Mayor Craig B. Johnson called the meeting to order at 7:15 p.m.
1. ROLL CALL:

Also Present: Village Manager Raymond R. Rummel; Village Attorney George B.

A quorum was present.
2. PLEDGE OF ALLEGIANCE /INVOCATION—The Invocation was delivered by Pastor
Donald Myrom, Christus Victor Lutheran Church.
3. ,APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on December,6,
2011 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson reported
about a press release updating information about new businesses moving to Elk Grove Village.
The Mayor advised members of the press that a copy of the press release would be available to
them at the conclusion of the Village Board meeting. The press release states in 2011 there were
1-74 businesses that filed a zoning application. Zoning application is the, first step that a
relocating or expanding business takes towards occupancy. Mayor Johnson gave examples of
some of the new businesses that recently moved into Elk Grove Village.
The press release also references permits issued by the Village. Building Permit activity
increased last year. The total construction value associated with the permits was nearly$75
million, which is up by $20.3 million from 2010. The vacancy rate in the Business Park has
decreased. These positive changes are partially due to all of the infrastructure improvements that
have been made throughout the Village.
Mayor Johnson complimented and thanked Josh Grodzin, Director of Business Development &
Marketing, for his hard work and innovation in reaching out to the businesses. Elk Grove
Village is striving to become the most business-friendly community in the world.
Oath of Office—Mayor Johnson administered the Oath of Office to James P. Morrill, Plan
Commission. Mr. Morrill previously served on the Health& Community Services Board.
Mayor Johnson thanked Mr. Morrill for his commitment to the community. Mr. Morrill thanked
Mayor Johnson and the Village Board for allowing him the opportunity to serve on the Plan
Commission. Mr. Morrill is also part of the CERT program. Mr. Morrill stated he loves being
involved with the community. Mr. Morrill introduced his family present in the audience.
Trustee Prochno announced the EIk Grove Village Police Department is offering another Citizen
Police Academy. The Academy is an eight week course and it is free to residents. The course
starts on Wednesday, February 1, 2012 and goes from 6:30 p.m. to 8:30 p.m. Anyone interested
in taking the course can pick up a registration application at the Police Department.

Trustee Czamik stated that she worked with Jim Morrill on the Community Service Board and
that he has helped with the Parade each year. He has also gotten involved with CERT to a very
high degree. Trustee Czarnik stated she is glad to see him get even more involved with the
community and congratulated him on his appointment to the Plan Commission.
Trustee Petri announced that Bob Calkins, who was very instrumental in establishing Elk Grove
Village through the Centex Corporation and the Pritzker family,passed away. Mr. Calkins was a
long-time developer in the Village for Centex Corporation.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the December 31, 2011 Accounts
Payable Warrant in the amount of$897,845.72.

6. CONSENT AGENDA
A. Alarm License Fees—Authorization of the following:
• A request from the Elk Grove Public Library to waive permit fees for the Village's
annual alarm license fee for the period of January 1, 2012 through December 31, 2012 in
the amount of$25;
• A request from Elementary School District 54 to waive permit fees for the Village's
annual alarm license fee for three of the schools:.within Elk Grove,boundaries for the
period of January 1, 2012 through December 31, 2012 in the amount of$75; and
• A request from Elementary School District 59 to waive permit fees for the Village's
annual alarm license fee for six schools within Elk Grove boundaries for the period of
January 1, 2012 through December 31, 2012 in the amount of$175.
B. Alexian Brothers Medical Center, 800 Biesterfield Road - Authorization of a request to
waive permit fees for their lab expansion renovation project in the amount of$8,370.50.
C. Code Amendment/vending machines—Adopt Ordinance No. 3283 entitled "AN
ORDINANCE AMENDING ARTICLE J. AUTOMATIC FOOD VENDING MACHINES OF

Mayor Johnson asked if any of the Trustees or staff had any questions or comments regarding the
Consent Agenda. There were none. The Mayor asked if anyone in the audience wished to
address the Village Board regarding the Consent Agenda. No Response.

7. REGULAR AGENDA —None
BOARDS AND COMMISSIONS
S. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—The Capital
Improvements Committee met on November 2, 2011 and discussed item d. Well #13 Issues. The
Committee is recommending that due to the disrepair of the well, the Village abandon that well.
The cost to repair the building and the pumping equipment would be prohibitive. The
recommendation is to abandon the well, dismantle the building and eventually sell the parcel of
land.

Mayor Johnson stated he should have noted under the Consent Agenda, that a Resolution was
approved to allow Orange Crush to relocate into Elk Grove Village. Orange Crush is currently
located on the east side of Elmhurst Road in Chicago. They are looking to relocate right across
the street. The Mayor and Village Board feel it would benefit the community to have Orange
Crush in the Village. They will generate tax revenue and the Village will get some oversight.
Mayor Johnson thanked them for being cooperative and working so well with the Village and
welcomed them to the community.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—
Trustee Lissner was informed by Vito Sammarco, Director of Public Works, that all the No-Idle
signs have been installed in all of the locations chosen by the Board. Moving forward,the
Village should continue providing information to the public about the advantages of reducing
idling through newsletters and EGTV.
Trustee Lissner asked for Board concurrence to remove the item from the Agenda under both the
Judiciary, Planning & Zoning Committee and the Recycling & Waste Committee. There were
no objections, the item can be removed.
The other item on the Agenda titled Business License Review was initially added to the Agenda
because companies were moving into the Business Park and not obtaining the proper licensing
and also moving into locations that were not zoned for their type of business. Village staff has
been doing a great job informing businesses through newsletters and discussions and it no longer
seems to be an issue.
Trustee Lissner asked for Board concurrence to remove the item from the Agenda. There were
no objections, the item can be removed.
Wireless Fire Alarm Systems were discussed at the Committee of the Whole meeting this
evening. Deputy Chief Miller gave a presentation to the Board and everyone seems to be in
favor of the wireless system. The wireless system will definitely benefit the Village. It will cut
down on false alarms. At this time it is voluntary to businesses and multi-family residences.
There will be a letter going out to everyone explaining the benefits of going to a wireless system.
Once the process is in place, any new business moving into the Village will be required to have a
wireless system. Several surrounding communities have gone to the wireless system and it has
been very successful.
10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report
11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—Trustee
Feichter provided information about a new State law. It is now illegal to put most electronic
items in your garbage. You cannot put computer components,television sets, video game
councils and other similar items into your garbage. If you put them out, the garbage company
will tag the item and leave it.
Trustee Feichter recommended people contact SWANCC to obtain information about disposal.
S WANNC has a Transfer Station in Glenview at 1151 N. River Road. They are only open on
Saturdays from 9:00 a.m. to 11:30 a.m. for drop off. The Winnetka Public Works facility at
1390 Willow Road also accepts items on Tuesdays from 10:00 a.m. to noon and on Thursdays
from 1:00 p.m. to 3:00 p.m.
Some retail stores will also take the items. Best Buy will take them for a nominal fee. Trustee
Feichter suggested calling Best Buy to confirm they will take the items and how much they
charge for each item. Usually once a year Motorola holds an electronic recycling event.
Residents can turn in unwanted Christmas lights at Village Hall for recycling. Over one
thousand pounds of lights were collected last year.
Christmas trees will continue to be picked up through January 13, 2012 on your regular garbage
day. All decorations need to be removed from the tree.

12. INFORMATION COMMITTEE - TRUSTEE PROCHNO As of January 1, 2012 it is a
new State law that every passenger in a vehicle is required to wear a seatbelt, whether they are in
the front seat or the back seat. You can be issued a fine if you are not wearing a seatbelt.
Trustee Prochno gave a report on energy saving light bulbs. The light bulbs conserve on energy
and can provide savings on electric bills. What a lot of people are not aware of is that the bulbs
contain mercury. Mercury can be very dangerous. The energy saving light bulbs cannot be
thrown out in your regular garbage. They need to be disposed of properly. Energy saving bulbs
can be dropped off at the Health & Community Services Department for proper disposal. Bulbs
should be put in a plastic bag when being turned in. Trustee Prochno gave instructions on the
proper procedures and cleaning methods should one of these light bulbs break.
Mayor Johnson pointed out that the regular style Iight bulbs can still be purchased and they are
still being manufactured. The Federal Government put a hold on the ban of regular light bulbs at
this time.
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES
LISSNER/PETRI—Trustee Petri reported there were two Class 6B Resolutions on the Consent
Agenda. One is for a 124,000 square foot warehouse that will undergo significant improvements
and hire fifty to one hundred employees. The second one is for Supreme Tamale. It is an 11,000
square foot building on Brummel Avenue.
The lighting of Rohlwing Road from Biesterfield Road to Devon Avenue and the lighting of
Meacham Road from Nerge Road to Biesterfield Road should be taking place sometime in the
late spring or early summer.
14. YOUTH COMMITTEE - TRUSTEE FRANKE—Trustee Prochno reported applications
for this year's Youth Committee scholarships will be available next week. Three one thousand
dollar scholarships will be offered. Two are offered by the Village and one is offered by the
Park District Foundation. Applications will be available at Elk Grove High School, Conant High
School, St, Viator High School, the Park District Main Office and Village Hall. The application
consists of one page of questions and a one page essay on how you have impacted the
community in a positive manner. Applicants must be an Elk Grove Village resident.
15. PARADE COMMITTEE - TRUSTEE CZARNIK—The 2012 Hometown Parade will be
held on Saturday, June 16`x'. The Parade theme is "Great Moments in History." The Committee
is now looking for Parade Sponsors. A&H Plumbing and Chicago Offset have committed to
being sponsors. The next meeting of the Parade Committee will be February 6, 2012 at 5:30
p.m. in the lower level of the Zettek Municipal Building.

18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER—No Report
Mayor Johnson asked that staff get an update on AT&T and their compliance requirements.
b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE -TRUSTEE
CZARNIK—Twenty-seven families were provided with gifts and food through the Holiday
Adopt-A-Family Program. An additional fifty people were provided with gift certificates.
Trustee Czarnik thanked all the generous people who made the program successful.
The Community Spirit Award winner for January is Glen Marks. Mr. Marks is an Elk Grove
Village gymnastics teacher who started a program for the Special Olympics called the Super Star
Program. The Super Star Program helps all kinds of children with special needs. It also includes
the Paid Program, which has gymnasts pair up with a special needs child to coach them with
their gymnastics training. Mr. Marks story will be featured on "In The Grove" on Channel 6
during the Month of January.

The next Blood Drive is Saturday, January 14, 2012 from 8:00 a.m. to 12:30 p.m. in the lower
level of the Village Hall. Please consider donating. One pint of blood can help up to three
people.
Trustee Czarnik advised that the services of the Community Health Nurse are available to Elk
Grove Village residents. Jane is available to assist in getting information or to advise on health
issues. Jane can be reached at 847-357-4245.
c. LIQUOR COMMISSION - MAYOR JOHNSON—There will be a Hearing in front of the
Liquor Commission on Tuesday, January 24, 2012 at 6:30 p.m.
d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The next special event will
be the Memorial Day Observation, followed by RotaryFest, the 4 1 of July, Summer Concert
Series and the Tour of Elk Grove Bike Race.
e. TOUR OF ELK GROVE UPDATE —MAYOR JOHNSON—The Tour of Elk Grove will
be held August 3, 4 and 5, 2012.

Village Attorney—The necessary documents were prepared and the item can be removed from
the Agenda.
21. REPORT FROM THE VILLAGE MANAGER—No Report
22. NEW BUSINESS -None
AUDIENCE— 7:51 p.m. —Resident Terry Morrill, 938 Hartford Lane, addressed the Village
Board and Police Chief Schmidt about her concerns with parents stopping their vehicles in the
middle of Elk Grove Boulevard by Grove Junior High to drop off students. It is a safety hazard.
Mayor Johnson stated an officer would go talk to the principal about sending a notice out to
parents to remind them of the drop-off zone. An officer will also patrol the area to keep an eye
on the situation.
