Chairman Glass called the meeting to order at 7:02 p.m.
Item 1: December 14, 2011 Meeting Minutes
Commissioner Geinosky moved to approve the minutes. Commissioner Ayers seconded the motion.
Upon voting (Meyers, Glass, Ayers, Thompson, Schumm, AYES, Morrill, Hauser, Geinosky,
ABSTAIN) the motion carried.
Item 2: Crosspoint Bible Church—Special Use, 10 King Street
Chairman Glass read the legal notice into the record. Chairman Glass noted for the record that the
Public Hearing notices were mailed to neighboring properties and published in the Daily Herald.
Chainnan Glass noted that the property was also properly signed.
Secretary Geinosky swore in the petitioners.
John Clery stated that he represents the petitioner, Crosspoint Bible Church, who is seeking approval
for a Special Use on the property located at 10 King Street. The purpose of the Special Use is to allow
religious services in a B-2 Zoning District.
J. Clery explained the process Crosspoint Bible Church went through to go before the Plan
Commission. Village staff reviewed the submitted documents, and after several revisions, found no
objections to the Special Use. Staff comments detailed the requirements necessary for a Special Use to
be considered, including the installation of a new stormwater detention system and a newly paved
parking lot. Crosspoint Bible Church purchased the property at 10 King Street on October 14, 2011
and submitted finals plans to the Village in December.

J. Clery stated that the Special Use for the 10 King Street property provides an opportunity for a
harmonious relationship between work and worship. Crosspoint Bible Church purchased the property
because they believe the site is the best location for their parishioners. J. Clery noted an advertisement
in a Korean newspaper advertising Elk Grove Village as a great place to do business. Crosspoint Bible
Church belongs to a Korean Church Group comprising of over 250 churches. J. Clery stated that the
approval of the Crosspoint Bible Church will help promote businesses to Elk Grove Village.
J. Clery stated that since purchasing the property, Crosspoint Bible Church has made repairs to the
building,removed graffiti, removed the northern fence along the property, and maintained the existing
landscaping.
Commissioner Hauser asked where the Church is currently located and for how long. J. Clery stated
that the Church has been located in Evanston since 1995.
Commissioner Hauser asked the petitioner why the congregation was looking to move. J. Clery stated
that the majority of parishioners are located in the northwest suburbs of Chicago. The location in Elk
Grove Village was chosen due to the proximity to parishioners.
Commissioner Hauser asked if Crosspoint Bible Church planned to increase membership and whether
they intended to hold any marriages or funerals at the site. E. Suh responded that the size of the
property would make increasing the size of the congregation difficult. E. Sub stated he has a
congregation of approximately 30 to 40 members, but may foresee it increasing up to 80 in the future.
Marriages and funerals will be held at an off-site location due to space limitations.
Commissioner Meyers asked the petitioner if the door on the north side of the building, facing the
parking lot, would be utilized. J. Clery stated that that door would not be used. Crosspoint Bible
Church planned to use the original entrance, which is on the eastside of the building facing King
Street.
Commissioner Geinosky asked the petitioner if the storage shed located at the site would be
permanent. J. Clery stated that Crosspoint Bible Church will remove the existing storage shed.
Commissioner Geinosky asked whether the petitioner intended to repave the parking lot or do any
other remodeling work. J. Clery stated that the Church would update the existing lighting around the
building, remodel the interior, and install a stormwater detention system along with a newly paved
parking lot.
Commissioner Geinosky asked if the 30 parking spaces in the proposal met the zoning requirements.
S. Trudan responded that the 28 regular parking stalls and 2 handicapped parking stalls complied with
the zoning requirements. Parking is determined by 1 parking space per 4 seats in the proposed
auditorium area. A total of 25 parking spaces are required by code.
Commissioner Ayers asked if the landscape plan would require the removal of existing parking spaces.
J. Clery stated that the current parking space would be utilized and the landscape plan would not
encroach upon the existing parking lot.
Chairman Glass asked if the petitioner had any agreements with the neighboring businesses for
additional parking, noting that other churches in the Business Park utilized similar agreements. E. Sub

stated that no such agreements were in place, but would contact neighboring businesses if additional
parking was needed.
RECOMMENDATION
Commissioner Meyers moved to recommend approval of the Special Use petition for Crosspoint Bible
Church, for property located at 10 King Street on the following conditions:
1. The petitioner must comply with the submitted landscape plans; and
2. The petitioner must install a new parking lot with proper stormwater detention.
Commissioner Ayers seconded the motion. Upon voting (Hauser, Meyers, Geinosky, Glass, Ayers,
Thompson, Schumm, Morrill, AYES) the motion carried.
Item 3: Adjournment
Commissioner Geinosky motioned to adjourn the meeting and Commissioner Ayers seconded the
motion. Upon voting (Hauser, Meyers, Geinosky, Glass, Ayers, Thompson, Schumm, Morrill, AYES)
the motion carried.
The meeting adjourned at 7:32 p.m.
