ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY NOVEMBER 9, 2010 Mayor Craig B. Johnson called the meeting to order at 7:10 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE/INVOCATION Pastor Tim Manwell, Lutheran Church of the Holy Spirit delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on October 26, 2010 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Coffee with the Mayor'and Board was held on November 6, 2010. Mayor Johnson stated the coffee was very well attended and many ideas were discussed. The Mayor thanked everyone who attended. The next coffee with the Mayor and Board will be held on Saturday, February 5, 2011. Mayor Johnson advised everyone there will only be one Village Board meeting in both November and December. The December meeting will be held on Tuesday, December 14, 2010. Starting in January there will be two meetings per month, the second and fourth Tuesday of each month. Good Tequila, one of the new restaurants in the Town Center opened yesterday. The second restaurant, Crazy Buffet, should be opening soon. The Elk Grove Journal recently published an article about the unemployment rate for our community. Elk Grove's unemployment numbers had the biggest drop for this region during the past few months. Elk Grove is about 2% below the national average. A press release was issued by Rick Bryant, District Administrator of the Abraham Lincoln National Airport. Elk Grove Village is still a part of trying to bring a third airport to the region. It was noted in the press release that Governor Quinn has been a big supporter of a third airport. The State has already purchased all the land needed for the airport and one billion dollars is set aside for the project. Mayor Johnson stated he found it interesting that for years the leaders in Monee Township have stated their residents do not want the airport in their area. This past election a referendum on the third airport was presented to the residents asking if they support or oppose the project. The results showed that 56% or 2,569 voters were in favor of the airport and 44% or 2,036 voters opposed the airport. Despite what their leaders have been saying, the residents are in favor of the third airport. The voters realize the third airport would create jobs. Once the airport is approved, the land given to ALNAC 1 VBM 11-9-10 and the bonding is put through by the developers, Elk Grove Village will get its investment money back at prime plus two points. Mayor Johnson asked Police Chief Schmidt to join him at the podium. Chief Schmidt presented two Elk Grove Village Police Department Life Saving Awards. Awards were presented to Officer John Suarez and Officer Chris Crum. Both officers had performed life saving actions which contributed to saving the lives of two individuals. Trustee Feichter announced to the Board the Greater Woodfield Chicago Northwest Convention Bureau will be holding a meeting at the Elk Grove Village Hall at 8:30 a.m. on Thursday, November 18, 2010. Elk Grove Village is the first municipality to host a meeting. Past meetings have always been held in local hotels. Trustee Feichter encouraged the Village Board members to attend the meeting. Mayors from surrounding communities and local business leaders will be in attendance. Trustee Prochno reminded everyone that Thursday, November 11, 2010 is Veterans Day. The annual Veterans Day observation will be held at VFW Post 9284, 400 E. Devon Avenue at 10:45 a.m. There will be a flag ceremony and a gun salute. It is a very nice tribute to the veterans who have fought so hard to keep our country the way it is. Trustee Prochno sadly reported that resident Marian Noehre passed away. Marian was a member of the Youth Committee since its inception thirteen years ago, a thirty year member of the Lioness Club and a forty year employee of the Elk Grove Park District. Marian was best known in the Village as "Ma". She ran the Elk Grove Teen Center for years. Everyone loved her and she was a great part of the Elk Grove Village community. Trustee Lissner reported that on November 3, 2010 he, Trustee Petri and Trustee Czamik attended the DARE meeting at Adolph Link School. The meeting was very well attended and the police do a wonderful job. The Lions Club has been providing tee-shirts for the DARE program for years. Trustee Lissner thanked the Lions Club for their generosity. Trustee Lissner stated he attended a Red Light Camera Hearing on October 27, 2010. Trustee Lissner expressed that the adjudicator, Thomas Bastian, did a fabulous job. Mr. Bastian explained clearly and in detail all the aspects of the red light law. There were nine people there with tickets, five of which never watched the video from the camera. Once they saw the video, they were able to see that they went right through the red light. Two of the nine were found not guilty. Trustee Lissner thought it was a very fair process. Trustee Lissner has been questioned about and also expressed his own frustration with the left turn signal at Arlington Heights Road turning left on to Biesterfield Road. Trustee Lissner stated the light turns red very quickly and sometimes it takes several lights to get through the intersection. Trustee Lissner stated that Village Manager Rummel explained to him there is a lot of emergency vehicle activity at that corner. Every time an emergency vehicle sets off the opticon light it takes three cycles before the light is on a normal cycle again. Mayor Johnson stated that is a County system and the County needs to work on synchronizing the system. Since the speed limit was reduced on Arlington Heights Road the system has been off. If you get stopped by one red light, you get stopped by all the red lights. Mayor Johnson suggested we have the County look at all of Arlington Heights Road from Higgins to Devon, including the left turn lane at Biesterfield. Trustee Czamik and Trustee Lissner attended the culmination of the 50`h Anniversary celebration of Christus Victor Lutheran Church. It was a lovely celebration. Trustee Czamik read and presented a Proclamation. Lutheran Church of the Holy Spirit will be having their I I'h Annual Living Nativity on Saturday, December 11, 2010. There will be two programs, one at 4:00 p.m. and the other at 5:30 p.m. 2 VBM 11-9-10 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the October 31, 2010 Accounts Payable Warrant in the amount of$532,437.09. Authorization of the following: • To waive permit fees for the Elk Grove Instrumental Music Association (EGIMA) for their Christmas tree sale at Elk Grove High School located at 500 W. Elk Grove Boulevard in the amount of$200; and • To waive permit fees for the Little City Foundation for their Christmas tree sale at the Mallard Crossing Shopping Center located on the northeast corner of Meacham Road and Nerge Road in the amount of$200. B. Illinois Municipal League - Authorize payment of$1,846 in dues for Fiscal Year 2010-2011. C. Tax Levy - Concur with the 2010 combined Village and Library property tax levy determination of$20,094,930 minus the proposed abatement of$409,047 for a total levy determination of$19,685,883 which includes the 0% change in the Village's General Fund property tax levy as determined at the October 26, 2010 Village Board meeting. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI There was a meeting of the Capital Improvements Committee on November 1, 2010. The Village Manager, Director of Public Works, Director of Engineering & Community Development and Senior Engineer were all in attendance. Several items were discussed. The first item was the Crossen Avenue Storm Sewer Rehabilitation. Procedures and the type of work and piping were discussed. The Committee is recommending the Village Board approve the project and use the Build America Bond Fund for funding. Motion to approve the Crossen Avenue Storm Sewer Rehabilitation Project and funding from the Build America Bond Fund. Mayor Johnson asked if there were any questions for the Committee. There were none. MOVED: Trustee Petri SECONDED: Trustee Lissner AYES: Trustees Feichter, Franke, Lissner; Petri, Prochno, Czarnik NAYS: None MOTION CARRIED The second item discussed was the addition of$750,000 to the MFT Street Resurfacing Improvements project. This would be in addition to the existing $850,000. This would enable more streets that are in need of repairs to be worked on. The total project would be $1,600,000. The additional $750,000 would be from the Build America Bond Fund. Motion to approve the addition of$750,000 to the MFT Street Resurfacing Improvements project from the Build America Bond Fund. MOVED: Trustee Petri SECONDED: Trustee Czamik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED i Mayor Johnson commended the Capital Improvements Committee on a job well done. Many of the projects being done are coming in well below budget. 4 VBM 11-9-10 The third item discussed was the ongoing project at Greenleaf and Busse and Pratt and Busse. There is a water main replacement project at both streets and also on Greenleaf Avenue from Busse to Elmhurst Road. Motion to approve a water main replacement project at Greenleaf Avenue and Busse Road, Pratt Boulevard and Busse Road and Greenleaf Avenue from Busse Road to Elmhurst Road with funding from the Water & Sewer Fund. Mayor Johnson asked if there were any questions or comments. There were none. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Trustee Petri stated the money for the actual work at Greenleaf and Busse and Pratt and Busse will be coming out of the ICRC fund. The water main projects are separate and will be funded from the Water& Sewer Fund. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER a. No-Idle-Zone Ordinance—The brochures and the artwork submitted by the students are at the printer. Once those items are received, they will be shared with the Village Board. Mayor Johnson asked Vito Sammarco, Director of Public Works, about the status of the no-idling signs. Mr. Sammarco advised the signs are close to being finished. The Mayor stated there are numerous cars idling by Elk Grove High School. Mayor Johnson asked if the high school had agreed to the Village posting no-idle signs. Mr. Cavallini stated he had done a survey of the schools and there were no objections. Mr. Cavallini still needs to speak with the principal at Elk Grove High School for approval to place signs on school property. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report. 11. RECYCLING & WASTE COMMITTEE —CHAIRMAN FEICHTER Old Christmas lights and extension cords are being accepted in the Health Department for recycling. Trustee Feichter recommended residents visit the Village website. There are numerous answers to recycling questions under the Health Department section of the website. Trustee Feichter stated someone had asked whether used pizza boxes can be recycled. Used pizza boxes are not to be recycled, they are filled with contaminants. Plastic bags from the cleaners are not to be recycled. There are many things listed which can and cannot be recycled. The Health Department rule of thumb is "when in doubt, throw it out. ' Contamination increases the cost of recycling. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO Trustee Prochno stated the election is over and asked that any resident that still has campaign signs in their yard to please remove them. Mayor Johnson stated that come January 1, 2011 the Village is no longer allowed to have time limits on campaign signs. The state law recently changed and effective January ls` campaign signs can be up for an unlimited amount of time. Trustee Prochno asked as a courtesy to neighbors and friends, please remove the campaign signs. Trustee Prochno was approached at the fitness center by a senior citizen that lives at Landmeier Station. The resident was very concerned about the speed limits in the Village and how people are driving. Recently there have been students in different communities lost to hit and run accidents. The resident asked how we can encourage 5 VBM 11-9-10 people to drive the speed limits. Trustee Prochno asked that everyone please take notice of the speed limits and pay attention to what you are doing while driving. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI Trustee Petri advised that Agenda item f. Biesterfield Road & I-290 Intersection project, is not the work that is being done right now. The work being done at Biesterfield & I- 290 at this time is IDOT work. The Village work will begin in the spring. IDOT should be done within the next few weeks. Trustee Lissner made note of the three Class 6B's on the Consent Agenda. 14. YOUTH COMMITTEE - TRUSTEE FRANKE The Youth Committee meeting scheduled with the Park District Youth Committee yesterday was cancelled due to the passing of Marian Noehre. Marian was a member of the Village's Youth Committee. A tentative date of November 29, 2010 is scheduled for a meeting at the Park District. Trustee Franke will have more information at the December Village Board meeting. 15. PARADE COMMITTEE - TRUSTEE CZARNIK "Broadway on Parade" is the parade theme. The parade will be Saturday, June 18, 2011. Applications will be mailed after the first of the year. The next meeting of the Parade Committee will be Monday, January 10, 2011. 16. PLAN COMMISSION - VILLAGE MANAGER—No Report 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER—No Report 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRULISSNER Trustee Lissner reported that he, Trustee Petri, Deputy Village Manager Matt Roan and Channel 6 Cable Coordinator Ross Rowe met yesterday to discuss feeding the EGTV program signal to AT&T U-Verse. Trustee Lissner made note that each Village Board member received a memo from Ross Rowe that listed his concerns about sending a feed to U-Verse at this time and also a list of the communities that are currently available through U-Verse. Ross has concerns about U-Verse not following an Illinois law that deals with quality issues. The other concern is cost. The costs include an equipment rack, an electrical feed and AT&T has to agree to put a drop in the area for the Cable Production group to monitor the signal for quality and performance. Regarding the quality issue, Ross suggested Trustee Lissner and Trustee Petri visit the website www.keepusconnected.com. There is a lot of information there for review. Current U-Verse customers cannot view EGTV unless they use the internet. If anyone wants to view EGTV over the internet, there are two web addresses to choose from. They are www.livestream.com/elk_grove—television6 and to watch EGTV on demand go to egtv.pegcentral.com. I Trustee Lissner pointed out a very good internet connection speed is needed to view EGTV on the internet. These websites cannot be viewed with a dial up modem. Mr. Rowe suggested a speed of three million bits per second to see the Elk Grove on demand programs and to see the live stream he suggested six to eighteen million bits per second. Comcast speed is way over that and Trustee Lissner believes AT&T offers a variety of speeds. I 6 VBM 11-9-10 Trustee Lissner stated the Committee would like to look into things thoroughly before EGTV would become available on U-Verse and asked that it be discussed at Committee of the Whole on December 14, 2010. b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK The Blood Drive was held Saturday, November 6, 2010. Trustee Czamik pointed out that both Trustee Prochno and Trustee Franke donated blood. One unit of blood can assist up to three people. Trustee Czamik thanked all those who participated. The Community Service Department will be accepting food donations to assist Elk Grove families in need. Anyone interested in volunteering should call 847- 357-4121. The Adopt-A-Family for Christmas program is being prepared for this year. Anyone who would like to participate should call 847-357-4121 to be matched up with a family. Businesses, groups or departments can all get involved with this worthwhile activity. Elaine Hicks is the November Community Spirit Award winner. Elaine has helped her community by donating money and food to Elk Grove's Food Pantry. In addition, Elaine has purchased new clothing for the less fortunate and school supplies for children of families who could not afford them. On one occasion Elaine filled an entire back pack with miscellaneous supplies and donated it to the school. Elaine's award interview will be shown on Channel 6 during the month of November on"In the Grove." Anyone can acknowledge a good deed by nominating someone for the Community Spirit Award. Forms can be picked up at the Village Hall, the Library, the Pavilion and Jarosch Bakery. The next meeting of the Health & Community Services Board will be Wednesday, November 17, 2010 at 7:00 p.m. in the lower level of the Zettek Municipal Building. C. LIQUOR COMMISSION - MAYOR JOHNSON—No Report d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON The annual tree lighting ceremony will be held on Friday,November 26, 2010 at 5:30 p.m. in the Elk Grove Town Center. e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON The Tour of Elk Grove will be taking place August 5, 6 and 7, 2011. 19. REPORT FROM THE VILLAGE CLERK—No Report i 20. UNFINISHED BUSINESS Village Board - none I Village Attorney—both items appear on the Consent Agenda. 21. REPORT FROM THE VILLAGE MANAGER I Village Manager Rummel stated he was going to give a combination report from the Village Manager and an item of new business. The Village Board had approved a Resolution on the last Agenda which opposed a proposal from Arrow Road Construction to install a concrete processing plant on an unincorporated parcel of land on Oakton Street in Cook County. I I 7 VBM 11-9-10 I Last night the Cook County Zoning Board held a hearing here in the Elk Grove Village Council Chambers. As a result of the testimony heard at the hearing, the Village needs to modify and strengthen the Resolution in opposition of the concrete processing plant. A copy of the revised Resolution was provided to the Village Board. Motion to adopt Resolution No. 64-10 objecting to the concrete processing facility on Oakton Street entitled "A RESOLUTION DIRECTED TO THE COOK COUNTY BOARD OF COMMISSIONERS, COOK COUNTY BOARD OF APPEALS, AND THE COUNTY CLERK FOR TRANSMITTAL TO COOK COUNTY BOARD OF COMMISSIONERS IN RESPONSE TO THE PUBLIC HEARING HELD BY THE COOK COUNTY BOARD OF APPEALS ON NOVEMBER 8, 2010 REGARDING THE SPECIAL USE FOR UNIQUE USE REQUEST TO PERMIT A RECYCLING FACILITY WHICH WILL PROCESS ASPHALT AND CONCRETE MATERIALS ON THE PROPERTY LOCATED AT THE SOUTH SIDE OF OAKTON STREET, APPROXIMATELY 421 FEET EAST OF CROSSEN AVENUE IN ELK GROVE TOWNSHIP COMMONLY KNOWN AS 1225 E.
