ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY NOVEMBER 13, 2012 Mayor Craig B. Johnson called the meeting to order at 7:11 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Absent: Trustee Nancy J. Czamik Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE /INVOCATION—The Invocation was delivered by Pastor Michael Gates, Living Hope Church. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on October 23, 2012 as submitted and dispense with the reading. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Events—Mayor Johnson attended the following events: October 30—DARE Graduation at.Queen of the Rosary School November 2-DARE Graduation at Link School November 9.—CERT (Citizen Emergency Response Team) Social at the Garden Terrace November 11 —Annual Veteran's Day Ceremony at the VFW Signing Ceremony—Mayor Johnson, Trustee Petri, Trustee Feichter and Village Manager Ray Rummel were joined by Public Works representatives, Brian Misiak, Josh Farmer, Scott Santille and Greg Bator. The Village and the Public Works Union negotiated and approved a Collective Bargaining Agreement between the two parties. Mayor Johnson thanked the Public Works employees for working with the Village. The Labor Agreement is fair and respectful to the community and the Public Works employees. The Labor Agreement was signed by all the appropriate parties. Scott Santille thanked everyone on behalf of the Public Works Union. Tax Levy—Mayor Johnson advised that item F. on the Consent Agenda addresses the Village tax levy. The Mayor is very proud to announce that once again the Village is not increasing the general property taxes. The Village Board and staff have worked very hard to hold the line on expenses during tough economic times. The only portion of the taxes that the Village cannot control is the mandated pension portion. This year the pension portion has increased 7.1%. Hopefully a fair and equitable solution to the pension issue will be available in the near future. Bonds—The Village Board is voting on refinancing the Series 2003A and 2007 General Obligation Bonds tonight. By refinancing at a lower interest rate,the Village will be saving approximately 1.6 to 1.7 million dollars. In addition, the Village was reaffirmed for a Aaa bond rating. That is the highest rating you can achieve. 1 VBM 11-13-12 Due to the savings, the Village will be able to implement some projects sooner than planned. Biesterfield Road will be resurfaced this summer. At the same time,the County will be resurfacing Arlington Heights Road from Higgins Road to Brantwood Avenue. Additionally, when the Village's financial books were closed in April, it looked like there was going to be a $600,000 surplus. In actuality, when the final accounting was completed, there was a 1.2 million dollar surplus. This,allowed the Village to absorb some of the water rate increase that was implemented by the City of Chicago., Mayor Johnson shared the following highlights: 133 new businesses have moved to Elk Grove in the past eight months bringing over 2,000 new jobs. Another new company called Topco, will be moving into Northwest Point in the near future, bringing an additional 750 new jobs. .There was a tear down and rebuild on Busse Road by a company named Yusen. They are building a brand new 235,000 square foot building. A company named Weiss-Rohlig is building a new 90,000 square foot building across the street from there. They will have 60 employees. Behind the Yusen building there is a 250,000 square foot spec building being built. The old Wirtz Beverage building is being torn down and a new 200,000 square foot building is being built on that property. Elk Grove Village continues to attract new businesses. The Elk Grove Village unemployment rate is at 6.8%. That is 1% lower than both the State and Federal levels. There was a SOC meeting today and the Busse Dam project was discussed with Mayors from DuPage County. The Mayors are still committed to the project. This is the first flood mitigation project in the entire country that involves two counties working together. Necessary testing has slowed down a bit because of this year's draught but the study is still moving forward. The business community will be happy to hear that starting next year the Village will begin a 35 million dollar storm water management project in the Industrial Park. There is a very aggressive plan. A small portion of the plan includes the stripping of vegetation from the culverts and rock lining added to help the flow of water. The project should begin as early as March 2013. Trustee Prochno thanked the Ladies Auxiliary for the very nice luncheon that was served after the Veteran's Day Ceremony at VFW Post 9284. Trustee Prochno announced that Robert Morris University is offering grants to residents of Addison, Bensenville and Elk Grove Village. The Bensenville Campus is offering grants that would reduce the annual tuition to $5,000 per year. Normal tuition is $22,000 per year. The grants are for earning a fully accredited Bachelors Degree in Business Administration with a concentration in Management or Accounting. The grants are offered to adults over the age of 21 on a first come first serve basis. With winter here, Trustee Prochno reminded residents to please shovel their sidewalks when the snow starts falling and to please help your neighbors in need. Trustee Franke made note that the Robert Morris University scholarships are on a first come first serve basis and depending on how many people apply, scholarships may not be given to everyone. Trustee Feichter attended the 201h Anniversary celebration at Tapalpa Restaurant. Trustee Feichter also attended the 1"Anniversary celebration of the Elk Grove Friends of Cycling at Munchies. David Simmons, President of Friends of Cycling, gave a summary of the groups achievements over the past year. They have had many accomplishments over the past year and have lots of ideas for the future. The group focuses on bicycle safety for adults and children. On Sunday Trustee Feichter attended the Leo Club Awards Ceremony at the Black Steer Restaurant. The Leo Club is the youth division of the Lions Club. The Leo Club has done a lot of volunteering to help the community. The group won a national award from the Lions Club. Only 25 awards are presented nationwide. Trustee Petri attended the first meeting with the Illinois Tollway Authority about the Elgin- O'Hare on October 29, 2012. It was a very informative meeting. Another meeting is scheduled for December 10, 2012 at their headquarters in Downers Grove. 2 VBM 11-13-12 On November 5`h there was a meeting with the residents of Circle Bay regarding the drainage issues. The project should be finished by Thanksgiving. Trustee Franke announced there will be three CERT training classes next year. Class dates will be announced in the near future. The Police Department will be hosting a Citizen's Police,Academy. The Academy starts on January 28, 2013 and runs for eight weeks. Anyone interested in attending can register on the Village website. S. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the October 31,2012 Accounts Payable Warrant in the amount of$572,200.95. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—The Biscayne Bay/Circle Bay Storm Sewer Improvements should be finished by Thanksgiving. The major efforts behind Stevenson School for the Kathleen Way Storm Sewer Improvements will take place in the Spring. With the assistance and cooperation of the Park District there was work done on a burin at Carlson Park to alleviate some of the flooding. 9. JUDICIARY,PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—The Committee met to discuss item a. Storage Sheds in Backyards and it was the consensus of the Committee to change the maximum allowable height of storage sheds from fifteen feet to twelve feet. The next step in the approval process is for the item to go before the Plan Commission. The Plan Commission will be meeting November 28, 2012 at 7:00 p.m. to discuss the item. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—No Report 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—Christmas tree lights and cords can be recycled at Village Hall through March 2013. Batteries and fluorescent lights are also accepted. Yard waste will be picked up on your regular garbage day through December 15`h. There will be bins available at the Public Works facility to drop off yard waste after that date. The Elk Grove Police Department has trained Waste Management drivers to be an extra set of eyes watching for any dangerous situations throughout the Village. 12. INFORMATION COMMITTEE -TRUSTEE PROCHNO—EGTV Channel 6 is adding a new show to its line-up highlighting Elk Grove Park District programs, events, facilities, staff and parks. "A Walk in the Park" is produced and directed by Debbi Dennison, Cable Producer, and Rob Vicicondi, Production Assistant for EGTV. The show premieres at 6:30 p.m. on Thursday,November 15, 2012. Channel 6 plans to produce three to four shows per year. The first episode will be about fitness and healthy lifestyles in a magazine format featuring a local park, the Pavilion Fitness Center, a fitness class and special services available for the public. Diane Malinowski, Public Relations Manager for the Elk Grove Park District, will host the show. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION- TRUSTEES LISSNER/PETRI—The lighting of Rohlwing Road from Biesterfreld Road to Devon Avenue and the lighting of Meacham Road from Nerge Road to Biesterfield Road is complete. The two items can be removed from the Agenda. The lighted street signs on Busse Road are installed and working from Howard Street to Devon Avenue. 14. YOUTH COMMITTEE-TRUSTEE FRANKE—Information about the Youth Committee Scholarship program should be available in mid-January. There is a junior high teen dance this Saturday,November 17`h, at the Pavilion. The next teen dance is Saturday, December 15, 2012. 15. Trustee Prochno thanked everyone who participated in the Blood Drive on Saturday,November 3, 2012. There were 42 participants. December is when LifeSource has the least amount of blood supply and donors would be greatly appreciated during the month of December. Community Services is sponsoring the Adopt-A-Family program for the needy people in the community for Thanksgiving. They are accepting donations and looking for anyone who would like to Adopt-A-Family and provide a holiday meal. There will also be an Adopt-A-Family program for Christmas. Anyone interested should contact the Community Service Department. c. LIQUOR COMMISSION - MAYOR JOHNSON—No Report d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The 15`h annual Tree Lighting Ceremony is being held on Friday,November 23, 2012 at 5:30 p.m. e.
