ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY SEPTEMBER 11, 2012 Mayor Craig B. Johnson called the meeting to order at 7:11 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. Mayor Johnson acknowledged the eleventh anniversary of September 11, 2001. 2. PLEDGE OF ALLEGIANCE/INVOCATION—The Invocation was delivered by Deacon Larry Smith, Queen of the Rosary Church. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on August 14, 2012 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson attended the Rotary Club Recognition Dinner recognizing the volunteers that helped at RotaryFest. Mayor Johnson acknowledged State Senator John Millner who was present in the audience. Senator Millner has represented the west side of Elk Grove Village for several years. Mayor Johnson thanked the Senator for all he has done for the Village. Mayor Johnson asked Police Chief Schmidt and Sergeant Kristen Julian to join him at the podium. Chief Schmidt gave a brief outline of Sergeant Julian's career history. Chief Schmidt explained that when Sergeant Julian was an Officer in the Youth Division she worked closely with Senator Millner to have legislation approved for youth related incidents. Mayor Johnson administered the Oath of Office to Sergeant Julian. Sergeant Julian thanked everyone for the recognition of her hard work and for the career opportunities provided to her. She also thanked her family for their love and support. Mayor Johnson asked Nancy Smola to join him at the podium. Ms. Smola and her family won an Honorable Mention in this year's Tour of Elk Grove Trustee's Sign Challenge. A $100 Visa gift card was presented to the family. Pastor Curt Hansen and Mr. and Mrs. Frank were asked to join Mayor Johnson at the podium. Mayor Johnson explained that monies from the Tour of Elk Grove are donated to charity. The charities which benefit are Heart of A Marine Foundation and the Community Character Coalition Soldier Memorial Scholarship Fund. Mayor Johnson presented both charities with a $3,430.00 check from funds raised at the bike race. The Mayor also presented each charity with a personal check for $260.00 from the Mayor's Charity Time Trial. Craig Johnson, Jr., Brittney Mayslak and the Mayor's grandson,Noah,joined everyone at the podium. Craig Johnson, Jr. stated he and Brittney recently moved into a home on the bike race route on Charing Cross Road. In the spirit of the bike race they created a yard sign. They were chosen as the first place winners of the Trustee's Sign Challenge. Craig stated they had fun making the sign and did not expect to win anything. The first place prize was $400.00. Craig and Brittney chose to donate the winnings to charity. Craig presented each charity with a check for$200.00. The Franks and Pastor Hansen thanked everyone for their generous donations. Noah returned to the dais and sat with the Mayor for the remainder of the Village Board Meeting. 1 VBM 9-11-12 Trustee Franke stated the last CERT class of the year began this evening. There are four openings left in the class if anyone would like to register. Anyone interested should contact Carl Sabo at 847-357-4193. Trustee Petri attended the grand opening of Mainfreight on June 20, 2012. Mainfreight is moving from Bensenville to Elk Grove and will employ thirty people. Trustee Czamik stated there are still a few more days to sign up for the 6 1 Annual Frank Czamik Memorial Golf Outing. The outing takes place Sunday, September 16`h at 7:00 a.m., at Fox Run Golf Course. The fee is $60.00. There will be prizes, raffles, good company and lots of fun. Registration forms are available at the Park District Office,the Pavilion or by contacting Jim Heffern at 847-437-0109 or Trustee Czarnik at 847-891-5072. Trustee Feichter stated that he, Trustee Czamik and Trustee Prochno attended the 9/11 ceremony at the Fire Station. It was a very emotional experience. Both the Fire Chief and Police Chief gave very heartwarming and moving speeches. On September 21, 2012 at 4:30 p.m. at the Pavilion,the Community Character Coalition will be hosting the"Celebration of Character." Everyone is welcome to attend. There will be free food and entertainment. Trustee Prochno announced the Kenneth Young Resale Shop is looking for volunteers. They need volunteers for three hour shifts to provide cashier and customer service, sort donations and price items, arrange and display merchandise and keep the store clean, tidy and neat. Christus Victor Lutheran Church will be hosting their 91h annual community Thanksgiving dinner on Saturday,November 17, 2012. There is no charge to attend the dinner. Invitations are extended to all Elk Grove Village senior citizens, people with limited means or who will be alone, or folks that cannot make a holiday meal. Sign up for tickets before November 5`h at the Sheila Ray Senior Center, Alexian Village, Landmeier Station,Village Grove Apartments, Elk Grove Village Community Center, Village of Elk Grove Township Building & Daycare Center and Christus Victor Lutheran Church. The goal is to provide meals for over 400 families. Any individual, company or organization interested in donating time, money or goods for the dinner, should contact Sandy Mueller at 847-494-8868 or call Christus Victor Church at 847-437-2666. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the August 31, 2012 Accounts Payable Warrant in the amount of$712,906.59. Starbucks, 100 Biesterfield Road—Authorization to grant special permission approving two (2)tables for outdoor seating. B. Crosspoint Bible Church, 10 King Street—Authorization of a request to waive permit fees for interior remodeling in the amount of$921.50. C. Standard Equipment Company, Chicago, IL—Concur with a previously awarded emergency contract for the repair and refurbishment of the Combination Sewer Vacuum/Jetter in the amount of$35,935.58 from the Water& Sewer Fund. 2 VBM 9-11-12 D. Mayor Johnson asked if any of the Trustees or staff had any comments or questions about any of the items on the Consent Agenda. There were none. REGULAR AGENDA—Approval of a sign permit for two signs at Sprint located at 914 Elk Grove Town Center. There were no questions or comments from the Trustees or Staff. A representative from Sprint was present in the audience. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Bids should go out for item c. Biscayne Bay/Circle Bay Storm Sewer Improvements and item d. Kathleen Way Storm Sewer Improvements by the next Board meeting. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER— Trustee Lissner announced the Judiciary, Planning & Zoning Committee would be meeting on Thursday; September 27, 2012 at 7:00 p.m. in Room E to discuss the size of storage sheds. The Zoning Board of Appeals and any interested residents are invited to attend. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—Trustee Feichter stated communities across the country are facing the issue of plastic bags. It takes a long period of time for a plastic bag to disintegrate in the soil. Many people are concerned because of the volume of plastic bags that are used. The State Legislature came up with an answer which would involve corporations that use plastic bags having a way of regulating them. A law was passed, but a young girl, Abby Golberg, from Grayslake did not think it was a good law. She felt communities would lose their independent right to determine whether or not they would want to ban plastic bags or set any other regulations of the bags. Ms. Golberg collected 150,000 signatures and presented them to Governor Quinn. Governor Quinn vetoed the Legislation. This is an example of what one person can accomplish. Each individual community is able to decide what they want to do with this environmental issue. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—Alexian Brothers Medical Center is hosting a job readiness event for Veterans. The event will take place on Saturday, October 20, 2012 from 10:00 a.m. to 4:00 p.m. at Alexian Brothers Medical Center Roncoli Building. The event is free but reservations are required. Call 847-437-5500 ext. 4753 by October 15`n to reserve a spot. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION-TRUSTEES LISSNER/PETRI—Items b and c, the lighting of Rohlwing Road from Biesterfield Road to Devon Avenue and the lighting of Meacham Road from Nerge Road to Biesterfield Road are ongoing. Cable is being pulled. Trustee Petri stated the lighting should be complete by January. 14. YOUTH COMMITTEE - TRUSTEE FRANKE—There will be a Junior High teen dance on Saturday, September 22, 2012 at the Pavilion. 15. PARADE COMMITTEE - TRUSTEE CZARNIK—The 2013 annual Hometown Parade will be held on Saturday, June 15, 2013. The parade theme will be "Sports on the Boulevard." Don Kerstin is going to be the 2013 Parade Grand Marshal. Mr. Kerstin has been a resident since 1959. He has always been very helpful. Mr. Kerstin is very involved in the Elk Grove Garden Club and showcased his home's garden this year on the Garden Walk. He donates his time driving men to the VA Hospital for appointments and neighbors to Doctor and Hospital visits. Mr. Kerstin supports many charitable efforts with his time, talent and good works. He is also on the Community Spirit Award Committee. The next meeting of the Parade Committee is Monday, October 1, 2012 at 5:30 p.m. in the lower level of the Zettek Municipal Complex. 16. PLAN COMMISSION - VILLAGE MANAGER—No Report 17. ZONING BOARD OF APPEALS -VILLAGE MANAGER—No Report 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER—Trustee Lissner reported the Committee met on September 5, 2012 with Village Manager Ray Rummel, Deputy Village Manager Matt Roan and Channel 6 Cable Coordinator Ross Rowe. Issues were discussed and some plans were put in place. There should be a more detailed report in the future. 4 VBM 9-11-12 b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE -TRUSTEE CZARNIK—The Community Spirit Award winners for September are Marki and Beth Kaim from the Elk Grove Leo Club. Their work in the Leo Club helps people in the local community as well as people in other countries. They have done everything from holding local pet food drives, to sending money for earthquake relief to Haiti. They even sent a pregnant goat to Haiti to help provide for the people in need there. Marki and Beth's story will be featured on"In the Grove" on Channel 6 during the month of September. c. LIQUOR COMMISSION-MAYOR JOHNSON—No Report d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The next special event is the Tree Lighting Ceremony which will be held the day after Thanksgiving. e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—The 8`h annual Tour of Elk Grove will be held August 2, 3 and 4, 2013. 19, REPORT FROM THE VILLAGE CLERK—Early voting for the November 6, 2012 Presidential Election will be conducted at Village Hall from Monday, October 22"d through Saturday,November 3`d. Hours are Monday through Saturday from 9:00 a.m. to 5:00 p.m. Tuesday, October 9, 2012 is the last day to register to vote prior to the November 6`h Election. Anyone residing in suburban Cook County can register at the Village Clerk's office. 20, UNFINISHED BUSINESS Village Board -None Village Attorney—The necessary documents for the variance at 175 North Arlington Heights Road appear on the Consent Agenda. The item can be removed from Unfinished Business. 21. REPORT FROM THE VILLAGE MANAGER—No Report 22. NEW BUSINESS -None AUDIENCE— 7:49 p.m. —Resident Helen Leski addressed the Board about Channel 6 being broadcast on AT&T U-verse. Mayor Johnson explained that until AT&T makes the necessary upgrades that are required by law, Channel 6 will not air on AT&T. Mayor Johnson will be meeting with the Attorney General in the near future to discuss pursuing AT&T to do what is required by law. The Mayor advised Mrs. Leski to call and ask AT&T why they are not following the requirements of the law. 23.
