ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY JULY 19, 2011 Mayor Craig B. Johnson called the meeting to order at 5:43 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czamik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. Mayor Johnson explained that he and the Village Board were in casual attire for the meeting this evening because they would be attending the summer concert following the Village Board meeting. 2. PLEDGE OF ALLEGIANCE/INVOCATION—Pastor Cema Rand, Prince of Peace United Methodist Church delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on June 21,2011 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—The Little Boots Rodeo took place on June 25`h and 26`h. The Mayor stated Trustee Prochno would be reporting on the Rodeo. On June 22, 2011 Mayor Johnson and several of the Village Trustees attended a kick-off demonstration of the Adaptive Athlete Race presented by the Heart of A Marine Foundation for the Tour of Elk Grove. Mayor Johnson attended a ribbon cutting ceremony on July 12, 2011 for the Women's Doc Center at Alexian Brothers Hospital. It was a great opportunity to talk with the doctors and see some of the newest advancements in technology for the care of women. The Tour of Elk Grove will be taking place on August 5`h, 6`h, and 7`h. The race is open to the public and is free to attend. Many riders currently competing in the Tour de France will be competing in the Tour of Elk Grove. There will be a free concert and fireworks on both Friday and Saturday nights after the race. The Mayor armounced that cyclist Chris Horner, who has competed in the past five Tours of Elk Grove, will be unable to compete this year. Mr. Horner was involved in an accident during the eighth stage of the Tour de France and broke his nose and suffered a concussion. Host families are still needed for housing cyclists in town for the race. Anyone interested in hosting a cyclist should contact Joe Carey at Village Hall at(847) 357-4006. The cyclists just require a place to sleep and shower. It is up to the host family if they want to provide meals for the cyclists or not. Hosting a cyclist is a lot of fun and they become your friend. 1 VBM 7-19-11 The Mayor's Charity Time Trial will take place on Friday. The Mayor will donate an additional $20.00 per person towards the Scholarship Fund and Heart of A Marine Foundation charity for anyone that can beat his time. In addition, $25.00 of the entry fee is donated to the charity. There will be three days of racing. This year in addition to the three stage professional men's race, there is a three stage women's race and an adaptive athlete's race. Mayor Johnson gave recognition to a Park District Little League, Bronco Division, baseball team. The 2011 Angels went undefeated for the entire season and went on to win the Bronco Division Championship. It is the first time ever that a Little League team went the whole season undefeated in Elk Grove Village. Team Coaches are Mark Hanks, Roy Albertalli and Anthony Taylor. Team Players are Ian Taylor, Deven Hanks, Austin Albertalli, Aris Catania, Patric Dolce, Brett Goren, Alex Guban, Brian Modelski, Justin Okerwall, Jordan Patellaro and Danny Wozniak. Congratulations 2011 Bronco Division Angels! Oaths of Office—Police Chief Stephen Schmidt gave brief career histories for both Commander Kathryn Endre and Commander Michael Gaspari. Mayor Johnson administered Oaths of Office to both Commanders. Each Commander thanked their families, the Mayor and Trustees, Police Chief Schmidt, Deputy Chiefs Nowacki and Walsh, Village Manager Rummel and Police Department Personnel. Scholarships—Trustee Franke joined Mayor Johnson at the podium. Trustee Franke stated that Melissa Gatter was the winner of the Parks Foundation scholarship and was presented with her scholarship at the Park Board meeting. Scholarships awarded by the Village were then presented to Leah Miller and Briana Eder. Both recipients thanked the Mayor and Board and stated where they would be attending college in the fall and what they would be studying. Trustee Prochno stated that on Monday, July 11`x', she received an early morning text activating CERT members. Several CERT volunteers reported to Fire Station 8. The volunteers helped with traffic control. There were downed power lines on both Higgins Road and Walnut Lane. Volunteers assisted the Police Department with traffic control so that the Police could put their energies and attention to bigger problems. Trustee Prochno congratulated Mike Loesch of the Fire Department and Bob Alvarez, CERT volunteer coordinator, for helping the Village out in a time of need. Trustee Prochno reported on the Little Boots Rodeo. Jack Groat is the vision behind the Little Boots Rodeo. It was always his dream to have a Rodeo for children. This was the fourth year the Little Boots Rodeo was held. The Rodeo was expanded to two days this year and was held on the grounds of Prince of Peace Church located at Arlington Heights Road and Devon Avenue. There was little to no charge for the children to participate. Everyone had to bring a food item to donate to the Elk Grove Township Food Pantry. Thousands of items were collected. The Rodeo offers ten non-competitive events for the children to participate in. Once they have completed all the events their name is announced and they are declared an official cowboy or cowgirl. Organizations within the Community volunteered their time working some of the events. Any money collected at the Rodeo was then donated to the Organizations which helped with the event. A check for $1,000.00 was presented to the Lioness Club and $1,100.00 was given to the Community Character Coalition. Congratulations to Jack Groat and the Little Boots Rodeo! Trustee Feichter reported that on June 26, 2011 he represented Mayor Johnson at Yanni's Restaurant for the 100`h Birthday celebration of Nick Janos. Trustee Feichter presented Mr. Janos with a Certificate from the Village and a letter from Mayor Johnson. The Heart of A Marine Foundation is holding a fundraiser at the RAM Restaurant in Schaumburg from 5:00 p.m. to 9:00 p.m. on Thursday, July 21, 2011. Everyone is invited to attend. Just let the staff know that you would like a percentage of what you spend to go to the Heart of A Marine Foundation. The Foundation helps and supports Veterans from all branches of the Armed Forces. 2 VBM 7-19-11 The Woodfield Chicago Northwest Convention Bureau has a video available that promotes the entire region to people looking for a place to hold a convention or similar type function. Trustee Feichter will be getting a copy of the video and will make it available to the rest of the Board. Trustee Petri stated the Sister Cities group that was going to visit in October from Termini Imerese has cancelled their trip. One of the main employers in Termini, Fiat, is closing in December. Three thousand people will be out of work. They did not feel it was appropriate to take a trip when that many people will be losing their jobs. Trustee Franke reported there was another CERT graduation last Sunday. The next CERT class will be held the weekend of September 23, 2011. Classes are conducted Friday from 5:30 p.m. to 9:00 p.m. and Saturday and Sunday from 8:00 a.m. to 5:00 p.m. Anyone interested in attending should contact Mike Loesch of the Fire Department at (847) 734-8025. Trustee Lissner asked how many CERT members there are. Trustee Franke stated there are close to one hundred members. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the June 30,2011 Accounts Payable Warrant in the amount of$247,041.07. Northwest Presbyterian Church, 301 Ridge Avenue—Authorization of a request to waive the fee for the 2011-12 vehicle sticker for one (1)passenger vehicle in the total amount of$25. B. Living Hone Church, 777 Meacham Road— Authorization of a request to waive permit fees in the amount of$25 for a temporary banner. C. Prince of Peace United Methodist Church—Authorization to waive fees for their annual Pumpkin Patch and PumpkinFest in the amount of$300. D. Mickey Dolenz, lead singer of the Monkees, will be performing. Mayor Johnson asked if any of the Trustees or staff had any questions or comments regarding the Consent Agenda. There were none. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—The Shadywood Lane Drainage project is into the second phase. Item E. approved on the Consent Agenda is for the neighborhood Drainage Improvement Project in the amount of$156,801. The project covers many homes. This is approximately the tenth year for the Drainage Improvement Project. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—No Report 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—The Personnel Committee met in Executive Session today at 3:00 p.m. 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—The Village will be hosting a document destruction event on August 13, 2011 from 9:00 a.m. to 11:00 a.m. in the Zettek Municipal Complex parking lot. This is the fourth year this program is being offered to residents. The event is funded through SWANCC. Trustee Lissner advised that he received an email from Waste Management, and it was his understanding that Waste Management would reduce your bill by $3.00 if you convert to a paperless invoice. Trustee Lissner stated the Village may want to confirm this information with Waste Management. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—Due to the recent storms in the area, the Public Works Department has been picking up many fallen branches and trees. They have been turning them into wood chips. As a result, there is a very large pile of wood chips in the parking lot of the old Fire Administration building at the corner of Brantwood Avenue and Kennedy Boulevard. The wood chips are free to Elk Grove Village residents. Residents may help themselves to as much as they want. No permission is needed. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES LISSNER/PETRI—Trustee Petri reported the Industrial/Commercial Revitalization Commission met recently on June 23`d and July 7`h. The next meeting is Thursday, July 2151 at 5:30 p.m. in the Engineering Conference Room to review the Master Plan for the Business Park. The Busse Road, Greenleaf Avenue and Pratt Boulevard Intersection Projects are well under way with sewer work and paving taking place. The Bidding for the lighting projects of Rohlwing Road from Biesterfield Road to Devon Avenue and Meacham Road from Nerge Road to Biesterfield Road will take place in February, with work beginning next Spring. 14. YOUTH COMMITTEE - TRUSTEE FRANKE —Trustee Franke thanked everyone who submitted scholarship applications. The first Summer Blast was held at Rainbow Falls on July 8, 2011. There were 225 children in attendance. Everyone had a good time. Trustee Franke thanked the Police Department and the Park District for their involvement. The next Summer Blast will be held on August 12, 2011 from 8:00 p.m. to 10:00 p.m. at Rainbow Falls. 15. PARADE COMMITTEE - TRUSTEE CZARNIK—The annual Hometown Parade, "Broadway on Parade," was a great success. The float winners will be presented at the next Village Board meeting. Winners are Elk Grove Lions/Lioness/Leo Clubs—Lion King, Elk 5 VBM 7-19-11 Grove Italian Sister Cities—The Jersey Boys, Mainstreet USA—Little Mermaid, Clearmont School Girl Scouts—Wizard of Oz, Boy Scot Troop 495 — Stomp, Boy Scout Troop 95 — Spamalot, Cub Scout Troop 190 —Camelot, and Elk Grove Park District Sheila Ray Center— Mary Poppins. The Committee is planning next year's event, which will be held on Saturday, June 16, 2012. Ideas for themes can be submitted by email to paradegelkgrove.org. There will be no Parade Committee meeting in August. 16. PLAN COMMISSION - VILLAGE MANAGER—No Report 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER—No Report 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER—No Report b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE-TRUSTEE CZARNIK—Bob and Rose Lester are the July Community Spirit Award winners. They do a lot of volunteering. They participate in the Baby Closet, which is part of a larger organization called The Society of the Preservation of Human Dignity. Through that organization, they help mothers who are struggling to raise their children. They specifically help by sorting and passing out clothing, diapers, and food to the families in need. In addition, Rose, having battled breast cancer three years ago, also volunteers at the Alexian Brother's Cancer Treatment Center. Bob recently became a Minister at Alexian Brothers, and has acted as a Bereavement Minister at several Churches by helping families during their time of mourning. Rose and Bob both started their volunteer work by helping seniors and the mentally ill at the Kenneth Young Center. You can currently watch Rose and Bob's story on "In the Grove" on Channel 6. The Farmer's Market is every Wednesday from 7:00 a.m. to 1:00 p.m. in the Pavilion parking lot, across the street from the Clock Tower. The Market will run through September 7 t this year. Shop for fresh produce and many other items and stop at the courtesy table for coffee and gardening information. The next Blood Drive will be August 6, 2011 from 8:00 a.m. to 12:30 p.m. in the lower level of the Zettek Municipal Building. Please consider donating to this worthwhile endeavor. Beginning in July, the Community Respite Care Program has expanded their hours to Mondays and Wednesdays from 9:30 a.m. to 3:30 p.m. at Christus Victor Church. This is a great socialization program for adults. The program is organized and supervised by trained and caring staff. The program is looking for participants and volunteers. If anyone would like to volunteer a small amount of time per week, call (847) 437-2666. The Health & Community Services Advisory Committee will meet quarterly. The next meeting will be Wednesday, October 19, 2011 at 7:00 p.m. in the lower level of the Zettek Municipal Building. c. LIQUOR COMMISSION -MAYOR JOHNSON —No Report d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The third concert of the summer concert series is taking place this evening. Hotel California—A Salute to the Eagles, is playing this evening at 7:30 p.m. Next week Mickey Dolenz, lead singer from the Monkees, will be featured. e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—The Blackhawks are sponsors of the Tour of Elk Grove again this year. McDonald's is also a sponsor. The Jesse White Tumblers will perform on Sunday. There will be special presentations on Saturday also. 19. REPORT FROM THE VILLAGE CLERK—No Report 6 VBM 7-19-11 20. UNFINISHED BUSINESS Village Board -None Village Attorney—the Unfinished Business appears as Item M. on the Consent Agenda and can be removed from under the Village Attorney. 21. REPORT FROM THE VILLAGE MANAGER—There is a heat warning in effect for July 20`h and 21". Please check on your neighbors and keep an eye on pets. 22. NEW BUSINESS -None Trustee Franke thanked the Lioness Club for helping out at the Splash Party.
