MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF
TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD
AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON
AVENUE ON TUESDAY JANUARY 11, 2011
Mayor Craig B. Johnson called the meeting to order at 7:16 p.m.

2. PLEDGE OF ALLEGIANCE/INVOCATION
Pastor Rich Zawistoski, Christus Victor Lutheran Church delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on
December 14, 2010 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Mayor Johnson addressed the recent shootings in Arizona stating elected officials attend
numerous functions and meetings with all different people and there is always a concern
about safety. The Mayor stated he is glad to see it is not stopping elected officials from
being out there. Elected officials work for the people and need to be available to the
people. Mayor Johnson expressed it was a terrible tragedy and ihoughts and prayers are
with the victims and their families.
On January 1, 2011 the Village shut down the red-light cameras at the intersection of
Busse Road and Devon Avenue. The number of accidents and citations at that
intersection have dropped and stabilized. The cameras did their job by educating and
changing drivers habits to the safety measure hoped for. For the next year that
intersection will be monitored with hopes that the good driving habits continue. If they
do, the Village will look into other intersections and hopefully phase the cameras out.
Mayor Johnson stated many people say the cameras are strictly for money. They are for
safety, and the statistics are starting to show the cameras are starting to change driver's
habits.
The Mayor referenced a recent article in the Chicago Tribune. The article stated that in
2008 in Bellwood, Illinois, the cameras generated $1.1 million dollars in ticket revenue.
This year the revenue is around $250,000. Drivers are following the law and driving
safer. The article also states that of the first fourteen intersections in Illinois to have red-
light cameras, accidents dropped from 2008 to 2009 by 36 percent. In Chicago broadside
accidents are down 20 percent at intersections with cameras and tickets in Chicago have
declined by more than 50 percent.
Many people were concerned that intersections with cameras would have more rear-end
accidents. The statistics show that rear-end accidents actually decreased at those
intersections by 32 percent. People are driving safer. The Tribune article ends by stating
there are still plenty of reasons to keep the cameras rolling. On the whole, it looks like
they are nudging motorists to be more cautious at intersections. The Village is going to
continue to do the safe and right thing to protect drivers.
Presentations - Mayor Johnson asked Michael Cavallini, Director of Health &
Community Services and his wife Virginia to join him at the podium. Mr. Cavallini
began working for the Village on June 1, 1977 and is retiring this Friday. Mayor Johnson
stated Mr. Cavallini has done a phenomenal job for the Village. Elk Grove Village is a

better place because of Mike's efforts. The Mayor congratulated Mr. Cavallini and read
and presented him with a Proclamation in honor of his thirty-three year tenure with the
Village and upon his retirement.
Mr. Cavallini stated he was honored to receive the Proclamation. Mike thanked his wife
Virginia, the Board of Health who hired him thirty-three years ago,Nancy Yiannis, his
boss for many years, his hard-working staff, Village Manager Ray Rummel and past
Village Managers, and Mayor Johnson and the Village Board for their support throughout
his career with Elk Grove Village.
Trustee Petri stated he will be attending the Solid Waste Agency and Northwest
Municipal Conference meetings tomorrow evening with Village Manager, Ray Rummel.
Trustee Prochno thanked both the Public Works Department for doing a great job with
snow removal and the residents of the Village for shoveling their sidewalks.
Trustee Prochno thanked the Elk Grove Village paramedics and complimented the
professionalism and quality of treatment her mother recently received from the Fire
Department paramedics and the staff of Alexian Brothers Hospital. Trustee Prochno
expressed how fortunate we are to have a hospital in Elk Grove Village that provides its
patients with the quality of services that Alexian Brothers offers.
Trustee Czarnik announced on the third Tuesday of every month the Lutheran Church of
the Holy Spirit hosts the "Packages for Patriots" program. "Operations World
Christmas," the November "Packages for Patriots" was a great success. Over thirty
people showed up to help package and send off seventy-one boxes to our heroes. All
volunteers are welcome.
Trustee Lissner added to Trustee Prochno's report about the Fire Department. On
Christmas day a guest at Trustee Lissner's home required attention for a medical
emergency. Trustee Lissner stated they called 9-1-1 and it seemed like seconds later a
team of firefighters arrived. The team was able to calm everyone down, find out what the
problem was and get the person to the hospital. Trustee Lissner thanked Deputy Chief
Miller and the Fire Department for being so helpful.
Trustee Lissner stated it was made clear that the person's health insurance would be
billed for the ambulance call and if they didn't have any insurance they would never see a
bill from the Village.
Trustee Lissner complimented Public Works on their plowing and upkeep of Village
Streets. Trustee Lissner stated he read in one of the reports he received this week that the
Public Works Department repaired four water main breaks. Trustee Lissner commended
Public Works and stated it has to be very difficult working out in the cold. Trustee
Lissner also complimented the Police Department for helping motorists during this cold
weather.
Trustee Feichter complimented the work of Mike Cavallini and his staff. Trustee
Feichter stated he feels comfortable eating in all the restaurants in Elk Grove Village. He
knows they are all safe because the Health Department inspects the restaurants and makes
sure the food they are serving is safe. Trustee Feichter thanked Mr. Cavallini for his hard
work and congratulated him for all of his accomplishments.
Trustee Feichter announced a new community partnership with the Woodfield Chicago
Northwest Convention Bureau. The Village has worked with the Bureau for many years
but this is a new partnership which will benefit the hotels, restaurants and attractions in
Elk Grove at no charge. On February 3, 2011 at 2:00 p.m. there will be a restaurant
orientation to discuss what the Bureau can do to help the restaurants in Elk Grove
Village.

6. CONSENT AGENDA
A. Authorization of the following:
• To waive alarm fees for Community Consolidated School District 54 for the
annual alarm license fee for three (3) schools in the amount of$75; and
• To waive alarm fees for Community Consolidated School District 59 for the
annual alarm license fee for eleven (11) alarms located at seven (7) facilities
in the amount of$275.
B. Ayers Associates Inc., Madison, WI—Authorization to award a professional
service contract for color aerial photography and digital ortho-imagery
mapping as part of the GIS Consortium purchasing agreement in the amount of
$20,741 from the Water/Sewer Fund.
C. Verizon Wireless—Authorization of a request to hold a Public Hearing before the
Plan Commission to consider the petition of Chicago SMSA Limited Partnership
d/b/a Verizon Wireless for a Special Use permit and zoning variation to replace
an existing light standard with a stealth wireless communications tower at 500 W.
Elk Grove Boulevard.
D. Powell Tree Care, Inc., Elk Grove Village, IL—Authorization to award a
professional service contract for high-branch tree trimming and pruning
services in the amount of$64,845.
E. Kenny Construction Company,Northbrook, IL—Authorization to award a
professional service contract to the most qualified and responsive bidder for the
cured-in-place sanitary sewer rehabilitation project in the amount of$811,595
from the Capital Projects Fund as part of the Build America Bonds program.
F. Build America Bonds—Authorization to increase the FY 2010-11 Capital
Projects Fund to allow for the construction of the remaining Build America
Bond infrastructure projects in the amount of$7,320,000.
G. Northern Illinois Municipal Electric Cooperative —Adopt Resolution No. 1-11

BOARDS AND COMMISSIONS
8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI
Trustee Petri noted the Village has received thirteen million dollars in Build America
Bonds. With that money there have been a number of projects completed and the Village
intends to do more. There have been improvements made on Victoria and Delphia,
Beisner and Gloucester, building improvements in the computer room at Village Hall and
sanitary sewer lining.
Additional projects being looked at are water system improvements to JF Kennedy
Boulevard water main from Arlington Heights Road to Brantwood, Scott Street water
main from Higgins to Lee, wastewater system improvements, sanitary sewer lining,
Crossen Avenue culverts and Shadywood Lane drainage and roadway improvements.
Beisner Road will be widened by the hospital to allow for an additional turn lane to
alleviate congestion exiting the hospital. Tonne Road will be resurfaced from Walnut to
Landmeier in both directions.
There will be a number of street resurfacings. The people living along Wellington and
Chelmsford will be happy to know the pozzolanic base is being replaced. Due to money
from project savings, the pavement on Wellington Avenue from Biesterfield to Leicester
will also be replaced. All of these projects will be completed this year. Trustee Petri is
looking forward to nice weather so the projects can begin.
Mayor Johnson confirmed with Vito Sammarco, Director of Public Works,that due to the
economy, the Village has been able to get twice as much work done with the Build
America Bond money than we would normally. Mayor Johnson stated a list of
completed projects would be printed in a future newsletter. The Mayor commended
everyone for their hard work.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER
Trustee Lissner stated the No-Idle Zone Brochures are complete and being distributed.
Brochures are available at Village Hall, the Pavilion and the Library. Village staff is still
working on the No-Idle Zone signs.
The JPZ committee will be meeting on Tuesday, January 25, 2011 at 4:00 p.m. to discuss
possibly charging fees for Class 613 applications. This item was added to the Agenda at
the last Village Board meeting. In 2009 there were 24 Class 6B applications and in 2010
there were 29 applications. The fee would cover the cost to the Village for preparing the
Class 6B paperwork.
10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report
11. RECYCLING & WASTE COMMITTEE— CHAIRMAN FEICHTER
Christmas lights and cords can be turned in to the Health & Community Services
Department for recycling. Christmas trees will be picked up at the curb through Friday.
All decorations should be removed and the trees should not be in bags.
12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—No Report

13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION
TRUSTEES LISSNER/PETRI
Trustee Petri reported in addition to the Capital Improvements projects, there are the
Busse Road, Greenleaf Avenue & Pratt Boulevard Intersection Projects and also the
Biesterfield Road & I-290 Intersection Project coming up when the weather breaks.
Trustee Lissner made note of the Class 6B on the Consent Agenda. A company is
relocating from another suburb to Elk Grove Village. They currently have ten employees
and hope to add another ten employees in the future.
14. YOUTH COMMITTEE - TRUSTEE FRANKE
Trustee Franke announced there is an opening on the Youth Committee. Anyone
interested in getting involved with the Village can pick up an application at the Village
Clerk's Office or go to the Village website at elkgrove.org, under the Boards and
Commissions tab and click forms to download an application form. Applications are
being reviewed and a new committee member will be named in the near future.
15. PARADE COMMITTEE - TRUSTEE CZARNIK
The 2011 parade is Saturday, June 18`h. The parade theme is "Broadway on Parade."
Applications will be sent out shortly. Pick out your theme and turn your applications in
as soon as possible. The next meeting of the Parade Committee will be Monday,
February 7, 2011 at 5:30 p.m.
Trustee Czarnik announced the 2011 Parade Grand Marshall is Alan J. Shapiro, DDS.
Dr. Shapiro and his wife Sheri were married in 1962 and moved to Elk Grove in 1967.
They raised three sons in Elk GroveVillage. Dr. Shapiro was appointed to the Fire and
Police Commission on February 13, 1968. He served as a member until August 17, 2004
at which time he was appointed to the position of Chairman of the Fire and Police
Commission. His untiring devotion to this position has made it possible for Elk Grove
Village to have the finest Police and Fire personnel. It is our honor to acknowledge his
efforts all these years.

18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER
Trustee Lissner reported at last month's Board meeting, it was the consensus of
the Board to delay providing EGTV programming to AT&T U-Verse customers
while additional pressure can be directed to AT&T to correct some shortcomings.
Trustee Lissner thanked Mayor Johnson for sending a letter to Congressman
Roskam asking him to contact the FCC. There has been a petition with the FCC
for over 23 months for AT&T to take corrective action. Congressman Roskam
has been a good friend to Elk Grove and hopefully he can get through to the FCC
and get them to take some action. Mayor Johnson stated he will personally
follow-up with Congressman Roskam. Trustee Lissner hopes we can provide
EGTV programming to AT&T U-Verse customers in the near future.
b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK
The 2010 Holiday Adopt-A-Family provided gifts and food to 101people in 27
families. Trustee Czamik thanked everyone who participated.
The January Community Spirit Award Winner is Rob Juberg. Rob is known in
his neighborhood as someone who is always ready and willing to help. He has
lived in the Village for over twenty years. During the winter Rob schedules
whose driveway he is going to shovel based on what time his neighbors go to
work. Rob's award interview will be shown during the month of January on "In
the Grove."
Acknowledge a good deed by nominating that person for the Community Spirit
Award. Forms are available at Village Hall, the Library, the Pavilion and Jarosch
Bakery.

The next meeting of the Health& Community Services Board is Wednesday,
January 19`h at 7:00 p.m. in the lower level of the Zettek Municipal Building.
Trustee Czamik acknowledged that Mike Cavallini has been at most Health&
Community Services Board meetings and it will be empty without him.

e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON
The 2011 Tour of Elk Grove will be August 5, 6 and 7, 2011.
Mayor Johnson stated recent information has come out about the O'Hare expansion plan. The
efforts to protect the Elk Grove community have been successful to this point. The Mayor stated
it is amazing how many things that have been discussed have come to fruition. The Chicago
Tribune reported today that rating firms have cut the outlook on O'Hare expansion bonds. The
bonds have been placed as negative bonds. The reason is because the project is becoming cost
prohibitive.
The Tribune reported the airlines and their customers eventually would be stuck paying for the
increased borrowing costs through higher airplane landing fees and higher airfares. Such a
scenario could prompt carriers to reroute some flights to other airports where operating costs are
lower, experts say. The Mayor and Board are concerned because we want a strong and vibrant
O'Hare. A cost prohibitive expansion could eventually drive the airport into extinction. It
happened in St. Louis and in Pittsburgh. The Mayor stated even though we are no longer
fighting the battle, we have to continue to make sure the right things are done. There has to be a
reasonable plan for modernization.
