratulated and thanked
for the best 4 ° of July fireworks display the Village has ever
had. Appreciation was also extended to the residents of the
Village for the $15, 000 donation given to the Lions by the
Village for the fireworks.
Millennium Fireworks - A fireworks display has been planned as
part of the Millennium Celebration next year. Village water bills
have included an option to the residents to donate towards the
cost of this display resulting in donations amounting to $612 .00
in the month of May and approximately $1700. 00 in June.
Boy Scouts - President Johnson introduced Mike Jacobs and Stuart
Schmidt, Troop 495, who are earning their communication Merit
Badge and Citizenship in the Community Badge.
Police Department - The Oath of Office was administered to Police
Officer Sheara Bernstein upon her completion of the Police
Academy training. i

Governor' s Home Town Award - The Village has been awarded the
Governor' s Home Town Award for 1999 for its excellence through
volunteerism, in particular, the statuary in the Town Center. The
statues were not purchased with taxpayers' money, but were bought
and donated by some of the original businesses involved in the
development of the Village, such as Centex, Bennett Kahnweiler,
and Hamilton Partners. Funds were raised through shopping days
at Dominicks and the Jewel by the youth of the Village for the
purchase of the "Bookin It" statue between the Library and
Greenway. In addition, the Village on the Green Camelot
celebration contributed towards funding. The State recognized
how beautiful the Town Center and the Village Green are while
visiting the Village last Spring and were impressed with the j
Village' s presentation and the unique way of giving back

something to the Community. The Assistant Village Manager, on
behalf of the Village President, accepted the award in
Springfield. President Johnson displayed a sign to be placed on
Biesterfield Road and a plaque that will be located in the
Village Hall . The President stated the Village should be very
proud of the way they all worked together and the recognition
bestowed by the State.
1999 Hometown Parade Awards: Steve Santowski, Chairman of the
Parade Committee, assisted in recognizing the 3rd place winners
and the presentation of plaques to the 1St and 2nd place winners:

2nd place - Dena Marie' s School of Dance
1St Place - Elk Grove Park District Pom Poms

3rd Place - Kim' s Martial Arts Academy

Donation - Bernard Santowski accepted the 2nd place award on behalf of
the Knights of Columbus and presented a check to the Village to be
donated to the Police Department' s DARE Program.

President Johnson mentioned that the donations and volunteer time
provided by people and businesses in the area contributed to the
success of the parade and commended all those involved.

Steve Santowski, Chairman of the Parade Committee, reported a survey

has been sent to this year' s parade participants seeking feedback on i
the possibility of a "night parade" to be held next year in
conjunction with the Rotaryfest and the Saturday night fireworks
display. The Public Works and Police Departments were praised for
their outstanding job as were the volunteers, the Parade Commission
and the participation of the whole Village. i
President Johnson expressed appreciation to Mr. Santowski for his
efforts and involvement in this year' s parade.

5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the July 13, j
1999 Accounts Payable Warrant in the amount of $1,052,660.07 .

6. CONSENT AGENDA
A. Coastal Environmental Systems, Seattle, WA -Waive the formal
bidding process; and
Award a sole source contract to furnish and deliver one
Weatherpak-400 TRX Portable Weather Station in a total
contract amount not to exceed $12, 032 from the Fire
Insurance Fund.
B. Air One Equipment, Schaumburg, IL - Waive the formal bidding
process; and
Award a purchase contract to furnish and deliver four (4)
air masks with one-hour air cylinders manufactured by Mine
Safety Appliance, Inc. in a total contract amount not to
exceed $13, 268.
C. Illinois Communications Sales, Inc. , Chicago, IL - Award a
purchase contract to the lowest responsive and responsible
bidder to furnish and deliver twenty four (24) Motorola
Maratrac Mobile Radios in a total contract amount not to
exceed $21, 096.
D. Hoskins Chevrolet, Elk Grove Village, IL - Award a purchase
contract to the lowest responsive and responsible bidder to
furnish and deliver one (1) 2000 one-ton dump truck, 2-door
cab, with snowplow and one (1) 2000 one-ton dump truck, 4-
door cab, with snowplow in an amount not to exceed
$77, 665. 00, including a trade-in of a 1988 F-350 one-ton
dump truck, less snowplow; and
Approve a budget transfer of $10, 200 for these purchases.
E. Triggi Construction Inc. , West Chicago, IL - Approve the
Balancing Change Order for the 1998 Sidewalk Improvement
Project (Rohlwing Road and Tonne Road) with a net decrease
of $560 . 30 for a total project cost of $21, 397 .25; and
Approve a Final Pay Estimate in the amount of $2, 139 . 73 .

F. Martam Construction, Inc. , Elgin, IL - Approve the Balancing
Change Order for the 1998 Drainage Improvement Project with
a net decrease of $44 . 00 for a total project cost of
$162, 090. 80; and
Approve a Final Pay Estimate in the amount of $4, 862 . 72 .
G. Fire Training Facility (Oakton Street) - Increase the
Capital Projects Fund budget by $450, 000; and
Award contracts to the following lowest responsive and
responsible bidders for total contract amounts not to exceed
the following:
Fisher Commercial Construction Co. $420,000 i

entitled, "AN ORDINANCE AMENDING, IN THEIR ENTIRETY, TITLE
8, CHAPTERS, 3D, 3E AND 3F OF THE BUILDING ACTIVITY CODE OF
THE MUNICIPAL CODE OF THE VILLAGE OF ELK GROVE VILLAGE. "

7 . REGULAR AGENDA

BOARDS AND COMMISSIONS
8 . CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN FEICHTER
Oakton Street Fire Station - Drywall has been installed and work
is being done on the heating system. The Fire Department plans
occupying the facility by Labor Day. A Dedication Ceremony will
by planned at that time.
Fire Training Facility - Funds for the building of this facility
to be located behind the new fire station were approved this
evening under the Consent Agenda. The facility will be state of
the art and will be used by Fire Departments in all surrounding
suburbs as a training facility. The completion date is somewhere
between six to nine months .
Undergrounding of Electrical Lines - Most of the work has been
completed except they are now in the process of connecting the
new and disconnecting the old cables. Hopefully, Commonwealth
Edison will be finished by the end of the summer.
Arlington Heights Road-Guardrail - It is anticipated by the
middle of July the County will have the guardrail up.
Meeting Schedule - There will be a meeting of the Capital
Improvements Committee on Monday, July 26, 1999 at 10:00 a.m. to
be held at the Public Works facility on Landmeier for the purpose
of touring and inspecting the conditions of the public works
building.
9. JUDICIARY, PLANNING 6 ZONING COMMITTEE - CHAIRMAN LISSNER
Wireless 9-1-1 Surcharge - This bill has been on the Governor' s
desk since June 21" for signature. The Governor has 60 business
days in which to sign a bill .
Adult Use Zoning Ordinance - The Committee met with the Village
Attorney and the Plan Commission on July 7, 1999. The proposed
ordinance, with some minor exceptions, was accepted. A report
from the Committee is forthcoming.
Biesterfield Corridor Signage Restrictions - A report from the
Engineering Department with more cost information should be
submitted soon.
Housing Appearance Ordinance - The Committee is waiting for the
results of a survey from the NWMC to member communities . A
meeting will be called sometime in August. The meeting will be
announced in enough time to get input from the residents as well .
10. PERSONNEL COMMITTEE - CHAIRMAN PETRI
Wellness Program - All the results of the survey have been
tabulated by Alexian Brothers. The Committee will be meeting

with the Health Department and Human Resources either Monday or
Tuesday of next week.
Meeting Schedule - A meeting will be held on. Wednesday, July 21,
1999 at 9: 00 a.m. to review the revised Personnel Rules and
Regulations .
Executive Session - Motion to meet in Executive Session for the
purpose of discussing Personnel on Tuesday July 20, Wednesday
July 21, Thursday July 22, and Friday July 23, 1999 at 6:00 p.m.
in the Chernick Conference Room.

11 . RECYCLING & WASTE COMMITTEE - CHAIRMAN CZARNIK
No report
President Johnson reported the President, Village Manager and
Assistant Village Manager, on behalf of the Village, will attend a
monthly meeting tomorrow night of the Solid Waste Agency of Northern
Cook County at Oakton Community College.
12 . INFORMATION COMMITTEE - CHAIRMAN DILL
Meeting Schedule: A meeting will be held on Wednesday, September
8, 1999 at 7 :00 p.m. with staff to review the remaining items on
the Committee agenda.
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -
TRUSTEES LISSNER/PETRI
Meeting Schedule: The next meeting will be on Thursday, August
5, 1999 at 5: 30 p.m. to discuss signs and plans for Lively
Boulevard from Devon to Thorndale, and Nicholas to Pratt
Boulevards for landscaping signage and light plans in those
areas.
14 . YOUTH COMMISSION - TRUSTEE PROCHNO
There are two openings on the Youth Commission for a student
representative from Mead Junior High and one from Queen of the
Rosary School . Anyone interested can call or pick up an
application at Village Hall .
15. PARADE COMMISSION - TRUSTEE CZARNIK
In the absence of Trustee Czarnik the Parade Commission report
was given by Mr. Santowski following the parade awards
presentation.
16. PLAN COMMISSION - VILLAGE MANAGER
No report
17 . ZONING BOARD OF APPEALS - VILLAGE MANAGER
ZBA Docket 99-4
The petitioner Joyce Krajecki of 1149 S. Glenn Trail was present
at the meeting. There being no questions from the Board a motion
was declared.
Motion to concur with the recommendation of the Zoning Board of
Appeals to direct the attorney to prepare an Ordinance granting a
variation to the Zoning Ordinance to permit a 3 foot variance on
the side yard in order to construct a detached garage.

Meeting Schedule - A meeting will is scheduled tomorrow,
July 14, 1999, at 6:30 p.m. at the Channel 6 Studio to
discuss Channel 6 and new remote cameras in the Village
Board Council Chambers .
b. COMMUNITY SERVICES BOARD - TRUSTEE CZARNIK

C. LIQUOR COMMISSION - PRESIDENT JOHNSON

d. MILLENNIUM - PRESIDENT JOHNSON
Meeting Schedule - A Millennium Committee meeting was held
on Monday, July 12, 1999. Application has been made to
Washington D.C. to be officially recognized as a "Millennium
City. " A calendar of events is being lined up which will
include a dinner on February 5 at Avalon Banquets.
Reservations will be accepted in October. In addition, the
Committee is working with the Historical Society, the
students and youth of the Village on different projects, the
Lions Club for 4th of July fireworks, and the Rotary Club at
Rotaryfest. The Millennium will be a whole year celebration
with a number of events going on throughout the year. A
formal calendar will be available in September of this year.

21 . REPORT FROM THE VILLAGE MANAGER
Blood Drive - A Blood Drive is scheduled on Thursday, July 22,
1999 at the Village Hall. The residents are encouraged to
participate and donate blood. Walk-ins are welcome .
Police Department - Motion to concur with the Village Manager' s
previous authorization to send 5 new Police recruits to the
Police Academy starting on July 12, 1999 in the amount of
$12, 656.00

22 . NEW BUSINESS

AUDIENCE - 8 :50 p.m. .
Selouka Hassan, 1465 William Clifford Lane expressed concerns
over airplane noise and kerosene being dumped on homes by
airplanes flying overhead. The President agreed conditions now
exist due to the reconfiguration of some runways at O' Hare and
stressed the need to call the O' Hare hotline to register noise
complaints . The Board recognizes the problem and will continue
their efforts to fight.
Bob DiDomenico, 578 Jersey Lane applauded the Village' s concerns
with respect to the appearance of property in the Village, in
particular, landscaping and structures. It was noted that an
article featured in the Herald addressed the Village program.
Mr. DiDomenico offered his support and assistance with the
project. An invitation to attend a JPZ Committee meeting for
further information was extended by President Johnson.
The subject of parkway damage by Commonwealth Edison was
discussed and Staff was requested to contact Commonwealth Edison
for follow-up.
The "No Parking" signage is missing at a park located on Gibson.
The Police Department will be advised of this matter.

litigation.
