personality, Svengoolie, entered the Council Chambers. Svengoolie challenged Mayor Johnson
to compete against him in a Pig Race at the Little Boots Rodeo on Saturday, June 23, 2012.
Mayor Johnson accepted the challenge under one condition, the loser of the challenge shall be
cut in half by magician and illusionist"Mr. D." All proceeds from the Rodeo will benefit the
District 59 Education Foundation, the Community Character Coalition of Elk Grove,Team
Chrissy and the Lions, Lioness and Leo Clubs.
On June 1, 2012, the third grade students from Admiral Byrd School came to Village Hall to
meet with Mayor Johnson and tour the Police Department and Fire Department.
The Mayor and several of the Village Trustees attended the DARE graduation at Grove Junior
High on June 7, 2012. The Mayor and Trustees fully support the DARE program and feel it is a
very positive way for the youth of the community to meet Village Police Officers.
On June 12`h Mayor Johnson gave a State of the Village Address at the Senior Center. The
Mayor stated he will advise the Village Board of the feedback he received from the seniors about
video gaming in the Village.
On June 15, 2012 the Mayor had a television shoot for a"Today in America"promotional
program. The program is being prepared to run on national television to promote the
community. Terry Bradshaw will be hosting/narrating the program.
The sixteenth annual Relay for Life took place on Friday, June 8, 2012. Mayor Johnson, Trustee
Czamik and Trustee Prochno all volunteered at the event. The event was very successful and
well attended.
The Mayor advised the next Village Board meeting will be held on Tuesday, July 10, 2012. The
Board meeting will be held at 5:00 p.m. prior to the first Tuesday night concert which starts at
1 VBM 6-19-12
7:30 p.m. Featured that night is Shawn Klush who is the closest thing to the King in Concert,
Elvis Presley.
Mayor Johnson referenced a recent article in the Daily Herald about the cost of Police in local
communities. The article states that Elk Grove has one of the most expensive costs in pay for
Police in the area. The Mayor stated he was very frustrated with the article because the Herald
based their figures on the amount of residents divided by the salary of Police Officers. The
article did not take into consideration the close to 120,000 people within Elk Grove's borders
throughout the day. Elk Grove Village has the largest contiguous business park in the country.
Police staffing cannot be strictly for Village residents. The Village consists of eleven square
miles, five and one half is residential and five and one half is business. If the Herald had taken
that into consideration, the Village's cost would actually be $58.00, which is $26.00 lower than
the next closest community at the very bottom. The Mayor compared it to the Village having
four fire stations to not only cover the residents but the business park also. Mayor Johnson
would like the press to be more realistic when writing articles about the community.
The Mayor announced a recent sting was conducted by the Police Department at local liquor
establishments. For the third year in a row all the establishments passed. Mayor Johnson
commended the local businesses and the Police Department.
Mayor Johnson advised that video gaming would be addressed by the Village Board following
some Fire Department and Police Department presentations. Mayor Johnson stated it was
publicly announced at the Village Board meeting in May that the Board would be voting on the
video gaming issue at the June 19 Village Board meeting.
Oaths of Office—Acting Fire Chief, Bill Balling, gave a brief overview of the history and
qualifications of each Firefighter. Mayor Johnson administered Oaths of Office to Firefighters
Ryan M. Bruess, Mario Gutierrez, Donald A. Hoffman, Jr. and Mark A. Pelletreau. Each
candidate thanked the Mayor and Board for the opportunity to be a part of the Elk Grove Village
Fire Department and recognized their friends and family members in the audience.
Police Chief Schmidt announced due to recent retirements the Police Department had openings
for a Sergeant and a Commander. Chief Schmidt gave a brief employment history of Sergeant
Daniel Burke. Mayor Johnson administered the Oath of Office to Sergeant Burke. Chief
Schmidt gave a brief employment history of Commander Nicholas Olsen. Mayor Johnson
administered the Oath of Office to Commander Olsen. Sergeant Burke and Commander Olsen
both thanked the Chief, Mayor and Village Board. Each acknowledged their families in the
audience and their fellow Police Officers.
Awards—Chief Schmidt awarded Officer Eric Perkins and Sergeant Daniel Burke with Medals
of Valor. The Medal of Valor is the highest award presented by the Police Department. On
April 17, 2012 there was an incident in the Village involving a person armed and barricaded in
their residence. Officers talked the person into coming out of the residence and ordered him to
raise his hands. The person did not listen. While other officers made eye contact and distracted
him, Officer Perkins and Sergeant Burke were able to tackle and handcuff him. The man had a
loaded weapon in his pocket. In addition to the Medals, each was given a plaque detailing the
incident and recognizing their bravery, and a ribbon for their uniforms. Mayor Johnson
commended Officer Perkins and Sergeant Burke for risking their own lives and safety to save
another person's life.
Video Gamine—Mayor Johnson recapped that there was a public meeting last month to discuss
video gaming. The meeting was announced and published in advance. The public was invited to
speak and offer their opinions on video gaming. The meeting lasted approximately 2 %z hours.
Over the past four weeks, the Mayor and Board have received views and opinions from many
people. The Mayor and Board appreciate hearing everyone's opinions.
The Mayor stated the Board was going to discuss things further this evening, ask the Village
Attorney questions and make a decision. The action that will be taken is to amend the Village's
existing gambling ordinance. The existing ordinance does not allow gambling in the Village
unless it is specifically excluded, which allows it to occur. A few years ago the Board voted to
allow off-track betting.
2 VBM 6-19-12
If the Board votes to allow video gaming, it would only be allowed in establishments that have a
liquor license for consumption on the premises. The establishments do not have to have the
machines but if they decide they want them, they can have up to five machines.
Mayor Johnson advised the Board that he had a chance to discuss video gaming when he gave
his State of the Village speech at the Senior Center. The Mayor stated what occurred there is
similar to the opinions he has been hearing around the Village. There were approximately forty-
five seniors in attendance. When asked if they support video gaming in Elk Grove, five people
raised their hands. When asked if they oppose video gaming in Elk Grove, five people raised
their hands. When asked how many of them don't care, thirty-five people raised their hands.
Most people that the Mayor spoke with around the Village didn't care whether the Village
allowed it or not.
The Mayor also stated that he heard from a lot of people that they trust the Village Board and
their decisions. The Village is very strict on regulating the businesses in the Village. If the
Board decides to allow video gaming, the Village will have very tight oversight. Mayor Johnson
asked the Village Attorney if the Village does an underage sting on an establishment that allows
video gaming and they fail the sting,is the Village allowed to deem that a violation of their
liquor license. The Village Attorney stated that Mayor Johnson as the Liquor Commissioner
could set those standards and find it as a violation against their liquor license. Their liquor
license could be suspended or revoked. If their liquor license gets revoked, their gaming license
is automatically revoked. The Illinois Gaming Act cannot infringe upon the Mayor's powers as
Liquor Commissioner.
The Mayor asked the Village Attorney if the Village could regulate the proximity of the gaming
machines to minors. The Village attorney stated the Village could regulate that. The Illinois
Gaming Act has certain requirements to segregate the gaming area from the rest of the
establishment. The Act does not specifically define what segregation is in that instance. The
Village can set its own standards and regulations.
Trustee Franke clarified that some restaurants have family seating within bar areas so it would
not be feasible to close off a whole area of an establishment. The Village would need to
designate areas on a location by location basis. The Village Attorney confirmed that the Village
could set the standards for the segregation.
Trustee Lissner,Trustee Petri and Trustee Prochno had no questions at this time. Trustee
Feichter stated that a resident expressed concerns to him about whether Fox Run Golf Course
and the bowling alley would be able to segregate the gaming machines,if allowed, from minors.
All locations would have to meet the standards and requirements that are set by the Village.
Each location is unique and will have to be reviewed on an individual basis. Trustee Feichter
stated the objective in each case is to keep the children out of the gaming area. Mayor Johnson
stated that has always been the Village's goal.
Trustee Czarnik clarified that the gaming machines have to be in a separate area and that they
cannot be at the bar. The Mayor and Village Attorney confirmed they would not be at the bar;
they would have to be in a separate area. It was also clarified that a maximum of five machines
would be allowed. Each machine allows a penny bet, a nickel bet and a quarter bet, with a
maximum two dollar bet. Trustee Czarnik asked if there is a time limit for people playing the
machines and if there is a limit on how much a person can feed into the machine. There is no
time limit, the maximum bet is two dollars and the maximum payout on the machine is $500.00.
Studies show that most people that would continuously feed the machine are more inclined to be
at a casino.
Trustee Prochno asked if individual establishment owners could set guidelines for the amount of
time an individual plays on a machine. The Village Attorney stated he doesn't think there is
anything that precludes an owner from doing that one way or another.
Mayor Johnson stated the public was allowed to voice their opinions at the last meeting,
however, public comment will be allowed today from Elk Grove Village residents or Elk Grove
Village business owners only.
3 VBM 6-19-12
Robert Naumann, 1164 Lancaster, stated his opinion opposing video gaming in the Village and
submitted a petition with twenty eight signatures opposing video gaming. Cathy Duoba, 582
Bristol Lane, stated her opinion opposing video gaming. Rick Cotini, Ringside Sports Bar and
OTB, stated his opinion in favor of video gaming. Marilyn Wilkerson,342 Banbury, stated her
opinion opposing video gaming. Nancy Duel, on behalf of the Northern Illinois Conference of
the United Methodist Church and Prince of Peace United Methodist Church, spoke in opposition
of video gaming. Pastor Cema Castro Rand, Prince of Peace United Methodist Church, stated
her opposition to video gaming. Don Kontos, Else Where Restaurant&Bar, spoke in favor of
video gaming. Michael Urban, 170 Willow Lane, stated his concerns in opposition of video
gaming. Ben Cirrincione,Real Time Sports, commented in favor of video gaming.
Mayor Johnson stated unless there is a tie vote from the Trustees for or against video gaming in
the Village, he does not vote on the issue. However, in this instance, he will let the public know
how he would have voted if necessary.
Mayor Johnson stated an Ordinance had been prepared. The Mayor read the Ordinance which
stated it is the recommendation of the Corporate Authorities of the Village that video gaming be
permitted in accordance with the provisions of 230 ILCS 40/1. If the Board approves the
Ordinance, there is still more work to be done. An Ordinance will need to be prepared
establishing a video gaming license for the Village and to establish parameters and regulations
for Village oversight.
Mayor Johnson stated if there is a motion and a second to adopt the Ordinance,he would allow
each Trustee to make a statement if they wish when they cast their vote.
Motion to adopt Ordinance No.3305.

TRUSTEE COMMENTS IN REFERENCE TO VIDEO GAMING:
Trustee Feichter—No comment.
Trustee Franke stated he asked the opinions of many residents and business owners. Some
knew about the issue and some didn't. The information has been out there, it has been in the
newspapers for quite some time. The majority of the people didn't care either way. Elk Grove
Village is an exceptional community made up of people who can make up their own minds.
Trustee Franke is going to leave it up to the people to decide whether they want to frequent an
establishment that offers video gaming or not. People have to make their own decisions.
Trustee Lissner stated he does agree with the comments made about video gaming not being a
good income stream for the State or the Village. He feels the amount of income estimated by
some people is not going to be a lot. Village restaurants and also the VFW are asking for help.
Trustee Lissner respects the business owners and hopefully this can bring the businesses some
revenue from people that can control their gambling.
Trustee Petri stated he and the other Board members have devoted a lot of time thinking about
this. He has had conversations with a number of people including family members about the
issue. Trustee Petri referenced addiction and made a comparison to children and adults playing
electronic video games. Gambling is allowed in the Village and the State with off track betting,
lottery, bingo and such. Video gaming is very innocuous with penny, nickel, dime and quarter
bets, with a maximum of two dollars and a total maximum payout of five hundred dollars.
Trustee Petri doesn't feel we are going to be seeing gamblers that ruin their families here, they
are going to be at the casino. This is more like a high priced video game that has a payout other
than free games. Trustee Petri feels too much has been made out of this being a terrible thing
and doesn't feel it is that bad, it is very innocuous.
Trustee Prochno stated she appreciates all the input received from the residents and from the
people with experience and knowledge about the subject. Trustee Prochno stated she learned a
4 VBM 6-19-12
lot from the comments. Trustee Prochno took into consideration all the comments made when
the Village was considering allowing off track betting a few years ago. People were stating it
would bring the wrong element into town and that crime would go up but everything stayed the
same, everything went fine. Trustee Prochno believes it will be the same way with this issue. It
is a form of entertainment. Some people may be unaware but most people are unaffected by it.
People can choose to go or not to go. There are some people that would enjoy this form of
entertainment.
Trustee Czarnik stated everything that has been said so far are her same thoughts. She
appreciates all the input she has received from residents and businesses. Trustee Czarnik agrees
with Trustee Prochno about the entertainment value. Trustee Czamik referenced addiction and
compared it to herself liking to shop. Everyone has to make their own choice. Trustee Czarnik
feels video gaming will assist some of the Village's businesses.
Mayor Johnson stated he looks at this issue as an oversight issue. There are many things out
there that we don't all agree with. Adults need to make decisions that they feel are in the best
interest of themselves and we allow them to do that whether we agree with them or not, as long
as it is done in the proper way. The same thing applies to this gambling issue. The Village will
probably have the toughest and tightest oversight of video gaming than any other town around.
The Village has proven that with its oversight of alcohol. The Mayor respects the opinions of the
people. There are times though when we have to agree to disagree. Mayor Johnson stated the
Ordinance will pass with a vote of 6 - 0, if he were voting the Ordinance would pass with a vote
of7-0.
There is still work ahead putting together the restrictions and guidelines for gaming licenses to
be issued in the community. The Mayor stated a gaming license in the Village will not cost only
$25.00 per machine; it will be more significant than that. Businesses need to be serious about
oversight and control. The Ordinance did pass and businesses in the Village are free to move
forward and apply for a license with the State.
Mayor Johnson concluded the Mayors report and proceeded to the Board of Trustees' reports.
Trustee Franke announced the twelfth session of the CERT training classes is going to start on
July 14, 2012. It is a free class and anyone interested in registering should contact Carl Sabo in
the Police Department at 847-357-4193.
Trustee Lissner attended the Joint Action Water Agency (JAWA) meeting on May 30, 2012.
There is an issue coming up with the proposed improvements to the Jane Addams Tollway (I
90). The way they are currently planning on expanding I-90 will affect the JAWA large water
flow that runs along the tollway. Right now it is questionable who would have to pay for it.
Some people feel it would have to be JAWA and some feel it shouldn't be JAWA. The course of
action is for all of the Mayors to send a letter to the Director of Tollway Authority to get their
engineers to meet with the JAWA engineers to review the issue. The cost estimate of the project
is approximately one hundred million dollars.
Mayor Johnson stated this is a very important issue that the Village has been following for some
time now. It involves a tollway revision to expand lanes and add a bus transit lane. The JAWA
line runs right along the tollway through Elk Grove. The cost estimate to remove the JAWA line
is at least one hundred million dollars. Legal teams and engineers are reviewing the issue.
Hopefully they may be able to build around or over the line so that it may remain where it is at.
Trustee Petri will be representing the Village at the Northwest Municipal Conference annual
banquet. Bill McLeod, Mayor of Hoffman Estates is going to be sworn in as the new President
of the Northwest Municipal Conference.
Trustee Czarnik congratulated the four winners of the Frank J. Czamik Scholarship Award.
Elizabeth Baunach, Joseph Noto, Connie Liou and James Blonde will each be receiving $1,000
toward their future education.
Trustee Czarnik attended the DARE graduation at Grove Jr. High on June 7, 2012.
Trustee Feichter stated the new cycling advocacy organization in Elk Grove Village has been
very active in various ways. There is a display at the Library on cycling in Elk Grove Village.
5 VBM 6-19-12
This weekend they will have a booth at the Little Boots Rodeo. They will be talking to children
about safety and bicycling.
The Elk Grove Historical Society is going to be working on a project about the history of cycling
in Elk Grove Village. Trustee Feichter asked if any residents were involved in cycling in the
1970's and 1980's and have information on cycling in the Village to please contact him. The
Historical Society is looking for as much information as they can find to make it a nice and
informative display.
Trustee Prochno stated the 15`h annual Memorial Day Observation was held on Monday,May
28, 2012. Trustee Prochno thanked VFW Post 9284 and the Ladies Auxiliary for helping
sponsor the activity. There were musical performances by the Elk Grove Big Band and the Elk
Grove Baptist Choir. A young man who has been a lifelong resident of the Village who served
two tours of duty in Afghanistan was a guest speaker. It is a great opportunity to honor those
who sacrificed their lives to give us our freedom.
Trustee Prochno announced on behalf of the Little Boots Foundation that they are pleased to
announce the start of their annual Little Boots Foundation scholarship which will be given
annually to a student volunteer at the Little Boots Rodeo. The first scholarship is being awarded
to Mr. Spencer Ogrodnik of Elk Grove Village who has volunteered every year since the Rodeo
started.
On Saturday, June 9, 2012,Nick Nikola, President of"Salt Creek Watershed Network" and the
"Friends of Critters in Salt Creek"had their semi-annual Creek Cleanup. Eight Scouts from
Troop 95 and a kayaker from Berwyn cleaned up on the water side and two volunteers, one from
Schaumburg and one from Elk Grove Village, walked along the creek cleaning up on the land
side. Approximately one yard of debris was collected. Mr. Nikola thanked all the volunteers
over the years that have had such a positive impact on the natural environment by allowing Salt
Creek to be the way nature intended it to be.
