TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT
THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE
ON TUESDAY OCTOBER 9,2012
Mayor Craig B. Johnson called the meeting to order at 7:22 p.m.
1. ROLL CALL:
Present: Mayor: Craig B. Johnson;
Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P.
Petri, Chris Prochno
Also Present: Village Manager Raymond R. Rummel; Village Attorney George B.
Knickerbocker; and Village Clerk Judith M. Keegan
A quorum was present.
2. PLEDGE OF ALLEGIANCE /INVOCATION—The Invocation was delivered by Pastor
Stephan James Pendowski,Northwest Filipino Church.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on September
25,2012 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Events—Mayor Johnson attended the following events:
September 27—.Grand opening of Starbucks at Elk Crossing on Biesterfield Road
September 27—KKT Krause ribbon cutting at 1280 Landmeier Road
October 9—Visit, speech and question/answer period at the Sheila Ray Senior Center
Mayor Johnson announced there is a home at 288 Parkchester Road that has a very impressive
Halloween music and lighting display. The shows run at 7:00, 7:30,.8:00 and 8:30 p.m. every
night until Halloween.
Oaths of Office—Police Chief Schmidt joined Mayor Johnson at the podium. Chief Schmidt
introduced three new Officers and spoke about each Officer's educational training and career
background. Mayor Johnson administered the Oath of Office respectively to Officers Daniel S.
Doherty, David S. Johnson and Gregory S. Jones. Each Officer thanked the Chief, Mayor and
Board for the opportunity and stated they look forward to serving the community.
Trustee Franke announced there is going to be a Citizen Police Academy offered in the Spring.
Anyone interested can sign up on the Village website. The dates of the Academy will be
announced when they become available.
Trustee Lissner attended the Joint Action Water Agency meeting in Schaumburg on September
26,2012. There was discussion about a study that would look into obtaining water through
Evanston when the contract expires with Chicago in 2022. The Agency is also talking with
Chicago about renegotiating their contract. There are still issues with the expansion of the toll
way and its impact on the JAWA water line. There are monthly meetings to discuss the issues
and hopefully there will be an outcome which will be mutually beneficial to everyone.

It was asked at the meeting whether the Agency was going to have a website. The Agency does
not have a website and they do not plan on getting one. The Agency did offer to provide
information to each town if they would like to post it on their perspective websites. Trustee
Lissner suggested meeting with JAWA about posting information on the Village's website.
Trustee Petri will be attending the Northwest Municipal Conference planning meeting tomorrow
night at Oak-ton College.
Trustee Prochno announced the following Community events:
October 20, 2012—"Job Readiness For Veterans" employment preparation techniques program
at Alexian Brothers Medical Center Roncoli Building.
November 3, 2012 —24`h Annual Kenneth Young Center's Fashion Show& Luncheon,
"Fashions For A Cause."
November 4, 2012—Elk Grove High School 30`h Annual Holiday Sampler Craft Show.
November 17, 2012 —91h Annual Thanksgiving Dinner at Christus Victor Lutheran Church for
Elk Grove Village Seniors,people with limited means or those who cannot
make a holiday meal.
Trustee Feichter stated the Elk Grove Lions Club will be fundraising at street corners this Friday,
October 12, 2012 in the morning from approximately 7:00 a.m. to 9:00 a.m. The funds raised go
to the Lions of Illinois Foundation. The main focus of the Foundation is to help those with
vision and hearing impairments. Hearing aids and glasses are provided to those who cannot
afford them. The past three years they have sponsored an Elk Grove youth to attend a camp for
the vision impaired.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the September 30,2012 Accounts
Payable Warrant in the amount of$164,434.18.

Mayor Johnson asked if there were any questions or comments from the Trustees or staff
regarding the Consent Agenda. There were none. The Mayor asked if anyone in the audience
wanted to address the Board regarding the Consent Agenda. No response.

7. REGULAR AGENDA—None
BOARDS AND COMMISSIONS
8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Trustee Petri
went with Kenny Jay, Engineering Supervisor,to see the Biscayne Bay/Circle Bay Storm Sewer
Improvements project. Good progress is being made. There was one conflict with Comcast
which was taken care of. The project should hopefully be complete by the end of the month.
Trustee Petri will be returning next Wednesday or Thursday to see how the project has
progressed.
Mayor Johnson asked if the work on the bridge across Salt Creek at Clearmont Drive had started.
Vito Sammarco, Director of Public Works, stated it will be starting soon and will be done this
year. The work on Cosman will also be done.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—The
Committee met on September 27, 2012 to discuss the size of storage sheds. Trustee Lissner
thanked staff members that attended the meeting. All but one member of the Zoning Board of
Appeals was able to attend the meeting. There was a very good discussion and the Zoning Board
was very helpful. Trustee Lissner would like to present the outcome of the meeting at
Committee of the Whole on October 23, 2012.
10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report
11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—Waste
Management has a new program called"Waste Watch." Waste Management drivers were
trained by Police Officer Thomas to be an extra set of eyes and ears in the Village watching for
safety concerns and dangerous situations to citizens.
Trustee Lissner complimented Trustee Feichter and the Recycling & Waste Committee for the
work they put into regulating Collection Boxes. The system seems to be working very well.
12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—Throughout the month of
October, Elk Grove Village Firefighters will be wearing bright pink shirts in support of Breast
Cancer Awareness Month. The Firefighters purchased the shirts themselves and they sell the
shirts as a fundraiser to donate to breast cancer awareness. The Annual Fire and Police Open
House is taking place on Sunday, October 14, 2012 from 1:00 p.m. to 4:00 p.m. at the
Biesterfield Fire Station.

13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION- TRUSTEES
LISSNER/PETRI—Work is continuing on item b. Lighting of Rohlwing Road from
Biesterfield Road to Devon Avenue and item c. Lighting of Meacham Road from Nerge Road to
Biesterfield Road.
14. YOUTH COMMITTEE -TRUSTEE FRANKE—The next Junior High Teen Dance will
be held Saturday, October 20, 2012 at the Pavilion.
Mayor Johnson announced the last Coffee with the Mayor and Board for this year will be held
Saturday, November 3, 2012 at Village Hall from 9:00 a.m. to 11:00 a.m.
15. PARADE COMMITTEE - TRUSTEE CZARNIK- The 2013 annual Hometown Parade
will be held on Saturday, June 15, 2013. The parade theme will be "Sports on the Boulevard."
Don Kerstin is going to be the 2013 Parade Grand Marshal. Mr. Kerstin has been a resident
since 19591 He has always been very helpful. Mr. Kerstin is very involved in the Elk Grove
Garden Club and showcased his home's garden this year on the Garden Walk. He donates his
time driving men to the VA Hospitalfor appointments and neighbors to Doctor and Hospital
visits. He is on the Community Spirit Award Committee. He supports many charitable efforts
with his time, talent and good works. He is a wonderful, always positive and cheerful man who
deserves our thanks and recognition.
The November, December and January Committee meetings are cancelled. The next meeting of
the Parade Committee will be held on February 4, 2013 at 5:30 p.m.

18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER—No Report
b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE-TRUSTEE
CZARNIK—The Flu Clinic starts tomorrow. Flu shots are available to Village residents at
Village Hall on Wednesday, October 10th from 3:00 p.m. to 7:00 p.m. and on Monday, October
15`h at the Sheila Ray Senior Center from 10:00 a.m. to noon.
The next Community Blood Drive is scheduled for Saturday,November 3`d from 8:00 a.m. to
12:30 p.m. in the lower level of the Zettek Municipal Building.
The Community Service Office is looking for families to donate to the annual Adopt-a-Family
Program. Those wishing to donate for Thanksgiving are asked to provide the makings of a
holiday meal. The donations will be distributed to local low income families through the Food
Pantry.
The Community Spirit Award winners for October are Howard and John Gorecki. Howard is the
leader of Elk Grove's community band, called the "Big Band", and his son John is the current
Conductor. Howard and John's story will be featured this month on"In the Grove" on EGTV
Channel 6.
c. LIQUOR COMMISSION -MAYOR JOHNSON—No Report
d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The annual Tree Lighting
Ceremony will be held on November 23, 2012. The special guests that will join the Mayor to
flip the light switch will be the Village Trustees.
e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—The 80' annual Tour of Elk
Grove will be held August 2, 3 and 4, 2013.

19. REPORT FROM THE VILLAGE CLERK—Early voting for the November 6, 2012
Presidential Election will be conducted at Village Hall from Monday, October 22"d through
Saturday,November 3`d. Hours are Monday through Saturday from 9:00 a.m. to 5:00 p.m.
