MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON AUGUST 23,2011
Chairman Shapiro called the meeting to order at 5:30 p.m. in the Charles J. Zettek Building,
901 Wellington Avenue, Elk Grove Village, and noted for the record that the following
members were present: Chairman Alan J. Shapiro DDS, Secretary E. Butch Ehrke, and
Commissioner Michael P. Kontek.
It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the
minutes of July 18, 2011 meeting be approved as submitted and that the Board dispense with
the reading thereof. The motion was voted upon by acclamation whereupon Chairman
Shapiro declared the motion carried.
It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the
minutes of August 6, 2011 meeting be approved as submitted and that the Board dispense
with the reading thereof. The motion was voted upon by acclamation whereupon Chairman
Shapiro declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1. The B1ueLine, Invoice 20365 dated 8/15/11 in the amount of$397.00 for internet
advertisement of our police officer testing process.
2. Ottosen Britz Kelly Cooper Gilbert& DiNolfo, Ltd., Invoice 52097 dated 07/31/11
in the amount of$380.00 for legal services associated with police officer hearing.
It was moved by Secretary Ehrke and seconded by Commissioner Kontek that the Board
authorize the disbursement of funds for payment. The motion was voted upon by acclamation
whereupon the Chairman declared the motion carried.
CORRESPONDENCE
I. Agreed Order dated 7/28/2011 in the matter of charges against Ofc. David
Klingsporn.
2. Notice of Suspension dated 8/9/11 to Police Officer for violating Rules and
Regulations of the Elk Grove Village Police Department, Section 26.1.1A, Rules of
Conduct, Rule 13 (Failure to Secure Department Property). Eight day suspension to
be served August 19, 25, 26, September 12, 13, 22, 23, and October 4, 2011.

3. Notice of Suspension dated 8/17/11 to Police Officer for violating Rules and
Regulations of the Elk Grove Village Police Department, Section 26.1.1A, Rules of
Conduct, Rule 49 (Failure to appear in court when required or scheduled). One day
suspension to be served September 7, 2011.
4. Memo from Chief Schmidt regarding Officer Tom Froehlich's assignment with the
DuPage County Theft Task Force.
OLD BUSINESS
1. Discussed police officer testing process and schedule.
2. Discussed police sergeant promotional process.
NEW BUSINESS
1. None.
ELIGIBILTTY LIST/HHUNG STATUS
1. Police Officer—Eight vacancies on hold at this time. Eligibility list has expired;
initiating new testing process.
2. Firefighter—Two vacancies. Must process candidates off the preliminary
eligibility list and through the group interview stage to create a new final eligibility
(expiration date will be January 7, 2013).
3. Police Sergeant Eligibility List—Nine names appear on the eligibility list which
will expire on February 4, 2012.
4. Fire Lieutenant List—Ten names appear on the eligibility list which will expire on
January 6, 2012. Fire Lieutenant Promotional Process to commence on or after
May 21, 2012 per notification to IAFF Local 2340 dated May 21, 2011.
ADJOURNMENT
It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Shapiro
declared the motion carried. The meeting adjourned at 6:00 p.m.
