ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY APRIL 26, 2011 Mayor Craig B. Johnson called the meeting to order at 7:20 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE /INVOCATION— Pastor Stephen Somogye, Shinnyo-En USA Temple delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on April 12, 2011 as submitted and dispense with the reading. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson reported that he and Fire Chief Miller judged Science Fair projects on April 21, 2011 at Link School. The students all did a wonderful job. Mayor Johnson thanked Link School for allowing him to participate. Coffee with the Mayor and Village Board will be held on Saturday, May 7, 2011 in the Village Hall Atrium from 9:00 a.m. to 11:00 a.m. On Thursday, May 5, 2011 Mayor Johnson will present his annual State of the Village Address to the Elk Grove Chamber of Commerce at Belvedere Banquets. Anyone is welcome to attend. Trustee Lissner wished Trustee Prochno Happy Birthday. Trustee Petri stated the Elk Grove Village students that recently returned from Sicily reported on the experiences of their trip at last Monday's Sister Cities meeting. The students will be attending a future Village Board meeting to share their trip experiences with the community. A delegation from Sicily is planning on coming to Elk Grove Village October 8 through October 18, 2011. They will be participating in the Columbus Day Parade in downtown Chicago on October 10, 2011. The delegation would like to attend the October 11, 2011 Village Board meeting. There will be twenty to twenty-five people coming, with the possibility of an additional thirty band members to participate in the parade. Trustee Czarnik stated there are four$1.000 Frank J. Czarnik Scholarships available to Elk Grove Village residents graduating from high school this year and attending college in the fall. Applications are available at Elk Grove High School, Conant High School, Elk Grove Park District Office, or by contacting Trustee Czarnik. Trustee Feichter announced the 18`h Annual Chefs' Fest is going to be held on May 18, 2011 at Arlington Park Race Track. Chefs' Fest is a fundraising activity sponsored by the Woodfield Chicago Northwest Convention Bureau. Elk Grove Village is a member of the Woodfield Chicago Northwest Convention Bureau. Tickets for this year's event will allow you entrance into the racetrack for the day and Chefs' Fest in the evening. Chefs' Fest is from 5:00 p.m. to 1 VBM 4-26-11 0 0 8:00 p.m. Restaurants from all over the northwest suburbs are in attendance offering food samples. Attendance is limited. Tickets cost $30.00 each. Tickets are available at www.chefsfest.com or by calling 847/490-1010. Trustee Prochno reported the Kenneth Young Center fundraising event, "Walk for the Mental Health of It" will be held on Saturday, May 7, 2011 at Busse Woods. This event raises awareness about mental health and mental illness, funds for mental health programs within the community and funds to support the Kenneth Young Center. Participants receive a free tee shirt and anyone raising over $100 is eligible for a drawing to win a private airplane ride. Anyone with questions can contact the Kenneth Young Center at 847/524-8800 or visit the website at www.kennethyoung.org. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the April 26, 2011 Accounts Payable Warrant in the amount of$473,224.06. Morrison Blvd.—Authorization of a request to waive permit fees for construction of new concrete patios at the Rainbow Falls Waterpark in the amount of$180. C. Elk Grove Park District, 1060 Arkansas Drive—Authorization of a request to waive permit fees for construction of a new ADA compliant concrete sidewalk at Jensen Park South in the amount of$75. D. MOVED: Trustee Czamik SECONDED: Trustee Franke Mayor Johnson asked for comments or questions from the Village Board, staff or members of the audience. The Village Attorney asked that Item R. be amended. Item R. relates to Police Department salaries and contracts. The Village Attorney suggested the amended item read as follows: R. Classification and Salary Plan—Consideration to adopt Ordinance No. 3263 (attached) amending the Position and Salary Plan of the Village of Elk Grove Village (Police Department) and Resolution No. 22-11 authorizing the Mayor to execute an Agreement between the Village of Elk Grove Village and Elk Grove Village Police Officers—Metropolitan Alliance of Police Elk Grove Police Chapter#141. Mayor Johnson asked if Trustees Czarnik and Franke would amend their motion and second to include Consent Agenda Item R. as amended by the Village Attorney. Motion to approve Consent Agenda items "A through R, as amended." MOVED: Trustee Czarnik SECONDED: Trustee Franke AYES: Trustees Franke, Lissner, Petri, Prochno, Czarnik, Feichter NAYS: None MOTION CARRIED The Mayor asked if there were any other comments or questions regarding the Consent Agenda. There were none. Mayor Johnson advised a press release would be available after the Board Meeting about the Police Contract. Mayor Johnson asked Union Representatives, Police Officers Edwin Medina and Bryan Lyp to pleasejoin him. Officers Medina and Lyp were very involved in the Police Union contract negotiations with the Village. Both Officers thanked the Police Union Executive Board and the Village for all their time and efforts putting together the contract. There was a ceremonial signing of the five year contract. 7. REGULAR AGENDA—None BOARDS AND COMMISSIONS 8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI— Several projects are ongoing throughout the Village. The Shadywood Lane Drainage Improvements, 2011 MFT and Build America Street Program and Crossen Avenue Storm Sewer Rehabilitation are all under way. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—The Judiciary, Planning & Zoning Committee will be meeting this Friday at 1:00 p.m. in the Trustee's Conference Room to discuss the possibility of a Class 6B application fee. The fee is to recover the cost to the Village for processing the applications. Trustee Lissner gave a status report on the No-Idle-Zone Ordinance. Brochures went out to all the schools last year and are also available at Village Hall. Two items still open for discussion are the placement of signs and the type of signs. There are a couple of types of signs to choose from. Options were discussed at the last ICRC meeting. The signs look very nice and are less expensive than the original signs that were being considered. Trustee Lissner would like to schedule a Committee of the Whole meeting in June to discuss the signs. 4 VBM 4-26-11 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report 11. RECYCLING & WASTE COMMITTEE —CHAIRMAN FEICHTER—Trustee Feichter stated he had heard that Evanston is considering banning plastic grocery bags. California is also considering banning them. Trustee Feichter read that the plastic bags can last up to one thousand years before they disintegrate. Bags should be brought back to the stores for recycling. They should not be put in your recycling bins. One of the best options is to use the reusable cloth bags that are available at many of the stores. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO —No Report 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -TRUSTEES LISSNERIPETRI —The Industrial/Commercial Revitalization Commission met at noon on April 21, 2011. Trustee Petri stated that sign options were discussed as Trustee Lissner referenced in his Judiciary, Planning & Zoning Committee report. The ICRC also discussed signs for the Business Park. There are over 3000 signs in the Business Park. Those signs will be cut to at least half the amount and will all be updated, revised and rehabilitated. Black poles will be used and the signs will have a black back. There will be no frames or tops on the posts. Post tops would only be for decorative purposes and not having them will save approximately $60.00 per sign. In addition to signs, the Business Park was discussed in general. The next Industrial/Commercial Revitalization Commission meeting will be May 12, 2011 at 5:30 p.m. to review the new Master Plan to revitalize the Business Park. Three projects are currently underway, Busse Road & Greenleaf Avenue, Busse Road & Pratt Boulevard Intersection Projects and Biesterfield Road & I-290 Intersection project. Trustee Lissner made note of the Class 6B on the Consent Agenda. If approved by Cook County, this company could bring up to forty or fifty jobs to the Village. It is a company that would be moving from Chicago to Elk Grove Village. Trustee Lissner reported the Commission voted to have lighted street signs installed at approximately six intersections along Busse Road. The signs are great for night driving and will be a real plus for Elk Grove Village. Trustee Petri noted that Matt Roan, Deputy Village Manager, is looking into getting the lighted signs installed in other areas of the Village also. Trustee Lissner complimented Josh Grodzin, Director of Business Development & Marketing, on keeping the Industrial/Commercial Revitalization Commission apprised of meetings and tours he has with companies within the Business Park. A Village website, elkgrovesites.com, has been developed to list all the available properties within the Village. In addition, the Village is also on Twitter at Twitter.com/egvbusinesspark. 14. YOUTH COMMITTEE - TRUSTEE FRANKE—The Youth Committee met on Monday, April 18, 2011 to discuss scholarship applications and events that the Village and Park District will partner together to sponsor over the summer. There will be two splash parties and one pool movie night. Dates for the events will be announced at future Board meetings. The Youth Committee is offering three $1,000 scholarships. Applications are available at Village Hall, Elk Grove High School, Conant High School, and on the Village website. Applications are due by May 16, 2011. Winners will be announced by June 17, 2011. 15. PARADE COMMITTEE - TRUSTEE CZARNIK—The parade theme is "Broadway on Parade." The parade is Saturday, June 18, 2011 at 6:00 p.m. Many float themes have already been chosen. Pick out your theme and turn in your application. Trustee Czamik thanked the following Parade Sponsors: Jerry Castle & Son Hi Lift, Core Orthopedics, Rocco Vino's, Elk Grove Chamber of Commerce, Smile Creations, Grove Memorial Chapel, Chicago Offset Printing, A&H Plumbing and Alpha Graphics. Dr. Alan J. Shapiro is the Parade Grand Marshall. Dr. Shapiro was appointed to the Fire & Police Commission on February 13, 1968. He served as a member until August 17, 2004 at 5 VBM 4-26-11 which time he was appointed to the position of Chairman of the Fire & Police Commission. His devotion to this position has made it possible for Elk Grove Village to have the finest Police and Fire personnel. It is an honor to acknowledge his efforts all these years. The next meeting of the Parade Committee will be May 2, 2011 at 5:30 p.m. in Room E of the Village Hall. 16. PLAN COMMISSION - VILLAGE MANAGER—No Report 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER—ZBA Docket#11-1-Public Hearing to consider a petition for a variation which would permit the construction of a canopy to cover an exterior stairway leading to the lower level of the building that would encroach approximately six (6) feet into the required twenty-five (25') foot front yard, given the allowable twelve (12") inch overhang, the net request is for a five (5') foot variation. The property is located at 2300 Pratt Boulevard, Elk Grove Village, IL. Village Manager Rummel stated Material Science Corporation at 2300 Pratt Boulevard has an exterior stairwell in the twenty-five foot front yard setback. They would like to install a canopy over the stairwell to keep it dry for employees and visitors. The Zoning Board of Appeals held a public hearing and unanimously recommended to Do Grant the variation request. The Petitioner was present in the audience. Mayor Johnson asked if any Village Trustees had any questions. There were none. Motion to direct the Village Attorney to prepare the necessary documents for a variation which would permit the construction of a canopy to cover an exterior stairway on the property located at 2300 Pratt Boulevard, Elk Grove Village, Illinois. MOVED: Trustee Lissner SECONDED: Trustee Feichter AYES: Voice Vote MOTION CARRIED Mayor Johnson explained to the Petitioner that the variation would be formally approved at the next Village Board meeting. The Petitioner does not need to be in attendance at the meeting. The Petitioner can begin work as soon as the appropriate permits are obtained from the Engineering & Community Development Department. 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER—No Report b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK—On April 13, 2011 the Department of Health & Community Services held an immunization clinic. Fourteen individuals attended and were administered vaccines. The Community Respite Care Program is held on Wednesdays from 9:30 a.m. to 3:30 p.m. at Christus Victor Church, 1045 S. Arlington Heights Road. This is a great socialization program for adults. The program is organized and supervised by trained and caring staff. For more information call 847/437-2666. You can hear about the Community Spirit Award winner, Jim Kassner, on"In the Grove." Jim has coached football in the community for over twenty years. He started coaching in 1990 because his son wanted to play football. He also started a wrestling program for youths in the community who wanted to stay in shape during the football off season. As a coach, Jim tries to teach his players a strong work ethic, so they can use it in other aspects of their lives. Jim also helps with fundraising for the Elk Grove Garden Club. Gardening is one of his hobbies. Trustee Czarnik stated the May Community Spirit Award winner, Bob Curatti, will be featured at the next meeting and on "In the Grove" in May. Acknowledge a good deed by nominating someone for the Community Spirit Award. Forms are available at Village Hall, the Library, the Pavilion, and Jarosch Bakery. 6 VBM 4-26-11 The Farmer's Market will start on June 1, 2011. It will be in the same place at the Pavilion, across from the Clock Tower. Market hours are 7:00 a.m. to 1:00 p.m. every Wednesday. Due to parking lot work that will be done this summer,the Farmer's Market will only run through August this year. The Cook County Animal Control Mobile Van will be at the Farmer's Market on July 6, 2011 from 10:00 a.m. to 2:45 p.m. The cost for rabies vaccines are $7.00 for one year and$21.00 for three years. This is for Cook County residents only. Reusable bags have been distributed at the Farmer's Market in the past and there are still some available to be distributed this year. Eliminate using plastic bags by using the environmentally friendly reusable bags. The next meeting of the Health & Community Services Board will be held Wednesday, May 18, 2011 at 7:00 p.m. in the lower level of the Zettek Municipal Building. c. LIQUOR COMMISSION - MAYOR JOHNSON—No Report d. SPECIAL EVENTS COMMITTEE —MAYOR JOHNSON—The summer concert series will be taking place every Tuesday in July. e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—The Alexian Brothers Tour of Elk Grove will be taking place August 5, 6 and 7, 2011. Invitations have been sent to the race teams. Participating teams will be announced in the near future. 19. REPORT FROM THE VILLAGE CLERK—No Report 20. UNFINISHED BUSINESS Village Board -None Village Attorney—Prepare the necessary documents for a Special Use Permit and Zoning Variation to replace an existing light standard with a stealth wireless communications tower and new residential-friendly lighting at 500 W.
