Chairman Glass called the meeting to order at 7:00 p.m. Item 1: January 25,2012 Meeting Minutes Chairman Glass noted for the record that Gil Schumm was in attendance at tonight's meeting, but was not taking a vote on any matters due to his involvement in the Quality Mobile Truck Repair Public Hearing. Commissioner Geinosky moved to approve the minutes. Commissioner Ayers seconded the motion. Upon voting (Meyers, Glass, Ayers, Thompson, Hauser, Geinosky, Morrill, AYES, Hemici, ABSTAIN) the motion carried. Item 2: Quality Mobile Truck Repair, Inc. —Special Use, 2380/2400 American Lane Chairman Glass read the legal notice into the record. Chairman Glass noted for the record that the Public Hearing notices were mailed to neighboring properties and published in the Daily Herald. Chairman Glass noted that the property was also properly signed. Secretary Geinosky swore in the petitioners. Gil Schumm stated for the record that he had taken Quality Mobile Truck Repair, Inc. as a client prior to his appointment to the Plan Commission. Gil Schumm stated that he represents the petitioner, Quality Mobile Truck Repair Inc., who is seeking approval for a Special Use on the property located at 2380/2400 American Lane. The purpose of the Special Use is to allow automotive truck repair on a subdivided lot with two buildings in a I-2 Zoning District. i 2 G. Schumm presented a slideshow that showed multiple pictures of the facility. Quality Mobile Truck Repair, Inc. purchased the first building on the property in 2001. In 2003, Quality Mobile purchased the second property from a truck transportation business. Quality Mobile Truck Repair, Inc. currently performs brake repair, A/C repair, body work, and preventative maintenance at the property. Quality Mobile Truck Repair, Inc. has 24 full time employees and 2 part-time employees. Quality Mobile operates 24 hours a day, Monday through Friday, and 12 hours on Saturday when the facility closes at noon. A total of 12 stations are set up for truck repair, 8 in building number one, and 4 in building number two. G. Schumm explained that 41 parking spaces are available in the back lot. Trick parts are stored inside, and all waste materials are handled by Future Environmental Inc. The petitioner is asking for a variation to allow two buildings on a single lot. Commissioner Hauser asked if any changes were occurring to the existing operation. G. Schumm stated that no changes would occur. Commissioner Hauser asked if long term truck parking would occur at the site. H. Zajac responded that there was not currently any long term truck parking at the facility and that there was no plan to allow long term parking. Commissioner Hauser noted that 60% of the buildings were for warehousing. H. Zajac stated that both buildings had approximately 60% of their space designated warehousing for parts storage. Commissioner Hauser asked if flat bed trucks would be worked on at the facility. H. Zajac stated that only 5%of the work being performed at Quality Mobile was on trailers; most were Class 7 and Class 8 trucks. Commissioner Hauser asked if all the bay doors were being used for truck repair. H. Zajac responded that they were not. Commissioner Hauser asked why an entrance was located in the back of the building. H. Zajac responded that the entrance was located in the back of the property prior to his ownership of the building. He noted that the entrance in question is currently used as an employee entrance to the locker room area. Commissioner Henrici asked if the property has two lots or one. G. Schumm responded that there were two lots with two separate PIN numbers. Chairman Glass asked why this issue was before the Plan Commission if there were two buildings on each lot of the property. S. Trudan responded that there were two lots on the property but both buildings were on one lot. Commissioner Geinosky asked staff whether any changes were occurring to the property or if this was simply a matter of 2 buildings on one lot. S. Trudan responded that a variation was required and that the property was a legal non conforming use. 3 Commissioner Geinosky asked staff if Fire or Police had any concerns related to the proposal. J. Carey stated that Fire and Police had no concerns. Chairman Glass asked how many trucks were serviced per day. H. Zajac responded that approximately 25 trucks were serviced per day. Chairman Glass asked if parking was a concern at the site. H. Zajac responded that parking was not a problem. Quality Mobile employees bring the trucks into the back lot of the property and double park the trucks if the parking lot becomes full. Commissioner Henrici asked if any body or paint work was conducted at the facility. H. Zajac responded that body work was performed at the site, but that paint work was completed in Des Plaines. Jason Roy, a representative of Colonel Seasons, commented that his business has been in operation next to Quality Mobile Truck Repair Inc. since 2005 and asked if the Special Use meant that there was a change occurring in the operations at the facility. Chairman Glass responded that no changes were occurring. RECOMMENDATION Commissioner Geinosky moved to recommend approval of the Special Use petition for Gil Schumm on behalf of Quality Mobile Truck Repair, Inc., for property located at 2380/2400 American Lane subject to the following condition: 1) Number of Structures— Multiple structures on a zoned lot shall be permitted—the number and location shall be as set forth on the site plan as approved by the Plan Commission. Commissioner Meyers seconded the motion. Upon voting (Hauser, Meyers, Henrici, Geinosky, Glass, Ayers, Thompson, Morrill AYES) the motion carried. Item 3: Adjournment Commissioner Geinosky motioned to adjourn the meeting and Commissioner Meyers seconded the motion. Upon voting (Hauser, Meyers, Henrici, Geinosky, Glass, Ayers, Thompson, Morrill, AYES) the motion carried.
