HomeMy WebLinkAboutJPZ - 01/25/2011 - MINUTES/CLASS 6B APPLICATION FEE Elk Grove Village JPZ Committee Meeting Tuesday,January 25,2011 4:00 pm JPZ Members Present: Sam Lissner, Village Trustee, Chairman Jeff Franke, Village Trustee Chris Prochno, Village Trustee Staff: Ray Rummel, Village Manager Josh Grodzin, Director Business Development& Marketing CHARGING AN APPLICATION FEE FOR PROCESSING CLASS 6B TAX ABATEMENT APPLICATIONS Chairman Lissner explained that the purpose of the meeting was to discuss implementation of a fee to be paid by applicants seeking a Class 6B tax abatement. Elk Grove processes approximately thirty applications annually for this program and anecdotal information suggests that many of those applications do not result in a company moving into the Village. Charging an application fee was proposed by staff as a means to deter speculative submissions, recover costs incurred by the Village in processing applications, and to better track and quantify the Village's return on investment in granting the abatement. Chairman Lissner opined that charging a fee should not be construed as adding an extra cost or tax on business. To reinforce that position, Chairman Lissner suggested that if a company did eventually move into the Village they should be rebated the application fee. Village Manager Rummel suggested charging a fee of$600 is reasonable based on the fees charged by surrounding communities and the amount of staff time required to process the requests. Village Manager Rummel concurred with Trustee Lissner that rebating a portion of the application fee could be implemented. Trustee Franke stipulated that charging an application fee is appropriate because it would be charged to new businesses coming into the community. Trustee Franke opined that the cost of an application fee is small when compared to the overall costs of relocating a business and would not be a deterrent in attracting firms to the area. Chairman Lissner directed Josh Grodzin, Director of Business Development and Marketing to research how many applications are processed by neighboring communities and to prepare a case study on how much a business saves with versus without a Class 6B exemption. Chairman Lissner asked that the committee reconvene when Josh Grodzin's research is available for discussion.
