THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE
ON TUESDAY MAY 22, 2012
Mayor Craig B. Johnson called the meeting to order at 7:20 p.m.
1. ROLL CALL;
Present: Mayor: Craig B. Johnson;
Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P.
Petri, Chris Prochrro
Also Present: Village Manager Raymond R. Rummel; Village Attorney George B.
Knickerbocker; and Village Clerk Judith M. Keegan
A quorum was present.
2. PLEDGE OF ALLEGIANCE /INVOCATION—The Invocation was delivered by Deacon
Ted Czarnecki, St. Julian Eymard Church
Mayor Johnson explained he was going to address a few items of Village business, adjourn the
Village Board meeting to reconvene to Committee of the Whole and then reconvene the Village
Board meeting at the conclusion of the Committee of the Whole meeting
Mayor Johnson presented a Proclamation to Mike Kaveney, representative of the American
Cancer Society, recognizing the Sixteenth Annual Relay For Life in Elk Grove Village. The
event will be held on June 8, 2012. Mr. Kaveney thanked Mayor Johnson and the Board of
Trustees for their continued support.
PC Docket 12-4—Public Hearing to consider a petition for a Special Use Permit to expand an
existing sub-station by increasing the number of transmission structures, capacitor banks, and
making modifications to the interior sub-station equipment on the property located at 2065
Tonne Road.
Mayor Johnson advised there were still some landscape screening issues to discuss and this item
is tabled until the June 19, 2012 Village Board meeting.
ZBA Docket 12-3 —Public Hearing to consider a petition for a variation to permit the
construction of a six foot (6') high vinyl fence that would extend approximately twenty-eight feet
(28') beyond the nearest front corner of the adjacent single-family residential lot for the property
located at 1898 Maine Drive.
This variance was unanimously approved by the Zoning Board of Appeals. The Petitioners, Mr.
and Mrs. Patel were present in the audience. There were no questions for the Petitioners.
Motion to direct the Village Attorney to prepare the necessary documents.

ZBA Docket 12-4—Public Hearing to consider a petition for a variation to permit the
construction of a four foot(4') high, chain link fence that would extend approximately twenty-six
feet (26') beyond the nearest front corner of the adjacent single-family residential lot for the
property located at 498 Wellington Avenue.
This variance was unanimously approved by the Zoning Board of Appeals. The Petitioner, Mr.
Curth, was present in the audience. There were no questions for Mr. Curth.
Motion to direct the Village Attorney to prepare the necessary documents.

Petitioners for both properties were advised their variances would be formally approved at the
June 19, 2012 Village Board meeting. The Petitioners do not have to attend that meeting. They
can begin working once they have obtained the necessary permits from the Community
Development Department.
Mayor Johnson referenced two items on the Consent Agenda for involuntary property
annexations. Action will be taken on the Devon Avenue annexation tonight. There will be a
First Reading of the Annexation Ordinance for the Touhy Avenue property tonight and formal
action will be taken at the June 19, 2012 Village Board meeting for that property.
Joe Miller, Attorney representing the Fire Protection District, addressed the Village Board
regarding the annexations. Mr. Miller stated at this time it was not the plan of the Fire Protection
District to object to the annexations. .The Fire Protection District Board of Trustees would like to
express their concern that this is the third year in a row that the Village is attempting to annex
portions of the District and would like to know if there is a future plan to take other areas of the
District. The District Board would like to have some input with the members of the Village
Board if there is a plan in place.
Mayor Johnson stated the Village Board does not have a long term plan for annexing property to
the Village. The Mayor stated if future annexations arise, the Village will contact the Fire
Protection District to meet prior to taking any action.
Motion to adjourn the Village Board meeting at 7:36 p.m. to reconvene Committee of the
Whole. .

3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on May 8,2012
as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson reported he
attended the Grand Opening and ribbon cutting at Hibachi Grill on May 15, 2012.
The Mayor gave a State of the Village address to the Chamber of Commerce on May 17, 2012.
The event was very well attended. Mayor Johnson thanked the Chamber for giving him the
opportunity to speak.
Mayor Johnson stated Trustee Feichter will talk about a special bike ride that was held on May
19, 2012.
Trustee Franke announced the next CERT class starts on July 14, 2012. Anyone interested in
signing up for the class should contact Carl Sabo of the Police Department at 847-357-4193.
Trustee Lissner stated he was unable to attend the ribbon cutting at Hibachi Grill but did go there
a couple of days later. The restaurant was very crowded and the food was very good.
Trustee Prochno participated in the Kenneth Young Center"Walk for the Mental Health of It'
fundraising event on May 12, 2012. Trustee Prochno thanked everyone who sponsored her. She
raised $200 for the Kenneth Young Center. There were many participants. It was a very
successful fundraiser.
Trustee Prochno announced Thursday, May 24, 2012 is "Poppy Day." Members of the VFW
and Ladies Auxiliary will be conducting their annual fundraiser to support programs at the VFW.
On Saturday, May 26, 2012,the VFW will be hosting an "Italian Night' from 5:00 p.m. to 8:30
p.m. The cost of dinner is $10.95.

The 15`h annual Memorial Day Observation Celebration will be held Monday, May 28, 2012 at
10:45 a.m, in front of the Park District Pavilion.
Trustee Feichter reported the new biking organization, Friends of Cycling in Elk Grove Village,
hosted a fun ride with Mayor Johnson on May 19, 2012. It was a 4 %2 mile ride through the
Village. Trustee Feichter thanked Mayor Johnson for leading the group and for making sure it
was a safe ride for everyone. There were children and adults of all ages that participated.
The Elk Grove Historical Society has won the Superior Achievement Award from the Illinois
State Historical Society. The Superior Achievement Award is the highest award presented by
the Illinois State Historical Society. The Award was presented to the Elk Grove Historical
Society for their 2011 exhibit "The Doctor is In—a History of Medicine in Elk Grove Village."
Trustee Petri stated that he, Mayor Johnson and Village Manager Rummel attended the wake and
funeral of Brother Philip Kennedy. Brother Kennedy was the President and CEO of Alexian
Brothers from 1984 to 1997. Brother Kennedy was a wonderful man and will be deeply missed.
5. APPROVAL OF WARRANT
Motion to.authorize payment of invoices as shown on the May 22,2012 Accounts Payable
Warrant in the amount of$736,566.23.

6. CONSENT AGENDA
A. Village Board Meeting-Authorization of a request to amend the meeting time for the July
10,2012 Village Board Meeting to begin at 5:00 p.m.
B. Township High School District 214—Authorization of a request to waive the permit fees
for vending machines at Elk Grove High School, located at 500 W. Elk Grove Boulevard, in the
amount of$500.
C. Elk Grove Township Community Day Care Center, 711,Chelmsford Lane—Authorization
for the following:
• To waive one (1) Day Care Center license fee ($325);.
• To waive one (1) Food Storage/Refrigeration Locker license fee ($100); and
• To waive one (1) Food/Beverage Vending Machine license fee ($50).
D. Salvation Army, 1000 Pratt Boulevard - Authorization of a request to waive the fees for
the 2012-13 vehicle stickers in the amount of$1,055.
E. Elk Grove Park District—Authorization of a request to waive fees for a temporary Class D
Liquor License, a temporary General Retail License, a Fire Hydrant and Water Connection
Service, and a temporary'FoodCaterer's License for a total amount of$2,310 for the Art in the
Park event.
F. E1k.Grove Park District—Authorization for the following:
• To waive two (2) Class A Liquor Licenses in the amount of$5,800;
• To waive permit fees for the cost of 2012-13 business licenses in the amount of$3,135;
and
• To waive Vehicle Sticker fees for the 2012-13 vehicles in the amount of $2,250.
G. Rotary Club of Elk Grove—Authorization for the following:
• To authorize a $15,000 contribution to the 2012 Rotary Fest event that takes place from
June 13, 2012 to June 17, 2012;
• To authorize the Rotary Club to host a fireworks display on Saturday, June 16, 2012;
• To waive the fee for a temporary Class A Liquor License ($2,900), a Carnival License
fee ($500), and a Food Caterer's License fee ($100) for a total of$3,500; and
• To waive the permit fee for the use of a Fire Hydrant for non-firefighting purposes in the
amount of$75.

H. Foster Coach Sales, Sterling, IL—Authorization to award a contract for the purchase and
replacement of a new Medtec Type.1 Ambulance in the amount of$165,000 from the Capital
Replacement Fund.-

8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PE TRI—The 2012 Street
Resurfacing Program is ready to kickoff. Concrete work should be finished this week and
resurfacing should start next Thursday.
9. JUDICIARY,PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—No

10. PERSONNEL.COMMITTEE - CHAIRMAN FRANKS.—No Report
11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—There was a
recent editorial in the Daily Herald about plastic bags. Plastic bags have become an issue in
Illinois and across the Nation. Trustee Feichter stated the bags should not be thrown in recycling
or the garbage, they should be brought back to the local grocery store so they get recycled
properly. Only 2% of the plastic bags are being recycled properly at this time. The State of
Illinois is putting together a program for the future that will give money to the manufacturers of
the bags to use as an incentive to get people to turn in the bags for proper recycling.

13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES
LISSNER/PETRI-No Report
14. YOUTH COMMITTEE -TRUSTEE FRANKE—The Youth Committee will be meeting
in Executive Session on Saturday, June 2, 2012 at 9:00 a.m. in the Chernick Conference Room to
review scholarship applications. Scholarship recipients will receive their awards at the July 10,
2012 Village Board meeting.
15. PARADE COMMITTEE -TRUSTEE CZARNIK—The annual Hometown Parade is
Saturday, June 16, 2012 at 6:00 p.m. The parade theme is "Great Moments in History." The Elk
Grove Historical Society is the Grand Marshal.
The Elk Grove Historical Society was formed by the Elk Grove Park District on July 10, 1975.
The mission of the Elk Grove Historical Society is to bring together people who are interested in
discovering the heritage of the Village and immediate area.
The following companies are parade sponsors: A&H Plumbing;Alphagraphics, Chicago Offset,
Elk Grove Chamber of Commerce, Rocco Vine's and Jerry Castle & Son Hi-Lift, Inc.
The next meeting of the Parade Committee is June 4, 2012 at 5:30 p.m. in the lower level of the
Zettek Municipal Complex.

start of the Village Board meeting.

b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE -TRUSTEE
CZARNIK—The Community Spirit Award winner for May is the Elk Grove Youth Baseball
Association, represented by Board members, Doug Jozwiak and Jim Gryzik. The Youth

Baseball Association currently has 474 resident players. Both boys and girls can play in the
multiple leagues, which range in age from six years old to the high school senior level. The Elk
Grove Youth Baseball Association will be featured on"In the Grove" on Channel 6 throughout
the month of May.
Acknowledge a good deed by nominating someone for the Community Spirit Award. Forms are
available at Village Hall, the Library, Pavilion and Jarosch Bakery, or on the Village website.
c. LIQUOR COMMISSION-MAYOR JOHNSON —No Report
d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The summer concert series
will be taking place in July.
e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—The Tour of Elk Grove will
be taking place August 3, 4 and 5, 2012.

AUDIENCE—9:24 p.m. —Resident Paul Petzold complimented Mayor Johnson.
Trustee Prochno announced that Pat Droschak, Special Events Coordinator and Administrative
Assistant to Mayor Johnson and the Board of Trustees, is retiring on June 15, 2012 after working
for the Village 24 years.
