ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY .JUNE 21, 2011 Mayor Craig B. Johnson called the meeting to order at 7:08 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czamik, Patton L. Feichter, Jeffrey C. Franke, James P. Petri, Chris Prochno Absent: Trustee Samuel L. Lissner Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on May 24, 2011 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson announced there is only one Village Board meeting per month during the months of June, July and August. Mayor Johnson attended the Annual Memorial Day Observation Ceremony on May 30, 2011. On June 2, 2011, the Byrd School third graders walked to Village Hall and toured the Police Department/Village Hall and met with Mayor Johnson. On June 11, 2011 Mayor Johnson attended the Fourteenth Annual Relay for Life at Elk Grove High School. The Annual Village Parade took place on Saturday, June 18, 2011. The Elk Grove Journal recently published the latest Elk Grove Village jobless numbers. Elk Grove's jobless rate dropped to 6.7%. One year ago, the rate was almost 9.5%. Elk Grove has one of the lowest rates in the area. The jobless rate is moving in the right direction and there have been other positive signs in Elk Grove that the economy is getting better. The Summer Concert Series will be starting in two weeks. There will be a free concert every Tuesday in July in the Village Green. There will be performances by The Lovin' Spoonful, The Chicago Gold Revue, Hotel California"A Salute to the Eagles", and The Monkees lead singer, Micky Dolenz. Rocco Vino's will be providing food at family-friendly prices and the fountain will be running for the children to enjoy. Aside from Wednesday night, RotaryFest had great weather. It was one of the best RotaryFests ever. Mayor Johnson thanked the community for attending and supporting the Rotary Club. The Alexian Brothers Tour of Elk Grove will be held August 5, 6 and 7, 2011. McDonald's and Suzuki both signed up as new sponsors this year. Local business, Gullo International, is a large sponsor in addition to Alexian Brothers. The Village appreciates everyone who sponsors the race. The race gets bigger and better every year. New this year is a three-stage professional women's race and the Heart of A Marine Foundation is hosting an adaptive athlete race. Returning this year is the Mayor's Charity Time Trial for the Soldier Memorial Fund. Half of the proceeds are used to award scholarships and the other half is donated to the Heart of A Marine Foundation. The Blackhawk organization will have representatives at the race. There will be block parties and fireworks both Friday and Saturday nights. 1 VBM 6-21-11 Mayor Johnson asked "Cowboy Jack", Jack Groat, to join him at the podium. Mr. Groat announced the Fourth Annual Little Boots Rodeo will be held Saturday,June 25,2011 and Sunday, June 26, 2011 at the intersection of Devon Avenue and Arlington Heights Road. The Little Boots Rodeo is bigger and better this year. It has been increased to two days and many new activities have been added to the program. It is an event the whole family can enjoy. Children can participate in ten non-competitive rodeo events. Proceeds from the Little Boots Rodeo will benefit the District 59 Education Foundation, The Community Character Coalition of Elk Grove and the Elk Grove Lioness Club. Canned food donations are requested for the Elk Grove Township Food Pantry. One ton of food was donated last year and they are hoping to increase that this year. Mr. Groat stated he had met with Mayor Johnson a while back and the Mayor challenged Svengoolie to a Duck Race. Mr. Groat read a response from Svengoolie accepting the Mayor's challenge. Mayor Johnson and Svengoolie will be competing in a Duck Race on Saturday, June 25`h at 1:00 p.m. Mayor Johnson thanked Mr. Groat for bringing such a wonderful event to the community for everyone to enjoy. Oaths of Office—Mayor Johnson thanked everyone who applied for the open position on the Zoning Board of Appeals. The Mayor administered the Oath of Office to Michael Colgan, Zoning Board of Appeals. Mr. Colgan stated he looks forward to serving the community and thanked Mayor Johnson and the Board of Trustees for the opportunity. Chief Schmidt joined Mayor Johnson at the podium. Chief Schmidt gave a brief career history for both Deputy Chief John Nowacki and Deputy Chief Charles Walsh. Mayor Johnson administered the Oath of Office to each Deputy Chief. Deputy Chief Nowacki and Deputy Chief Walsh both introduced their families and thanked the Mayor, Board of Trustees, Village Manager and Chief Schmidt for the opportunity to serve the community of Elk Grove Village in the capacity of Deputy Police Chief. Sister Cities—The Elk Grove Village Sister City is Termini Imerese Italy. Students from Elk Grove High School visited Termini Imerese in October as part of a Student Exchange Program. Elk Grove High School teacher Laura Longano, Reverend Rodney Pickett and students Mark Oberschmied and Joe Noto joined Mayor Johnson at the podium. Gifts were presented to Mayor Johnson, Police Chief Schmidt and Fire Chief Miller. Reverend Pickett gave a brief history of the Sister City relationship and student exchange program. Mark Oberschmied spoke about his experiences in Termini Imerese. Joe Noto is hoping to be a part of the exchange program next year. Ms. Longano stated all the exchange students were great representatives of Elk Grove Village. Reverend Pickett thanked the Mayor and Village Trustees that volunteered their time at RotaryFest this year. Appointments —Mayor Johnson asked for Board concurrence to reappoint Bill O'Malley and Tom Cooke to the Youth Committee. Motion to reappoint Bill O'Malley and Tom Cooke to the Youth Committee. MOVED: Trustee Czarnik SECONDED: Trustee Franke AYES: Trustees Feichter, Franke, Petri, Prochno, Czarnik NAYS: None ABSENT: Trustee Lissner MOTION CARRIED Proclamation— Fire Chief David L. Miller is retiring on July 1, 2011 after serving the Village for almost thirty-eight years. Mayor Johnson read and presented Chief Miller with a Proclamation honoring Fire Chief Miller on his retirement and proclaiming July 1, 2011 "David L. Miller Day" in Elk Grove Village. Chief Miller introduced his family and thanked them for the many years of support and understanding. Chief Miller thanked the Fire & Police Commission for hiring him and the Mayor and Board for appointing him to Captain, Deputy Chief and Fire Chief. Chief Miller acknowledged and thanked the Village Manager, Department Heads and all the dedicated employees of the Village that he has worked alongside over the years. Chief Miller 2 VBM 6-21-11 gave a special thank you to the 99 shift and administrative Fire Department personnel who helped him accomplish so much during his tenure. An Elk Grove Village street sign with Chief Miller's name on it was presented to Chief Miller. Trustee Prochno reported the thirteenth annual Memorial Day Observation was held on Monday, May 30, 2011. The Observation was very well attended. The VFW and American Legion had representatives in attendance. Boy Scout Troop 95 distributed refreshments, programs and flags. The Big Band played under the direction of Howard Gorecki and the Elk Grove Baptist Choir sang patriotic songs. Trustee Prochno thanked everyone who was in attendance. On Wednesday, June 1, 2011, Mayor Johnson, Trustee Feichter, Trustee Lissner and Trustee Prochno all attended the Grove Junior High School DARE graduation. There were two hundred fifty graduates. The Community Character Coalition (CCC) has been in existence in Elk Grove Village for several years. The CCC is based on the seven pillars that we try to instill in our families, businesses and society to teach one another to be respectful of each other. The pillar being studied this month is the pillar of Respect. Trustee Prochno noted how respectful the DARE graduates were at the assembly. The Coalition's Education Team is currently involved in leadership and character training of Elk Grove Park District Junior Leaders. The Junior Leaders will assist camp counselors with the Park District day camps by carrying the lessons learned in the training sessions to the hundreds of children attending camp in the Village. The next Community Character Coalition meeting will be held on July 5, 2011 at 7:15 a.m. at the Hattendorf Center. The CCC meets the first Tuesday of each month at the Hattendorf Center. Trustee Prochno reminded everyone that June 1, 2011 was the deadline for purchasing vehicle stickers and pet licenses. Officers will begin checking vehicles for stickers. Trustee Feichter reported he had the privilege of representing Mayor Johnson at the 1001h birthday celebrations of Lena Petzinger and Eva Kristi. Trustee Feichter presented them both with a certificate and letter from Mayor Johnson. Both ladies were surprised and happy to be acknowledged by the Mayor. Last Thursday Trustee Feichter attended the Woodfield Chicago Northwest Convention Bureau's Annual Meeting at the Metropolis in Arlington Heights. There were approximately one hundred thirty people in attendance. Trustee Feichter was re-elected as a member of the Executive Board of the Bureau. At the last coffee with the Mayor and Board, two of the residents in attendance inquired about bicycling within the Village. Residents Marilyn Wilkerson and Dave Simmons had questions and suggestions about bike route signage throughout the Village. Mayor Johnson asked that Trustee Feichter take a bike ride with them to see what their concerns were. Trustee Feichter and Mrs. Feichter joined Ms. Wilkerson and Mr. Simmons for a bike ride on a Sunday morning at 6:00 a.m. They rode mostly through the west end of the Village. Pictures were taken and presented to the Village Manager. Trustee Feichter met with the Village Manager and the Director of Public Works to discuss economical and positive changes that the Village could make to improve bicycling within Elk Grove Village. Mayor Johnson announced he was just notified of a tomado warning in the area. The Mayor will keep everyone updated as he receives information. Trustee Czarnik announced the Lutheran Church of the Holy Spirit was hosting their monthly Packages 4 Patriots event tonight. Packages 4 Patriots is held on the third Tuesday of each month. This provides an opportunity to lift the morale of the men and women in the service by sending care packages addressed to individuals deployed in harm's way. Anyone interested in helping should call 847/791-3157. Trustee Czamik shared a letter from Sergeant Major Ricky W. Stroud of the 2"d Combat Engineer Battalion. Sergeant Major Stroud was thankful for the care package and support. His 3 VBM 6-21-11 letter explained what his unit is responsible for in Afghanistan. Sergeant Major Stroud has served three tours in Iraq and stated that Afghanistan is much worse than Iraq. It is very dangerous. Sergeant Major Stroud asked that we keep the soldiers in our prayers and pray for their safe return home to the greatest nation on earth. Trustee Petri, Trustee Lissner, Police Chief Schmidt and Fire Chief Miller attended the Eagle Scout ceremony for Jacob Holm at Christus Victor Church on June 5, 2011. Jacob's brother who previously obtained the rank of Eagle Scout was the Master of Ceremonies. It was a wonderful ceremony and Elk Grove Village can be proud of the entire Holm family. Trustee Franke thanked the Rotary Club and all the volunteers who helped make RotaryFest a success this year. CERT volunteers helped direct traffic and provide first aid at RotaryFest. The next CERT class is being offered on July 15, 2011. It is a weekend class. Anyone interested in becoming a CERT volunteer should contact the Fire Department at 847/734-8025. CERT volunteers learn what to do in emergency situations. The class is offered free to residents. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the May 31, 2011 Accounts Payable Warrant in the amount of$552,727.51. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Franke, Petri, Prochno, Czarnik, Feichter NAYS: None ABSENT: Trustee Lissner MOTION CARRIED Motion to authorize payment of invoices as shown on the June 21, 2011 Accounts Payable Warrant in the amount of$2,165,629.53. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Franke, Petri, Prochno, Czarnik, Feichter NAYS: None ABSENT: Trustee Lissner MOTION CARRIED Trustee Petri commented that the June 21" warrant seems like an unusually large amount and made note that $1,231,635.00 is attributed to the many construction projects taking place in the Village. Construction projects account for 57% of the warrant. Mayor Johnson advised there will be more construction projects in the near future. Beisner Road construction will begin after July 4`h. Beisner Road will be down to one lane. The one lane will be going north off of Biesterfield to provide access to the hospital for emergency vehicles. There will also be work done on Biesterfield Road. 6. CONSENT AGENDA A. Elk Grove Lions Club—Authorization of a request to waive the fees for the cost of a food dealer license, and the use of a fire hydrant for non-firefighting purposes for their 4th of July celebration in the total amount of$175. B. Salvation Army—Authorization of a request to waive the cost of the 2011-12 vehicle stickers in the amount of$1,030. C. Fraternal Order of Police Lodge 935 —Authorization of a request to waive permit fees for a vending machine license for a beverage machine located at 901 Wellington Avenue within the Elk Grove Police Department in the amount of$50. 4 VBM 6-21-11 D. Little Boots Foundation—Authorization of a request to waive fees for a food dealer license and a retail license for the Craft & Vendor Show at the Little Boots Rodeo on June 25 and 26 for a total waiver amount of$200. E. Authorization of the following requests: • To waive permit fees for Alexian Brothers Medical Center for their ER Triage renovation project at 800 Biesterfield Road in the amount of$796; • To waive permit fees for Elk Grove Park District for the installation of a non-illuminated free-standing sign at the Elk Grove Park District Historical Museum at 399 Biesterfield Road in the amount of$79; • To waive permit fees for St. Nicholas Episcopal Church located at 1072 Ridge Avenue for the installation of a privacy fence in the amount of$25; • To waive permit fees for the Elk Grove Village Public Library located at 1001 Wellington Avenue to sealcoat and stripe the library parking lot in the amount of$224; and • To waive permit fees for Rupley School located at 305 Oakton Street for new water and sewer services for the school expansion project in the amount of$2,760. Fire Department/narrowband radio equipment - Authorization to increase the budget for the Fire Department in the amount of$45,561.64 and waive the formal bidding process for the purchase of narrowband radio equipment through the receipt of the Urban Area Security Initiative federal grant. G. Woodfield Chicago Northwest Convention Bureau—Authorization of a request for payment of dues for Fiscal Year 2011-12 in the amount of$73,862. H. Mayor Johnson asked if the Trustees had any questions or comments about the Consent Agenda. There were none. Mayor Johnson asked if anyone in the audience wished to address the Board regarding items on the Consent Agenda. The storm is approaching but is still a distance away. 7. REGULAR AGENDA—None BOARDS AND COMMISSIONS 8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Trustee Petri stated that items L, M and T of the Consent Agenda are for Phase II of the Shadywood Lane Drainage Improvements project. Items H and J are for the 2011 MFT and Build America Street Program. Item J is for the Beisner Road project which will begin after the 4`h of July. The Crossen Avenue Storm Sewer Rehabilitation will be completed shortly, and the Biesterfreld Road and I-290 project should be complete by the end of July. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—No Report 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—Trustee Feichter advised that anyone wanting to dispose of electronics properly should contact SWANCC. For $30.00 SWANNC will come to your home and pick up as many as six electronic items. Additional items are $5.00 each, with a maximum of fifteen items. No items can exceed fifty pounds and televisions are limited to twenty-seven inches. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—Trustee Prochno reported that Nick Nikola emailed her and advised that the Salt Creek cleanup which took place on June 11, 2011 was a great success. Christus Victor Boy Scout Troop 95 had about twelve Scouts, together with Troop Leaders and parents participating in the cleanup. They already stated they would be there again next year. Rachel from Elk Grove High School participated and Mr. Nikola stated one of his friends saw on Facebook that George Sifnotis also helped. Approximately fifteen bags of garbage were collected, along with a few tarps and a construction horse. The Elk Grove Park District was there with a tractor and dump truck and two personnel who helped clean up and haul all of the garbage away. Mr. Nikola registered the clean up with the American Rivers Organization. They supplied the garbage bags, and a few days after the cleanup Mr.Nikola received a box of tee shirts and potato chips. Mr. Nikola attended the next Troop meeting of Scout Troop 95 and distributed the shirts and chips to the Scouts. The Village will be having their annual 4°i of July fireworks display at Lions Park. Trustee Prochno received an email from Howard Gorecki, Director of the Elk Grove Big Band, inviting musicians to play with the band at the fireworks display. This is the fourteenth year that the band will be playing on the 4'11 of July. It is a low stress, fun event. The Band will rehearse at the Sheila Ray Senior Center, 225 E. Elk Grove Boulevard, on Tuesday, June 28, 2011 at 8:00 p.m. On Monday, July 4`h, the Band will begin playing at 8:00 p.m. and continue playing until the fireworks begin. Anyone interested in playing can sign up on-line at www.4thofJulyband.com. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES LISSNER/PETRI—There were three Class 6B tax incentive Resolutions on the Consent Agenda. All three of the Class 6B requesters plan on making building improvements in the amount of two hundred thousand to four hundred thousand dollars. In addition, they will be hiring new employees which will add to the Elk Grove Village work force. 7 VBM 6-21-I1 Considerable work has been done on the Busse Road, Greenleaf Avenue and Pratt Boulevard intersections. Repaving and six hundred feet of water main at each intersection, on each side, for a total of twelve hundred feet, of water main is being completed. That project should run until November. The Industrial/Commercial Revitalization Commission will be meeting on Thursday, June 23, 2011 at 5:30 p.m. in the Engineering conference room to discuss the Master Plan to Revitalize the Business Park. 14. YOUTH COMMITTEE - TRUSTEE FRANKE—The Youth Committee and the Park District held their annual Flick & Float on June 10, 2011. The weather did not cooperate and the event had to be held indoors for the third year in a row. Approximately twenty-five children were in attendance. Swnmer Blast will be held at Rainbow Falls on July 8, 2011 at 8:00 p.m. The event is free. Trustee Franke is hopeful that there will be a good turnout. The Youth Committee met and decided on scholarship winners. There were many great applications and it was very difficult to pick only three winners. The winners of the two scholarships that the Village is awarding are Briana Eder and Leah Miller. Both recipients will be invited to the July Village Board meeting. The winner of the scholarship being awarded by the Parks Foundation is Melissa Gatter. The Parks Foundation will present the scholarship at their July 23, 2011 meeting. 15. PARADE COMMITTEE - TRUSTEE CZARNIK—The annual Hometown Parade "Broadway on Parade" was held Saturday, June 18, 2011. The organizations and groups had great designs for their floats. The parade can be viewed on Channel 6 during the coming months. Trustee Czarnik thanked the Public Works Department, especially George Murtaugh, for all the help in setting up and taking down, the Police Department and CERT volunteers for traffic control, and the following parade sponsors: Jerry Castle & Son Hi Lift, Core Orthopedics, Rocco Vino's, Elk Grove Chamber of Commerce, Smile Creations, Grove Memorial Chapel, Chicago Offset Printing, A&H Plumbing and Alpha Graphics. Trustee Czarnik thanked Parade Committee members, Rosanna DeFrenza, Anne Feichter, Fred Geinosky, Rich Keyworth, Marilyn Koss, Ellen Peacock, Ron Piszczek, Jennifer Rupert, Karen Szull, Steve Santowski (Parade Chairman), and Debbie Weber (the lady behind the scenes). They are the people who work to pull the parade together year after year. Trustee Czarnik also thanked the many other volunteers that because of friendship and relationships to others helped out that day. The Parade Grand Marshal, Dr. Alan Shapiro and his wife Sheri enjoyed greeting the many spectators. PLAN COMMISSION - VILLAGE MANAGER—Item a.,the petition for a Text Amendment and Special Use to allow for the operation and maintenance of a petroleum storage facility was acted upon this evening under the Consent Agenda. Item b., petition for a Special Use for the operation of an automotive repair shop in an I-I General Industrial Zoning District on property located at 300 Busse Road. Wingfoot is a truck tire repair facility that wants to convert the old Office Max building at Oakton Street and Busse Road into a truck repair facility both on-site and mobile in the field. A public hearing was held before the Plan Commission to consider a Special Use Permit. The Plan Commission made a recommendation to the Village Board to issue the Special Use Permit subject to final approval by the Plan Commission of the Landscape Plan. Representatives Jim Milton and Steve McCowan were in attendance for Wingfoot. Mayor Johnson confirmed it was unanimous approval by the Plan Commission. The Mayor asked if any of the Village Trustees had questions or comments. There were none. Mayor Johnson confirmed that the Petitioners would submit a Landscape Plan. Motion to direct the Village Attorney to prepare the necessary documents for a Special Use for the operation of an automotive repair shop in an 1-1 General Industrial Zoning District on property located at 300 Busse Road. The June winner is John Olson. In his neighborhood, Mr. Olson is known as the "Snow Guru." During the Village's big snow fall this past winter, Mr. Olson noticed the school bus stop on his street was covered by a mountain of snow. John didn't want the children in his neighborhood to stand in the street waiting for the bus so he took his snow blower and cleared the sidewalk so the children could wait safely for their ride to school. The July Community Spirit Award winners are Rose and Rob Lester. Acknowledge a good deed by nominating someone for the Community Spirit Award. The Community Respite Care Program is held on Wednesdays from 9:30 a.m. to 3:30 p.m. at Christus Victor Church. This is a great socialization program for adults.
