Trustee James Petri called the meeting to order at 2:35 p.m. TALBOTS MILL RETENTION BASIN Mary.lo Pye presented to the committee, discussing the issues causing the flooding of the residential homes along Biscayne Drive. Ms. Pye stated that Village staff has surveyed the retention basin and found the High Water Level (HWL) to be 693.1, which is the same elevation as originally constructed. The bean around the east side of the basin was found to be as low as 693.27, down from the originally constructed 694.00 elevation. The rear swales behind the homes on Montego Court were also found to be as low as 693.16 to 693.27. The erosion of the swale and berm causes water to overflow the berm and swale during large stone events. The Village has come up with two conceptual solutions. One solution is to remove the landscaping along the top of the east berm of the retention basin and raise the elevation of the berm to 694.00, which is the elevation shown on the as-constructed plans. The top of the berm would then be sodded and not restored with trees. Trustee Czamik mentioned that the landscaping may have been required screening for the homes along Biscayne Drive. Ms. Pye confirmed that the landscaping was required screening from the Plan Commission when Talbot's Mill was constructed. The conceptual regrading of the bene estimate is $20,000, which is the responsibility of the Talbot's Mill Homeowner's Association. The second solution is to construct a retaining wall along the east side of the been. (The easiest to construct and potentially most cost effective retaining wall) The wall would be constructed of reinforced concrete and would face the Circle Bay subdivision. Home owners prefer the view of the bene and current landscaping to the view of a concrete wall along the back side of his property. 1 f Randy Reid and Peter Ciura agreed that the wall would be best placed within the berm. Mr. Ciura stated a strong opinion that the retaining wall is the only solution that would help him sleep at night. Residents stated their desire for the retaining wall to have a depth of six feet within the ground, well below the frost line. Ms. Pye stated that the engineering department would work on a design that places the wall in the berm. The conceptual retaining wall estimate is $60,000. Mary Pye then stated that the solution along the rear swales of the Montego Court residents involves raising the storm sewer inlets to an elevation above the high water level, as some inlets currently are below the HWL elevation of 693.1. The swale would then need to be raised up to an elevation above 693.1, preferably to 694.00, but Ms. Pye stated that an elevation of 694.00 may not be attainable. A minimum elevation of 693.60 would be sought, as that is the minimum design standard for a new retention facility. h1 order to raise the berm, landscaping will need to be removed from the easement. The conceptual estimate for this work is $20,000. Mr.Reid expressed concern over the current capacity of the retention basin overflow onto Devon Avenue. Ms. Pye stated that the overflow has been increased in the past to as large as possible. Expanding the overflow further is limited by the grades of Devon Avenue. Ms. Pye stated that the department will perform additional survey work and see if there is any way to increase overflow capacity to Devon Avenue, either by an additional overflow or by widening the existing overflow, potentially at a higher elevation, such as 693.50. ii Mr. Reid and Mr. Ciura then expressed concern over the drainage swale in the rear of their yards along Biscayne Drive. Mr. Ciura stated that the silt runoff from the Montego Court swale has settled into the Biscayne Drive rear yard swale, causing water to pond in the rear yard of Ms. Vozzella at 1242 Biscayne. Ms. Pye stated that the engineering department will look into regrading the Biscayne Drive rear Swale as part of this project. Mr. Reid questioned if the stonn sewer from Montego Court flowed into the storm sewer in the rear swale of Biscayne Drive. Mr. Jay stated that the Montego Court sewer flows separately into the Talbot's Mill retention basin, and the main reason the Biscayne Drive rear swale storm sewer is not functioning properly is because it was not designed to handle additional storm water runoff from Talbot's Mill. If the Talbot's Mill overflow is corrected,the Biscayne sewer should function properly. Recommendation It was the consensus of the Committee that the Village move forward with the design of the retaining wall and the raising of the rear swale behind the homes on Montego Court by requesting that the Talbot's Mill Homeowners Association fund the base cost to restore the bene with sod which is estimated at $20,000, and have the Village cover the remainder of the cost to install the upgraded solution which consists of a six foot concrete retaining wall within the berm, currently estimated at an additional $40,000. It was further recommended that the Village work out a payment plan with the homeowner's association. An additional Capital Improvements Committee meeting will be held to discuss the retaining wall design and allow residents to provide feedback about the design. 2 Village staff will contact the Talbot's Mill Homeowner's Association to discuss the project and request funding assistance. KATHLEEN WAY Ms. Pye presented to the Committee, discussing the issues related along Kathleen Way, specifically the property of Mr. Jose Huerta at 1454 Kathleen Way. Ms. Pye explained the previous construction performed in order to floodproof the 1454 Kathleen Way house was designed for a rainfall event of 3.88" in a two hour time period. On July 23, 2011 the Village experienced 5.5" of rain in a two hour period, which resulted in water entering Mr. Huerta's residence, as well as damage to the vehicle sitting on the driveway at 1450 Kathleen Way. The original design and construction called for a berm on the north property line of Carson Park. The current berm does not adequately keep water from entering Kathleen Way in large storm events. Additionally, Carson Park was not constructed with any stonnwater detention. Trustees questioned if the Village could require the Park District to provide detention. Ms. Pye stated that the park has been in existence for a long time without detention, and that it would be difficult to require detention at this time, but the Village can ask. Recommendation Ms. Pye recommended that the Village extend the berm in each direction to adequately restrain storm water from entering Kathleen Way and flooding the street in large stomi events. Water would then enter the stone sewer system, as capacity allows, and exit the subdivision. This would require the relocation of a sidewalk and a drinking fountain. The conceptual cost estimate is $15,000 to $20,000. The consensus of the Committee was to proceed with the solution identified in the report from Engineering. Ms. Pye stated that the drainage swale along the east property line of Stevenson School was constricted as part of the previous drainage improvements. The swale was to be an unrestricted storm sewer outlet with a stone bottom. Over the years, the swale has become frill of silt and weeds, and currently does not flow as originally designed. The swale could be cleared by Public Works and restored to the original condition. Trustees asked what equipment would be used to restore the swale. Mr. Jay stated that Public Works would probably use a"grade-all" and excavate out the silt until the original stone bottom is exposed. Mr. Rummel directed Ms. Pye to discuss this maintenance issue with Vito Sammarco, Director of Public Works.
