ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY SEPTEMBER 13,2011 Mayor Craig B. Johnson called the meeting to order at 7:05 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Absent: Trustee Nancy J. Czarnik Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on August 9, 2011 as submitted and dispense with the reading. . MOVED: Trustee Petri SECONDED: Trustee Feichter VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES —Mayor Johnson attended the 30`h Anniversary celebration at Mead Junior High on August 25, 2011. On Sunday, September 11, 2011, a remembrance was held at the Biesterfield Fire Station for the tenth anniversary of 9/11. Mayor Johnson commended the Fire Department and Police Department for organizing an outstanding Ceremony. It was a very respectful and poignant event. The Mayor, Trustee Lissner, Trustee Prochno and Trustee Feichter also attended a very beautiful ceremony at the Elk Grove Baptist Church. Red Light Cameras—Mayor Johnson gave a presentation updating the status of red light cameras in Elk Grove Village. The top priority in the Village has always been "Safety, Safety, Safety." Red light cameras were installed at the top ten accident locations within the Village. After two years, accidents had leveled off at the Devon Avenue and Busse Road intersection. Prior to red light camera installation, the Devon and Busse intersection was ranked 4`1' for the most accidents in the Village. As of September 2010, that intersection was no longer on the top ten accident location list. Driver habits had changed at that intersection. Last year at this time, the Village decided to deactivate the cameras at Devon Avenue and Busse Road, and monitor the intersection for six months. During that six month period, the accidents at that intersection increased. The Village continued to monitor the intersection for another two months and accidents continued to increase. Accidents at that intersection increased three-fold. The statistics don't lie. As of today, Devon Avenue and Busse Road is ranked the number one accident location intersection in Elk Grove Village. A fair study was conducted which showed that the cameras do work. Due to the results of the study and the accident statistics, Mayor Johnson asked the Board of Trustees to reactivate the cameras at Devon Avenue and Busse Road. Mayor Johnson asked if the Trustees had any questions or comments. 1 VBM 9-13-2011 Motion to concur with the Mayor's recommendation to direct Deputy Police Chief Walsh to request the Illinois Department of Transportation to reactivate the red light cameras at the Devon Avenue and Busse Road intersection. Busse Woods Dam Modification- Mayor Johnson gave a presentation on the Busse Woods Dam Modification—Gated Alternative Impact Assessment. The Mayor explained how the control structure works at the present time and how the gates will work after modification. The presentation showed that out of 158 Historic Storms, damaging flooding occurred 37 of those times. Had the modification been in place, the depth and duration of flooding would have been reduced in all 37 events. Twenty of those would have been below damaging levels, fourteen having minimal impact and three with severe impact. There was flooding that took place last year prior to the bike race. Had this system been in place, there would have been no flooding at all. Elk Grove will be working with their neighbors in DuPage County to get this system to work in conjunction with what they have in place now to minimize flooding not only in Elk Grove but several towns affected in DuPage County. Cook County is also working with the Village in a very positive manner. After all these years, it looks like there may finally be a solution to Elk Grove's flooding problems. It will probably take approximately two to three years to have the dam modifications up and running. The Mayor and Board will be pushing to have the project done as soon as possible. This could be one of the biggest accomplishments that Mayor Johnson and the Board could achieve together for Elk Grove Village. Financial Update—The Mayor gave a presentation on the financial status of the Village. Elk Grove Village remains financially strong. Moody's Investment Services has reissued Elk Grove a Aaa Bond rating. This is the highest rate you can achieve. There were 166 municipalities with Aaa Bond rating, 123 of those are being reviewed and may not keep that rating. Despite the severity of the Recession, Elk Grove adapted. Reserves were used to weather the storm, but reserves were still kept above the 4-month reserve policy. There was no property tax increase for general government services in the last four years and the Village maintained family friendly community events and activities. In addition, government services were "rightsized" by consolidating departments and operations to fit the needs of the community. Village employees helped by voluntarily accepting a pay freeze even though union employees were entitled to an increase by contract. Mayor Johnson commended Village employees for stepping up during trying times. The Village has made reinvestments back into the Village's infrastructure through Federal Programs and Build America Bonds. Infrastructure upgrades were obtained for 50 cents on the dollar. The Village is spending approximately twenty million dollars for thirty-seven million dollars worth of work. Things are looking better. The last fiscal year closed $500,000 under budget,the Village still maintains a four month reserve and sales tax is up over one million dollars from last year. The unemployment rate and industrial space vacancy rate in the Village have both decreased. Construction value, Village fees collected and Building Permits issued have all increased. Mayor Johnson explained that there are still challenges ahead with State Pension mandates and Cook County reallocation of the property tax levy. Residential property tax bills increased last year because Cook County is shifting some of the burden from business property owners to residential property owners by reallocating the tax levy. The Village did not raise property taxes. The Mayor and Board are cautiously optimistic and are committed to on-going fiscal prudence. The Village will continue to provide the best services possible in a cost-effective manner. Mayor Johnson commended and thanked Village Manager Rummel and his Staff, Department Heads and Village Employees for a job well done. 2 VSM 9-13-2011 Proclamation—Mayor Johnson asked Trustee Lissner to join him at the podium. Trustee Lissner asked John Costa, Peter Gennuso, Louis Gennuso and Jeff Amour of the Knights of Columbus to come to the podium. Trustee Lissner read and presented a Proclamation honoring the Knights of Columbus and the work that they do supporting people with intellectual disabilities. The Knights of Columbus will be conducting their annual Intellectual Disabilities "Tootsie Roll" Fund Drive in Elk Grove Village on September 16 and 17, 2011. Mr. Louis Gennuso thanked Mayor Johnson and the Board of Trustees for the Proclamation. Tour of Elk Grove Trustee Yard Sign Challenge—Mayor Johnson asked the Trustees to join him at the podium. The Mayor explained this was the second year the Trustees conducted a Yard Sign Challenge during the Tour of Elk Grove Bike Race. Residents were asked to welcome race participants by creating signs for their yards along the race route. The Trustees toured the route and judged the yard signs. The following winners of the Challenge were announced: 15`Place - Chromik Family - 563 Charing Cross - $400 2"d Place - Arens Family - 293 Tower - $200 Honorable Mentions: Mitera Family - 1162 Carswell - $100 Smola Family - 563 Laurel - $100 Frank Family - 395 Bianco - $100 Acino Family - 299 Walnut - $100 Awards were presented by the Trustees to the families represented in the audience. The Chromik Family and Mitera Family were unable to attend the Village Board meeting. Arrangements will be made for them to receive their awards. Tour of Elk Grove Scholarship Funds—Mayor Johnson stated that as a part of the Tour of Elk Grove, money is raised for charity. The designated charity for the Alexian Brothers Tour of Elk Grove is the Soldier Memorial Fund. A portion of the rider's entry fees, monies from the Mayor's Charity Time Trial and a personal donation from Mayor Johnson for each challenger that beats his time is donated to charity. Half of the money raised is used for scholarships and the other half is donated to the Heart of A Marine Foundation. Betsy Boswell, representing the Community Character Coalition,joined Mayor Johnson at the podium. The Mayor presented Ms. Boswell with a personal check in the amount of$250.00, a check in the amount of$3772.50 from the Alexian Brothers Tour of Elk Grove, and a$10.00 cash donation from Tom Baez. Mr. Baez competed against Mayor Johnson in the Charity Time Trial. Mr. Baez thought he would beat Mayor Johnson. The Mayor beat Mr. Baez by .77 seconds. Mr. Baez stated he would donate $20.00 to the charity since the Mayor beat him. Ms. Boswell thanked the Mayor for the donations to the Community Character Coalition. The CCC provides scholarships to the youth of the community who exemplify good character and citizenship. Community Service weighs heavily when recipients are chosen for the scholarships. Ms. Boswell extended an invitation to everyone in the Village to attend the third annual Celebration of Character at the Hattendorf Center on September 21, 2011 from 4:30 p.m. to 6:30 p.m. There will be free food, free games and lots of fun. "Skates", the Chicago Wolves Mascot and Miss Illinois will both be making an appearance. Georgette Frank, representing the Heart of A Marine Foundation joined Mayor Johnson at the podium. The Mayor presented Ms. Frank with a personal check in the amount of$250.00, a check in the amount of$3772.50 from the Alexian Brothers Tour of Elk Grove, and a $10.00 cash donation from Tom Baez. Ms. Frank thanked the Mayor for the donations to the Foundation and for the opportunity to showcase the abilities of the disabled veterans by adding the Adaptive Athlete Race to the Tour of Elk Grove this year. The Foundation is very excited that the Adaptive Athlete Race will be a part of the race again next year. Ms. Frank stated the latest venture of the Foundation is another partnership formed with Hines Veterans Hospital. The Foundation will be providing Hines with all of their cane needs. They will be providing Hines with 800 canes annually. They hope to form partnerships with other Veteran Hospitals in the future as the Foundation continues to grow. Ms. Frank invited the Mayor and Board of Trustees to a reception being held at Hines Hospital in honor of the donation to Hines on October 14, 2011. The time of the reception is still to be determined. 3 VBM 9-13-2011 Trustee Franke announced the last CERT class for the year will be held on September 23, 24 and 25, 2011. Anyone interested in participating should contact Mike Loesch of the Fire Department at(847) 734-8025. There have been over 100 CERT graduates and the Village is always looking for more participants. There will be more classes offered next year. Trustee Lissner reported he attended an Eagle Scout Ceremony on August 21, 2011 honoring Clint Miller and his parents. Clint was the 118th Eagle Scout in Elk Grove Village since its incorporation. Also in attendance were Sergeant Jeff Prior of the Police Department and Lieutenant John Fordon of the Fire Department. Trustee Lissner attended the Joint Action Water Agency meeting on August 24, 2011. Trustee Lissner commented that the Executive Committee does an excellent job presenting information. Trustee Petri will be attending the Northwest Municipal Conference on Wednesday, September 14, 2011 in Northbrook. ° Trustee Feichter stated the Mayor and Board will be attending the Celebration of Character at the Hattendorf Center on September 21, 2011. They would like to see everyone attend even if it is for a short while. The food is all free. Tasty Catering is donating bratwurst, hotdogs, German potato salad and sauerkraut. Miss Illinois and "Skates" from the Chicago Wolves will be there. New this year is a 50150 split the pot raffle. Tickets are $1.00 each and there is approximately $3,000 in the pot already. Half of the money goes to the Community Character Coalition and half will go to the winner. The Community Letters to the Troops Campaign will be kicked-off that evening as well. The Elk Grove Lions Club will be hosting a Diabetic Eye Screening on Monday, September 26, 2011 from 9:00 a.m. to noon at the Hattendorf Center. Trustee Feichter stated the Woodfield Chicago Northwest Convention Bureau has a few things coming up. There are two large tourist events coming to the Chicago area in the next year. One event is the Ryder Cup being held in Medinah and the other is the G-8 Summit being held in Chicago. Events like these draw thousands of people to the area hotels, restaurants and stores. There will be at least two thousand people working security alone for the G-8 Summit. It is great for the economy. In November, Mayor Johnson will be attending the Woodfield Chicago Northwest Convention Bureau Board of Directors meeting to give a presentation about the Alexian Brothers Tour of Elk Grove. Trustee Prochno invited everyone to attend the third annual Kenneth Young Center Finding Solutions House Walk on Saturday, September 17, 2011. The House Walk features unique redesigned tract homes in Elk Grove Village with inspiring stories and solutions. There will also be an Expo of services, merchandise and ddcor. Ticket prices for the event are $20 per person prior to September 17th and $25 per person if purchased that day. The Expo is at the Kenneth Young Center and is free to the public. The House Walk is from 10:00 a.m. to 4:00 p.m. and the Expo is from 9:30 a.m. to 12:30 p.m. For more information visit the website www.kennethyoung.org or call (847) 524-8800 ext. 141. All the monies raised benefit the Kenneth Young Center. Trustee Prochno reported for Trustee Czarnik in her absence. The fifth annual Frank J. Czarnik Memorial Golf Outing is being held Sunday, September 18, 2011. It is a four man scramble with a 7:00 a.m. shotgun start at Fox Run Golf Links. The cost is $60.00 per person. Anyone interested in attending should contact Jim Heffern at (847) 437-0109. All the monies raised from the outing are used for scholarships. Trustee Prochno thanked everyone for their acknowledgements and support on the passing of her Mother-in-Law Sofia. 5. REGULAR AGENDA—None BOARDS AND COMMISSIONS 8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Item d. 2011 MFT and Build America Street Program is still ongoing. Many of the projects are complete and the rest are close to wrapping up. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—The No-Idle-Zone Ordinance signs should be here in a few weeks. Trustee Lissner was asked by staff to make a request for Plat of Re-Subdivision. The property is located at 2401-2425 Pan Am Boulevard. The Petitioner is consolidating two lots into one. The Plat was reviewed by the Judiciary, Planning & Zoning Committee and does not require a Plan Commission Hearing. Motion to prepare the necessary documents for a Plat of Subdivision at 2401-2425 Pan Am Boulevard for the September 27, 2011 Consent Agenda. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report 11. RECYCLING & WASTE COMMITTEE —CHAIRMAN FEICHTER—A few weeks ago the Village held a very successful document destruction event. There were so many people in attendance that the program started one half hour early. There were close to five hundred cars that brought documents and there were thousands of pounds of paper shredded. Trustee Feichter announced there were 2,198 pounds of holiday lights recycled by the Village this past year. Elk Grove recycled the second most amount of lights out of seventeen communities that recycle lights. Trustee Feichter stated he had two short reports to give for Trustee Czamik. Mayor Johnson stated if there was no objection, Trustee Feichter would give those reports at this time. 6 VBM 9-13-2011 Trustee Feichter reported that next year's Hometown Parade will be held on Saturday, June 16, 2011. Suggestions for Parade themes can be emailed to parade@,elkgrove.org or by calling and leaving a message with the Mayor's office. The Farmer's Market will continue through the month of September, every Wednesday from 7:00 a.m. to 1:00 p.m. Shop for fresh produce and many other items and stop for coffee and gardening information at the hospitality table. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—No Report 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -TRUSTEES LISSNER/PETRI—Trustee Petri reported item f. Biesterfreld& I-290 Intersection is basically complete except for a few punch list items. They will be planting trees along the new right turn lanes. The item will remain on the Agenda until the project is completely finished. The Busse Road, Greenleaf Avenue & Pratt Boulevard Intersection Projects are coming along. These are very extensive projects that involve repaving, sewers and rebuilding intersections. The projects will probably be ongoing until the end of October or beginning of November. Trustee Lissner noted there was a Class 6B on the Consent Agenda. The new tenant may spend close to 1.1 million dollars to refurbish the site. 14. YOUTH COMMITTEE - TRUSTEE FRANKE—The last Summer Blast was held on August 12, 2011 at Rainbow Falls. There was a weather delay but there were still 150 children in attendance. Trustee Franke thanked the Committee Members, the Police Department and the Lioness Club for their help that evening. 15. PARADE COMMITTEE - TRUSTEE CZARNIK—Report was given by Trustee Feichter after the Recycling & Waste Committee Report. 16. PLAN COMMISSION - VILLAGE MANAGER—No Report 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER—ZBA Docket 11-2 —Public Hearing to consider a petition for a variation to replace an existing six foot(6) high privacy fence, which is located six feet (6) from the street side property line for approximately fourteen feet (14') from the middle of the house to the rear edge of house on the property located at 638 Stonehaven Avenue (PH 8-11-11). The Zoning Board of Appeals unanimously approved and recommends Village Board approval of a fence variation on the property located at 638 Stonehaven Avenue. The Petitioner was present in the audience. Mayor Johnson asked if any of the Trustees had questions or comments. There were none. Motion to prepare the necessary documents for a fence variation on the property located at 638 Stonehaven Avenue. The Petitioner does not have to attend the meeting and they can begin work on the fence as soon as they obtain the necessary permits from the Engineering & Community Development Department. 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER—No Report 7 VBM 9-13-2011 Trustee Feichter noted that he received an email from Xfinity stating they were coming out with all kinds of new things. He was wondering if Trustee Lissner knew what they were coming out with. Trustee Petri stated that Xfinity was going to be announcing the availability of their services in the Business Park shortly. Trustees Lissner and Petri will be meeting with Xfinity next month and will pass along any information they receive. Trustee Lissner stated he was on the Xfinity website and they have a program called"Comcast Essentials." It is a program for low-income families to receive internet service at a reduced rate and also a certificate to use towards purchasing a computer. Trustee Lissner is checking to see if AT&T offers a similar program. b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE -TRUSTEE CZARNIK—Trustee Feichter reported on the Farmer's Market earlier in the meeting. c. LIQUOR COMMISSION - MAYOR JOHNSON—No Report d.
