ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY SEPTEMBER 27, 2011 Mayor Craig B. Johnson called the meeting to order at 7:21 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czamik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE /INVOCATION—The Invocation was delivered by Pastor Curt Hansen, Elk Grove Baptist Church. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on September 13, 2011 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson wished Village Attorney, George Knickerbocker, a Happy Birthday. Mr. Knickerbocker is celebrating his birthday tomorrow, September 28, 2011. On September 20, 2011, Mayor Johnson, Josh Grodzin (Director of Business Development& Marketing), and Trustee Feichter attended the ribbon cutting at Gem Exteriors. Gem Exteriors relocated to Elk Grove Village from Itasca. On September 21, 2011 Mayor Johnson and the Village Trustees attended the Community Character Coalition's "Celebration of Character" at the Hattendorf Center. Mayor Johnson announced the 2012 Tour of Elk Grove has received the highest designation of 2.1 from the International Cycling Union (UCI). The designation of 2.1 puts the Tour of Elk Grove at the same level as all the major Tours. The 2012 Tour of Elk Grove will be held from Friday, August 3 through Sunday, August 5, 2012. Trustee Prochno reported that she and Trustee Feichter attended the grand re-opening of the Elk Grove Village Walmart on September 14, 2011. In addition to what they formerly carried, it is now a full service grocery store. On Saturday, September 17, 2011, the Kenneth Young Center hosted a House Walk of Centex homes which have additions or have been remodeled. It was a fundraiser for the Kenneth Young Center. There were 104 attendees. Trustee Prochno thanked everyone who opened up their homes. The next Kenneth Young Center event will be held on Saturday, October 1, 2011 at the Resale Shop. The Dean's ice cream truck will be handing out free ice cream bars to anyone entering the Resale Shop. Trustee Franke announced the last CERT class for the year graduated last Sunday. There are over 100 CERT volunteers. There will be three classes offered next year. Trustee Franke will announce the dates once they have been chosen. The Elk Grove Village CERT team will be 1 VBM 9-27-2011 I participating in the Prairie State Challenge again this year. The Elk Grove Village team came in first place last year. Good Luck to the team! Trustee Czarnik stated the Frank Czarnik Scholarship Golf Outing was held on September 18, 2011. Despite the weather, there was a wonderful turnout. Through the success of the outing, four $1,000 scholarships will be awarded next year. Trustee Czarnik advised that long-time Elk Grove Village resident, Stuart Hale, passed away on September 7, 2011. Mr. Hale was a wonderful person. His wife Mary served on the Community Service Board for many years. Stuart and Mary both volunteered generously for PADS. Trustee Czarnik gave condolences to the Hale family. Trustee Petri announced this Sunday, October 2, 2011, at 8:30 a.m. at the Busse Woods and Higgins Road intersection, there will be a walk for the Juvenile Diabetes Research Foundation. Trustee Petri's seven year old granddaughter has had diabetes since she was three. Any donations to the Juvenile Diabetes Foundation would be appreciated. Trustee Feichter reported that he, Trustee Prochno and Trustee Lissner attended a Sister Cities event at the home of Frank Lateano on September 17, 2011. Mr. Lateano is an Elk Grove Village resident and is a member of the Board of Sister Cities of Illinois. Many dignitaries from Sister Cities of Illinois were in attendance. A presentation was given by a Sister Cities State Award recipient from Mount Prospect. On September 16, 2011, Trustee Feichter attended a grand opening at Image Solutions on Howard Street. Image Solutions has been in business for a long time but this is a new facility for them. Image Solutions sells computer products. Trustee Feichter stated Miss Illinois spoke and handed out autographs at the Community Character Coalition's "Celebration of Character." Delicious Oktoberfest food was provided free by Tasty Catering. Three to four thousand dollars was raised for the Community Character Coalition program. The evening was a huge success. Letters to the Troops was started that evening. Thousands of letters are sent each year. Trustee Feichter announced the Heart of A Marine Foundation will be hosting a dinner dance in February. A member of the United States SEAL team is going to be an honored guest at the event. The other honored guest they are hoping to have in attendance is Dakota Meyer. Dakota Meyer is a United States Marine who was just presented with the Congressional Medal of Honor. Trustee Feichter will announce whether Dakota Meyer will be attending once the Foundation has gotten confirmation. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the September 27, 2011 Accounts Payable Warrant in the amount of$1,621,067.58. There were none. The Mayor asked if anyone in the audience wished to address the Village Board regarding the Consent Agenda. No Response. Motion to approve Consent Agenda items "A, B, C, D and E." CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Item d. 2011 MFT and Build America Street Program is ongoing for about another month. Biesterfield Road should be finished and wide open by Friday except for a small area at Arlington Heights Road and Biesterfield. Mayor Johnson thanked everyone for their patience with all the road work. Mayor Johnson consulted with Vito Sammarco, Director of Public Works and Mary Jo Pye, Acting Director of Engineering & Community Development, about the status of various ongoing road projects and their completion dates. The Mayor asked if Gloucester was going to be redone this year. Mr. Sammarco advised it was not, but that it would be on the list for next year. Mr. Sammarco explained the watermain was replaced on Gloucester and the road needs to settle prior to being redone. Ms. Pye advised that Busse Road, Greenleaf Avenue & Pratt Boulevard projects will be completed by the end of November. Trustee Lissner asked about a barricade located and Nerge and Rohlwing. Mr. Sammarco explained that the rail crossing south of Thorndale is being worked on and the barricade is to detour traffic. Mayor Johnson commended Vito Sammarco and Mary Jo Pye for a job well done on the many infrastructure projects being done over the past two years. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—No Report 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—The Village Newsletter is being mailed tomorrow. Information about Village leaf pickup is in the Newsletter. 12. INFORMATION COMMITTEE -TRUSTEE PROCHNO—No Report 3 VBM 9-27-2011 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES LISSNER/PETRI—Trustee Petri advised the next meeting of the Commission is on October 13, 2011 at 5:30 p.m. in the Engineering & Community Development conference room to address the Master Plan to revitalize the Business Park. Everything is pretty much complete with the Biesterfield Road & I-290 Intersection project except for the tree planting. Trustee Lissner stated there were three Class 6B Resolutions on the Consent Agenda this evening. One of the companies will be investing over eleven million dollars. There are quite a few jobs involved also. It is good to see employment opportunities. Mayor Johnson stated property tax bills will be coming out next week. Cook County has advised that this is the second year they will be putting less emphasis on the business community and shifting some of the burden to the residential community. The Village Board has always supported some shifting of the burden from the businesses to the residents. Cook County has always been at a disadvantage to DuPage County and Lake County because their business property tax rates were lower than Cook County. It is a battle to keep businesses. Eighty-five percent of the Village's revenue is generated from the businesses. The Mayor stated it is unfortunate that the County is changing too much, too quickly. The hope was that it would be done over fifteen to twenty years in small incrementations. The Village has held the line on its portion of the property taxes. The Mayor wanted to give residents a heads up and let them know that the Village has no control over it. The Homeowners Exemption may also drop this year. The Mayor also explained that there is a Senior Exemption allowed. Elk Grove has a growing senior population. Seniors receive a tax freeze,therefore that also causes a shift in the burden. The Mayor wanted to make residents aware of the difference they may be seeing on their tax bills. Trustee Lissner advised that not all seniors receive a tax freeze. It is based on income. 14. YOUTH COMMITTEE -TRUSTEE FRANKE—No Report 15. PARADE COMMITTEE - TRUSTEE CZARNIK—Next year's Hometown Parade will be Saturday, June 16, 2011. Ideas for parade themes can be emailed to paradegelkerove.org. The Committee is now looking for sponsors for the 2012 parade. Please consider helping to make an even more successful showing. The next meeting of the Parade Committee will be held on Monday, October 3, 2011 at 5:30 p.m. in Room E of the Zettek Municipal Building. 16. PLAN COMMISSION - VILLAGE MANAGER—No Report 17. ZONING BOARD OF APPEALS -VILLAGE MANAGER—No Report 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRULISSNER—No Report b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE -TRUSTEE CZARNIK—The Community Spirit Award winner for September is Barbara Franklin. Barbara is a prominent member of the Friends of the Library volunteer group. Barbara and the group recently helped purchase a new sign for the Elk Grove Public Library. In addition, they have contributed to the purchase of multiple sculptures, a scooter for the moving impaired and helped establish the new electronic check out system. Barbara and the Friends of the Library have been able to do many great things for the library with the income generated from their monthly book sales. Barbara will be featured on "In the Grove" during the month of September. Acknowledge someone's good deed by nominating them for the Community Spirit Award. Forms are available at Village Hall, the Library, the Pavilion, and Jarosch Bakery, 4 VBM 9-27-2011 The last Farmer's Market for the year is tomorrow, Wednesday, September 28, 2011, in the Pavilion parking lot from 7:00 a.m. to 1:00 p.m. Fresh produce and many other items are available. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The Annual Tree Lighting Ceremony will be held the Friday after Thanksgiving. The Christmas tree has been identified and the donating resident will be announced in the near future. e. TOUR OF ELK GROVE UPDATE —MAYOR JOHNSON—The Tour of Elk Grove was discussed earlier in the meeting. 19. REPORT FROM THE VILLAGE CLERK—No Report 20. UNFINISHED BUSINESS Village Board - none Village Attorney—the necessary documents were prepared and Ordinance No. 3277 was approved as item A of the Consent Agenda. 21.
