Pursuant to a duty made and approved motion and a majority vote at a regularly scheduled
meeting of the Village President and Board of Trustees on June 16, 2009, this Executive Session
was called to consider a Personnel matter.

Personnel
With the upcoming retirement of Superintendent Rich Edwards, the Village Manager presented
the Mayor and Board of Trustees with a proposal for the reorganization of the Public Works
Department. The initial proposal requires the elimination of the Two Superintendent positions
(Streets and Utilities). As part of this, Utilities Superintendent, Scott Bernholdt, would become
the Deputy Director of Utilities & Buildings. Jack Gray would remain Superintendent, but
would oversee Streets and Fleet. As part of this, the Department will eventually fill the vacant
Assistant to the Director position.
After Jack Gray retires, the second phase of the proposal would be to eliminate the final
Superintendent position, and replace it with a Deputy Director to oversee infrastructure. The
overall reorganization would likely result in savings of approximately $65,000. It was noted that
the reorganization would create a higher level of management and flexibility for the department.
It was the consensus of the Village Board to approve the reorganization as proposed.
