Mayor Craig B. Johnson called the meeting to order at 7:13 p.m.

Motion to approve the minutes of the Regular Village Board Meeting held on February 28,
2012 as submitted.and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson announced
the Village received a twenty thousand dollar grant from the Metropolitan Mayor's Caucus to
help with the removal and replacement of trees from the Emerald Ash Borer. The Village is
following a very aggressive ten year program. There will be four hundred trees removed this
year. The trees are being replaced with a minimum four inch or larger caliber tree.
Lee Skinner and Dave Simmons, representing The Friends of Cycling in Elk Grove thanked
Mayor Johnson and the Board for giving them the time and opportunity to speak. Mr. Skinner
acknowledged and thanked Trustee Feichter for meeting with the Organization several times
prior to the Village Board Meeting. A presentation was given introducing the Cycling Group to
the Community. The Friends of Cycling in Elk Grove formed in October 2011. There are more
than twenty members in the core group. Mr. Skinner and Mr. Simmons presented the Mission
Statement and Goals of The Friends of Cycling in Elk Grove. The Organization would like the
support of the Village and Park District to work towards Elk Grove Village becoming a Bicycle
Friendly Community.
Mayor Johnson thanked Mr. Skinner and Mr. Simmons for presenting and promoting something
good for the Community. Mayor Johnson thanked Trustee Feichter for the time he devoted to
working with The Friends of Cycling in Elk Grove. Mayor Johnson also thanked the Park
District for the support they are giving to The Friends of Cycling in Elk Grove. The Mayor
stated Elk Grove is fortunate to have one of the best bike trails in the world in our backyards at
Busse Woods. The Forest Preserve just signed off on the Village moving forward to build the
final bridge. The challenge is getting cyclists to the trail safely and to promote cycling to
sporting events, work, stores etc. to Elk Grove residents. The Village is fortunate to have a
group of volunteers that want to take the time and put forth the effort to achieve that goal.
Mayor Johnson asked the Village Board if they would like The Friends of Cycling in Elk Grove
to be the duly recognized Cycling Organization in Elk Grove Village. The Village Board agreed
they would like to move forward and recognize The Friends of Cycling in Elk Grove. Trustee
Feichter has volunteered to be the Village Liaison to the Organization. Village Staff will
research a form of recognition for the next Village Board meeting. Formally recognizing the
Organization will allow the Village to help in obtaining Grants and allow information to be
posted on Channel 6, the Village Website and in Village Newsletters.

Trustee Feichter thanked members of the audience for coming to the meeting and supporting The
Friends of Cycling in Elk Grove. The Organization is very enthusiastic and committed to
cycling. Trustee Feichter thanked Mayor Johnson and the Elk Grove Park District for their
support and encouragement.
Trustee Prochno reported the Kenneth Young Center fundraiser which was held on Leap Day at
Whole Foods in Schaumburg raised $5,000 in one day. Five percent of all purchases on that day
were donated to the Kenneth Young Center. Trustee Prochno thanked everyone who shopped
and showed their support. Trustee Prochno stated the Kenneth Young Resale Shop located at
Wise Road and Roselle Road in Schaumburg always accepts donations. One hundred percent of
the money raised at the shop goes into programming for our residents.
Trustee Feichter congratulated the Historical Society of Elk Grove Village for their presentation
saluting the one hundred year history of the Girl Scouts. Trustee Feichter stated it is a great
presentation and encouraged everyone to stop by and see it.
Trustee Czarnik stated she attended the"Scouting About" Opening Reception at the Elk Grove
Historical Museum on March 9, 2012. It is a wonderful exhibit which will be running through
August.
The Frank J. Czarnik Memorial Scholarship forms are available. There will be four$1,000
scholarships awarded this year. Applicants must be Elk Grove Village residents, graduating high
school in 2012 and attending college in the Fall. Applications are available at Elk Grove High
School, Conant High School, St. Viator High School, Elk Grove Park District Office, Pavilion,
Hattendorf Center, or by contacting Trustee Czarnik. The deadline for turning in applications is
May 18, 2012.
Trustee Franke announced that this year's first Citizen Emergency Response Team training is
going to start on April 5, 2012. Anyone interested in participating should contact Carl Sabo in
the Police Department. There will be two more training classes offered later this year.
Trustee Lissner thanked Trustee.Feichter for all the work he has done with The Friends of
Cycling in Elk Grove.
Trustee'Lissner stated the St. Baldrick head shaving fundraising event is being held this Saturday
at 10:30 a.m. Trustee Lissner, Public Works Director Vito Sammarco and a team from the
Public Works Department will all be participating by getting their heads shaved. Trustee Lissner
thanked everyone who has made a donation. The St. Baldrick Foundation serves a very good
purpose and donations can be made to the Foundation all year. Donations can be made at
www.stbaldricks.ora or by calling 888-899-2253. Trustee Lissner acknowledged Gino, Jake and
their parents for organizing the event. Mayor Johnson stated he would be attending the event on
Saturday and would be making donations on behalf of both Trustee Lissner and Vito Sammarco.
Trustee Lissner attended the Joint Action Water Agency(JAWA)meeting on February 29,2012.
The Chicago water rate increase was discussed. Mayor Johnson stated several towns have
already increased their water rates. Village staff will be making a recommendation to the Village
Board in the very near future and modifications will have to be made with Village water rates.
The Village is looking into alternatives but we are locked in by contract with Chicago for a long
time.
Trustee Petri made note that the hair from the St. Baldrick event is used to make wigs for the
children undergoing treatment. Trustee Petri reminded everyone that there are two more days of
early voting at Village Hall. Early voting ends on Thursday, March 15, 2012. Trustee Petri
advised there is still an opportunity to take advantage of the Metropolitan Mayors Caucus lower
electricity rates. The number to call is available in the recent Village Newsletter.

Payable Warrant in the amount of$131,330.40.

Mayor Johnson asked if any of the Trustees or staff had any questions or comments about the ,
Consent Agenda. There were none. The Mayor asked if anyone in the audience wished to
address the Village Board regarding the Consent Agenda. No response.

BOARDS AND COMMISSIONS
8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—The 2012 Street
Resurfacing Program will begin shortly. The Engineering Department is working diligently on
the Biscayne Bay and Kathleen Way Storm Sewer Improvement Projects. Mayor Johnson asked
Vito Sammarco if the streets would all be ready for the Bike Race. Mr. Sammarco confirmed
they would. The Mayor also asked if Gloucester Road was being resurfaced this year. Mr.
Sammarco confirmed that it was.

9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—The
Committee will be meeting on Tuesday, March 20, 2012 at 5:00 p.m. in the Chernick Conference
Room to discuss solicitation at various intersections in the Village.
10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report
11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER Trustee
Feichter introduced an Ordinance regarding textile recycling and collection boxes that have been
proliferating around Elk Grove Village. The Recycling& Waste Committee, comprised of
Trustee Franke, Trustee Czarnik and Trustee Feichter, met with staff to discuss the issue. There
have been numerous boxes spotted around the Village and it is believed that most of them, not all
of them, are there without the permission of the shopping center owners. There have been
complaints that the boxes are overflowing. It was discovered that most of the organizations
placing the boxes are for-profit organizations. It was decided that some regulations are needed.
Staff researched options and gathered information, and the Village Attorney drafted Ordinance
No. 3292. The Village Board has had time to review the Ordinance and read the minutes from
the Recycling & Waste Committee meetings. Trustee Feichter gave a synopsis of the
restrictions, fees and fines addressed in the Ordinance. The Committee feels there are reasonable
regulations and limitations set forth in the Ordinance.
Trustee Feichter explained the Committee did learn that there is a value to having the boxes
available instead of banning them. They do help the environment by providing an alternative to
people who would otherwise throw things in the garbage which would eventually end up in
landfills.
Trustee Feichter asked if there were any questions. Mayor Johnson questioned some of the
regulations and asked if the boxes could be limited to non-profit charitable groups. The Village
Attorney stated the boxes could not be limited to non-profit charitable groups and that the
shopping center owners will have control over who can place a box on their property. It was
noted that most of the boxes out there now are for-profit. Discussion pursued and Mayor
Johnson stated he would like to see charitable organizations given first consideration. The
Ordinance allows the Village to license the boxes and make sure they are placed properly and
kept up in appearance.

12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—No Report
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION- TRUSTEES
LISSNER/PETRI—Trustee Petri stated the lighting on Rohlwing Road and Meacham Road
will be going out to bid shortly. After the March 20, 2012 Budget Meeting there will be several
other items added to the ICRC Agenda.
Mayor Johnson stated funding would have to be addressed for storm water management.
14. YOUTH COMMITTEE - TRUSTEE FRANKE—Youth Committee scholarship
applications are due May 18, 2012. The Youth Committee is offering three $1,000 scholarships.
Applications are available at Village Hall, the Park District, Conant High School and Elk Grove
High School or on the Village website. Applicants must be Elk Grove Village residents, a senior
in high school and be attending college, community college or trade school in the Fall.
15. PARADE COMMITTEE - TRUSTEE CZARNIK—The Parade Committee has chosen a
Grand Marshall and will announce who it is at the April Board meeting. A&H Plumbing,
Chicago Offset, Greater O'Hare Association, Rocco Vino's and Jerry Castle & Son Hi-Lift, Inc.

are parade sponsors, please support those businesses. The Hometown Parade is on Saturday,
June 16, 2012 and the theme is "Great Moments in History." The next meeting of the Parade
Committee is April 2, 2012 at 5:30 p.m. in the lower level of the Zettek Municipal Complex.

a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER—Trustee Lissner reported a
second letter has been sent to the Attorney General regarding the quality of AT&T and how they
handle public broadcasting.
b. HEALTH& COMMUNITY SERVICES ADVISORY COMMITTEE-TRUSTEE
CZARNIK—The Community Spirit Award winner for March is Donald Kearns. Mr. Kearns
has lived in Elk Grove Village for over 40 years. He usually spends his free time visiting
businesses and business proprietors since he is a huge "Buy Elk Grove"advocate. Mr. Kearns.
also helps the community by shoveling snow in the winter, helping with food drives and
volunteering at church. He will help anyone in any way, and will never say no to do a good
deed. You can hear more about Mr. Kearns' story on"In the Grove"during the month of March
on Channel 6.
Acknowledge a good deed by nominating someone for the Community Spirit Award. Forms are
available at Village Hall,the Library, Pavilion and Jarosch Bakery, or on line at
www.elkarovevillage.org under Village Departments, Health& Community Services, Awards
and Recognitions.
The next Community Blood Drive is April 21, 2012 from 8:00 a.m. to 12:30 p.m. in the lower
level of the Zettek Municipal Complex. Walk-ins are welcome or you can call Lifesource at
877-543-3768.
"The Caring Place"is the official name of the Community Respite Program. The Program is on
Mondays and Wednesdays from 9:30 a.m. to 3:30 p.m. at Christus Victor Church. The program
is organized and supervised by trained and caring staff and is a great socialization program for
adults.
The Program is thriving and is currently full on Wednesdays but has room on Mondays. If there
are any high school students interested in providing some entertainment at the program this
summer, contact Marge Hart at 847-437-2666. The program is always looking for volunteers to
assist weekly. Contact Marge Hart for information.
c. LIQUOR COMMISSION - MAYOR JOHNSON—No Report
d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The Concert Series will be
taking place in July.
e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—The Seventh Annual Alexian
Brothers Tour of Elk Grove will be taking place August 3, 4 and 5, 2012.

take advantage of the last two days of early voting.
