Presentation on Economic Development and Marketing
The Director of Business Development & Marketing presented the Commission with an overview of
his main goal "Maintain and Enhance the Economic Vitality of Elk Grove Village'. He also outlined
his short term and long term objectives.
The Commission was informed of some activities that the Director of BD/M is currently working on.
The first being a recent program held by the Village's Police Department called "Prevention of
Workplace Violence". This program allowed the Police Department to interact with the business
community and inform them of some programs the Village offers. The next item was Zoom
Prospector, an interactive tool on the Village's website that allows viewers to see available sites
and buildings within the Village limits.
ICRC Budget — FY 2011/2012
The ICRC FY 2011/2012 Budget was presented to the Commission. The budget includes fifteen (1S)
Capital Improvement Projects representing ongoing project studies and construction activities
outlined in the ICRC Master Plan. Discussion items included Salaries & Wages (1100), Career
Development (4200), Contract Maintenance-Landscaping (5611), Professional Services (6100),
Private Sector Fagade Grants (6912), Contingency (6913), and Capital Projects (8500). The
Commission unanimously approved the ICRC FY 2011/2012 Budget.
Project Implementation Status
The Commission was given a summary of ongoing construction projects within the Village. Staff
also notified the Commission that the Village is looking at installing LED Illuminated Street Name
Signs at traffic control lights throughout the Business Park. Consensus of the Commission was that
it would enhance appearance and driving conditions on the arterial streets.
Master Plan Update Report
Staff informed the Commission that a Draft report is anticipated to be completed in April, 2011.
This report will be handed out at the May 12, 2011 meeting along with a brief presentation of the
report by the consultant. Several Commissioners voiced concerns about their input into the
updated report. Staff reassured the Commission that they will have a chance to review and
comment on the report prior to finalizing the report.
New Business
The following,fin eeting,dates were agreed upon May 12, 2011 and September 15, 2011. Staff also
advised the Commission that interim meetings may be needed as the 2011 Master Plan Update
Report is being finalized.
In addition, the Commission requested that the existing Fagade Grant Program be promoted and
the dollar amounts awarded be increased to meet today's dollars. Village staff will work on
updating the Fagade Grant Program handouts and will look into increasing the award amount.

Prevention of Workplace Violence
Most people think workplace violence is caused only by the disgruntled or recently
terminated employee. The following are some other types of workplace violence and
strategies to help prevent them from occurring.
VIOLENCE BY STRANGERS AND OUTSIDERS
• Use physical barriers to protect yourself.
• Install a silent alarm system or panic button.
• Use mirrors; make sure the place where money is exchanged can be seen.
• Use bright and effective lighting.
• Use a drop safe so limited amounts of cash are on hand. Make sure signs indicate
that limited amounts of cash are kept.
• Use height markers on exit doors.
• Use surveillance equipment so that activity is always monitored.
• Install locks on doors that lead to staff-only areas.
VIOLENCE BY PEOPLE RECEIVING SERVICES
• Make sure that workers never work alone.
• Allow workers to carry pagers, mobile phones, etc.
• Train workers so that they know what to do in a violent situation.
• Meet often with your employees so they can voice concerns about safety issues.
VIOLENCE BY ACQAINTANCES OR EMPLOYEES
• Have close contact with employees. Make sure that everyone is feeling a part of
the organization.
• Review any act of violence that has occurred in the workplace, even if it is
considered minor.
• Have a WRITTEN policy explaining how violence in the workplace will not be
tolerated. State clearly what workplace violence is and what is and is not
accepted behavior.
• Train all staff on how to react to violence if it occurs. Remain calm if confronted.

Business Security Survey
One of the many services provided by the Elk Grove Village Police Department is to
conduct security surveys. Officers from the Crime Prevention Section, who are specially
trained in the area of physical security measures, will provide security surveys for any
home or business within Elk Grove Village. Homes or businesses will be evaluated for
their potential to be burglarized. Crime Prevention Officers will offer suggestions as to
what improvements can be made to reduce this potential. Normally, if these services are
provided by a private company it could easily cost upwards of$Z004300, however the
Elk Grove Village Police Department conducts all its security surveys free of charge.
The following tips can be used to improve your home and business security:
• Lighting is the number one deterrent to crime. Make sure all exterior lights are
functioning properly and if needed add additional lighting to areas which provide
a criminal with cover.
• Check landscaping around your home or business. Trees or bushes that are too
high or over grown can also provide cover for a burglar. Also, make sure
landscaping is not obscuring your address numbers. This will greatly assist police
or fire personnel in the event they are needed.
• Check all exterior door locks. Any exterior door should have a dead bolt locking
system and a solid doorframe.
• Lastly, our village residents are our greatest resource. You know your
neighborhood best. If you see any activity that seems suspicious contact the Elk
Grove Village Police Department to have it checked. Simply call 911 for a
police response.
While these tips are meant to assist our residents, they are not a substitute for having a
security survey conducted for your home or business. Remember, there is no charge for
this service and in some cases it may help to lower insurance rates. For more information

enter and remove all the copper piping,wiring etc...often without being noticed.
• Lastly, if you see any activity that seems suspicious contact the Elk Grove Village
Police Department to have it checked. Simply call 911 for a police response.

FACADE PROGRAM
Buildings Less Than 20,000 Sq. Ft.
• Facade grant in the amount of$2,000 to be applied to the
construction of the fagade improvement.
• Prototype Facade Designs are being developed by the Village for
typical buildings within the Business Park. The prototype designs
will present five (5) design treatments for your consideration,
identify potential construction materials, and outline preliminary
construction costs. The prototype designs will be available for
review and use in April 2000.
Buildings Greater Than 20,000 Sq. Ft.
• Facade grant in the amount of$2,000 to be applied to the
construction of the fagrade improvement.
• Permit Fee Waiver up to a maximum of$500 for facade
improvements.
OBJECTIVE
Improve building conditions by upgrading to current standards.
• Enhance the aesthetic quality of buildings within the
Elk Grove Village Business Park.
• Strengthen the business park,through revitalization.
ELIGIBILITY
Who is eligible ?
• All businesses and property owners within the Elk Grove Village
Business Park (See Map).
What improvements are eligible?
• Facade improvements shall require renovation of the front
elevation of the building to enhance the visual appearance and
functionality of the property.
• Facade improvements should include a combination of the
following elements: new store front system, wall panels;
entryway improvements, window replacement, exterior lighting
and signage;painting, and tuck pointing.
• The facade improvement must contain a new facade element.
Simple building maintenance such as painting and sand blasting,
alone, would not qualify for this program.
APPLICATION
• Applications will be accepted on a first come first serve basis. A
maximum of$50,000 per year will be allocated from the ICRC
Fund to this program. It is anticipated that approximately 22
projects per year will receive funding.
• Applicants must submit a letter requesting inclusion in the
Facade Grant Program. The letter should include the business
name, property owner, building square footage, general
description of improvement, and project schedule.
• Applications will be reviewed by the Village Engineering and
Community Development Office within a 10 day period. The
business/owner shall receive confirmation of project eligibility.
The applicant's place on the facade grant program will be
reserved for a 90 day period to allow for the submittal of permit
documents to the Village. Upon approval of the permit, the.
Village will issue grant certification which will secure the grant for
a one year period to accomplish construction.
• Payment of the grant to the business/owner shall be made upon
the acceptance of final construction by the Village.
• Applications submitted after the annual funding limit is exceeded
will be placed on a waiting list for the following year's program.

TERMS AND CONDITIONS
• Facade grants shall be limited to one per building.
• Permit fee waivers for greater than 20,000 sq. ft. buildings shall
apply to facade improvement elements only.
• Applications shall be subject to the approval of the project scope
by the Director of Engineering and Community Development.
• The business/owner shall comply with Village ordinances and
obtain necessary permits.
