Call to Order
The meeting was called to order by Jim Christie, Chairman at 7:12 PM.
Action Items: Approval of the Minutes
A motion was made by Trustee Nancy Czarnik to approve the minutes from November 17,
\_ 2010. The motion was seconded by Sal Pace. The minutes were unanimously approved.
Community Service Coordinator Report
Community Services- November and December as usual were Community Services' busiest
months. Two Adopt-A-family programs are run during those months. And as usual there were
numerous calls to adopt a family by residents, businesses and churches.
November Adopt-A-Family- The Thanksgiving Adopt-A-Family program provided meals to 65
families donations of turkeys, stuffing, gravy, and other holiday food items were provided by
residents or were purchased with donations. Food was distributed during the weekly food
pantry on the 18`h of November.
December Adopt-A-Family- The Christmas Adopt-A-Family was also a big success. 27 families
were provided with gifts and a holiday meal. Midaco Corporation provided a $6,000.00
donation for the holidays, and Community Services used some of that money to purchase
$50.00 gift cards for food pantry clients.
Community Services received a large number of gifts from a local church. The Seven Day
Adventists provided about 60 gifts for the holidays. Since all the families were already
accounted for the CSC gave the gifts to two local PADS shelters. Numerous other gifts and
contributions were also provided by Village residents.
Salvation Army- The Coordinator has received notice of the Salvation Army allocation for the
coming year. The Salvation Army is providing only $5,000 until October 2011; this is about half
of past years. $3,400 still remains in the account. With a tax change of the Elk Grove Housing
Fund to a non-profit, some emergency monies will be able to be used to supplement Salvation
Army funding if needed.
Reorganization- The Community Services Coordinator and Senior Clerk are continuing to meet
with their new supervisors in the Police Department. The CSC has also met with shift personnel
to provide them with information on the duties and responsibilities of Community Services.

Board Meeting Facilitator's Report
The Director's New Job—The former Director will continue work on a number of projects and
act as facilitator of the Board of Health &Community Services meetings. Sal Pace asked if the
website will be changed to reflect the reorganization of services. The facilitator will be making
changes to the website as needed, but some numbers will remain the same in the short term.
Ryan Bookler asked if the former Director's E-mail will remain active. The former Director's E-
mail will still be accessible to the Board members.
Board Member Reviews- The Facilitator will be meeting with the Board members in the near
future to discuss the member's ideas and recommendations as the Board moves forward.
Department Reorganization- Before the Director retired he continued to meet with
j Department staff to continue to strategize and address concerns and questions regarding
reorganization. Staff also met with their newly assigned supervisors. In addition, the entire
Department met with the Village Manager and the various department supervisors on January
10`h to further discuss the reorganization process.
Anti-Smoking Campaign (Smoke Free Elk Grove) --The staff of the Kenneth Young Center's,
Positive Youth Development Program conducted two presentations at area schools on the
dangers of smoking and secondhand smoke. They conducted programs at six area schools as
well as two presentations at the Library's children's science class.
2011-2012 Budget- The budget process has begun. Before his retirement the Director
submitted a 2011-2012 fiscal year budget. With the reorganization of the Department the
Director worked with the various departments involved with the reorganization to provide
uninterrupted funding for the various activities that were provided in the Department of Health
& Community Services
2010 Compendium- The Facilitator has begun to work on the 2010 Compendium The
compendium provides highlights and statistics of health and community services for the past
year. A copy of the 2010 Compendium should be available for next month's meeting.
Holiday Light Recycling- The holiday lights recycling program is going well again this season.
The Department has collected about two gaylord boxes full of lights. A gaylord box is 4'x4'x4'.
The Department will also recycle all the lights around the Village Complex and Village Green.
High Tech Inspection Program- EHIs continue to work with IT to work out the bugs with the
electronic food inspection program. In an effort to provide a better understanding about the
food reports process the EHIs conducted a number of on sight food establishment inspections
with IT staff. This provided IT with a better idea as to what types of information are required
and how it needs to be recorded in the inspection report process. A customer friendly report
must also be .generated to leave with the establishment owner/operator. Area health
j departments will also be canvassed to see if they use electronic inspection reporting programs.
"No Idling" Prokram- The "No Idling' brochures will be distributed to all the schools in the
Village. The positioning of signs will not take place until spring. A copy of the brochure was
included in the Board's packet.
Complaints for 2010- The Department responded to 438 complaints in 2010. A majority of
those complaints involve grass and weeds during the spring/summer/fall months.
Public Health Downsizing- The Board Meeting Facilitator presented a report conducted by the
National Association of County and City Health Officials (NACCHO) that shows Elk Grove
Village is not alone in its response to the economic downturn, but the Village has fared better
than many health agencies that responded in this report. The economic recession has impacted
local health departments nationwide. The following is a synopsis of that report:
• 46% have lost staff due to layoffs and attrition
23% have had reduced staff time due to hours cut or furloughs.
• 38% hada decrease in the present budget, 47% anticipate a decrease this year
32% used reserve funds to meet budget needs.
• An estimated 23,000 jobs were lost in the public health field
Department Events & Activities- The Facilitator provided a list of upcoming and ongoing
Department events and activities.

Misc- Chairman-Christie pointed out that the Sunny Side Up Restaurant has been maintaining a
good score since their hearing before the Board, and have even earned a Certificate of
Excellence from the Department. The Chairman suggested that restaurants earning a Certificate
of Excellence bewposted on the Village website.

Trustee Liaison Report-
Village Parade-The Village Parade is scheduled for June 18, 2011. The theme is
"Broadway on Parade" and the Grand Marshal will be Alan Shapiro, longer time member and
chairman of the Police and Fire Commission.
Coffee with the Board is set for Saturday, February 5, 2011.
Packages for Patriots- Trustee Czarnik volunteered some time with the Packages for Patriots
program sponsored by the Church of the Holy Spirit. Residents may donate magazines or books,
snack items, and personal hygiene items or cash donations to the program. The church youth
group is raising Aloe vera plants to donate to patients undergoing radiation treatment at the
hospital.
Farmer's Market- Trustee Czarnik will be meeting with the Park District to discuss plans for the
Farmer's Market this summer. The Park District plans to resurface the parking lot in the
summer.
Old Business- None
New Business- The Board will need to review the status of the Volunteer of the Year Award
now that the Department has been reorganized. The award is presented at the Award and
Recognition Dinner.
Meeting- A motion was, made by Trustee Czarnik to adjourn the meeting. The motion was
seconded by Dick Scholten. The meeting was adjourned at 7:49 PM.
