Mayor Craig B. Johnson called the meeting to order at 7:07 p.m.
1. ROLL CALL:

A quorum was present.
2. PLEDGE OF ALLEGIANCE/INVOCATION—The Invocation was delivered by Deacon
Ted Czarnecki, St. Julian Eymard Church.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on November
13, 2012 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson stated the
Village is on pace for having a record breaking year for broken watermains. There have been 91
breaks to date. The record for the most breaks is 95 and the average is 53 per year.. Mayor
Johnson thanked the Public Works Department for their hard work and complimented them on
doing a great job.
Events—Mayor Johnson attended the following events;
November 18—attended Mass and presented a Proclamation to Father Mathew Varkey at Queen
of the Rosary Church
November 23 — 15`h Annual Holiday Tree Lighting Ceremony
November 28—Elk Grove Chamber Board of Directors meeting
December 3 —ALNAC (Abraham Lincoln National Airport Committee) meeting
December 4—Reception at the Elk Grove Library for Library Trustee and Zoning Board of
Appeals Chairman, Paul Kaplan. Mr. Kaplan resigned from both positions and is moving to
Atlanta to be closer to family. Mayor Johnson announced that he was appointing Don Childress
as the new Chairman of the Zoning Board of Appeals. Zoning Board member, Larry Dohrer,
will assist Mr. Childress.
December 7—Greater O'Hare Association and Elk Grove Chamber holiday volunteer
recognition luncheon at Belvedere Banquets.
December 8—participated in the Elk Grove Parks Foundation Spin-O-Thon fundraiser.
December 9— Sister Cities Annual Christmas Party luncheon at Avalon Banquets
News Article—Mayor Johnson made note of an article published in the Daily Herald about a
world renowned opera singer who grew up in Elk Grove Village. The singer credited her
kindness and warm hearted attitude to growing up in Elk Grove.
Busse Woods Trail Overpass—Mayor Johnson announced the Village was recently approved for
federal funding to construct the third overpass along the Busse Woods trail system. The final
bridge will be built just east of Route 53 crossing Higgins Road. Mayor Johnson thanked
Congressman Peter Roskam for his help in securing a federal grant to initiate the design

engineering to construct the third overpass. The project will go out for bid in April 2013 and
construction will start in May 2013.
Mid-Summer Classics concert series—Mayor Johnson asked Elk Grove Park District
Commissioners O'Malley, Cooke and Souder to join him at the podium.
Commissioner O'Malley advised Mayor Johnson and the Board that he works for West Shore,
Pipe Line and that there are petroleum pipelines that run underground throughout the Village and
in the area of the future Busse Woods trail overpass. He wants to make sure there is open
communication when the overpass is constructed.
Mayor Johnson announced this will be the Village's fifth annual summer concert series and third
year that the Village is partnering with the Elk Grove Park District to present"Unity Within The
Community." A video unveiling the concert line up was shown. The concerts will kick-off on
July 9, 2013 with Blood, Sweat& Tears, July 16`h will feature Fran Cosmo, former lead singer of
Boston, July 23`d will feature Daryl Stuermer of Genesis (Phil Collins) and the concerts will
wrap up on July 30`h with Three Dog Night.
Mayor Johnson thanked the Park District for their partnership in hosting the free summer
concerts. Commissioner O'Malley thanked Mayor Johnson for the partnership in hosting the
concerts and for the good working relationship that the two entities share in other endeavors also.
Commissioner O'Malley suggested the Village advertise the concerts and also the Tour of Elk
Grove in the Park District brochure that is distributed to residents. Commissioner Cooke stated it
has been a great partnership and the concerts have all had great attendance. Commissioner
Souder stated that it is always a good experience when the Village and Park District join forces
and he looks forward to a great event.
Mayor Johnson thanked resident, Murray Weiner, for his hard work and assistance in booking
the bands for the concerts.
Oath of Office—Police Chief Schmidt and Sergeant Timothy Kleinfeldt joined Mayor Johnson at
the podium. Chief Schmidt gave a brief history of Sergeant Meinfeldt's professional career with
the Elk Grove Police Department. Mayor Johnson administered the Oath of Office to Sergeant
Kleinfeldt. Sergeant Kleinfeldt thanked Mayor Johnson, the Village Board and Chief Schmidt
and introduced his family present in the audience.
Bonds—At the November Village Board meeting the Village Board approved refinancing the
Village's 2003 and 2007 series General Obligation Bonds. By refinancing those bonds the,
Mayor and Board were hopeful to get 1.7 million dollars to put back into the community. In
actuality the Village received 2.7 million dollars to reinvest into the community. The Village is
so strong financially that it was given a 2.2% interest rate.
Mayor Johnson acknowledged boy scouts in the audience. The Mayor stated he would have
questions for them at the end of the meeting.
Trustee Franke announced there will be a Citizen's Police Academy starting on January 28,
2013. It is an eight week class. Anyone interested in registering should contact Officer Ed
Thomas at 847-357-4152.
Trustee Prochno stated the Kenneth Young Center has a resale shop located at the comer of Wise
Road and Roselle Road in Schaumburg. All of the money earned at the resale shop goes back
into the Kenneth Young Center to provide services to seniors, adults and children in the
community. The Center services over 2000 people per year. The resale shop,is open seven days
a week. Donations are appreciated and volunteers are welcome.
Trustee Prochno thanked everyone in the community that volunteers and/or makes donations to
any organizations.
Trustee Feichter stated there was a Constitution competition on December 7, 2012 at the Dirksen
Federal Building in Chicago. It was a state level competition. The winner will compete
nationally in Washington D.C. Trustee Feichter thanked Village Attorney, George
Knickerbocker, for volunteering as a judge for the competition. Trustee Feichter also thanked

Fred Geinosky, Plan Commission member, who volunteered as a timer and facilitator at the
competition.
Trustee Feichter and Trustee Prochno heard a presentation about Elk Grove PADS at the most
recent Community Character Coalition meeting. PADS assist the homeless. The Elk Grove
PADS headquarters is at Christus Victor Lutheran Church. Munchies Restaurant and Jarosch
Bakery continuously provide food donations to PADS.
Trustee Feichter thanked Trustee Lissner for attending the Woodfield Convention&Visitors
Bureau holiday gathering with him.
Trustee Lissner reported he attended the Joint Action Water Agency (JAWA) meeting. JAWA
also took advantage of low interest rates and are saving close to one million dollars from a bond
sale. At the last JAWA meeting there was discussion about the impact the expansion of the Jane
Adams Tollway would have on the JAWA pipeline. Based on some of the estimates coming
back from the Tollway Authority, the costs look much less than originally anticipated. The
Tollway Authority should be providing JAWA with some updated figures sometime in January.
Trustee Czamik announced the Lutheran Church of the Holy Spirit will be,presenting the Living
Nativity on Saturday, December 15, 2012 at 4:00 p.m. and 5:30 p.m.
Trustee Petri stated he will be attending the Northwest Municipal Conference meeting tomorrow
evening.
On December 10, 2012 Trustee Petri, Joe Carey (Assistant to the Village Manager) and Mariann
Gullo attended the second tollway meeting about the Elgin O'Hare. News for Elk Grove is that
they plan on starting the Elmhurst Road full interchange in May of 2013. They are also looking
into an overpass that would take the Elgin-O'Hare over Rohlwing Road. Additionally they will
be adding a third lane starting out west at Lake Street and they will be leaving a center lane for
potential public transportation. The next meeting is January 14, 2013 at 6:30 p.m. in Room E
here at Village Hall. Funding is being discussed.

6. CONSENT AGENDA
A. Elk Grove Instrumental Music Association (EGIMA)—Concur with prior authorization and
waive fees for their Christmas tree sale beginning November 23 at the Elk Grove High School
located at 500 W. Elk Grove Boulevard in the amount of$200.
B. Annual Alarm License fees - Authorization of a request for the following:
• To waive the annual alarm license fees for Community Consolidated School District 54
for three (3) schools in the amount of$75; and
• To waive the annual alarm license fee for the Elk Grove Village Public Library for one
(1) alarm located in the Public Library in the amount of$25.

C. Alexian Brothers Medical Center, 800 Biesterfield Road—Authorization of a request to
waive building and engineering permit fees for the construction of a lab expansion project in the
amount of$3,000.75.
D. Civiltech Engineering, Inc., Itasca, IL—Authorization to award a professional service
contract for Phase 2 design engineering services for the resurfacing of Biesterfield Road from
Martha Lane to Arlington Heights Road in an amount not to exceed $27,485 from the Capital
Projects Fund.
E. A-I Roofing Company, Elk Grove Village, IL - Authorization of the following:
• To concur with the Village Manager's prior authorization to award a contract on an
emergency basis for the repair and replacement of the roof at the Biesterfield Fire
Station in the final total amount of$86,225 to be paid from the Capital Projects Fund;
and
• To increase the Capital Projects Fund by $86,225 to fund this work.
F. Entertainment Management Group—Authorization to award a professional services contract
to manage and operate the 2013 Mid-Summer Classics Concert Series,in an amount not to
exceed$130,000, of which $50,000 will be reimbursed back to the Village by the Elk Grove
Park District.
G. Capital Replacement Fund—Authorize an increase to the Capital Replacement Fund in the
amount of$950,000.
H. Water& Sewer Rates—Adopt Ordinance No. 3326 entitled"AN ORDINANCE
AMENDING ORDINANCE NO. 3299 WHICH PREVIOUSLY AMENDED THE WATER

BOARDS AND COMMISSIONS
8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—Item c. Biscayne
Bay/Circle Bay Storm Sewer Improvements has been completed. The item can be removed from
the Agenda.
Item e. 2013 Street/MFT Program appears on the Consent Agenda as Item J. The Northwest
Municipal Conference specified that Lively Boulevard from Devon Avenue to Thomdale
Avenue is on their list to be done for Elk Grove Village.
Mayor Johnson stated Busse Road was going to have median improvements done. ICRC is
going to be asked to partner up and try to get the same type of grassy medians that exist in other
areas.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—
There have been a series of meetings to discuss storage sheds. The main issue is the height of
sheds. The JPZ Committee met on September 27, 2012 to discuss the issue and almost all the
members of the Zoning Board of Appeals attended the meeting to give their input on the issue. It
was recommended from the results of that meeting that backyard storage sheds be changed from
15 feet to a maximum height of 12 feet.
On October 23, 2012 the topic was discussed at the Committee of the Whole meeting and the
Mayor and entire Village Board agreed that the height of backyard sheds should be reduced to 12
feet from 15 feet. The next step was for the issue to go before the Plan Commission at a Public
Hearing.
The Plan Commission held a Public Hearing on November 28, 2012 and they also agreed with
the change. The following wording was provided by the Plan Commission:
Storage sheds shall not be located closer than sixty feet to the front lot line, nor, closer than two
feet to the side or rear lot line unless greater restrictions are required by easements. No storage
shed shall exceed 150 square feet and 12 feet in height measured from the highest finished grade
to the highest point of the shed.
Trustee Lissner thanked everyone who participated in the process.
Motion to direct the Village Attorney to prepare the necessary documents for a text
amendment to the Village Code.

13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -TRUSTEES
LISSNER/PETRI—There will be a lot of items added to the Agenda once the budget is done.
Item b. Railroad Crossings will probably be worked on this spring or summer. Evaluations are
being done as to what type to use.
14. YOUTH COMMITTEE - TRUSTEE FRANKE—On December 3, 2012 the Village
Youth Committee, the Park District Youth Committee and the Police Department met to discuss
upcoming events for 2013. The dates for the Summer Blasts are July 12` and August 16`h. The
next teen dance for Junior High age students is December 15th at the Pavilion. Scholarship
information will be available after January 1, 2013.
15. PARADE COMMITTEE - TRUSTEE CZARNIK—The Parade is Saturday, June 16,
2013. The Parade theme is "Sports on the Boulevard." The parade Grand Marshal is Don
Kerstin. Don has been in the Village since 1959. He has done so much for his neighbors and
anyone else he feels he can help. He has been recognized for his good deeds before; in 1976 he
received the Jaycees award for Outstanding Humanitarian. The next meeting of the Parade
Committee is February 4, 2013 at 5:30 p.m. in Room E of the Zettek Municipal Building.
16. PLAN COMMISSION -VILLAGE MANAGER—Item a. was addressed by Trustee
Lissner under the Judiciary, Planning & Zoning Committee report. Item b. is still under
consideration by the Plan Commission.

CZARNIK—The Community Spirit Award winner for December is Mike Wary, who is
representing the Elk Grove Grenadier Athletic Boosters. Mike and the Boosters help raise
money for the 27 different sports at Elk Grove High School. Mike's story wilf be featured on"In
The Grove" on Channel 6 during the month of December.
