Mayor Craig B. Johnson called the meeting to order at 7:20 p.m.
1. ROLL CALL:

Also Present: Village Manager Raymond R. Rummel; Village Attorney George B.

A quorum was present.
2. PLEDGE OF ALLEGIANCE/INVOCATION—Lay Leader Clark Miller, Prince of Peace
United Methodist Church delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on February 8,
2011 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson reported
that tobacco compliance checks were just completed by the Police Department and every Village
establishment that sells tobacco products was 100% compliant.
AT & T— A follow-up letter was sent to the States Attorney about AT&T following the letter of
the law to get EGTV Channel 6 up and running on AT&T U-Verse.
O-Hare Airport—Mayor Johnson referenced an article in the February 18, 2011 Chicago Tribune
by Jon Hilkevitch. The article stated that Mayor Daley said legacy airlines like United and
American "do not see the future of aviation and the future of changes." Mayor Daley also stated,
"Again, you need vision. My father would've never opened O'Hare field, because Midway was
the busiest airport in the `50s." "I guess he was wrong to do that," Mayor Daley said in a
mocking tone. Mayor Johnson stated he is glad to see that Mayor Daley is now agreeing with us
that another airport is needed, the South Suburban Airport.
Census—The Census showed that Elk Grove's population went down approximately 4%. Elk
Grove is in good shape, however there are fewer people in the community and some funding will
be lost. Money received from the State and Federal Governments is based on per capita, which
means the number of people living in the community.
Blizzard 2011 —Final figures for the 2011 Blizzard have been submitted to the Federal
Emergency Management Agency for reimbursement. Mayor Johnson declared Elk Grove
Village a disaster and therefore the Village can apply for reimbursement. The total cost for the
Village snow removal and cleanup was $162,068.49. The Village is eligible for 70% payback.
We could recover $114,000.
Red-light cameras— Despite what was reported by the press, Elk Grove Village did not issue one
red-light ticket during the blizzard. From noon on Tuesday until after 5:00 p.m. on Wednesday
there were no red-light tickets issued. During inclement weather the Village has always stopped
issuing red-light tickets. The Village went a step further by waiving tickets issued for two days
after the blizzard, until cleanup was complete.

Oaths of Office—Mayor Johnson asked Fire Chief Miller to join him at the podium. Chief
Miller provided career backgrounds for Firefighters John Kelly, Lance Harris and Todd Rishling.
Mayor Johnson administered the Oaths of Office to Lieutenant John Kelly, Lieutenant Lance
Harris and Lieutenant Todd Rishling. Each Lieutenant gave a brief speech thanking the Mayor
and Board, their perspective families and fellow Firefighters.
Trustee Franke—A CERT class will be starting on April 7, 2011. The classes are on Thursday
evenings and run for six weeks with a Saturday morning graduation. Anyone interested in
learning how to help out in an emergency situation should contact the Fire Department to register
at 847-734-8025. There will be two more classes after that, one in July and one in September.
Trustee Lissner stated he is still receiving comments from residents and non-residents about what
a great job the Public Works Department, Fire Department and Police Department did during the
recent snowstorm. Trustee Lissner thanked staff for a job well done.
Trustee Lissner commented that the Board all received packets from Queen of the Rosary School
containing thank you letters and drawings from the students. Trustee Lissner thanked the
principal and all the students.
Trustee Petri commented on the backgrounds and qualifications of the three Fire Lieutenants.
Their qualifications and the amount of training they have received is very impressive. The
qualifications and amount of training of all Village firefighters is impressive. We should
appreciate their skills. They always go above and beyond.
Trustee Petri congratulated and wished George Washington a Happy 279`h Birthday.
Trustee Czarnik stated that she is also hearing positive comments from residents on how the
Village handled things during the recent snowstorm. In addition to the Fire Department being
well trained, the Police Department and Public Works Department also have highly trained
personnel.
Trustee Czarnik attended the Hearts of Valor Ball on February 12, 2011. Trustee Feichter will
be reporting on the event.
There will be four $1000 scholarships offered from the Frank J. Czarnik Memorial Scholarship
fund. The scholarships are available to Elk Grove Village high school students that are
graduating this year and will be attending college in the fall. Applications are available at Elk
Grove High School, Conant High School and the Elk Grove Park District office, or contact
Trustee Czarnik. Trustee Czarnik stated she will be getting applications to St. Viator High
School also. Applications are due by May 20, 2011. All details are on the application.
Trustee Feichter atte Ided the Hearts of Valor Ball on February 12, 2011. The Hearts of Valor
Ball is sponsored by the Heart of A Marine Foundation. Elk Grove Village residents Roy and
Georgette Frank organized the Heart of A Marine Foundation after losing their son Lance
Corporal Philip E. Frank to combat in Iraq. Mr. and Mrs. Frank wanted to preserve his memory
and also help others who have served in the United States military. The Foundation raises
money to help Veterans from all branches of the Armed Forces. In addition to being a
fundraiser, the Hearts of Valor Ball is held to honor Veterans. All branches of the Military are
recognized. Trustee Czarnik added that Police Chief Schmidt was also in attendance and the Elk
Grove Baptist Choir sang that evening.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the February 22, 2011 Accounts
Payable Warrant in the amount of$261,251.38.

6. CONSENT AGENDA
A. Elk Grove Lions Club—Approve a request for a temporary one-day Class D (beer and wine
only) Liquor License and waiver of fees associated with their annual Trivia Night Contest in the
amount of$2,100.
B. Federal Emergencygement Agency (FEMA)—Authorization to accept an Assistance
to Firefighters Grant (AFG) and award a sole source purchase contract to Air One of South
Elgin, IL for the purchase of Self Contained Breathing Apparatus in an amount not to exceed
$183,950.
C. State of Illinois Joint Purchasing Contract—Authorization of the following:
• To rescind the Village Board's January 25, 2011 authorization to issue a purchase
contract for Police squad cars from the State of Illinois Joint Purchasing Contract; and to
authorize the issuance of a new purchase contract for the purchase of seven (7) Ford Crown
Victoria Police vehicles from the State of Illinois Joint Purchasing Contract in the amount of
$170,282 to be paid from the Capital Replacement Fund; and
• To award a purchase contract for three (3) 2011 Ford Expedition 4x4 special service
package vehicles from Landmark Ford in Springfield, IL under the State of Illinois Joint
Purchasing contract in an amount not to exceed $79,671 to be paid from the Capital Replacement
Fund.
D. Entertainment Management Group—Award a professional services contract to oversee and
run the 2011 Mid-Summer Classics concert series in an amount not to exceed $70,000, of
which $30,000 will be reimbursed back to the Village by the Elk Grove Park District.
E. Northstar Foods, 2575 American Lane, Elk Grove Village, IL—Approve a request to hold a
Public Hearing before the Plan Commission to consider the petition for a Special Use Permit to
operate a food processing facility.
F. The Soccer Place, Elk Grove Village, IL—Approve a request to hold a Public Hearing
before the Plan Commission to consider the petition for a Special Use Permit and Text
Amendment to construct and operate an outdoor soccer facility at property adjacent to the
Devon Avenue Market shopping center at the northwest corner of Devon Avenue and Tonne
Road.
G. 2011 Street Resurfacing Program - Authorization of the following:
• To award a construction contract to the lowest responsive and responsible bidder Orange
Crush, LLC in Hillside, IL for the 2011 Street Resurfacing Program— Section A in the amount
of$1,187,766.65 from the Capital Projects Fund as part of the Build America Bonds program;
and
• Adopt Resolution No. 8-11 authorizing the Maintenance of Streets and Highways by a
Municipality under the Illinois Highway Code and appropriating $894,887 from Motor Fuel Tax
Funds (MFT) for the 2011 Street Maintenance Program.
H. Class 6B—945/965 Lively Boulevard— Adopt Resolution No. 9-11 entitled "A
RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS
PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION
ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE
LOCATED AT 945-965 Lively Boulevard, ELK GROVE VILLAGE, ILLINOIS"
I. Class 6B — 1001 Morse Avenue—Adopt Resolution No. 10-11 entitled "A RESOLUTION
DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE

BOARDS AND COMMISSIONS
8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Item G. on the
Consent Agenda addressed part of Item d. 2011 MFT and Build America Street Program. As
soon as the weather breaks projects can begin.
Mayor Johnson referenced a newspaper article about other communities taking the money from
Build America Bonds and applying it to other uses. The money that Elk Grove Village is
receiving from Build America Bonds is being utilized as it was intended.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—No

10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report
11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—The Village
has recycled 2,198 pounds of holiday lights, approximately 400 pounds more than last year. The
Village has received a check in the amount of$439.60 from Elgin Recycling for the lights.
Trustee Feichter announced the following items which can be recycled at Village Hall: cell
phones, compact fluorescent lights, household batteries, mercury thermometers, medications and
sharps. All items are disposed of in an environmentally safe manner.
12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—No Report
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION- TRUSTEES
LISSNER/PETRI —Trustee Petri announced there will be a meeting this Thursday, February
24, 2011 at 5:30 p.m. in the Engineering conference room to discuss the Budget and review the
Master Plan to revitalize the Business Park.
Trustee Lissner stated there will also be a presentation on economic marketing strategies. There
were two Class 613's on the Consent Agenda. One is located on Morse Avenue for a company
which may be moving from Lincolnwood. They would be providing twenty-three jobs. The
other is on Lively Boulevard for a company from New Jersey, which will employ eight to ten
people.
14. YOUTH COMMITTEE - TRUSTEE FRANKE - The Youth Committee is offering three
one thousand dollar scholarships. Two are being offered from the Village and one from the Elk
Grove Parks Foundation to high school senior students that are residents of Elk Grove Village
and will be attending a Community College, University or Trade School in the fall. Applications
are available at the high schools, Village Hall and the Park District.
A special report was given by Fire Chief Miller about childhood cancer. Chief Miller and Police
Chief Schmidt are supporting the St. Baldrick's Foundation for Childhood Cancer by having
their hair shaved off on the morning of March 12, 2011. Donations can be made on the St.
Baldrick's website, www.stbaldricks.org. Chief Schmidt stated he was very proud to be a part of
this fundraiser. One in five children diagnosed with cancer succumb to the disease. The work
that St. Baldrick's does is very important to the youth of our community. Trustee Lissner stated
he was letting his hair grow so that he could possibly participate in the fundraiser next year.

15. PARADE COMMITTEE - TRUSTEE CZARNIK—"Broadway on Parade" is the parade
theme. The parade is June 18, 2011. Applications were mailed and have started to return. There
have already been some duplicates so be sure to pick your theme and return your application as
soon as possible. The next meeting of the Parade Committee is March 7, 2011 at 5:30 p.m.
Dr. Alan J. Shapiro is the Parade Grand Marshall. Dr. Shapiro and his wife Sheri to Elk Grove
Village in 1967. They raised three sons in Elk Grove Village. Dr. Shapiro was appointed to the
Fire and Police Commission on February 13, 1968. He served as a member until August 17,
2004 at which time he was appointed to the position of Chairman of the Fire and Police
Commission. His untiring devotion to this position has made it possible for Elk Grove Village to
have the finest Police and Fire personnel. It is our honor to acknowledge his efforts all these
years.

18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER—Trustee Lissner stated the
Board received notification from staff about some changes Comcast was making to the
connection with Channel 6. Trustee Lissner thanked Ross Rowe, Cable Coordinator, for the
improvements. The picture and sound quality is so much better.
Trustee Lissner thanked Mayor Johnson for his follow-up on AT&T U-Verse. Mayor Johnson
has issued three letters to date. The most recent letter directed to the States Attorney can be very
helpful, and Congressman Roskam's office is taking action. Progress is being made.
b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK—Trustee
Czamik stated she will be meeting with the Health & Community Services Board facilitator,
retired Health & Community Services Director, Mike Cavallini, to discuss what direction the
Board will be taking and what to look forward to in the future.
Paige Shallcross and Stefie Girardi are the Community Spirit Award winners for the month of
February. Paige and Stefie celebrated their Sweet 16 birthdays together by having a joint party.
Having both lost family members to cancer, they asked their guests to not buy gifts but instead to
bring money so they could donate it to the American Cancer Society. Over seventy people
attended the party and the girls collected $850.00. The money was donated to the American
Cancer Society with a letter explaining how the donation came about. Paige and Stefie's story
will be shown on "In the Grove" on Channel 6 during the month of February.
Acknowledge a good deed by nominating someone for the Community Spirit Award. Forms are
available at Village Hall, the Library, the Pavilion and Jarosch Bakery.
The next meeting of the Health & Community Services Board is Wednesday, March 16, 2011 at
7:00 p.m. in the lower level of the Zettek Municipal Building.

e. TOUR OF ELK GROVE UPDATE —MAYOR JOHNSON—The 2011 Tour of Elk Grove
will be held on August 5, 6 and 7, 2011.
19. REPORT FROM THE VILLAGE CLERK—The last day to register to vote prior to the
April 5, 2011 Consolidated Election is Tuesday, March 8, 2011. Register to vote at the Village
Clerk's office Monday through Friday, 8:30 a.m. to 5:00 p.m. Early Voting will be conducted at
Village Hall Monday, March 14, 2011 through Thursday, March 31, 2011, Monday through
Friday from 9:00 a.m. to 5:00 p.m. and Saturdays 9:00 a.m. to noon.
