THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE
ON TUESDAY APRIL 24, 2012
Mayor Craig B. Johnson called the meeting to order at 7:36 p.m.
1. ROLL CALL:

Also Present: Village Manager Raymond R. Rummel; Village Attorney George B.
Knickerbocker; and Village Clerk Judith M. Keegan
A quorum was present.
2. PLEDGE OF ALLEGIANCE/INVOCATION—Pastor Stephen Somogye, Shinnyo-En
delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on April 10,
2012 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson stated he
had the opportunity to deliver the State of the Village Address to the Rotary Club on April 12,
2012. In addition, they discussed things going on in the Community. The Rotary members had
good input and ideas. Mayor Johnson thanked the Rotary Club. The Rotary Club will be hosting
RotaryFest this year June 13th to June 17`h.
On May 17, 2012 the Mayor will be delivering the State of the Village Address to the Elk Grove
Chamber of Commerce.
Mayor Johnson asked Officer Rohman and Officer Perkins to join him at the podium. Officer
Eric Perkins introduced himself as the President of the Elk Grove Village Fraternal Order of
Police Lodge 35. Throughout the history of FOP Lodge 35 they have been able to make
donations to the Village in the form of charitable contributions based on private donations. This
year, as in years past, the FOP will be announcing winners of their$500 scholarship program. A
$500 scholarship was presented to both Taylor Hertzberg and Robert Holtzheimer. Each
recipient stated where they would be attending college and what they would be studying. Mayor
Johnson thanked the Fraternal Order of Police for giving back to the Community.
Trustee Prochno announced Alexian Brothers Medical Center is sponsoring a Digestive
Awareness Health Fair on Saturday, April 28, 2012 from 10:00 a.m. to 3:00 p.m. in the Kennedy
Conference Room. Admission is free. There will be educational programs, information booths,
a walk-through prevent cancer super colon, free blood pressure screenings, Endoscopy and
Ambulatory Care Department tours,refreshments, gifts,prizes and take-aways. Many health and
well-being issues will be addressed.
On Saturday, May 12, 2012, the Kenneth Young Center will be conducting their annual "Walk
for the Mental Health of It" fundraiser at Busse Woods. The walk is a three mile family friendly
and pet friendly walk or fun run to raise awareness about mental illness treatment and recovery.
By participating in the walk you are promoting awareness of mental illness and supporting the
critical work done by the Kenneth Young Center. Check-in for the race begins at 8:00 a.m. and
the walk begins at 9:00 a.m. There is no registration fee. You can sponsor yourself or ask for
sponsorships. Each $100 raised earns the walker a raffle ticket for a prize drawing. You can

obtain sponsorship forms, registration forms and make donations on the Kenneth Young Center
website at www.kennethyoung.org.
Mayor Johnson stated he will be at Alexian Brothers Medical Center to help kick-off the
Digestive Awareness Health Fair event on Saturday, April 28, 2012.
Trustee Czarnik stated the Frank J. Czarnik Memorial Scholarship forms are available. There are
four$1,000 scholarships available. Applicants have to be Elk Grove Village residents,
graduating high school in 2012 and attending college in the fall. Applications are available at
Elk Grove High School, Conant High School, St. Viator High School,the Elk Grove Pzrk
District Office,the Pavilion, Hattendorf Center, or by contacting Trustee Czarnik. The deadline
for applications is May 18, 2012.
Trustee Feichter stated the Youth Recognition Program will be held at the next Village Board
meeting on May 8, 2012. The program will begin at 6:00 p.m. in the lower level of Village Hall.
Students will have information on display about the projects they have worked on throughout the
past year to help better the Community. Anyone is welcome to attend. The youths will then be
recognized at the Village Board meeting by the Mayor and Village Board for what they have
accomplished over the past year.
On May 19, 2012, the Village's new bicycle organization, "Friends of Cycling in Elk Grove,"
will be hosting a ride with Mayor Johnson. The ride will be led by Mayor Johnson. It will start
at Rainbow Falls. The ride will be 4 %2 miles long throughout the Village. Anyone may
participate. The ride is to promote bicycling.as a fun, healthy and safe activity. Trustee Feichter
thanked Mayor Johnson for helping to promote cycling in the Village. The Mayor stated it will
be a fun ride, it is not a race, and everyone should wear a helmet.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the April 24,2012 Accounts Payable
Warrant in the amount of$868,389.97.

6. CONSENT AGENDA
A. Elk Grove Park District—Authorization for the following:
• To waive permit fees to install a concrete pad, privacy fencing, and portable toilets at
Audubon Park, Marshall Park, and Hanson Park;
• To waive permit fees to install a concrete bleacher pad at the Pavilion Soccer field, a
concrete walk to connect Lindbergh Park to the public walk along Biesterfield Road for
access to the playground;
• To waive permit fees to install a concrete pad and bicycle rack near the bleachers at
Burbank Park, adjacent to the Burden Soccer field; and
• To waive permit fees to grind and resurface the asphalt parking lot at the Fox Run Golf
Links.
B. Elk Grove Park District—Authorization of a request to waive permit fees for a renovation
project for the Personal Training Room at the Pavilion Fitness Center in the amount of$250.
C. Elk Grove Village Public Library—Authorization of a request to waive permit fees for the
replacement of the concrete apron at the Wellington Avenue entrance to the library in the amount
of$163.

D. Queen of the Rosary Parish—Authorization of a request for the following:
• To waive fees for the cost of a temporary food caterer license in the amount of$100; and
• To waive fees on behalf of St. Vincent de Paul for a collection box license and collection
box fee in the amount of$450.
E. Beckers Specialty Corporation, 2526 Delta Lane— Authorization to grant a variance for
exterior wall construction in 1-1'& I-2 Zoning Districts to allow for the construction of metal
wall paneling.
F. SunGard Public Sector, Inc. Lake Marv, FL—Award a professional service contract for
support and maintenance of our HTE software applications and custom program modifications
for the period from May 1, 2012 through April 30, 2013 in an amount not to exceed$44,170.
G. Peters & Associates. Oak Brook Terrace. IL—Authorization to renew a professional
service contract for advanced technical support of the Village's computer networks for the period
of May 1, 2012 through April 30, 2013 in an amount not to exceed $47,520.
H. Lechner& Sons, Mt. Prospect, IL—Award a service contract to the lowest responsive and
responsible bidder for rental services of uniforms, linens, and floor mats in an amount not to
exceed $26,168.32.
I. Standard Equipment Co., Chicago, IL—Award a professional service contract in the
amount of$368,752 to furnish and deliver a 2100 Vactor Combination Sewer Truck from the
Water/Sewer Fund.
J. Authorization of the following:
• To award a professional service contract to Gallagher-Bassett for the administration of
the Village's self-insured liability plan in an amount not to exceed $44,840; and
• To approve the Liability Insurance Premiums for FY 2012-13, submitted by Arthur J.
Gallagher Risk Management Services, Inc. at a premium level as determined for the
following coverage:

Street Resurfacing Program is underway around the Village. Curbs, gutters and sewer inlets are
being replaced in selected areas and the resurfacing will begin in a few weeks.

LISSNER/PETRI—Trustee Petri noted that Item K on the Consent Agenda was for another

14. YOUTH COMMITTEE - TRUSTEE FRANKE—The Youth Committee and the Elk
Grove Parks Foundation is offering three $1,000 scholarships. May 18, 2012 is the last day to
submit an application. Applications are available at Elk Grove High School, Conant High
School,the Park District offices, Village Hall and on the Village website.

15. PARADE COMMITTEE - TRUSTEE CZARNIK—The Hometown Parade will be
Saturday, June 16, 2012. The parade theme is"Great Moments in History." There will be a
separate announcement in the spring newsletter with details about the parade.
The Grand Marshal for the 2012 Parade is the Elk Grove Historical Society. The Elk Grove
Historical Society was formed by the Elk Grove Park District on July 10, 1975. The following
year,the historic 1856 farmhouse was moved from its original location on Arlington Heights
Road to its current location on Biesterfield Road. The mission of the Elk Grove Historical
Society is to bring together people who are interested in discovering the heritage of the Village
and the immediate area. Using educational programs and exhibits, the Historical Society, in
partnership with museum staff, strive to provide ongoing opportunities for guests of all ages to
immerse themselves in the rich and diverse history of Elk Grove Village.

CZARNIK—The Blood Drive held on April 21"had 21 participants.
The Community Spirit Award winner for April is The Elk Grove Youth Soccer Club, represented
by Board members, Chris Rojahn, Ken Slattery and Katja Pillath.
The Soccer Club is run and coached by all volunteers. Over one thousand children participate
throughout three seasons. Both boys and girls play in the league, ranging in age from pre-school
to high school. An upcoming fun event known as "Soccerpalooza" is being held on Sunday,
May 20, 2012 and travel soccer team tryouts start on May 29, 2012. You can hear more about
this month's winner on"In the Grove" on Channel 6.
You can acknowledge someone's good deed by nominating them for the Community Spirit
Award. Forms are available at Village Hall, the Library, the Pavilion, Jarosch Bakery or on the
Village website at www.elkgrove.org under Village Departments, Health& Community Services
and then under Awards &Recognition.

include RotaryFest, Lions Club 4a' of July celebration and the summer concert series.
e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—The Tour of Elk Grove will
be taking place August 3, 4 and 5, 2012. Letters have gone out to residents with information
about the race. There will be a change in the course on Sunday this year for an expanded time
trial. The Trustee Sign Challenge will take place again this year, along with the Trustee Fun
Ride and the Mayor's Charity Challenge.

22. NEW BUSINESS -None
AUDIENCE— 8:03 p.m. —Michael Urban, 170 Willow Lane, stated a concern about garbage
blowing in his neighborhood on a windy day because Waste Management came later than usual
to pick up garbage on that day. Mr. Urban inquired if the Village received any complaints, and if
so, what type of follow up does the Village do.
Mayor Johnson stated he is not aware of any complaints about the garbage. The Mayor
explained to Mr. Urban that Waste Management is required to pick up on certain days but they
are not regulated on times. Garbage and recycling is picked up at different times throughout
different areas of the Village. Mayor Johnson stated the Village will put something in a future
newsletter reminding residents to make sure they secure the lids on their garbage cans. Trustee
Prochno asked Mr. Urban if he observed debris lying around after the garbage was picked up.
Waste Management is supposed to pick up any debris that has blown around. Mr. Urban stated
he only noticed residents picking things up.
Mr. Urban expressed a second concern about the tree removed from the front of his house due to
the Emerald Ash Borer. The tree was removed but not the stump. Two weeks later a
landscaping company came and put sod down with the stump still there. A week later the sod
was dug up and the stump removed and then a few days after that another landscaping company
came and put sod in again. Mr. Urban questioned why the job was done twice. The Mayor
stated that was obviously a mistake by the private landscaper and the Director of Public Works
will make sure the Village does not pay for the extra sod.
Paul Petzold congratulated Trustee Prochno on her Birthday. Everyone present sang"Happy
Birthday"to Trustee Prochno.
