Call to Order
The meeting was called to order by Jim Christie, Chairman at 7:08 PM.
Action Items: Approval of the Minutes
A motion was made by Sal Pace to approve the minutes from February 16, 2011. The motion
was seconded by Georgia Landt. The minutes were unanimously approved.
Community Service Coordinator Report
Community Services- The Community Services Coordinator (CSC) continues to see an increased
use of the food pantry by Village residents, Residents who were once providing food and
monies to food pantries are now becoming clients as the economic crisis continues. The CSC
has been assisting seniors to apply for Circuit Breaker funding. The State provides assistance to
seniors with prescription drugs, license plate stickers and real estate tax rebates based on
income. The CSC has also assisted senior residents with Housing Authority renewal forms or
Section 8 housing. The Secretary of State office is coming to the Senior Center on March 22nd to
provide an opportunity to renew driver's license or IDs. All the food for an Easter Dinner will be
provided to food pantry clientele on April 14`h. The CSC is still taking applications for the
"Volunteer of the Year Award". Ryan Bookler asked if this program will continue next year. The
CSC hopes to continue the program next year.
Salvation Army- The Salvation Army will now be using electronic payments when assisting
people in need. This comes after an employee with Hanover Township defrauded the Salvation
Army out of monies intended for clients. The Salvation Army will also be creating a data base of
client uses to prevent people from so-called "double-dipping".
Community Garden- Linda Blair continues working with the Elk Grove Presbyterian Church
(Food Pantry) to create a Community Garden on church property. The Community Services
Coordinator will also be meeting with Park District representatives to discuss the creation of
additional Community Gardens in the Village.
Rebuilding Together- Rebuilding Together will be holding a workshop on April 30, 2011.
Presently there are no applications from residents in Elk Grove Village. The CSC encouraged
Board members to submit resident names for the program.

Board Meeting Facilitator's Report
Electronic Food Inspection Program- The Environmental Health Inspectors (EHIs) continue to
work on the electronic food inspection program with IT. The NWMC conducted a survey of
surrounding communities to determine how many are using an electronic process and if so
what type of program (in-house or purchased). The Facilitator provided a copy of the
completed survey. The survey showed while some are using an electronic food inspection
process, others are not. Some communities have developed an in house program, while others
have purchased a "canned" program. The EHIs and IT will be exploring a program called, Accela,
currently in the process of being tested in the Engineering & Community Development
Department. Palatine uses a form of this program in their electronic food inspection program.
Board Member Reviews- The Facilitator met with five (5) Board members to discuss their ideas
and input as the Board moves forward. The Facilitator will continue to meet with the Board
members. Because some members work during the day, some meetings will be scheduled at
night.
Household Battery Recycling- The Facilitator provided the Board with new information on the
Village Household Battery Program. In the past the Village was able to drop off collected
batteries at the local Radio Shack. Radio Shack informed the Village that they would no longer
accept household batteries. The Village has now joined the SWANCC Battery Recycling
Program. The program accepts all types of batteries, household and rechargeable, normally
found around a home. It does not accept marine and automobile batteries. Residents recycling
rechargeable batteries must tape over terminals or place batteries in plastic bags before
dropping off. Batteries will still be accepted at the Health and Community Services counter in
the Main Village Hall atrium. One drawback is that batteries will now have to be transported to
the SWANCC Transfer Station. There is now a website page devoted to battery recycling
Document Destruction Event- The Village has scheduled a Document Destruction Event for
August 13, 2011 from 9:00 AM to 11:00 AM in the Village Complex Parking Lot. This is the
fourth year the program has been offered to residents. The program is funded through
SWANCC.
Holiday Light Recycling- The Holiday Lights Recycling Program has ended and the Village will
have recycled more than the 2009-2011 Holiday season. The Village has recycled 2,198 pounds
of lights this year. It appears once the final tally is in, the Village should recycle about 3,000
lights. Last season 1,669 lbs. were collected. So far, the Village has received $439.60 from Elgin
Recycling for its effort.
"No Idling" Program-The "No idling" Program is on hold until the weather breaks and signs can
be posted in the areas determined to be High Idling zones.
Giant Canadian Geese- The Facilitator provided an overview and flow chart on the Illinois
Department of Natural Resources, Controlling Nuisance Canada Geese Program. The process to
control nuisance geese is very specific and controlling geese is prohibited in most cases, except
removing or destroying eggs (which requires a State and/or Federal permit).
Dr. Kelly noted that there is a hunting season for migratory geese in the fall, but many birds
stay in urban areas where they are protected. The Facilitator noted some positive news that
coyotes appear to be controlling goose populations naturally, but geese numbers are still
increasing 1%to 2% per year.
Foreclosed Homes- The Chairman asked if there were any problems with foreclosed homes
during the winter, especially with burst pipes. The Facilitator did not know of any complaints or
problems with bursting pipes during the past winter.
You Asked For It- The Facilitator asked the Board members if there was any specific item or
concern they wished him to address. The Board members asked for some information on deer
populations, raccoon control, and Salt Creek flooding.
Yard Waste Pick Up- Yard waste curbside pickup begins April 1, 2011. Ryan Bookler, asked
about larger branch pickup. The Facilitator stated that large branch pickup is handled by Public
Works. Residents must call Public Works to schedule a pick up. Dr. Kelly asked about mulch. The
Facilitator stated there are piles of mulch available to residents at the Landmeier Public Works
Garage and at the old Fire Administrative Building.
Health/Community Services Events& Activities-The Facilitator provided a list of upcoming and
ongoing events and activities related to Health & Community Services.

Restaurant Update- The Chairman asked about the old Spaghetti Warehouse. The Facilitator
was not aware of any new business going in the location at this time. There have been inquiries
about the Under the Bun property (Nerge and Rohlwing Rds.). Signs have also been posted by
the proposed White Castle site (Baker's Basket location) but no new information is available. It
was noted that Brown's Chicken has a plumbing problem. This will be addressed by the
Plumbing Inspector.

Nurses Report- Jane Sloger is currently working with Trustee Czarnik to promote the
Community Respite Program at Christus Victor Church. The program allows care givers to get
some needed time to address personal items or just to get some well earned R & R.
The Chairman asked if the nurse experienced problems getting to clients after the blizzard in
February. The Facilitator was not aware of problems, but noted that the Village vehicles are
sometimes difficult to drive in the snow, but the streets were cleared relatively quickly in spite
of the large amount of snow that fell.
Trustee Liaison Report- No Report
New Business-This year the Awards and Recognition Dinner will be held on April 29th
The Facilitator stated that the Executive Director of SWANCC was charged with taking $850,000
from the agency. He has been arrested and will most likely be facing prison time for his crime.
Meeting Adjournment- A motion was made by Sal Pace to adjourn the meeting. The motion
was seconded by Ryan Bookler. The meeting was adjourned at 7:47 PM.
