Call to Order
The meeting was called to order by Jim Christie, Chairman at 7:08 PM.
Action Items:Approval of the Minutes
A motion was made by Trustee Nancy Czarnik to approve the minutes from October 20, 2010.
The motion was seconded by Dr. Kelly. The minutes were unanimously approved.
Community Service Coordinator Report
Community Services- Client contacts have begun to increase in the office. Residents looking for
help, as well as residents and businesses offering to participate in some way for the holidays
have been coming into the office. The Village is very fortunate to have many generous donors
for the holiday programs.
Food Drive/Pantry- The Interfaith Council food drive to replenish the shelves of the Elk Grove
Food Pantry was very successful. Demand for food pantry services continues to remain high.
Holiday Adopt-A-Family- The Community Services Coordinator will be distributing food for the
Thanksgiving Adopt-A-Family program tomorrow (11/18/2010). Approximately eighty (80)
families will be provided with meals for the holiday. The Department has also received cash
donations for holiday programs.
About 25-30 families have been identified for participation in the Christmas-Adopt-A-Family
program. Distribution of the Christmas food and gifts will take place on December 20`n
Salvation Army- The Coordinator has not received notice of the Salvation Army allocation for
the coming year. The Salvation Army has changed many of the parameters for providing
communities with funding. The Director stated that the bell ringers are already out in the
Village. Trustee Czarnik asked if the Salvation Army is looking for volunteers, and the
Coordinator stated, "No". The Program for having volunteer bell ringers has been fragmented
the last few years.

Department Director's Report
Department Reorganization- Prior to the monthly meeting the Director sent a letter to the
Board members describing the reorganization process. All board members acknowledged
receiving the letter.
The Village will make the reorganization as seamless as possible. Staff will be assigned to
Departments that best fit their job duties. Staff have met, and will continue to meet with their
assigned supervisors during the transition to ensure any and all concerns are addressed
properly. The Director will continue to work for the Village as a consultant. New and/or
enhanced services may also be realized under this new arrangement. The Director will continue
to meet with the Board and facilitate meetings. The Director will be meeting with all the Board
members after the New Year to get their ideas and input with the reorganization process. The
important things to remember with the reorganization are; there will be no service cuts, no
staff dismissed, and the office will remain intact.
There was a period of discussion by the Board regarding the reorganization.
Dr. Labinsky asked if-the Village Board would still be advising the BH&CS. The Director stated
the mission of the BH&CS would remain the same.
Chairman Christie stated the transition would evolve over the next eighteen months.
Dick Scholten asked how information would get to the Board from the various departments.
The Director stated he would continue to gather information and facilitate the meetings, and
the CSC would continue in her role.
Lois Colaprete asked if there will be a Health Department. The Director stated there will no
longer be a "pure" health department, but other communities have had a similar arrangement
for years.
Lois Colaprete also asked if there are Boards of Health & Community Services, in other
communities.
The Director stated that other communities have Boards of Health, others do not. Some
communities have Environmental Boards.
Dr. Kelly and Dick Scholten asked about enforcement policies for food establishments in
violation, especially when the Board is involved. The Chairman stated the procedures and
policies for hearings before the BH&CS would not change. The Environmental Health Inspectors
will still have the authority to close a food establishment on the spot for critical violations, or
low scores without supervisor approval.
The Director went on to say-that staff has been meeting with their appropriate supervisors to
ensure their direct supervisors are familiar with the work and duties carried out by staff. A
Board member asked without a background in public Health or community services, will these
new supervisors understand the processes entailed with delivering proper services. Trustee
Czarnik stated that is why the Director will be staying on as a consultant to advice and inform
the various departments on policy and procedures. Even now the Department relies on outside
agencies for support.
Sal Pace had a concern with job performance once staff is assigned to new departments. The
Director stated that some duties and job tasks may be enhanced because there would be
personnel in these departments with some knowledge (medical screenings, housing
maintenance) to fill in, in the case of emergencies or vacation.
Anti-Smoking Campaign (Smoke Free Elk Gravel-
The staff of the Positive Youth Development Program will work to provide a program for the
Great American Smoke Out on November 18`' at EGHS.
Third hand smoke is becoming known as a new danger from smoking. Smoking releases
chemicals and by-products that can settle on all kinds of environmental surfaces. This might be
a special threat to children who breathe near, crawl on, play with, or touch or chew
contaminated surfaces.
Document Destruction Event- The Document Destruction Event was very successful. 273 car
loads of paper items were processed that day. Over 8,000 lbs. of paper were collected, twice as
much as last year.
Holiday Light Recycling- The Department will again be offering the Holiday light and extension
cord recycling program. The program will run through the end of January 2011. The Village also
gets reimbursed for any weight collected.
High Tech Inspection Program- The Environmental Health Inspectors continue to work with IT
to work out the bugs with the computerized inspection system. Getting the information to print
out continues to be a problem.
"No Idling" Program- A sample brochure has been sent to the printer. The brochure will be
distributed to schools and be available around the Village. A version of the brochure is also
available on the Village website.
The Director also surveyed schools in the Village to determine placement of "No Idling" signs.
Many parents line up outside schools % hour before dismissal.
Cancellation of December Meeting- A motion was made by Dr. Labinsky, seconded by Lois
Colaprete to cancel the December meeting. The motion to cancel the December meeting was
passed unanimously.
Department Events & Activities- The Director provided a list of upcoming and ongoing
Department events and activities.

New Restaurants- Good Tequila is now open and Crazy Buffet opened today. Plans have been
submitted for the White Castle on the corner of Busse Rd. and Oakton St., at the old Baker's
Square location.
Community Health Nurse Report
Nancy Pruyn was introduced by the Chairman. Nancy is a nursing student (intern) completing
her studies at NIU. She has been shadowing the Community Health Nurse,Jane Sloger as part of
her field practicum. Nancy stated that Jane Sloger is looking forward to working in the Fire
Department.

Trustee Liaison Report- On December 11th The Lutheran Church of the Holy Spirit will be having
a living nativity from 4:00 PM to 5:00 PM.
The Village Tree Lighting ceremony will take place on Friday, November 26th at 5:30 PM.
Italian exchange students sponsored by Sister City will be arriving on November 2151 and staying
through December 2"d. They will be the honorary tree lights at this year's event. Later Elk Grove
High School students will travel to Italy.

Meeting Adjournment a motion was made by Dr. Kelly to adjourn the meeting. The motion was
seconded by Sal Pace.The meeting was adjourned at 7:59 PM.
