ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MARCH 22, 2011 Mayor Craig B. Johnson called the meeting to order at 7:20 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czamik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE /INVOCATION 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on March 8, 2011 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czamik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES —Mayor Johnson stated it was recently announced that the Alexian Brothers Tour of Elk Grove is now UCI sanctioned. UCI is the international sanctioning body of elite bike races. It is a compliment to have a race that is only going into its sixth year be UCI sanctioned. Since being sanctioned a month ago, emails have been received on a daily basis from race teams around the world. When a race becomes UCI sanctioned, it becomes an invite race. Teams need to be invited to race in the Tour of Elk Grove. There will not be a Mayor's Race this year. The race officials feel the Mayor's Race is dangerous because of the varied skill levels of the racers. New this year will be a Disabled Veterans Race. The Charity Time Trial will take place again this year. Mayor Johnson will ride the course to set a time and will donate $20.00 to charity for the first twenty-five riders that beat his time. Trustee Lissner asked how many teams are allowed to participate in the Tour of Elk Grove. Mayor Johnson stated UCI has sanctioned up to 175 riders. Each team can have up to 8 riders. Approximately 22 teams can participate. Individual riders are also allowed to participate. The sixth annual Alexian Brothers Tour of Elk Grove will take place August 5, 6 and 7, 2011. Mayor Johnson stated the Institute of Highway Safety completed a study of red light cameras. The study stated the cameras can save lives by up to one-third at intersections. Recently the Safe Kids of Illinois Program complimented and commended cities that have red light cameras, especially for the safety they provide to children. The cameras are changing driver's habits and Elk Grove Village is a community that supports red light cameras. Mayor Johnson stated that Chicago has received another gift from Washington D.C. for O'Hare Airport. The Airport has received 1.2 billion dollars of taxpayer's money for expansion. That represents four times more than any other airport in this country has ever received. When this phase of work is completed, the airport will still be one runway short of what was promised. Mayor Johnson expressed sympathy and condolences to the Sokolowski family for the passing of Don Sokolowski. Mr. Sokolowski served on the Plan Commission for numerous years. 1 VBM 3-22-11 0 0 Appointments—Mayor Johnson made the following recommendations: Move Gil Schumm from the Zoning Board of Appeals and appoint him to the Plan Commission; Reappoint Ed Hauser to the Plan Commission; Appoint Ryan Bookler to the Zoning Board of Appeals; Reappoint Joe Oliveto to the Zoning Board of Appeals; Reappoint Allan Ambrose to the Police Pension Board; Reappoint Dr. Alan Shapiro to the Fire & Police Commission, as Chairman; Youth Committee appointments will be made at a later date. Motion to reappoint Joe Oliveto and appoint Ryan Bookler to the Zoning Board of Appeals, reappoint Allan Ambrose to the Police Pension Board, appoint Gil Schumm and reappoint Ed Hauser to the Plan Commission, reappoint Dr. Alan Shapiro to the Fire & Police Commission. MOVED: Trustee Czamik SECONDED: Trustee Feichter AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czamik NAYS: None MOTION CARRIED Oaths of Office will be administered to Gil Schumm and Ryan Bookler at the April 12, 2011 Village Board meeting. Scholarship presentation—Police Commander Chuck Walsh introduced representatives from the Fraternal Order of Police Lodge 35, President Eric Perkins, retired Officer Bob Indurante, and Vice-President and Treasurer Steve Rohman. Four$500 scholarships were being awarded. Three of the recipients were present in the audience. Scholarships were presented to Kayla Yuan, Michael Piccoli and Karolina Zapal. The fourth scholarship recipient, Jennifer Konetzke, was not present. State Representative David Harris was introduced by Mayor Johnson. Representative Harris addressed the public and Village Board about revenue spending at the State level, the local government distributive fund and general revenue sharing, and pensions. Mayor Johnson asked Representative Harris to think about the impact on municipalities when making decisions in Springfield and asked that the State look at right-sizing government and limit the burden it passes to local municipalities. Budget— Mayor Johnson stated this will be the third year the Village is cutting its budget. An entire Department has been eliminated. The Health & Community Services Department no longer exists. The employees still work for the Village but have joined other departments. The services are still provided to residents but in a more cost-effective manner. The Village is right- sizing government to today's needs. Mayor Johnson commended Village Manager Raymond Rummel and all Village employees for their hard work and cooperation during tough economic times. The Village workforce is down 12%. It has all been done through attrition. The Village is very proud that it has never laid-off any employees. Mayor Johnson reminded everyone that early voting is taking place at Village Hall until March 31, 2011 and Election Day is April 5, 2011. Trustee Petri stated he met with Japanese exchange students on March 9, 2011. They were in Elk Grove for two weeks. They were given a tour of the Village and they spoke about government at the municipal level. In Japan a Village has five thousand residents, a town has up to fifty thousand and a city is over fifty thousand. The students were surprised that Elk Grove Village was so large. Exchange students from Japan have been coming to Elk Grove for the past twenty-three years. The student's families were not affected by the recent earthquake and tsunami in Japan. Trustee Czarnik announced there are four $1,000 Frank J. Czamik Scholarships available to Elk Grove Village residents graduating from high school this year and attending college in the fall. Applications are available at Elk Grove High School, Conant High School, St. Viator High 2 VBM 3-22-11 School, the Elk Grove Park District office, or by contacting Trustee Czamik. Applications are due May 20, 2011. Trustee Feichter announced the Elk Grove Village Lions Club is hosting its annual Trivia Night on Saturday, March 26, 2011 at Queen of the Rosary. The doors open at 6:00 p.m. and the trivia competition begins at 7:00 p.m. Trustee Feichter stated it is always a fun evening and encouraged everyone to attend. Anyone interested in participating or wanting more information can call 847/228-7718 or leave a message at Village Hall and Trustee Feichter will contact you. On April 1, 2011 the Community Character Coalition will be hosting a Celebration of Cultures. This is a free event sponsored by the Elk Grove Park District and the Community Character Coalition. The event will take place at the Pavilion from 6:00 p.m. to 8:30 p.m. The event will spotlight individuals and groups representing their traditional backgrounds and ethnic foods. Trustee Franke stated there are a few openings left for the upcoming CERT class that begins April 7, 2011. Anyone interested in registering should call the Fire Department at 8471734-8025. The next class after that will be a weekend class beginning July 15, 2011. Trustee Franke mentioned that a week ago Saturday he witnessed the Fire Chief and Police Chief get their heads shaved. Both Chiefs participated in an event for the St. Baldrick's Cancer Foundation. Trustee Prochno stated she had the pleasure and honor of accompanying resident Diane Wadell to a Cook County Board Meeting on March 15, 2011. Diane Wadell was presented with the Unsung Heroine Award from Cook County. Ms. Wadell was one of seventeen women presented with this Award by Cook County Commissioner, Timothy Schneider, and Cook County Board President, Toni Preckwinkle. Diane and her family have done many wonderful things and they are a great asset to the community. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the March 22, 2011 Accounts Payable Warrant in the amount of$330,143.90. CONSENT AGENDA Mayor Johnson asked that Item K. be removed from the Consent Agenda. A. Crystal Maintenance Services Corp., Mount Prospect, IL—Authorization of a request to renew a custodial services contract for custodial services in an amount not to exceed$35,323. B. Lyons & Pinner Electric, LaGrange, IL—Authorization to renew a street light maintenance service contract for residential street light maintenance in an amount not to exceed $66,649.60. C. Dynamic Heating and Piping Co., Crestwood, I'L —Authorization to renew a HVAC maintenance service contract for HVAC maintenance services at all Village facilities in an amount not to exceed $67,100. D. Meade Electric Co. Inc., Lake Villa, IL—Authorization to renew an electric maintenance service contract for Business Park and Arterial Streetlight Maintenance in an amount not to exceed $85,816.86. E. M & A Cement Work, Bensenville, IL—Authorization of a request to award a construction contract to the lowest responsive and responsible bidder for the 2011 Village-Wide Concrete Replacement Program in the amount of$401,569 of which $268,000 is from the Capital Projects Fund as part of the Build America Bond program and $133,569 is from the Private Participation Concrete Replacement Program (PPCRP). 3 VBM 3-22-11 F. Trine Construction Corp., West Chicago IL—Authorization of a request to award a construction contract to the lowest responsive and responsible bidder for the 2011 Scott Street Watermain Improvements project in the amount of$432,269.65 from the Capital Projects Fund as part of the Build America Bond program. Orange Crush, LLC, Hillside, IL—Authorization of a request to award a construction contract to the lowest responsive and responsible bidder for the Wellington Avenue and Chelmsford Lane Roadway Reconstruction project in the amount of$1,510,662.50 from the Capital Projects Fund as part of the Build America Bond program. H. Sikich LLP, Aurora, IL —Authorization to award a professional service contract to perform the Village's annual audit in a total contract amount not to exceed$45,915. L Class 6B— 1440 Chase Avenue—Adopt Resolution No. 12-11 entitled"A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 1440 CHASE AVENUE, ELK GROVE VILLAGE, ILLINOIS" J. Geographic Information System—Adopt Resolution No. 13-11 entitled "A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND COOK COUNTY FOR ACCESS TO GEOGRAPHIC INFORMATION SYSTEM (GIS)" Motion to approve Consent Agenda items "A, B, C, D,E,F, H, I and J." CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Trustee Petri reported that everyone is working hard on the Shadywood Lane Drainage Improvement Project. The project is going to be a real Engineering feat and will alleviate flooding and water problems in that area. The residents are very happy. There will be numerous construction projects taking place throughout the Village this year. There are sewer projects, water main replacement projects and the Concrete Replacement Program. Mayor Johnson asked Vito Sammarco, Director of Public Works, how much money from the Build America Bonds was being used for projects this year. Thirteen to fourteen million dollars is being invested back into the community. Part of that investment is from federal grants q VBM 3-22-11 received. Trustee Petri noted that projects are coming in at fifteen to twenty percent under the estimates. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER— Trustee Lissner referenced the No-Idle Zone Ordinance and stated he has noticed more people turning their engines off with the cost of gas increasing. As the weather gets nicer, the placement and installation of signage will be discussed further. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—There will be a document destruction event at Village Hall on the morning of August 13, 2011. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO —No Report 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES LISSNER/PETRI—Trustee Petri noted the Master Plan presentation is tentatively scheduled for May 12, 2011 at 5:30 p.m. in Council Chambers. Trustee Lissner stated there was a Class 6B on the Consent Agenda for 1440 Chase Avenue. The owner plans on spending approximately $174,000 to reconfigure and rehab the property. There should be twenty to thirty new employees. 14. YOUTH COMMITTEE - TRUSTEE FRANKE—Applications for the Youth Committee scholarships are due May 16, 2011. There will be three $1,000 scholarships, two from the Village and one from the Elk Grove Parks Foundation. Applications can be downloaded from the Village website or they are available at the high schools and the Park District office. Scholarship recipients will be announced June 17, 2011. 15. PARADE COMMITTEE - TRUSTEE CZARNIK—The parade is June 18, 2011 at 6:00 p.m. The parade theme is "Broadway on Parade." Many applications have been received. Themes already picked include Grease, Jersey Boys, Oklahoma, Mary Poppins, Lion King, Annie, and South Pacific. Parade sponsors are A&H Plumbing, Chicago Offset Printing, Rocco Vino's, Elk Grove Chamber of Commerce, and Alpha Graphics. It means a lot to have business's support the parade, please remember to support them. Dr. Alan J. Shapiro is the Parade Grand Marshall. Dr. Shapiro was appointed to the Fire & Police Commission on February 13, 1968. He served as a member until August 17, 2004 at which time he was appointed to the position of Chairman of the Fire & Police Commission. His devotion to this position has made it possible for Elk Grove Village to have the finest Police and Fire personnel. It is an honor to acknowledge his efforts all these years. The next meeting of the Parade Committee is April 4, 2011 at 5:30 p.m. in Room E. 16. PLAN COMMISSION - VILLAGE MANAGER—No Report 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER—No Report 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRULISSNER—Trustee Petri has received several calls about the cable rates. People have had their one year special rate expire and now their bills are going from $130 up to $240 and $250. That is for their phone, cable, and intemet. They are very upset. Mayor Johnson recommended they call the cable company. There is competition available and they may adjust the billing. Trustee Lissner thanked Mayor Johnson for his efforts in solving the issue with AT&T U-verse. Several residents with AT&T U-verse have told Trustee Lissner they are unable to view Channel 6 and miss the local programming. Trustee Lissner hopes there will be a resolution to the issue in the near future. 5 VBM 3-22-11 b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK—There will be a Blood Drive on April 23, 2011 from 8:00 a.m. to 12:30 p.m. in the lower level of Village Hall. Please consider donating. One unit of blood can help up to three people. Acknowledge a good deed by nominating someone for the Community Spirit Award. Applications are available at Village Hall, the Library, the Pavilion and Jarosch Bakery. The Community Spirit Committee will be meeting on March 23, 2011 to acknowledge more winners. The next meeting of the Health & Community Services Board will be Wednesday, April 20, 2011 at 7:00 p.m. in the lower level of the Zettek Municipal Building. c. LIQUOR COMMISSION - MAYOR JOHNSON—No Report d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The free summer concert series will be featured every Tuesday evening in July. e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—The Tour of Elk Grove is August 5, 6 and 7, 2011. 19. REPORT FROM THE VILLAGE CLERK—Early voting continues through March 31, 2011. Precincts and Polling locations are posted on the Village website. Precincts 3, 18 and 33 will be voting at Rainbow Falls Park instead of the Hattendorf Center. Polling locations are open from 6:00 a.m. to 7:00 p.m. on Election Day, Tuesday, April 5, 2011. 20. UNFINISHED BUSINESS Village Board -None Village Attorney—Prepare the necessary documents for a Special Use Permit and Zoning Variation to replace an existing light standard with a stealth wireless communications tower and new residential-friendly lighting at 500 W. Elk Grove Boulevard. (PC Docket#11-1) 21. REPORT FROM THE VILLAGE MANAGER—No Report 22. NEW BUSINESS -None Trustee Petri stated the Sister Cities group spoke with the exchange students that are over in Italy.- They are having a wonderful time and would like to stay in Italy.
