PROCHNO Village Trustee Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting of the Village President and Board of Trustees on April 28, 2009, this Executive Session was called to consider a Personnel matter. Number of pages attached: 1 Dates) of review for release: November 2009 Date of approval for release: April 28, 2009 5:36 p.m. Personnel—Reorganize Economic Development Office The Village Manager noted that during the currently depressed economy, businesses are consolidating and retrenching. Very few businesses are expanding or relocating. Some economists have called this the worst recession since the Great Depression. The Economic Development Coordinator is retiring. Her workload has been slow due to the poor economy. During these slow times in the Economic Development office, the Village Manager suggested taking the following action to save $50,000.00 per year from the General Fund. • Fill the open Graduate School Intern position in the Village Manager's Office. This position ensures phone coverage while performing special projects. The position has a cost of approximately$23,000.00 per year with no benefit costs (no pension nor health insurance costs). This position will be filled in lieu of the Economic Development Coordinator position. • Partially outsource retail economic development retention and attraction activities. The retiring Economic Development Coordinator was an expert in industrial retention and attraction but was weak on the retail side. The Village can engage an expert in retail economic development to work approximately two (2) days per week. The contract will initially be limited to $15,000.00 to be paid from the ICRC Fund, but can be revisited at a later date. The retail expert will provide the Village with an Economic Development dynamic it has not had before. The position will serve to fill vacant commercial spaces and 'also instruct Village staff in the area of retail attraction and retention activities. • The Village Manager and staff will otherwise perform the work of the Economic Development Coordinator with the assistance of the Senior Clerk(Krista Jones)who currently assists with Economic Development. Krista knows where the files are located in the Economic Development office, and knows the routines and processes associated with the Economic Development office such as the Class 6B program, mailing of Economic Development packets to new businesses, Economic Development website updates, new video information, handling of advertisement return cards, and similar routine items. The consensus of the Village Board was to accept the Village Manager's recommendations noted above, along with the $50,000.00 in annual savings. In addition, the consensus was that the Senior Clerk would assist Trustee Feichter with the Woodfield Chicago Northwest Convention Bureau as well as assist with the Elk Grove Chamber of Commerce. The meeting was adjourned at 5:52 p.m.
