HomeMy WebLinkAboutVILLAGE BOARD - 10/23/2012 - VILLAGE BOARD MINUTES MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY OCTOBER 23,2012 Mayor Craig B. Johnson called the meeting to order at 7:06 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czamik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE /INVOCATION—The Invocation was delivered by Pastor Cerra Castro Rand, Prince of Peace United Methodist Church. Mayor Johnson noted that there is a Halloween Pumpkin Patch at Prince of Peace Church. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on October 9, 2012 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson stated there will only be one Board meeting in November and December. The meetings will be on November 13th and December l lrh. Election Day is November 6, 2012. Offices for State Senator, Congressman and State Representative are up for election. This is the first time that all of Elk Grove Village will be represented by the same Senator and Congressman. Events—Mayor Johnson attended the following events: October 14—Fire Department and Police Department Open House October 18—Filmed"In the Grove" with EGTV Channel 6 to talk about the upcoming November 23rd Tree Lighting Ceremony. October 19—Art Show at the Library The following events will be taking place at Village Hall on November 3, 2012: Coffee with the Mayor and Board from 9:00 a.m. to 11:00 a.m. on Saturday, November 3, 2012. Community Blood Drive from 8:00 a.m. to 12:30 p.m. Last day of early voting from 9:00 a.m. to 5:00 p.m. Mayor Johnson explained a change in the billing from Waste Management. Waste Management has increased their fees by twenty-three cents per month. This is the first increase in two years. Special invoices were recently mailed to residents to adjust their billing cycle to coincide with the new rates. Information is available on the Village website. Mayor Johnson announced there is an added feature to the Halloween display at the home at 288 Parkchester Road. The new feature includes fire. Mayor Johnson thanked the family for creating the display for the community to enjoy. 1 VBM 10-23-2012 d Proclamation—Mayor Johnson and Trustee Prochno presented a Proclamation proclaiming November 2012 Lung Cancer Awareness Month in Elk Grove Village to Karen Imhof, Jane Cosentino and Bernice Klingberg of the Thoracic Oncology Department at Alexian Brothers Medical Center. Alexian Brothers will be hosting a Candle Vigil on November 13, 2012 for people with lung cancer and to create awareness of the disease. Trustee Prochno thanked Jim Stanley for bringing the event to her attention. Trustee Prochno announced the following Community events: November 3, 2012—20 Annual Kenneth Young Center's Fashion Show& Luncheon, "Fashions For A Cause." November 9 and 16, 2012—AARP Driver Safety Program at the Sheila Ray Senior Center November 17 and 18, 2012—AARP Driver Safety Program at the Elk Grove Library. October 27, 2012—VFW Oktoberfest dinner November 11, 2012—Annual Veterans Day Observation and luncheon at the VFW hall. Trustee Feichter stated Saturday, October 27, 2012 is"Make A Difference Day." Members of the Elk Grove Lions Club and the Community Character Coalition will be accepting paper good and personal care donations that day at Walgreens and Walmart for the Food Pantry. Trustee Feichter attended an Eagle Scout Ceremony for James Lithgow on Sunday at the Pavilion. James supervised and helped build a wigwam for his Eagle Scout project. All the supplies for the project were donated and James donated the finished wigwam to the Elk Grove Historical Society. Trustee Petri attended a Northwest Municipal Conference meeting on October 10, 2012. It was a positive three hour planning meeting. A report about the meeting should be received in the near future. Trustee Franke announced the Police Department will be conducting another Citizens Police Academy beginning January 28,2013. It is an eight week program on Thursday evenings. Anyone interested in attending can register on the Village website. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the October 23, 2012 Accounts Payable Warrant in the amount of$330,005.15. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED 6. CONSENT AGENDA A. Kale Uniforms, Inc., Wheaton, IL—Authorization to increase a service contract for the purchase of police officer uniforms and bullet proof vests in an amount not to exceed$24,300. B. Annual Financial Report—Authorization to accept the Comprehensive Annual Financial Report (CAFR) for the Fiscal Year ended April 30, 2012. C. Emerald Ash Borer Program - Authorization of the following: • To award a parkway tree removal contract to Powell Tree Care of Elk Grove, IL for the Emerald Ash Borer Program in an amount not to exceed $210,000 in the Recycling Fund; and • To approve a budgetary increase in the amount of$35,000 to the Recycling Fund. D. St. Aubin's Nursery, Kirkland, IL—Authorization to award a parkway tree planting contract for the Emerald Ash Borer Program in an amount of$75,000 from the Recycling Fund. 2 VBM 10-23-2012 E. Land Use Plan of Development—Adopt Ordinance No. 3322 entitled "AN ORDINANCE APPROVING A LAND USE PLAN OF DEVELOPMENT FOR THE APPROXIMATE 70 ACRE PARCEL OF PROPERTY LOCATED WEST OF LIVELY BOULEVARD BETWEEN HIGGINS ROAD ON THE NORTH AND OAKTON STREET ON THE SOUTH" F. Class 6B, 1475 Louis Avenue—Adopt Resolution No. 44-12 entitled "A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 1475 LOUIS AVENUE, ELK GROVE VILLAGE, ILLINOIS" G. Class 6B, 129 Seegers—Adopt Resolution No. 45-12 entitled"A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 129 SEEGERS ROAD, ELK GROVE VILLAGE, ILLINOIS" Motion to approve Consent Agenda items "A, B, C,D,E,F and G." Mayor Johnson asked if there were any questions or comments from the Trustees or staff regarding the Consent Agenda. There were none. The Mayor asked if anyone in the audience wanted to address the Board regarding the Consent Agenda. No response. Authorization to approve a sign variation for the Wyndham Garden Suites at 2550 Landmeier Road. Vimesh Patel, Wyndham Garden Suites, was present in the audience. Trustee Lissner asked if there was an electronic bulletin board on the sign. Mr. Patel advised there was not. Mayor Johnson asked Mr. Patel how renovations were coming along. Mr. Patel stated he was hoping to open by the end of the year. Motion to approve the sign variation for the Wyndham Garden Suites at 2550 Landmeier Road. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Trustee Petri reported that he and Trustee Czamik were in the field yesterday to check the progress of item c. Biscayne Bay/Circle Bay Storm Sewer Improvements. As of yesterday the project was about three-fifths complete, with about half of the restoration completed. The project should be completed by the end of the week or the early part of next week. The residents are appreciative and seem very happy. 3 VBM 10-23-2012 Trustee Petri called a meeting of the Capital Improvements Committee for November 15, 2012 at 9:00 a.m. in the Chernick Conference Room to discuss the 2013 Street Program. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER— Trustee Lissner stated the results of the September 27`h meeting of the Judiciary, Planning & Zoning Committee, which addressed the height of rear yard storage sheds, were presented at the Committee of the Whole meeting this evening. The Board discussed and proposed reducing the height of rear yard storage sheds from 15 feet to 12 feet. The next step, per Village Ordinance, is to have the item reviewed by the Plan Commission. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—No Report 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO-No Report 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES LISSNER/PETRI—Trustee Petri stated the bases are installed for items b. Lighting of Rohlwing Road from Biesterfield Road to Devon Avenue and c. Lighting of Meacham Road from Nerge Road to Biesterfield Road. Hopefully the projects will be done by the end of the year. Street sign lights on Busse Road at Devon Avenue, Pratt Boulevard, Greenleaf Avenue, Landmeier Road and Howard Street are all in progress and should be completed in November. Hopefully there will be additional signs installed next year. Trustee Petri called a meeting of the Industrial/Commercial Revitalization Commission for November 8, 2012 at 5:30 p.m. in the Community Development Department conference room. 14. YOUTH COMMITTEE - TRUSTEE FRANKE—No Report 15. PARADE COMMITTEE -TRUSTEE CZARNIK—The annual Hometown Parade will take place on Saturday, June 15, 2013. The parade theme is "Sports on the Boulevard." Don Kerstin is the 2013 Parade Grand Marshal. Mr. Kerstin has been a resident since 1959. He has played Santa Clause for 52 years at different group functions and at many homes. His love of gardening has involved him in beautifying his neighborhood. He donates his time driving men to the VA Hospital for appointments and neighbors to Doctor appointments and Hospital visits. He is on the Community Spirit Award Committee. He supports many charitable efforts with his time, talent and good works. The November, December and January Committee meetings are cancelled. The next meeting of the Parade Committee will be held on February 4, 2013 at 5:30 p.m. 16. PLAN COMMISSION -VILLAGE MANAGER—No Report 17. ZONING BOARD OF APPEALS -VILLAGE MANAGER—No Report 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE -TRUSTEES PETRULISSNER—No Report b. HEALTH& COMMUNITY SERVICES ADVISORY COMMITTEE-TRUSTEE CZARNIK- The next Community Blood Drive is scheduled for Saturday,November 3, 2012 from 8:00 a.m. to 12:30 p.m. in the lower level of the Zettek Municipal Building. The Community Service Office is looking for families to donate to the annual Adopt-a-Family Program. For Thanksgiving donors are asked to provide the makings for a holiday meal. 4 VBM 10-23-2012 The Community Spirit Award winners for October are Howard and John Gorecki. Howard is the leader of Elk Grove's community band, called the "Big Band", and his son John is the current Conductor. Howard and John's story will be featured this month on"In the Grove"on EGTV Channel 6. c. LIQUOR COMMISSION-MAYOR JOHNSON—No Report d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The 15`h Annual Tree Lighting Ceremony will take place on Friday,November 23, 2012 at 5:30 p.m. The Village Trustees are the special guests that will help flip the switch to turn on the holiday lights. e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—The 8`h annual Tour of Elk Grove will be held August 2, 3 and 4, 2013. Mayor Johnson addressed the recent downfall of Lance Armstrong. The Tour of Elk Grove is the only UCI Level 1 race that has a lifetime ban if you are caught cheating in a race. 19. REPORT FROM THE VILLAGE CLERK—Early voting for the November 6, 2012 Presidential Election is being conducted at Village Hall through Saturday, November 3, 2012. Hours are Monday through Saturday from 9:00 a.m. to 5:00 p.m. 20. UNFINISHED BUSINESS Village Board -None Village Attorney -None 21. REPORT FROM THE VILLAGE MANAGER—No Report 22. NEW BUSINESS -None Trustee Lissner stated he received an email from Brian Lovering, Public Works Department, with a status on the Clearmont pedestrian bridge. The path has been repaved,the landscaping will be completed this week, weather permitting, and the contractor has ordered the fencing material. The materials should arrive in about two weeks and then the fence will be installed. The bridge should be reopened by mid November. Vito Sammarco, Public Works Director, advised that Cosman Road has been repaved. AUDIENCE—7:48p.m. —No Response Mayor Johnson announced Halloween Trick-or-Treat hours are 1:00 p.m. to 8:00 p.m. 23.
