MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF
TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT
THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE
ON TUESDAY JANUARY 25,2011
Mayor Craig B. Johnson called the meeting to order at 7:23 p.m.
1. ROLL CALL:

A quorum was present.
2. PLEDGE OF ALLEGIANCE—led by Boy Scout Troop 95
Boy Scouts from Troop 95 were attending the Village Board meeting to earn their Citizenship
Badge. Mayor Johnson interacted with and questioned the Scouts about local government. The
Mayor presented each Scout with a chocolate logo and thanked them for attending the Village
Board meeting.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on January 11,
2011 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Economy - Mayor Johnson provided an update on the economy. The Village is starting to see
slow signs of improvement. There has been a slight increase in the Village's sales tax revenue.
A report from the Engineering Department shows an increase in building activity. Construction
value increased by over seven million dollars, fees collected increased by almost one hundred
thousand dollars and the number of permits increased by a few. It is a sign that investments are
coming back into the community.
O'Hare Airport— Mayor Johnson stated that in addition to protecting the Village's borders, it has
also been a concern that O'Hare Airport remains viable long into the future. The airlines are
starting to worry that the more Chicago spends to expand the airport, the more expensive it is
going to be to fly in and out of the airport. A recent Tribune article pointed out that aside from
Newark Airport out east, Chicago has the most expensive landing fees and costs to fly in and out
of than any other airport in the country.
The Village has always been in favor of modernization, not expansion. The Village would still
like to see modernization at O'Hare but would like to see it done in a cost effective and
reasonable manner to meet the needs of today and tomorrow. It is good to see our Senators
getting involved and the Village is hopeful that a reasonable modernization will be done.
St. Baldrick's Foundation—Mayor Johnson asked Gino Piscopo to join him at the podium. Gino
Piscopo and Jake Van Wolvelear introduced themselves and explained they were hosting a
fundraiser event named "Black Box for Kids." This is their third year hosting this event and as a
team they have raised over twenty-five thousand dollars for childhood cancer research. In the
past, the Village Board has made donations and Mayor Johnson, Village Attorney George
Knickerbocker and Trustee Franke have all participated by shaving their heads. This year the
boys are hoping they will have the participation of Police Chief Schmidt and Fire Chief Miller.
Both Chiefs agreed to participate.

The event will be held on March 12, 2011 from 10:00 a.m. to 2:00 p.m. at Black Box Network
Services, 851 Busse Road, Elk Grove Village. The boys are currently looking for a child who is
battling cancer or who is a cancer survivor to honor at the event. To participate in the event or to
make a donation visit the website at www.stbaldricks.ore.
Reinvestment into Community—Throughout the past year there have been millions of dollars
invested back into the community. Improvements have been made possible through Build
America Bonds and Federal Grants. Most projects from last year and those coming up this year
are being done at forty to fifty cents on the dollar. The Village has been able to almost double
the amount of streets, sewer lines, water lines, intersection improvements and,culvert
improvements than originally planned. In addition to creating jobs and making improvements
the Village is saving the taxpayers millions of dollars.
State Representative Mussman—Mayor Johnson asked newly elected State Representative
Michelle Mussman to join him at the podium. Representative Mussman is from Schaumburg
and represents the west side of Elk Grove Village. Mayor Johnson stated this was the first time
since he has been an elected official that a State Representative, Senator or Congressman has
attended a Village Board meeting on their own accord without being asked to attend. Mayor
Johnson commended Representative Mussman and stated it was a compliment to Elk Grove
Village that she was in attendance. It is a sign of how important Elk Grove Village is to her.
Representative Mussman gave a brief background on herself and stated she is very proud to be
serving the community. Representative Mussman toured the Police Department and looks
forward to becoming familiar with other Village Departments. She announced that she will be
holding a Town Hall meeting at the Elk Grove Village Hall on January 31, 2011 at 5:30 p.m.
She encouraged everyone's attendance. Illinois is struggling and there is a lot of hard work to be
done. Representative Mussman encouraged people to contact her with ideas, suggestions and
questions. She wants to be accessible to the people.
Mayor Johnson pointed out that Representative Mussman was not in office when the vote was
taken to increase the Illinois income tax and business tax. Elk Grove Village has worked hard
and has not increased its General Property Tax Fund over the past four years and last year
Village employees did not take any pay increases. The Mayor asked Representative Mussman to
please spread the word in Springfield that local governments are working hard to be efficient and
cost effective for the taxpayers.
Community Events— Mayor Johnson asked Park District President Tom Cooke to join him at the
podium. Mayor Johnson announced the Village and the Park District have formed a joint
partnership called "Unity within the Community" to host the third annual Mid-Summer Classics
concert series. The concerts will be held in the Village Green. The cost friendly food vendor,
Rocco Vino's, will again provide food and beverages.
Mr. Cooke stated the Park District is extremely excited about partnering with the Village for this
event. Mr. Cooke acknowledged Park Commissioner Bill O'Malley for originally meeting with
Mayor Johnson to explore the idea of the partnership. Mr. Cook announced the following lineup
for the concert series: July 5, 2011 —The Lovin' Spoonful, July 12, 2011 —The Chicago Gold
Revue, July 19, 2011 —Hotel California, July 26, 2011 —Monkees lead singer Micky Dolenz.
Mayor Johnson stated the concerts are free to the community and thanked the Park District for
joining the Village in delivering the best event possible to the residents of Elk Grove Village.
Police Department Accreditation—Chief Schmidt presented to the Village Board and the entire
community the Police Department's sixth reaccreditation from the Commission of Accreditation
for Law Enforcement Agencies. The Elk Grove Police Department has been accredited since
1993. The Police Department has been accredited for over fifteen years and received a
Meritorious Award with this accreditation.
To be accredited the Police Department has to meet over 400 standards. Every three years an
Assessment Team comes to the Police Department and reviews all their policies and procedures.
It is something the Police Department believes in and it is a compliment to the civilian staff and
the officers to obtain this accreditation. Chief Schmidt thanked Mayor Johnson and the Village
Board for their support. The Police Department appreciates having the latest technologies and
theories in law enforcement in order to provide the best services possible to the Elk Grove
community. There are approximately seventeen thousand law enforcement agencies in the
United States and about five percent of them are nationally accredited.

Trustee Franke reported a CERT class will begin on April 7, 2011. It is a seven week program
on Thursday evenings and one Saturday. Anyone interested in registering should contact the
Fire Department at (847) 734-8025. The class is free and provides wonderful emergency
training.
Trustee Lissner will be attending the JAWA meeting on February 23, 2011 in Schaumburg.
Trustee Petri congratulated the Green Bay Packers.
Trustee Czarnik attended the "Packages 4 Patriots" program last Tuesday at the Lutheran Church
of the Holy Spirit. The Church hosts the event on the third Tuesday of each month. It is a great
program for sending items and good wishes to our military personnel. Anyone can volunteer or
make a donation. Right now they can use magazines and light reading material. If you have a
friend or relative in the military you can provide their name and they would be happy to send
them a package.
Trustee Feichter attended a meeting of the Woodfield Chicago Northwest Convention Visitors
Bureau last Thursday. A few items of interest were discussed. In September of 2012 Medinah
Golf Course will be hosting the Ryder Cup. The Bureau thinks it is going to be the largest
sporting event ever hosted in the northwest suburbs. It is expected to require thirteen thousand
hotel rooms. It is an event which should benefit all the surrounding suburbs.
It was noted at the meeting that sales are up at Woodfield Shopping Center. Shoppers have been
making purchases and returns are down.
Trustee Feichter was elected to the Executive Committee of the Convention Bureau. This will be
good for Elk Grove because it provides direct contact with the Bureau leadership and the
decision making that happens within the Bureau.
Elk Grove will be hosting a special meeting at Village Hall on February 3, 2011 at 2:00 p.m.
with local restaurants. The meeting is being held to see what the Bureau can do to work with,
and help local restaurants. The Bureau will be doing this with each community that is a part of
the organization.
Trustee Prochno thanked the Public Works Department for doing a great job keeping Village
streets safe and thanked the residents of the Village for shoveling their sidewalks.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the January 25, 2011 Accounts
Payable Warrant in the amount of$977,538.35.

6. CONSENT AGENDA
A. Elk Grove Park District—Authorization to waive fees for their annual alarm license fee for
seven (7) alarms in the amount of$175.
B. Civiltech Engineering, Inc., Itasca, IL- Authorization of the following:
• To award a professional service contract for construction engineering services for the Busse
Road and Greenleaf Avenue Intersection Improvement in an amount not to exceed
$374,867 from the Industrial/Commercial Revitalization Fund; and
• To award a professional service contract for construction engineering services for the Busse
Road and Pratt Boulevard Intersection Improvement in an amount not to exceed
$339,967 from the Industrial/Commercial Revitalization Fund.

C. Capital Replacement Fund—Authorization for the purchase of a total of 11 Ford Crown
Victoria Police vehicles from the State of Illinois Joint Purchasing contract at a total cost of
$267,586 to be paid from the Capital Replacement Fund.
D. Suburban Bus Agreement(PACE)—Adopt Resolution No. 4-11 entitled"A RESOLUTION
AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE AN AGREEMENT
BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND THE SUBURBAN BUS
DIVISION (PACE) OF THE REGIONAL TRANSPORTATION AUTHORITY (DIAL-A-

E. Tax Allocation Fund—Adopt Resolution No. 5-11 entitled "A RESOLUTION DEEMING

ELK GROVE VILLAGE TOWN CENTER TAX INCREMENT REDEVELOPMENT

BOARDS AND COMMISSIONS
S. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Trustee Petri is
counting the days until spring so that projects can begin.
9. JUDICIARY, PLANNING & ZONING COMMITTEE-CHAIRMAN LISSNER—The
Committee met today to discuss the possibility of charging a fee for Class 6B applications.
Many possibilities were discussed. Josh Grodzin, Director of Business Development&
Marketing will be obtaining more background information and the Committee will meet again in
the future to discuss things further.
10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE —No Report
11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—No Report
12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—No Report
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES
LISSNER/PETRI —Trustee Petri reported on a letter mailed under the Mayor's signature to
business owners about a meeting that is being held by Josh Grodzin and the Police Department
on Thursday, February 24, 2011 from 7:30 a.m. until 10:00 a.m. Topics which will be discussed
are theft prevention, workplace violence and identity theft.
Item B on the Consent Agenda is for item c. Busse Road, Greenleaf Avenue &Pratt Boulevard
Intersection Projects. Bids were opened on January 21, 2011. There were thirteen bidders on the
Pratt/Busse intersection and twelve on the Busse/Greenleaf intersection. Between both projects,
they came in eight hundred thousand dollars under budget.
Trustee Lissner mentioned there was a Class 6B on the Consent Agenda. It is for a company
already in Elk Grove which is expanding. They would be moving to a building which is over
212,000 square feet. They currently have twenty employees and hope to hire another five to
eight new employees.

14. YOUTH COMMITTEE - TRUSTEE FRANKE—There is an opening on the Youth
Committee. Anyone interested in getting involved with the Village can pick up an application at
the Village Clerk's Office or go to the Village website at elkgrove.org, under the Boards and
Commissions tab and click forms to download an application form. Applications are being
reviewed and the position should be filled within the next thirty days.
The Youth Committee together with the Elk Grove Parks Foundation is offering three one
thousand dollar scholarships to high school senior students that are residents of Elk Grove
Village and will be attending a Community College, University or Trade School in the fall.
Applications are available at Village Hall or on the Village website. May 16, 2011 is the
deadline for turning in applications and the winners will be announced at the June Village Board
Meeting.
15. PARADE COMMITTEE - TRUSTEE CZARNIK—The parade is Saturday, June 18,
2011. The parade theme is "Broadway on Parade." Applications have been mailed out. Pick out
your theme and turn in your application as soon as possible. Themes are approved on a first
come first serve basis. The next meeting of the Parade Committee will be Monday, February 7,
2011 at 5:30 p.m.
The 2011 Parade Grand Marshall is Alan J. Shapiro, DDS. Dr. Shapiro and his wife Sheri were
married in 1963 and moved to Elk Grove in 1967. They raised three sons in Elk Grove Village.
Dr. Shapiro was appointed to the Fire and Police Commission on February 13, 1968. He served
as a member until August 17, 2004 at which time he was appointed to the position of Chairman
of the Fire and Police Commission. His untiring devotion to this position has made it possible
for Elk Grove Village to have the finest Police and Fire personnel. It is our honor to
acknowledge his efforts all these years.
16. PLAN COMMISSION - VILLAGE MANAGER—PC Docket #10-3 —Public Hearing to
consider a petition for rezone of property from I-1 to B-3 for a White Castle Restaurant with a
drive through facility on property located at 1800 Oakton Street.
The Village Board was provided with a Finding of Fact recommending the property be rezoned
from I-1 Industrial District to B-3 Business District. The purpose of the rezone would be to tear
down the old Baker's Square Restaurant and build a White Castle. There were two conditions
associated with the rezoning request. One that signage is installed asking motorists not to block
the crosswalk and the second that landscape plans be submitted for review by the Plan
Commission. Junior Rios, General Manager, White Castle was present in the audience. The
petitioner had no problems with the conditions.
Mayor Johnson asked if any of the Trustees had questions or comments. Trustee Petri asked
when they would be opening. Mr. Rios stated it would be in approximately one year. Trustee
Lissner stated he was at the hearing and was very impressed with the Plan Commission. One of
their main concerns was the traffic in the area. It was noted that approximately 65% of White
Castle customers are drive-thru customers. The facility will be open twenty-four hours.
Motion to direct the Village Attorney to prepare the necessary documents for rezone of
property from I-1 to B-3 on property located at 1800 Oakton Street.

Mayor Johnson advised the Petitioner that he does not need to attend the next Village Board
meeting for the formal approval.
17. ZONING BOARD OF APPEALS - VILLAGE MANAGER—No Report
18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRULISSNER—Trustee Lissner noted that
AT&T U-Verse has been discussed at the past two Village Board meetings. AT&T U-Verse
customers are unable to view EGTV Channel 6. It was discussed that additional pressure needed
to be directed to AT&T to correct some shortcomings. Mayor Johnson sent a letter to
Congressman Peter Roskam asking him to contact the FCC to take action on the issue and last
week a letter was sent to the Attorney General's office. The Attorney General's office initiated
an investigation over two years ago. There has not been any progress on the investigation.

Trustee Lissner stated he will keep reporting the status and hopefully AT&T U-Verse customers
will be able to view EGTV programming in the near future.
Mayor Johnson stated he has heard from Congressman Roskam's office. They have inquired
with the FCC and will contact the Village when they have information.
b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK—On
Wednesday, January 12, 2011 an immunization clinic was held. Twenty-four individuals
attended and fifty two vaccines were administered. Of the twenty four children,ten were from
Elk Grove Village, four from Schaumburg and the remaining ten were from surrounding
communities.
The January Community Spirit Award Winner is Rob Juberg. Rob is known in his neighborhood
as someone who is always ready and willing to help. He has lived in the Village for over twenty
years. Rob's award interview will be shown during the month of January on"In the Grove."
Acknowledge a good deed by nominating that person for the Community Spirit Award. Forms
are available at Village Hall, the Library, the Pavilion and Jarosch Bakery.
The next meeting of the Health & Community Services Board is Wednesday, February 16, 2011
at 7:00 p.m. in the lower level of the Zettek Municipal Building

d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON - Summer concerts were
announced during the Mayor's report.

made in the near future.

Trustee Lissner commented about the Village website. He complimented staff on keeping the
site current and made note of the calendar which lists all of the Village meetings. Trustee
Lissner encouraged residents to view the website at www.elkgrove.org.
