ON TUESDAY FEBRUARY 28, 2012
Mayor Craig B. Johnson called the meeting to order at 7:18 p.m.
1. ROLL CALL:

A quorum was present.
2. PLEDGE OF ALLEGIANCE /INVOCATION—The Invocation was delivered by Pastor
Cema Castro Rand, Prince of Peace United Methodist Church.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on February 14,
2012 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson stated that
recent reports show that Elk Grove Village continues to have the second largest amount of
manufacturing jobs in the State of Illinois. Elk Grove Village has a large Business Park which
provides many jobs and economic benefits to the community.
Mayor Johnson stated there has been no resolve between the Elk Grove Village Public Library
and the Schaumburg Township Library. On May 1, 2012 residents on the west side of the
Village will no longer be members of the Elk Grove Village Library; they will be members of
the Schaumburg Township Library. Residents can retain full membership at the Elk Grove
Village Library for a S 193.00 membership fee. Mayor Johnson encouraged residents to contact
Elk Grove Library Board Trustees with any questions, concerns or comments.
A video presentation was shown demonstrating a new Shop Elk Grove smartphone application.
The application promotes local shopping in Elk Grove Village. The application is free to
download in the iTunes app store and the Android market. The application promotes
participating business perks by category. Perks are loyalty programs, special offers, events,
discounts and announcements. Shop Elk Grove is another example of how the Village is striving
to make our community the most business-friendly community in the nation. Anyone with
questions about the application should contact Josh Grodzin at 847-357-4005.
Trustee Lissner asked whether the Shop Elk Grove opportunities will be available to people that
do not have a smartphone. Right now they can only be accessed through a smartphone or an
iPad but a website version is being worked on. An announcement will be made when that option
is available.
Mayor Johnson asked Kathleen Bayliss and the Girl Scouts present in the audience to join him at
the podium. The Mayor read and presented a Proclamation honoring the 100 Year Anniversary
of the Girl Scouts of the USA. Ms. Bayliss thanked Mayor Johnson on behalf of the Girl Scouts
of Elk Grove Village.

Trustee Petri thanked the students at Queen of the Rosary School for the letters and pictures they
sent to each of the Trustees.
Trustee Lissner also thanked the students from Queen of the Rosary School for the letters and
pictures. Trustee Lissner stated there is eighteen days until the St. Baldrick fundraising event.
Trustee Lissner thanked everyone who has made donations and stated people can still make
donations on the website at www.stbaldricks.org or by calling 888-899-2253.
Trustee Lissner will be attending a Joint Action Water Agency (JAWA) meeting tomorrow
evening. On January 1, 2012 Chicago increased their water fees to JAWA by 25% effective
February 15, 2012. The increase of 25% is for 2012, there will be additional increases of 15%
per year for the next three years. The increase will be discussed at the JAWA meeting and
Trustee Lissner will report back to the Village Board.
Mayor Johnson stated many towns have already taken action on their water rates to reflect the
increase from Chicago. The Board will be reviewing the Village's water rates sometime in
March or April.
Trustee Franke thanked the Queen of the Rosary students for their letters and pictures.
Trustee Czamik also thanked the students from Queen of the Rosary School for their letters and
Pictures.
Last Friday St. Julian Eymard Church hosted a Mardi Gras celebration at Belvedere Banquets. It
was a wonderful event. The following evening Trustee Czamik attended a fundraising Spaghetti
Dinner hosted by the Youth Group at Lutheran Church of the Holy Spirit. The Youth Group put
on several skits and it was a fun and memorable evening.
The Frank J. Czarnik Memorial Scholarship forms are available. There will be four $1,000
scholarships awarded this year. Applicants must be Elk Grove Village residents that are
graduating high school in 2012 and attending college in the Fall. Applications are available at
Elk Grove High School, Conant High School, Elk Grove Park District Office, Pavilion,
Hattendorf Center, or by contacting Trustee Czamik. All applications must be submitted by May
18, 2012.
Trustee Feichter thanked the students from Queen of the Rosary for their letters and drawings.
Trustee Feichter thinks it is wonderful that the teachers are encouraging their students to reach
out to local Government Officials to thank them.
The Lions Club will be hosting their 6`h Annual Trivia Night on Saturday, March 31, 2012 at the
Elk Grove Park District Garden Terrace. The doors open at 6:00 p.m. and the game starts at 7:00
p.m. People can sign up as a team of eight, as a couple or individually. There will be cash prizes
for the game winning table, the best dressed team and best decorated table. People can bring in
their own food and a cash bar will be available. There will be a raffle, a 50(50 split-the-pot and a
silent auction. The cost is $20.00 per person and checks should be made payable to Elk Grove
Lions Club. Space is limited and the sign up deadline is March 14`h. Applications are available
at www.elk rovelionsclub.ore or by emailing LionBarbaragcomcast.net. Trustee Feichter will
be ajudge for the event.
Trustee Prochno thanked the 7`h grade students from Queen of the Rosary for their letters and
pictures. The students have been learning about Village Government.
Tomorrow is Leap Day and it is also Benefit Day at Whole Foods. "Leap into Healthy Eating"
will be taking place at Whole Foods in Schaumburg to benefit the Kenneth Young Center. Five
percent of all purchases at Whole Foods on Wednesday, February 29, 2012 will be donated to the
Kenneth Young Center.

5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the February 28,2012 Accounts
Payable Warrant in the amount of$860,745.78.

6. CONSENT AGENDA
A. Lauterbach & Amen, LLP, Warrenville, IL - Authorization to award a professional service
contract to perform the Village's annual audit in a total contract amount not to exceed $31,500.
B. Avalon Petroleum, Tinley Park, IL—Authorization to revise a fuel delivery contract to
increase the authorized contract amount by $60,000 for a total contract in the amount of
$465,000.
C. Special Use/Crosspoint Bible Church—Adopt Ordinance No. 3287 entitled "AN
ORDINANCE GRANTING A SPECIAL USE PERMIT TO CROSSPOINT BIBLE CHURCH
TO ALLOW RELIGIOUS SERVICES IN A B-2 ZONING DISTRICT ON THE PROPERTY
LOCATED AT 10 KING STREET IN ELK GROVE VILLAGE, ILLINOIS"
Mayor Johnson asked if any of the Trustees or staff had any questions or comments regarding the
Consent Agenda. Trustee Prochno asked if it is Village practice to contract different auditing
firms or if we continue with the same firm. Village Manager Rummel explained that the auditors
referenced in Consent Agenda Item A. is a change in auditing firms and that the Village typically
bids out that service for three to five years. It is industry standard to change auditors at that point
in time. The Mayor asked if anyone in the audience wished to address the Village Board
regarding the Consent Agenda. No Response.

7. REGULAR AGENDA—None
BOARDS AND COMMISSIONS
8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Items c, d and.e
are all being worked on. Items d and a are both being reviewed by Engineering. Item c, the
2012 Street Resurfacing Program, should start in a few months, depending on the weather.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—At
the last Village Board meeting Mayor Johnson asked that the JPZ Committee research street
solicitation at Village intersections. With a change in State law, the Village can now oversee
intersections that used to be governed by the County or State. The Village Attorney and Village
Clerk have provided the Committee with some good background material to review and the
Village Manager has provided some information on various intersections. The Committee will
be meeting on March 20, 2012 at 5:00 p.m. in the Chernick Conference Room.
10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—The Personnel Committee will
be meeting on Thursday, March 1, 2012 at 10:30 a.m. in the Trustee conference room for the
purposes of Executive Session.
11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—The Recycling
& Waste Committee will be meeting Friday, March 2, 2012 at 9:30 a.m. in the Chernick

Conference Room to discuss textile recycling and collection boxes. The Committee will be
reviewing and discussing a proposed Ordinance.
Trustee Prochno asked that Trustee Feichter remind residents that Elk Grove does not accept the
two and four foot fluorescent bulbs for recycling. The Village does accept the smaller lamp size
bulbs. The two and four foot bulbs are accepted at several other locations. The Mount Prospect
Public Works Facility and the Rolling Meadows Public Works Facility are two of the closest
locations that accept the larger bulbs.
12.•INFORMATION COMMITTEE - TRUSTEE PROCHNO—No Report
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES
LISSNER/PETRI—Trustee Petri reported the Commission met this past Thursday to review the
budget for the upcoming year. The budget was unanimously approved by everyone in
attendance. Following the Village Board budget meeting there should be a few more items
added to the ICRC Agenda.
Trustee Lissner stated that Josh Grodzin, Director of Business Development& Marketing, has
been attending the ICRC meetings and all of the Commissioners are impressed with the
information that he has been providing. The Commission also discussed the Fagade Grant
Program. The Program has been around for awhile but has been very lightly utilized. A new
brochure about the Program has been developed. It will be available at the Village Hall and Josh
will also be distributing them when he is out visiting businesses. Trustee Lissner stated that part
of the ICRC budget addresses storm water issues in the Business Park. Trustee Lissner also
advised that lighted street signs will be installed on Busse Road from Devon to Howard this year.
14. YOUTH COMMITTEE - TRUSTEE FRANKS—The Youth Committee is offering three
$1,000 scholarships. One is from the Parks Foundation and two are from the Village. Students
must be Elk Grove Village residents, a senior in high school and be attending college,
community college or trade school in the Fall. Applications are available at Village Hall, Elk
Grove High School, Conant High School or on the Village website. Applications are due May
18, 2012. Scholarship winners will be notified by June 15, 2012.
15. PARADE COMMITTEE - TRUSTEE CZARNIK—The 2012 Hometown parade will be
on Saturday, June 16`h. The parade theme is "Great Moments in History." The Committee is
looking for parade sponsors. A&H Plumbing, Chicago Offset, Greater O'Hare Association,
Rocco Vine's and Jerry Castle & Son Hi-Lift, Inc. have made commitments of support. The
next Parade Committee meeting is March 5, 2012 at 5:30 p.m. in the lower level of the Zettek
Municipal Building.
16. PLAN COMMISSION -VILLAGE MANAGER—There are two items on the Agenda.
The first item pertains to a Special Use Permit to allow for two buildings on one lot at 2380-2400
American Lane for the operation of a truck repair facility and office space associated to the truck
repair facility. Attorney Gil Schumm and Petitioner Henry Zajac were present in the audience.
The Plan Commission held a Public Hearing and unanimously recommended approval of the
Special Use with no conditions. Mayor Johnson asked if any of the Trustees had any questions
or comments. There were none.
Motion to direct the Village Attorney to prepare the necessary documents for a Special Use
for a truck repair facility on the property located at 2380-2400 American Lane.

Mayor Johnson advised the Petitioner the Board approved the Special Use and the necessary
documents will be prepared and formally approved at the next Village Board meeting. The
Petitioner does not need to attend that meeting. The Petitioner can begin working on the
property as soon as the necessary permitting is taken care of The Mayor thanked the Petitioner
for choosing Elk Grove Village for his business.

The second item on the Agenda pertains to a rezoning at 1000 Elmhurst Road. The Petitioner is
requesting that the property be rezoned from B-3 Business District to I-2 Industrial District. The
purpose of the rezone would allow for HD Supply White Cap Construction Supply to occupy the
facility and have outdoor storage on the property. The Plan Commission held a Public Hearing
and unanimously recommended granting the rezone subject to several conditions. The
conditions include landscaping which includes a masonry fence around the property for
screening purposes, which would be approved by the Plan Commission, shared cross access
easements and a photometric lighting study. Petitioner Jeremiah George was present in the
audience.
Mayor Johnson asked if the Petitioner had any disputes with the conditions set forth. The
Petitioner was fine with the conditions. Mayor Johnson asked if the Trustees had any questions
or concerns. Trustee Czamik asked what the other business was that they had the shared access
with. The Attorney for the Petitioner, Mike Alesia, explained that Elmhurst Landmeier Property
LLC owns both the lot that is being petitioned for a rezone and the adjacent lot which is currently
used for truck parking. There is one driveway that accesses both lots. The Plan Commission
asked that they put an easement agreement into place so that the driveway is of record and stays
with the land no matter what happens with the other lot. There were no other questions.
Motion to direct the Village Attorney to prepare the necessary documents to rezone the
property at 1000 Elmhurst Road from B-3 Business District to I-2 Industrial District.

Mayor Johnson advised the Petitioner they did not need to attend the March 13, 2012 Village
Board meeting when the rezone is formally approved. They can go forward once the necessary
permits are obtained from the Engineering & Community Development Department. Mayor
Johnson thanked the Petitioner for choosing to be a part of Elk Grove Village.
17. ZONING BOARD OF APPEALS - VILLAGE MANAGER—The Zoning Board of
Appeals Hearing was continued to a later date.
18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
Mayor Johnson deviated from the Agenda to congratulate the Village Clerk on obtaining her
certification from the International Institute of Municipal Clerks.
The Village Clerk reported that early voting is taking place at Village Hall in Room D. Early
voting hours are Monday through Saturday from 9:00 a.m. to 5:00 p.m. Early voting will be
taking place through Thursday, March 15, 2012.

b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE -TRUSTEE
CZARNIK - The Community Spirit Award winner for February is Reverend Rod Pickett.
Reverend Pickett is the current President of the Elk Grove Village Rotary Club. Two major
projects that the International Rotary Club focuses on are eliminating polio and providing clean
water to everyone around the world. Elk Grove's local Rotary Club celebrated its 4151
Anniversary last November. The Elk Grove RotaryFest is a big event in town that provides
funding to help support local charities. Reverend Pickett's story will be featured on "In The
Grove" on Channel 6 during the month of February.
Acknowledge someone's good deed by nominating them for the Community Spirit Award.

Trustee Czamik reminded everyone of the services of the Village's Community Health Nurse.
Jane is available to assist residents in getting helpful information or to advise them on health

Mayor Johnson asked if any of the Trustees had anything further. Trustee Feichter reported that
Reverend Pickett is currently in the Village's Sister City in Italy teaching children English. He
has gone over there the past several years to teach. Trustee Feichter commended Reverend
Pickett for the valuable service he is providing.
AUDIENCE— 8:10 p.m. —Mr. Paul Petzold commended the Plan Commission for doing such a
good job with all the Hearings they have been having. Mayor Johnson stated all the Village
Boards do a great job.
