ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY APRIL 10,2012 Mayor Craig B. Johnson called the meeting to order at 7:18 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE /INVOCATION—The Invocation was delivered by Pastor Edward Pelrine, Queen of the Rosary Church. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on March 27, 2012 as submitted and dispense with the reading. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson stated the vacancy rate in the Business Park has dropped another '/4% and is down to 11 3/4%. Over six hundred thousand square feet of space was newly occupied in the first three months of 2012. On April 4, 2012 the Daily Herald published an article stating the suburbs need a voice in the O'Hare talks about the future western access roadway. The Village has felt this way all along and would like to work with Chicago to get the road done. The Mayor announced that today, April 10th, is International Lawyers Day. Mayor Johnson administered the Oath of Office appointing Mr. Paul Rettberg to the Zoning Board of Appeals. Mr. Rettberg is a long-time resident,of Elk Grove Village and in the past has served as a Village Trustee and Library Trustee. Mr. Rettberg thanked Mayor Johnson and the Village Board for his appointment to the Zoning Board of Appeals. Mayor Johnson stated that Village Attorney, George Knickerbocker is celebrating his 40th Anniversary with the Village. Trustee Czamik stated the Frank J. Czamik Memorial Scholarship forms are available. There will be four $1,000 scholarships available. Applicants have to be Elk Grove Village residents, graduating high school in 2012 and attending college in the fall. Applications are available at Elk Grove High School, Conant High School, St. Viator High School, the Elk Grove Park District Office, the Pavilion, Hattendorf Center, or by contacting Trustee Czamik. The deadline for applications is May 18, 2012. Trustee Feichter announced the Community Character Coalition and the Park District will be hosting their annual "Celebration of Cultures" at the Pavilion on Friday, April 13, 2012 from 6:00 p.m. to 8:00 p.m. There will be lots of activities and everyone is welcome. The Community Character Coalition Youth Recognition Program will be held on May 8, 2012. The program will begin at 6:00 p.m. in the lower level of Village Hall. The youths will have information on display about their projects. The students will then be recognized at the Village 1 VBM 4-10-12 Board meeting at 7:00 p.m. One of the groups being recognized is comprised of honor students from School District 59 who have been working with Joe Carey, Assistant to the Village Manager, on a battery recycling program. There will be many youths recognized that evening. Trustee Prochno announced the Elk Grove Village VFW Post 9284 will be hosting a rib dinner on April 21, 2012 from 5:00 p.m. to 8:30 p.m. at 400 E. Devon Avenue. The cost is $14.95 per person. Walk-ins are welcome but reservations can be made by calling 847-439-9284 On Saturday, May 12, 2012,the Kenneth Young Center will be conducting their annual fundraiser, "Walk for the Mental Health of It"in Busse Woods. The walk is a three mile family and pet friendly walk, fun run or leisurely stroll that raises awareness about mental illness treatment and recovery. Registration is free. Donations and sponsorships are encouraged. Each $100 raised earns the walker a raffle ticket. Raffle prizes include a trip to Cancun, an airplane ride and a weekend getaway. Check-in begins at 8:00 a.m. and the walk begins at 9:00 a.m. Registration and donations can be done on-line at www.kennethyoung.org or call Cheri for more information at 847-524-8800 ext. 141. 5. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI-The Capital Improvements Committee will be meeting on April 16, 2012 at 3:00 p.m. in the Chemick Conference Room to discuss and prioritize items as a result of the Budget. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—No Report 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—No Report 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—Trustee Prochno made note of information that appeared in the weekly Status & Information Report about ComEd introducing a new text message reporting system. ComEd has instituted a two-way text messaging capability that allows customers to text their outage to ComEd and enables ComEd to text restoration information back to their customers. To report an outage, customers can text the word OUT to 26633. Residents may sign up at httys://www.comed.com/customer- service/outage-information/Pages/outage-alerts.aspx. Trustee Lissner cautioned residents that it is not a free text. Trustee Lissner thinks the text may possibly cost$9.99., Trustee Lissner was given that information by Verizon. Trustee Prochno stated the Village will investigate the information further. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -TRUSTEES LISSNER/PETRI—Trustee Petri pointed out that item G. on the Consent Agenda was for the approval to put lighted street signs along Busse Road from Devon Avenue to Howard Street. There are plans for additional lighted signs in the future. There were three Class 613's approved on the Consent Agenda. Item N. is for a project costing nearly eleven million dollars to tear down a building and build a new one. The project will create 125 construction jobs and 175 full-time jobs. Mayor Johnson stated the Village has to approve a Class 6B but the County has final approval. 14. YOUTH COMMITTEE-TRUSTEE FRANKE—There is about one month left to get Scholarship applications in. The Youth Committee, in partnership with the Elk Grove Parks Foundation, is offering three $1,000 scholarships. Applications are available at Elk Grove High School, Conant High School,the Park District offices, Village Hall and on the Village website. Applications are due May 18, 2012. Recipients of the scholarships will be announced by June 15, 2012. 4 VBM 4-10-12 15. PARADE COMMITTEE - TRUSTEE CZARNIK—The Hometown Parade will be Saturday, June 16, 2012. The Parade theme is"Great Moments in History." The Grand Marshal for the 2012 Parade is the Elk Grove Historical Society. The Elk Grove Historical Society was formed by the Elk Grove Park District on July 10, 1975. The following year,the historic 1856 farmhouse was moved from its original location on Arlington Heights Road to its current location on Biesterfield Road. The mission of the Elk Grove Historical Society is to bring people together who are interested in discovering the heritage of the Village and the immediate area. Using educational programs and exhibits,the Historical Society, in partnership with museum staff, strive to provide ongoing opportunities for.guests of all ages to immerse themselves in the rich and diverse history of Elk Grove Village. The following companies are helping this year with their sponsorship: A&H Plumbing, Chicago Offset, Greater O'Hare Association, Rocco Vino's and Jerry Castle & Son Hi-Lift, Inc. The next meeting of the Parade Committee is May 7, 2012 at 5:30 p.m. in the lower level of the Zettek Municipal Complex. 16. PLAN COMMISSION -VILLAGE MANAGER—No Report 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER—No Report 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER—Trustee Lissner stated that Mayor Johnson has been sending several letters to various government agencies throughout the past year regarding the failures of AT&T and the way they handle PEG (public) viewing channels. Several agencies have responded to those letters. One of the letters recently received from the Board Chair of the Chicago Access Corporation listed a website, www.keepusconnected.org. Trustee Lissner viewed the website and there was a YouTube video posted on the site that shows some of the issues transpiring with AT&T. A presentation of the . YouTube video was shown. The video demonstrated the problems with AT&T public viewing. Trustee Lissner stated in addition to the problems demonstrated, the picture on AT&T is distorted and grainy. Mayor Johnson stated that AT&T is required by State law and Federal law to provide the same quality of service that is offered by Comcast. Right now the Village has,Channel.6. Channel 6 is a highly marketable commercial number that many stations would like to have. Comcast provides Channel 6 under the guidelines of State and Federal laws. AT&T has basically been violating the law. The Village has been in contact with the Attorney General and Congressman Roskam's office to look into the matter. , Recently, other organizations, including the Northwest Municipal Conference, who represents fifty communities, have stepped up to push and make sure that AT&T provides the same quality of service that other providers supply and do what they are required to do by law. Right now, residents are paying money to AT&T for services they are not providing. AT&T gets money out of the fees that they collect for cable, to provide this service and they are not using the money to provide the service at the level they are required to provide. The Attorney General's office is thankful for the information the Village has provided and for the other organizations that have stepped forward. Hopefully AT&T will now be forced to do what they are supposed to do by law. Mayor Johnson thanked Trustee Lissner and Trustee Franke for their efforts in making sure that AT&T users get the service they deserve. b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE -TRUSTEE CZARNIK—The next Community Blood Drive is April 21, 2012 from 8:00 a.m. to 12:30 p.m. in the lower level of the Zettek Municipal Complex. Walk-ins are welcome or call Lifesource at 877-543-3768 to schedule an appointment. The Community Spirit Award winner for April is The Elk Grove Youth Soccer Club, represented by Board members, Chris Rojahn, Ken Slattery and Katja Pillath. 5 VBM 4-10-12 The Soccer Club is run and coached by all volunteers. Over one thousand children participate throughout three seasons. Both boys and girls play in the league,ranging in age from pre-school to high school. An upcoming fun event known as "Soccerpalooza" is being held on Sunday, May 20, 2012 and travel soccer team tryouts start on May 29,2012. You can hear more about this month's winner on "In the Grove" on Channel 6. You can acknowledge someone's good deed by nominating them for the Community Spirit Award. Forms are available at Village Hall, the Library, the Pavilion, Jarosch Bakery or on the Village website at www.elkgrove.org under Village Departments, Health & Community Services and then under Awards & Recognition. "The Caring Place" is the official name of the Community Respite Program. The program is offered on Mondays and Wednesdays from 9:30 a.m, to 3:30 p.m. at Christus Victor Church. This is a great socialization program for adults. The program is organized and supervised by trained and caring staff. The program is thriving and is currently full on Wednesdays but there is room on Mondays. Any high school students interested in volunteering this summer by providing entertainment should contact Marge Hart at 847-437-2666. The program is also looking for weekly volunteers to assist. Anyone interested should also contact Marge Hart. e. LIQUOR COMMISSION -MAYOR JOHNSON —No Report d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The summer concert series will take place on Tuesdays in July, from July 10`h through July 315`. e.
