Pierce, White Cap Construction Supply Chairman Glass called the meeting to order at 7:00 p.m. Item 1: February 8, 2012 Meeting Minutes Commissioner Geinosky moved to approve the minutes. Commissioner Thompson seconded the motion. Upon voting (Hauser, Henrici, Geinosky, Glass, Thompson, Schumm, Morrill AYES)the motion carried. Item 2: White Cap Construction Supply—Rezoning, 1000 Elmhurst Road Chairman Glass read the legal notice into the record. Chairman Glass noted for the record that the Public Hearing notices were mailed to neighboring properties and published in the Daily Herald. Chairman Glass noted that the property was also properly signed. Secretary Geinosky swore in the petitioners. M. Alesia explained that the petitioner, White Cap Construction Supply, is a company that specializes in the industrial sale of construction material. White Cap is currently located in several locations, one of which is in Elk Grove at 2400 Landmeier Road. The subject property will act as a single point of destination distributorship where contractors or businesses pick up preordered items. M. Alesia explained the history of the property. The north lot adjacent to the property was previously used in conjunction with the 1000 Elmhurst Road property when the property was used as an Avis rental car facility. Prior to being a rental facility, the site was a Porsche/Audi dealership. The vacant 2 north lot is now leased by George Gallo Development Corporation for truck parking. The only access point for the adjacent north property is a shared driveway entrance off Elmhurst Road. George Gullo Development Corporation has agreed to a shared access easement agreement for the adjacent northern lot. Commissioner Henrici asked the petitioner to describe the buildings and structures on site. J. George explained that the property contains one main structure and one accessory structure. The main structure will act as a storage and staging area. Approximately 3,000 square feet of this space will be used for retail sale of safety and power tools. This square footage is less than the 20% allowed for industrial zoned property. Commissioner Hauser asked of any equipment would be rented out. J. George responded that White Cap does not rent out equipment. Commissioner Hauser asked if the fuel tanks on site would be used. J. George responded that the fuel tanks would be removed. Commissioner Hauser asked what the hours of operation would be at the facility. J. George responded that White Cap's hours of operation will be from 6:00 a.m. to 5:00 p.m. Monday through Friday during peak construction periods and 6:30 a.m. to 4:30 p.m. during off times. Commissioner Hauser asked if this was a retail operation. J. George explained that only the front portion of the building would operate as a retail center and the rest would act as a distribution center, but that White Cap could deliver the items to job sites. Commissioner Henrici asked staff to describe the zoning around the surrounding property. S. Trudan explained that the properties surrounding 1000 Elmhurst Road are zoned as follows, east of is zoned I- 2, south is zoned B-2, and north and west is zoned B-3. Commissioner Henrici asked what the second floor of the building would be used for. J George explained that that part would be utilized as office space. Commissioner Geinosky asked what the accessory building_ would be used for. J George explained that the building would be used for storage. Commissioner Geinosky asked how the outside storage would be organized. J. George stated that the outside storage area will be strategically organized with parts and materials stacked according to their type. The outside storage area will be marked in a similar fashion to Home Depot, but parts and materials will be gathered by White Cap employees. Commissioner Geinosky asked how traffic would flow into and out of the property. M. Gullo explained that ingress to the outdoor storage area will occur from the south with egress from the northern entranceway. Commissioner Geinosky asked staff whether an easement was required for the north lot which was currently vacant due to the shared access. S. Trudan stated that it was necessary due to the difficulties involved with a future tenant in the northern lot and their ability to receive alternative access onto Elmhurst. 3 Commissioner Geinosky expressed concern that there was adequate illumination. M. Gullo stated that the current light poles were expected to provide adequate photometrics, but that he would have a photometric study be completed to ensure that the property conforms to the Village's lighting ordinance. Commissioner Geinosky referenced a memo from the Department of Engineering and Community Development objecting to the utilization of plastic slates. M. Gullo stated that he would install anything the Village asked. Commissioner Geinosky asked if the petitioner would allow access to the Police or Fire Department in cases of emergency. J. George stated that White Cap will work with the Police and Fire Departments to ensure access to the facility in cases of emergency. Commissioner Geinosky asked how many employees White Cap would have on staff. J. Goerge responded that White Cap currently operates with six employees, but will hire an additional four employees when White Cap moves into the 1000 Elmhurst Road location. Commissioner Schumm asked what the terms of the proposed lease were. M. Gullo stated that the term of the lease was five years. Commissioner Schumm asked what the projected sales tax revenue was for the property. J. George stated that the first year projection was between $5 to $6 million. Chairman Glass asked whether the vacant north lot was being used for truck parking and if so, if there was an agreement in place to allow those trucks to be parked there. M. Gullo stated that there was a month to month lease on the property to allow truck parking. Commissioner Hauser asked what the volume of track traffic would be at the property. J. George stated that between one and two trucks a day would be entering and exiting the property. Chairman Glass recommended precast concrete wall or some other similar structure that provides a better aesthetic appearance. Chairman Glass noted that the Industrial/Commercial Revitalization Commission identified the Elmhurst Road corridor as a major focal point for entering the community. Chairman Glass recommended the petitioner work with staff to develop appropriate screening for the property and to report back to the Plan Commission at a later date. M. Gullo emphasized that he would work with staff and construct any screening that is required to meet the standards of the Village. RECOMMENDATION Commissioner Geinosky moved to recommend approval of the Rezoning petition for George Gullo Development Corporation on behalf of HD Supply White Cap Construction Supply, from a B-3 to an I-2 zoned district, for property located at 1000 Elmhurst Road subject to the following conditions: 1) The petitioner must submit landscape plans to be reviewed and approved by the Plan Commission; 2) The petitioner must provide a shared access easement agreement with the property immediately north of 1000 Elmhurst Road; and 3) The petitioner must provide a photometric lighting study to conform to the Village's lighting ordinances. 4 Commissioner Thompson seconded the motion. Upon voting(Hauser, Henrici, Geinosky, Glass, Thompson, Schumm, Morrill AYES) the motion carried Item 3: Adjournment Commissioner Geinosky motioned to adjourn the meeting and Commissioner Schumm seconded the motion. Upon voting (Hauser, Henrici, Geinosky, Glass, Thompson, Schumm, Morrill AYES)the motion carried.
