MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON JULY 18, 2011
Chairman Shapiro called the meeting to order at 5:30 p.m. in the Charles J. Zettek Building,
901 Wellington Avenue, Elk Grove Village, and noted for the record that the following
members were present: Chairman Alan J. Shapiro DDS, Secretary E. Butch Ehrke, and
Commissioner Michael P. Kontek.
It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the
minutes of June 21, 2011 meeting be approved as submitted and that the Board dispense with
the reading thereof. The motion was voted upon by acclamation whereupon Chairman
Shapiro declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1. Mendelsohn & Mendelsohn, 12 Laurel Oak Ct, Burr Ridge, IL, 60527 — Invoice
dated 07/06/2011 in the amount of$2000.00 for psychological assessments for four
(4) firefighter candidates.
2. Advocate Occupational Health, Invoice 415471 dated 7/1/2011 in the amount of
3065.00 for medical evaluations for seven (7) firefighter candidates.
It was moved by Secretary Ehrke and seconded by Commissioner Kontek that the Board
authorize the disbursement of funds for payment. The motion was voted upon by acclamation
whereupon the Chairman declared the motion carried.
CORRESPONDENCE
1. Notice of Suspension to Police Officer for violating Rules and Regulations of the
Elk Grove Village Police Department, Section 26.1.1 A, Rules of Conduct, Rule 49
(Failure to appear in court when required or scheduled). One day suspension to be
served July 8, 2011.
2. Memo from Chief Schmidt announcing the appointment of Sgt. Michael Gaspari to
the rank of Commander effective June 27, 2011.
3. Memo from Chief Schmidt announcing the appointment of Sgt. Kathryn Endre to the
rank of Commander effective June 27, 2011.
4. Memo from Sgt. Dave Naumann announcing his retirement effective July 29, 2011
after thirty plus years of service.
5. Memo from Chief Schmidt requesting the promotion of Police Officer George
Winkler to the rank of Sergeant effective August 1, 2011.
6. Memo to Police Officer George Winkler appointing him to the rank of Sergeant
effective August 1, 2011.
7. Congratulations letter to Police Officer Warren Moody on his retirement effective
May 2, 2011.

8. Congratulations letter to Deputy Chief Michael Kirkpatrick on his retirement
effective May 27, 2011.
9. Congratulations letter to Firefighter Karen Benson on her retirement effective June
2, 2011.
10. Congratulations letter to Fire Chief David Miller on his retirement effective July 1,
2011.
11. Congratulations letter to Sgt. Kathryn Endre on her promotion to the rank of
Commander.
12. Congratulations letter to Sgt. Michael Gaspari on his promotion to the rank of
Commander.
13. Congratulations letter to Charles Walsh on his promotion to the rank of Deputy
Chief.
14. Congratulations letter to John Nowacki on his promotion to the rank of Deputy
Chief.
15. Notice of Complaint against Police Officer David Klingspom for violating Rules and
Regulations of the Elk Grove Village Police Department, Section 26.LIA, Rules of
Conduct, Rule 13 (Failure to secure department property).
16. Notice of Hearing on the charges filed against Police Officer David Klingsporn.
Hearing Date: July 28, 2011.
17. Letters to ten firefighter applicants appointing them to the rank of Firefighter
effective August 1, 2011: E. Gambino, B. Policky, S. Yip, M. Belpedio, J. Richards,
P. Jagger, E. Zbikowski, D. Johnson, K. Schuldt, and A. Chite.
OLD BUSINESS
1. Meeting with Acting Fire Chief Bill Balling— Chief Balling was unable to attend.
2. Discussed whether or not to extend Police Officer Eligibility List. It was moved by
Secretary Ehrke and seconded by Commissioner Kontek that the Board NOT extend
the current eligibility list and proceed with a new testing process. The motion was
voted upon by acclamation whereupon the Chairman declared the motion carried.
3. Meeting with Chief Schmidt to discuss Police Officer Testing.
NEW BUSINESS
1. Discuss waiving the NIPSTA CPAT card renewal requirement for ten firefighters
scheduled to be hired on August 1, 2011. It was moved by Commissioner Kontek
and seconded by Secretary Eln-ke that the Board waive this requirement in this
instance due to time constraints. The motion was voted upon by acclamation
whereupon the Chairman declared the motion carried.
ELIGIBILITY LIST/ HIRING STATUS
t Police Officer— Eight vacancies on hold at this time. Twenty-seven names remain
on the current eligibility list scheduled to expire on August 1, 2011.
2. Firefighter—Two vacancies. Must process candidates off the preliminary
eligibility list and through the group interview stage to create a new final eligibility
(expiration date will be January 7, 2013).

3. Police Sergeant Eligibility List—Nine names appear on the eligibility list which
will expire on February 4, 2012,
4. Fire Lieutenant List— Ten names appear on the eligibility list which will expire on
January 6, 2012. Fire Lieutenant Promotional Process to commence on or after
May 21, 2012 per notification to IAFF Local 2340 dated May 21, 2011.
ADJOURNMENT
It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Shapiro
declared the motion carried. The meeting adjourned at 6:00 p.m.
