ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY NOVEMBER 8, 2011 Mayor Craig B. Johnson called the meeting to order at 7:08 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also'Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE /INVOCATION—The Invocation was delivered by Pastor Edward Pelrine, Queen of the Rosary Church. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on October 25, 2011 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES —Mayor Johnson and the Trustees attended the Stevenson School DARE Graduation on October 31, 2011. The Village Board believes very strongly in the DARE program. While other towns are cutting their programs, Elk Grove Village feels it is a program that is very beneficial to the youth of the community. DARE helps build positive relationships between the students and Police Officers. Coffee with the Mayor and Board took place on Saturday,November 5, 2011. The coffee was very well attended and many issues were discussed. A coffee with the Mayor and Board is held three times throughout the year on the first Saturday in the months of February, May and November. Mayor Johnson announced a nationally coordinated emergency broadcast alert system will be activated on Wednesday,November 9, 2011 at 1:00 p.m. This is the first time the system is being nationally coordinated. This is just a test and no one should be alarmed. Mayor Johnson reported the Emerald Ash Borer (EAB) has been detected in Elk Grove Village. It has been found in several locations within the Village. The most prominent locations are on Grissom Trail and Somerset Lane. The State of Illinois has verified the Emerald Ash Borer is present in Elk Grove Village. In 2007 Elk Grove Village began a proactive tree nursery program in preparation of the Emerald Ash Borer. The Village has planted 500 trees per year since 2007. Starting in 2012, when trees will need to be replaced, the Village will have trees available that are between fifteen to eighteen feet tall and four inches in diameter. The trees are between ten and twelve years old. Diseased trees will be replaced with mature trees that will grow quicker than smaller immature trees. The money for tree removal and replanting has already been budgeted. The Village has close to 5,000 Ash trees, accounting for over 30% of the Village's trees, As trees begin to show signs of the disease, they will be removed throughout the winter and replaced with new trees in the spring. The Village foresees replacing close to five hundred trees per year. Twenty five hundred trees are currently available and approximately twenty five hundred more trees will be needed. Budgeting for those trees will be looked into during the upcoming budget season. 1 VBM 11-8-1i Diseased trees on private property are the responsibility of the homeowner. The Village went through a bid process for tree removal services and Powell Tree Care will offer residents a cost- friendly price to remove trees. The Village will not inspect any trees that are on private property. Mayor Johnson encouraged residents to have any diseased trees removed from their property because they can become hazardous and cause injury or property damage. Mayor Johnson asked Ron Nunes, Elk Grove Park District Commissioner, to join him at the podium to announce the 2012 "Unity Within the Community" Concert Series. There will be four free concerts on Tuesday evenings in July, starting on July 10, 2012 through July 31, 2012. There will not be a concert on July 3`d. Concerts were announced as follows: July 10, 2012 — Shawn Klush, the world's top professional Elvis Tribute Artist. July 17, 2012 —Peter Rivera, original lead vocalist and drummer for Rare Earth. July 24, 2012 —CTA—Chicago Tribute Anthology. July 31, 2012 —Dennis De Young: "The Music of Styx". All concerts will be held at 7:30 p.m. on the Village Green. Food will be offered at family- friendly prices by Rocco Vino's. The Splash Park will be open for the children. Everyone is invited to attend and enjoy the free entertainment. Mr. Nunes thanked the Mayor and Board on behalf of the Park Board for including them in this great endeavor. Mayor Johnson thanked the Park Board for their partnership. Mayor Johnson explained that the Village's portion of the concert cost is funded from the cigarette tax which the Village collects throughout the year. Proclamation—Mayor Johnson asked Trustee Prochno, Queen of the Rosary School Principal Kathleen McGinn and Pastor Edward Pelrine to join him at the podium. Trustee Prochno read and presented a Proclamation honoring Queen of the Rosary School for receiving the National Blue Ribbon School Award to Principal McGinn. Principal McGinn thanked the Mayor and Board for recognizing Queen of the Rosary School. She stated the teachers do an excellent job of educating the students and they are all supported by Pastor Pelrine. Pastor Pelrine commended and congratulated Principal McGinn and the faculty for their fine work. Mayor Johnson stated the community is very proud of Queen of the Rosary and their accomplishments. Trustee Petri reported that in addition to attending the DARE graduation at Stevenson School on October 31, 2011, several Trustees also attended the DARE graduations at Link School on November 2, 2011 and Queen of the Rosary School on November 4, 2011. On October 27, 2011 several Trustees attended an Open House at the railroad operations located on Pratt Boulevard. It was a very informative visit. 'Everyone was able to take a ride on a train engine. Several Real Estate people were in attendance. The emphasis of the Open House was the importance of railroad science. Many businesses count on the delivery of goods by train. Pennzoil has two oil cars consistently parked at their site and other businesses use the rail cars as warehouses for assembling furniture. There will be a reception on November 18, 2011 at Manzo's for exchange students arriving from Sicily Termini Imerese. This is the second year a student exchange program is taking place. The students will be here until November 29, 2011. They will be spending time with their high school counterparts at Elk Grove High School. In March students from Elk Grove High School will be going there as part of the exchange program. Sister Cities will be hosting their annual Christmas party at the Avalon on December 4, 2011 at 11:30 a.m. Everyone is invited to attend. Trustee Lissner stated he attended the DARE graduations and it was very impressive to see the amount of parents and grandparents that were in attendance to support the program. Trustee Lissner thanked Josh Grodzin, Director of Business Development & Marketing, for arranging the Open House with the railroad. 2 VBM 11-5-11 Trustee Franke announced the 2012 CERT class dates have been selected. The first class will begin on April 5, 2012. Anyone interested in signing up for a class can find the available dates on the Village website under the Fire Department. Trustee Prochno stated she attended all three DARE graduations last week and that she would like to commend Officer Ed Thomas, the DARE instructor. He does a wonderful job and has a great relationship with the students. On November 5, 2011, Trustee Prochno attended the Kenneth Young Center Fashion Show and luncheon at the Belvedere. There were over four hundred people in attendance. All the money generated from the fundraiser is used for programming at the Kenneth Young Center to help residents. Donations to the Kenneth Young Resale Shop would be appreciated. The shop is located at the corner of Wise and Roselle Roads in Schaumburg. All monies generated at the Resale Shop are also used for programming. Trustee Feichter announced the Community Character Coalition will be working at the Salvation Army Headquarters in Elk Grove Village on Pratt Boulevard on December 5, 2011 and December 7, 2011 from 4:00 p.m. to 8:00 p.m. packing boxes of food for distribution over the holidays to those in need. Everyone is welcome to come and help. You can donate whatever amount of time you would like. It is a very rewarding event. Trustee Feichter commended the Elk Grove Leo Club. The Leo Club is a youth affiliate of the Elk Grove Lions Club. The Leo Club has been in existence for the past three years. They have worked very hard to help the community. There was an Awards Ceremony held on their behalf on Sunday, November 6, 2011 at Charlie's Charhouse. Some of their accomplishments include collecting over 2100 pet food items to donate to the Almost Home Foundation, volunteering time to walk dogs for the Foundation, and monetary donations of$500 to the Evans family, $1,000 to send two blind children to the Lion's Camp this past summer and $800 to the Itasca Relay for Life. They also volunteered their time at the Itasca Relay for Life and were in charge of the luminaries. Three of the Leo members were awarded the Silver Pin from Lions International for volunteering at least fifty hours of time in one year. Trustee Czarnik stated how wonderful the DARE program is and that it was an honor to attend the graduations. Trustee Czarnik congratulated the students and their parents. Trustee Czarnik noted the Kenneth Young Center has helped eighteen percent more people this past year and are receiving twenty-one percent less funding from the State. The Kenneth Young Center is a very worthwhile cause to support. S. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the October 31, 2011 Accounts Payable Warrant in the amount of$581,783.38. Authorization of the following requests: • To waive permit fees for the Elk Grove Instrumental Music Association (EGIMA) for their Christmas tree sale beginning November 25 at the Elk Grove High School located at 500 W. Elk Grove Boulevard in the amount of$200; and • To waive permit fees for the Schaumburg Township Elementary School Foundation for their Christmas tree sale beginning November 22 at the Mallard Crossing Shopping Center located at 855 Meacham Road in the amount of$200. B. Authorization of the following requests for the Elk Grove Park District • To waive permit fees for the removal and replacement of concrete sidewalks at Clark Park and the Pavilion, and for concrete improvements at Andrews Park to meet ADA requirements in the amount of$375; and • To waive permit fees for the installation of new concrete curbs and replacement of several retaining walls at Marsh Park in the amount of$498. C. Prairie Lake School, 404 East Devon Avenue—Authorization of a request to waive permit fees for the remodeling and fire sprinkler installation project in the amount of$728.50. D. Elk Grove Village Public Library—Authorization of a request to waive permit fees for the renovation of the Youth Services Restroom Renovation Project in the amount of$925. E. Standard Equipment Company, Chicago, IL —Authorization of a request to purchase a three- wheel broom street sweeper through the Suburban Purchasing Cooperative (SPC) government contract in an amount not to exceed $175,617 from the Capital Replacement Fund. F. 2011 Tax Levy - Concur with the 2011 combined Village and Library property tax levy determination of$20,678,762 minus the proposed abatement of$272,700 for a total levy determination of$20,406,062 which includes the 0% change in the property tax levy under the Board's control as discussed at the October 25, 2011 Committee of the Whole meeting. G. Class 613, 2425 Touhy Avenue—Adopt Resolution No. 44-11 entitled "A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 2425 TOUHY AVENUE, ELK GROVE VILLAGE, ILLINOIS" H. Entertainment Management Group—Authorization to award a professional services contract to oversee and run the 2012 Mid-Summer Classics concert series in an amount not to exceed $80,000, of which $40,000 will be reimbursed back to the Village by the Elk Grove Park District. Mayor Johnson asked if any of the Trustees or staff had any questions or comments regarding the Consent Agenda. There were none. The Mayor asked if anyone in the audience wished to address the Village Board regarding the Consent Agenda. No Response. Motion to approve Consent Agenda items "A, B, C, D, E, F, G and H." REGULAR AGENDA—None 4 VBM 11-8-11 BOARDS AND COMMISSIONS 8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—The Capital Improvements Committee met on November 2, 2011 to discuss the 2012 Street Resurfacing Program and also the work that needs to either be done or not done on Well #13. The Committee will be making formal recommendations at the December 6, 2011 Village Board meeting. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—No Report 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE —No Report 11. RECYCLING & WASTE.COMMITTEE —CHAIRMAN FEICHTER—December 15, 2011 is the final date for yard waste pickup. Leaf pickup is in its final cycle. If you have leaves after the final pickup, residents can bag them and drop them off at the Public Works facility. Mayor Johnson asked residents not to put leaves out in the street too far in advance of their pickup date. Leaves sitting in the street clog the gutters and cause street flooding and they can also create a hazard for drivers. It is against Village Ordinance to put the leaves in the street too early. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—No Report 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES LISSNER/PETRI—Trustee Petri reported that most of the projects are completed with the exception of Busse Road, Greenleaf Avenue & Pratt Boulevard Intersection Projects. Greenleaf and Pratt are both moving along. There is lots of work to be done and a lot has been done. Greenleaf may be finished by the end of the year but Pratt will probably extend into next year. Bricks are being put in the median and there are plans for more beautification next year. Mayor Johnson pointed out that many businesses in that area are making improvements to their property. Trustee Lissner pointed out the Class 613Resolution which was approved under the Consent Agenda. If it is approved by Cook County, the Class 6B is for a firm currently located in Elk Grove Village which is moving within the Village. They currently have thirty employees and will be adding another twenty to thirty new employees. They will be spending close to $400,000 to refurbish the building. 14. YOUTH COMMITTEE - TRUSTEE FRANKE—The next teen dance for junior high students is Saturday, November 12, 2011 from 7:00 p.m. to 10:00 p.m. at the Pavilion. There will also be one on December 10, 2011. Scholarship application forms will be available after the first of the year. There will be three $1,000 scholarships awarded. 15. PARADE COMMITTEE - TRUSTEE CZARNIK—The 2012 Hometown Parade will be on Saturday. June 16, 2012. The parade theme is "Great Moments in History." Sponsorship letters have been mailed, please consider helping to make this an even more successful event. 16. PLAN COMMISSION- VILLAGE MANAGER— Village Manager Rummel stated the Board had received an extensive report from the Plan Commission with recommendations to do two things. The first recommendation is a change to the Village's Zoning Ordinance which would allow internet based vehicle sales to take place in I-1 and I-2 Industrial Districts with stipulations as stated in the report. The second recommendation is to issue a special use permit for intemet based vehicle sales to take place at 837-B Oakton Street, also with stipulations as stated in the report. The Petitioner was in the audience and available to answer any questions. The Mayor asked if the Village would receive sales tax from the internet sales. Village Manager Rummel advised that the Village would receive sales tax. Mayor Johnson asked if any of the Trustees had any questions or comments. There were none. Mayor Johnson commended the Plan Commission for a very thorough and extensive report. The Petitioner stated he had no problems with the recommendations made by the Plan Commission. 5 VSM 11-8-11 Motion to direct the Village Attorney to prepare the necessary documents. The Petitioner does not need to be in attendance at that meeting and permission is granted to get things started prior to the next Board meeting on December 6, 2011. 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER—No Report 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER—Trustee Lissner reported that he, Trustee Czamik and Trustee Petri attended a reception at Channel 6 on November 3, 2011. The reception was for the Alliance for Community Media National Board of Directors. There were people in attendance from all over the country. They were very impressed with the work that Ross Rowe, Cable Coordinator, and Channel 6 staff have been doing for Channel 6. Trustee Lissner stated that Comcast reported the test of the national broadcast alert system may affect people with Comcast DVR's. The DVR may.have to be reset after the test. Trustee Lissner is not sure whether it will affect people with AT&T service. b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE -TRUSTEE CZARNIK—There were thirty participants at last Saturdays Blood Drive. Trustee Czamik thanked everyone for their donations. One unit of blood helps up to three people. The Holiday Adopt-a-Family program is underway. The Community Services Office is looking for families or businesses for donations to the annual program. The Thanksgiving program will be distributed through the Food Pantry. There are sixty-five families participating. Thank you to all the donors who are making this a successful and bountiful Thanksgiving for the sixty-five families. Christmas donors are asked to provide the makings of a holiday meal or gifts for the family members. For more information contact the Community Services Office at 847-357- 4120. The Community Spirit Award winner for November is the Elk Grove Lions Club. Anne Feichter is the current President of the Lions Club. The Club helps many humanitarian causes, such as taking care of the visually and hearing impaired. Using money earned from their Elk Grove fundraisers, the Lions Club has helped buy the Village two new ambulances and a bus for senior citizens. Anne has helped many impaired individuals throughout the community with her volunteer time and donations from the Lions Club. The Elk Grove Lions Club will be featured on "In The Grove" on Channel 6 during the month of November. Acknowledge someone's good deed by nominating them for the Community Spirit Award. Forms are available at Village Hall, the Library, Pavilion and Jarosch Bakery. c. LIQUOR COMMISSION - MAYOR JOHNSON—No Report d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The fourteenth annual Tree Lighting Ceremony will be held on Friday,November 25, 2011. c. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—The Alexian Brothers Tour of Elk Grove will be taking place August 3, 4 and 5, 2012. 19. REPORT FROM THE VILLAGE CLERK—No Report 6 VBM 11-8-11 20. NEW BUSINESS None Trustee Prochno announced that this Friday,November 11, 2011 is Veterans Day. VFW Post 9284 on Devon Avenue will be sponsoring a Veterans Day Ceremony at 10:45 a.m. AUDIENCE — 8:00 p.m. —No Response 23. ADJOURNMENT Mayor Johnson wished everyone a Happy Thanksgiving.
