ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY AUGUST 9, 2011 Mayor Craig B. Johnson called the meeting to order at 7:08 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czamik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, Chris Prochno Absent: Trustee James P. Petri Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE /INVOCATION—The Invocation was delivered by Pastor Stefan Potuznik, Christus Victor Lutheran Church. Boy Scout Troop 95 and Cub Scout Pack 190 led the audience in reciting the Pledge of Allegiance. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on July 19, 2011 as submitted and dispense with the reading. MOVED: Trustee Czamik SECONDED: Trustee Lissner VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson proudly announced that although the bond rating of the Federal Government was reduced, the Village's AAa rating was reaffirmed today. The Village has taken the necessary steps to be a strong government moving forward. The Village is in solid and strong financial shape. Elk Grove Village is one of the few communities that have not raised property taxes and fees. The Village has reinvested into the Community by making almost twenty million dollars in infrastructure improvements. The Village is going to work hard to keep the AAa rating. Economic improvements are being seen through the increase in building permits issued by the Village. Permits have increased by 12% and the fees collected for the permits, is up by almost four hundred thousand dollars. The vacancy rate in the Business Park has decreased. In December of 2009 the vacancy rate was at an all time high of 15%, it is down to 12.1%. The market is changing and things are getting better. The Mayor stated how proud he was of the Community during the record rain storm on July 23`d. In less than two hours, the Village received almost six inches of rain. It was a record amount of rain. Mayor Johnson explained that the Village does not have storm sewers that can handle that capacity of rain. The streets in the Village were like rivers between 2:00 a.m. and 5:00 a.m. Most of the water receded by 6:00 a.m. The Village streets were designed to handle the overflow from the storm sewers to prevent flooding in homes as much as possible. Mayor Johnson referenced the flooding from Salt Creek, stating the next phase study of the Busse Dam Flood Mitigation Project should be done by Labor Day. The Board is committed to getting the Dam to work the way it is supposed to, and alleviate flooding in the Village for good. Many residents are upset with the power outages occurring in the Village. The Mayor stated ComEd has large circuit breaker boxes installed near the creek and they get flooded out. The Village has been in contact with ComEd and the government liaison for this region. The Village 1 VBM B-9-2011 will be diligent in getting ComEd to make some modifications and improvements to address the problem. The 6"' Annual Alexian Brothers Tour of Elk Grove took place last weekend. It was a phenomenal event. There was the largest field of competitors to date for both the men's and women's pro races. There were competitors present from all over the world. The UCI designation put the Tour of Elk Grove on the map for racing this year. The first and second place winners of the women's race were from Canada, the third place winner is from the United States. The first place winner of the men's race was from Cuba and second and third place winners were from the United States. The team champion was Geox- TMC from Spain. The new Sponsor Expo area was very well received. Suzuki became a national sponsor and had cars available to test drive. McDonald's was also a sponsor this year. They held a raffle and were surprised to see the amount of people in attendance from Chicago that entered the raffle. The race is not just an Elk Grove Village event, it has become a regional event. Fifteen nations and over thirty-five states were represented in this year's race. Mayor Johnson stated he received many compliments from the competitors about the Elk Grove Village Community. They were impressed by the amount of spectators that were out there cheering them on throughout the races. The Mayor passed on a thank you to the community for hosting the race and the kindness and support that was shown to all the competitors. The seventh annual Alexian Brothers Tour of Elk Grove will be taking place next year on August 4, 5, and 6, 2012. The July concert series was very successful. There was a very large crowd for the last concert, Mickey Dolenz of the Monkees. The Mayor thanked the Park District for partnering with the Village to sponsor the concerts. There will be another concert series next July. The next special event is the Tree Lighting Ceremony the day after Thanksgiving. Oath of Office—Police Chief Schmidt joined Mayor Johnson at the podium. Chief Schmidt gave a brief career history of Sergeant George Winkler. Mayor Johnson administered the Oath of Office to Sergeant Winkler. Sergeant Winkler acknowledged his family and co-workers present in the audience and stated he will continue to do the best job he can for the Village. Mayor Johnson announced that Bob Goldsmith passed away. Mr. Goldsmith served on the Fire & Police Commission for numerous years. A moment of silence was observed in memory of Bob Goldsmith. The Mayor stated he would be donating the maximum amount of$500.00 to the Soldier Memorial Fund from the Charity Time Trial held at the Alexian Brothers Tour of Elk Grove. Parade Awards - Trustee Czarnik joined Mayor Johnson at the podium to present Parade Float Awards. Trustee Czarnik acknowledged and thanked Parade Committee members in the audience, Anne Feichter, Rich Keyworth, Ron Piszczek, and Roseanne DeFrenza. Parade Float Awards were presented as follows: Most Outstanding Elk Grove Lions/Lioness/Leo Clubs—Lion King Best Use of Theme Elk Grove Italian Sister Cities—The Jersey Boys Most Original Mainstreet USA/Balloons by Tommy—Little Mermaid Best Design Clearmont Girl Scouts—Wizard of Oz Most Resourceful Boy Scout Troop #495 — Stomp Most Creative Boy Scout Troop 495 —Spamalot Best Presentation Cub Scout Pack#190—Camelot Spirit Award Sheila Ray Senior Center—Mary Poppins Trustee Franke thanked CERT members for volunteering many hours of their time during the Bike Race and the recent floods. Everyone did a great job. The next CERT class will be taking 2 VBM 8-9-2011 place September 23, 24 and 25, 2011. Anyone interested in taking the class should contact the Fire Department at 847-734-8025. It is a great way to get involved and help the Village, your neighbors and your family. Trustee Lissner thanked Mayor Johnson for his efforts and the many hours he put in to make the Bike Race possible. Trustee Lissner also thanked the residents who live along the race route and those impacted by road detours for their patience and support. Trustee Feichter stated the Community Character Coalition would like everyone to reserve September 21, 2011 for their annual social event. Everyone in Elk Grove Village is invited to attend at the Sheila Ray Senior Center. Trustee Feichter will have more specific information about the event at the next Village Board meeting. Trustee Feichter reported the Woodfield Chicago Northwest Convention Bureau was very happy the Governor signed off on the full funding of Tourism Illinois and in addition, the Bureau received a$200,000 matching grant. The Bureau will be meeting this Thursday to discuss ways of raising the matching funds for that $200,000 grant. Mayor Johnson stated the Convention Bureau was a big sponsor of the Bike Race this year. Trustee Prochno participated in the Annual Kenneth Young Center Golf Outing on Thursday, August 4, 2011. The purpose of the outing was to raise funds for the Kenneth Young Center and the programs they sponsor within the community. They came close to raising their goal amount of$30,000. The Kenneth Young Center is dependent on fundraisers because of the lack of funding from the State. They will be sponsoring a Housewalk in September and a Fashion Show in November. Information about those fundraisers will be announced at future Board meetings. Another way to help is by donating items to the Kenneth Young Resale Shop, which is located on the corner of Wise and Roselle Roads. All the monies raised at the resale shop fund programs offered by the Kenneth Young Center. Trustee Prochno stated this was the second year the Trustee Sign Challenge was held in conjunction with the Bike Race. The signs were all very impressive. There were first and second place winners and four honorable mentions as follows: First Place— 563 Charing Cross Road Second Place—293 Tower Lane Honorable Mentions— 1162 Carswell Avenue 563 Laurel Street 395 Bianco Drive 299 Walnut Lane The winners will receive their awards at the September 13, 2011 Village Board meeting. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the July 31, 2011 Accounts Payable Warrant in the amount of$657,474.89. CONSENT AGENDA A. St. Nicholas Episcopal Church—Authorization of a request to waive permit fees for the construction of a garage on church property located at 1072 Ridge Avenue in the amount of $165. B. Prince of Peace United Methodist Church—Authorization of a request to waive permit fees for the installation of a free-standing sign on church property located at 1400 Arlington Heights Road in the amount of$205. C. Elk Grove Park District - Authorization of a request for the following: • To waive permit fees to patch, seal coat, and stripe the asphalt parking lot at Audubon Park located at 300 Elk Grove Boulevard in the amount of$209; • To waive permit fees to patch the asphalt parking lot at Claes Pavilion located at 1000 Wellington Avenue in the amount of$404; • To waive permit fees to remove and replace existing concrete at Carson Park located at 1451 Kathleen Way in the amount of$435; and • To waive permit fees to replace the existing splash pad and sidewalks at Fountain Square Park located at 1736 Gibson Drive in the amount of$3,150. Village Code/Illinois Racing Board—Adopt Ordinance No. 3275 entitled "AN ORDINANCE AMENDING SECTION 3-3-10A. GAMBLING OF THE VILLAGE CODE BY SUBSTITUTING ILLINOIS RACING BOARD FOR ILLINOIS GAMBLING BOARD PERTAINING TO THE SANCTIONING OF OFF-TRACK BETTING ESTABLISHMENTS" Mayor Johnson asked if any of the Trustees or staff had any questions or comments regarding the Consent Agenda. There were none. The Mayor asked if anyone in the audience wished to address the Village Board regarding the Consent Agenda. No Response. REGULAR AGENDA—None BOARDS AND COMMISSIONS 8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Trustee Czarnik reported in Trustee Petri's absence. The Crossen Avenue Storm Sewer Rehabilitation has been completed and can be removed from the Agenda. The Shadywood Lane Drainage Improvements are under construction. The large storm sewer improvements are now under construction. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—The signs for the No-Idle Zone Ordinance should be ready in another week, however the black poles for the signs will not be available for another four to six weeks. Vito Sammarco, Director of Public Works, stated they were looking into getting the poles elsewhere but the recent storms and flooding have caused a delay. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—There will be a document destruction event this coming Saturday, August 13, 2011 from 9:00 a.m. to 11:00 a.m. at Village Hall. This is the perfect opportunity to safely destroy documents and avoid identity theft. This is for Elk Grove Village residents only. Proof of residency will be required. There is a limit of six banker boxes per vehicle. Anyone with questions should contact Joe Carey at (847)357-4006. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—No Report 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES LISSNER/PETRI—Item f. Biesterfield Road & I-290 Intersection is almost complete. The Commission has met approximately four times over the last couple of months to discuss the Master Plan. The Consultants will be incorporating some of the changes requested by the Commission into their report. The Committee will meet to review the changes and then forward the Plan to the whole Village Board for review. 14. YOUTH COMMITTEE -TRUSTEE FRANKE—The last Summer Blast is being held this Friday, August 12, 2011 at Rainbow Falls from 8:00 p.m. to 10:00 p.m. The Summer Blast is sponsored by the Youth Committee in conjunction with the Police Department and Park District. There were 227 youths in attendance at the last Summer Blast and Trustee Franke is hoping to top that amount on Friday. The event is free to Junior High and High School age youths. The Park District asked Trustee Franke to announce that they have received a grant to employ people between the ages of 16 and 19 years old for a few weeks. The program will run through August. The grant money has to be used before the end of August. They are looking to work on numerous projects. Anyone interested should contact the Park District at (847)437-9494. 15. PARADE COMMITTEE - TRUSTEE CZARNIK—Next year's Hometown Parade will be Saturday, June 16, 2012. Ideas for parade themes can be submitted on the Village website. The next meeting of the Parade Committee is October 3, 2011 at 5:30 p.m. Trustee Czarnik thanked this year's parade sponsors: Jerry Castle & Son Hi Lift, Core Orthopedics, Rocco Vino's, Elk Grove Chamber of Commerce, Smile Creations, Grove Memorial Chapel, Chicago Offset Printing, A&H Plumbing and Alpha Graphics. The Committee is looking for sponsors for the 2012 parade. Please consider helping make an even more successful showing. 16. PLAN COMMISSION - VILLAGE MANAGER—No Report 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER—No Report 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRULISSNER—No Report 5 VBM 8-9-2011 b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE -TRUSTEE CZARNIK—The Community Spirit Award winner for August is John Tokarewich. Mr. Tokarewich served our country in the Philippines in World War II. John has been a part of the Elk Grove VFW Post 9284 since the 1960's. He is a part of the annual Memorial Day Color Guard. On Veteran's day members of the VFW speak at local schools and students get to ask questions about Americanism. Each year the VFW awards the high school student with the most community service hours a one thousand dollar scholarship. Every Friday they have a fish fry, and their annual Buddy Poppy Day makes enough money for the Post to visit Hines Hospital once a month to run bingo games for veteran patients. On Veterans Eve Day they give cash presents to those who are too ill to get a pass to go home for the holidays. Watch "In the Grove" on Channel 6 during the month of August to learn more about Mr. Tokarewich's story. Acknowledge someone's good deed by nominating them for the Community Spirit Award. Forms are available at Village Hall, the Library, Pavilion and Jarosch Bakery. The Farmer's Market is in progress. The Market is every Wednesday from 7:00 a.m. to 1:00 p.m. in the Pavilion parking lot across from the Clock Tower. The Market is scheduled to run through September 7, 2011, however the resurfacing of the Pavilion parking lot may be delayed and the Market could run longer. Fresh produce and many other items are offered. Coffee and gardening information is available at the courtesy table. The Blood Drive was August 6, 2011. Thank you to all who participated in this worthwhile endeavor. The Community Respite Care Program has expanded to Mondays and Wednesdays from 9:30 a.m. to 3:30 p.m. at Christus Victor Church. This is a great socialization program for adults. The program is organized and supervised by trained and caring staff. The program is looking for participants and volunteers. Anyone interested in the program should call (847)437-2666. The next meeting of the Health & Community Services Advisory Committee is Wednesday, October 19, 2011 at 7:00 p.m. in the lower level of the Zettek Municipal Building. c. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—No Report 19. REPORT FROM THE VILLAGE CLERK—No Report 20. UNFINISHED BUSINESS Village Board -None Village Attorney -None 21. REPORT FROM THE VILLAGE MANAGER—No Report Mayor Johnson announced the Village Board will be reconvening to Executive Session at the conclusion of the Village Board meeting. 22. NEW BUSINESS -None Mayor Johnson asked if any of the Trustees had anything further before he opened the floor to the audience. Trustee Czarnik announced the Fifth Annual Frank J. Czamik Memorial Scholarship Golf Outing will be held on September 18, 2011 at 7:00 a.m. at Fox Run Golf Course. The fee is $56.00. Anyone interested in participating should contact Trustee Czarnik or Jim Heffern. 6 VBM 8-9-2011 Trustee Lissner stated changes had been made in the Open Meetings Act which would allow Board members to attend meetings electronically. In order for this to take place, the Village would have to pass an Ordinance allowing such attendance. Trustee Lissner asked if the JPZ Committee or the Village Attorney could look into the pros and cons of such an Ordinance. Mayor Johnson asked that we have the Northwest Municipal Conference do a survey of other communities to see if they have passed Ordinances, and if so, have they had electronic attendance and how has it worked out if they have. AUDIENCE— 8:03 p.m. Resident Leena Barboza of 6 J. F. Kennedy Boulevard addressed the Board about her fence being knocked down several times. She stated that she believes it is being knocked down by people working on Village property along the fence. She also addressed the Board about getting a guard rail installed at her corner for safety. There have been accidents in the past where vehicles have ended up in her yard. Ms. Barboza also expressed that she was upset with children consistently throwing garbage into her yard. Ms. Barboza was informed that it is not the Village's decision to install a guard rail. It is up to Cook County. The Village has approached the County on several occasions to have a guard rail installed and the County has stated that corner does not warrant a guard rail. Ms. Barboza stated she would contact the County herself. Mayor Johnson advised Ms. Barboza that the Village would provide her with copies of the correspondence between the Village and the County with reference to the guard rail. Vito Sammarco, Director of Public Works stated he would go look at her fence. Jose Huerta of 1454 Kathleen Way addressed the Board regarding flooding on his property. Mr. Huerta's neighbor, Gordon Szymanski of 1458 Kathleen Way, also spoke on Mr. Huerta's behalf. Mayor Johnson advised that the Village is aware of the situation. The Village had done storm sewer repair in that area in 1991. Village Engineers will investigate the area and assess whether the repairs are still doing what they were designed to do. Another determining factor is the amount of rain the Village received in a short period of time during this last storm. Mr. Huerta will be contacted after the Village has looked into the area. Sonia Martinez of 807 Pahl Road, Debbie Strohm of 811 Pahl Road, and Kristin Jacobs of 805 Pahl Road addressed the Board regarding flooding and drainage at their townhomes on Pahl Road. Their townhomes are built on concrete slabs, therefore they all had flooding in their first floor main living areas. In addition to storm water, they also had sanitary sewage back up into their homes. Ms. Strohm stated this also happened ten years ago. At that time she was told by the Village that it was an Association issue, and the Association stated it was a Village issue. Mayor Johnson stated a Village Engineer would go out and assess the situation. 23.
