MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON JUNE 21, 2011
Chairman Shapiro called the meeting to order at 5:30 p.m. in the Charles J. Zettek Building,
901 Wellington Avenue, Elk Grove Village, and noted for the record that the following
members were present: Chairman Alan J. Shapiro DDS, Secretary E. Butch Ehrke, and
Commissioner Michael P. Kontek.
It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the
minutes of May 10, 2011 meeting be approved as submitted and that the Board dispense with
the reading thereof. The motion was voted upon by acclamation whereupon Chairman
Shapiro declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1. Mendelsohn& Mendelsohn, 12 Laurel Oak Ct, Burr Ridge, IL, 60527—Invoice
dated 5/17/2011 in the amount of$3350.00 for psychological assessments for four
(4) firefighter candidates and objective personality tests for nine (9) firefighter
candidates.
2. Theodore Polygraph Service, Invoice 2874 dated 6/15/2011 in the amount of
$675.00 for polygraph examinations for five (5) firefighter candidates.
3. Theodore Polygraph Service, Invoice 2876 dated 6/21/2011 in the amount of
$135.00 for polygraph examination for(1) firefighter candidate.
It was moved by Secretary Ehrke and seconded by Commissioner Kontek that the Board
authorize the disbursement of funds for payment. The motion was voted upon by acclamation
whereupon the Secretary declared the motion carried.
CORRESPONDENCE
1. Order of Suspension issued to Police Officer for violating Rules and Regulations of
the Elk Grove Village Police Department, Section 26.1.1A, Rule 04 (Disobedience
of an order, written or oral); Rule 14 (Making a false report written or oral; Rule 27
(Failure to obey Department orders concerning other employment, occupation or
profession). Five (5) day suspension to be served May 17-21, 2011.
2. Letter of Retirement from Chief David L. Miller after 38 years of service.
Retirement effective July 1, 2011.
3. Memo to Fire Chief David Miller announcing commencement of Fire Lieutenant
Promotional Process one year from May 20, 2011.
4. Letter of Retirement from Firefighter Karen Benson after thirty plus years of service.

Memo from Chief Stephen Schmidt announcing the appointment of Commander
Charles Walsh to the rank of Deputy Chief effective May 30, 2011.
6. Memo from Chief Stephen Schmidt announcing the appointment of Commander
John Nowacki to the rank of Deputy Chief effective May 30. 2011.
7. Notice of Suspension to Police Officer for violating Rules and Regulations of the
Elk Grove Village Police Department, Section 26.1.1A, Rule 33 (Failure to be
prompt for duty assignment). Suspension to be served on June 23, 2011.
8. Deputy Chief Michael Kirkpatrick retired effective May 27, 2011 after thirty plus
years of service.
OLD BUSINESS
1. None
NEW BUSINESS
1. Discuss waiving requirement for renewing NIPSTA CPAT card. It was moved by
Secretary Ehrke and seconded by Commissioner Kontek that the Board waive this
requirement for the firefighter candidates scheduled to be hired on August 1, 2011.
ELIGIBILITY LIST / HIRING STATUS
1. Police Officer— Seven vacancies on hold at this time. Twenty-seven names
remain on the current eligibility list scheduled to expire on August 1. 2011.
2. Firefighter— Fourteen vacancies. Processing candidates from eligibility list which
will expire on January 7, 2013.
3. Police Sergeant Eligibility List—Ten names appear on the eligibility list which
will expire on February 4. 2012.
4. Fire Lieutenant List—Ten names appear on the eligibility list which will expire on
January 6. 2012.
ADJOURNMENT
It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Shapiro
declared the motion carried. The meeting adjourned at 6:00 p.m.
