THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE
ON TUESDAY JANUARY 8, 2013
Mayor Craig B. Johnson called the meeting to order at 7:09 p.m.
1. ROLL CALL:

Absent: Trustee Jeffrey C. Franke
Also Present: Village Manager Raymond R. Rummel; Attorney Bill Payne; and Village Clerk

A quorum was present.
2. PLEDGE OF ALLEGIANCE /INVOCATION—The Invocation was delivered by Pastor
Stefan Potuznik, Christus Victor Lutheran Church. Pastor Potuznik presented Mayor Johnson
with a Ministry Bear.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on December 11,
2012 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Mayor Johnson thanked
the community on behalf of himself and the Trustees for continued support. The Mayor and
three Village Trustees will be running unopposed in the Consolidated Election in April. Each
will be serving another four year term. The current Board, with the exception of Trustee Franke
who joined the Board when Trustee Dill retired, has been serving together for eighteen years.
Presentation—Mayor Johnson gave a presentation announcing a major Capital Projects Program
for Storm and Sanitary Sewer Enhancements. This is the largest Capital Projects Program in the
history of the Village. There will be improvements to the Sanitary Sewer System consisting of
the lining of 16.5 miles of Residential and 30.6 miles of the Business Park sanitary sewers which
will extend the life of the sewer lines by approximately 50 years. Improvements will also be
made to the Stormwater Drainage System which will consist of mainline drainage ditch
improvements, secondary drainage ditch improvements and culvert improvements. Additionally,
the Village will still continue the Residential rear yard drainage improvement project that has
been ongoing for approximately fifteen years. The Village also continues to move forward with
the Busse Dam modification. The Busse Dam project is the first project in the nation's history
where two Counties are working together.
The Village Board will be authorizing the issuance of$38 million in bonds to finance the
program. The funding to cover the bonds was already built into the water/sewer rate increase
that took place due to the increase in the Chicago water rates and will have no impact on the
foreseeable water/sewer rates to the community.
Oath of Office—Police Chief Schmidt and Sergeant Paul Syverson joined Mayor Johnson at the
podium. Chief Schmidt gave a brief history of Sergeant Syverson's career with Elk Grove
Village. Mayor Johnson administered the Oath of Office to Sergeant Syverson, Sergeant
Syverson expressed his gratitude for the opportunity and spoke about his 23 year career with the
Village.
Mayor Johnson asked Rosanna DeFrenza to join him at the podium.

Mayor Johnson administered the Oath of Office to Ms. DeFrenza.
Ms. DeFrenza thanked Mayor Johnson and the Board of Trustees for the opportunity to serve on
the Zoning Board of Appeals.
Mayor Johnson introduced Attorney Bill Payne. Mr. Payne was attending the meeting in the
absence of Village Attorney George Knickerbocker.
Trustee Lissner thanked and complimented the Public Works Department for all the work they
have been doing outside in the cold to repair the numerous watermain breaks that have been
occurring.
Trustee Lissner attended an Eagle Scout Court of Honor for four Eagle Scouts belonging to
Troop 495. Trustee Lissner believes that makes 125 Eagle Scouts to date in Elk Grove Village.
Troop 495 itself has had 40 Eagle Scouts.
Mayor Johnson noted that this year's draught has contributed to the high amount of watermain
breaks within the Village.
Trustee Czamik announced Sister Cities high school exchange,studentsffrom Termini Immerse,
Sicily, Italy will be arriving in Elk Grove Village on January 18, 2013. The students will be
attending the next Village Board meeting.
Trustee Czamik stated how beautiful the Holiday decorations were this year and made note of
the banners.
Trustee Feichter reported for the last two years Arlington Heights has not been paying its full
share to be members of the Woodfield Convention&Visitors Bureau. It has been a concern but
it is Trustee Feichters' understanding that they will be rejoining and paying their full share for
membership.
Trustee Prochno also attended the Eagle Scout Court of Honor held on Saturday, December 29,
2012. The four scouts who received the honor of Eagle Scout were Matthew Andress, Andrew
Dewar, Matthew Grgurich and Michael Schwellenbach.
Trustee Prochno attended a meeting of the Community Character Coalition this morning. There
was discussion on raising awareness of the six pillars of good character within the community.
Trustee Lissner commented on the projects that were done by the Scouts to achieve the honor of
Eagle Scout.

11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—Waste
Management will be picking up Christmas trees through January 15, 2013. Christmas lights and
cords can be dropped off at Village Hall for recycling.
12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—Trustee Prochno advised
that anyone wanting to solicit within the Village is required to obtain a Solicitor Permit from the
Village Clerk's office. Solicitors are required to have the permit visible at all times while
soliciting in the Village. The names of licensed solicitors are listed on the Village website.
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -TRUSTEES
LISSNER/PETRI—No Report
14. YOUTH COMMITTEE - TRUSTEE FRANKE—Trustee Prochno stated that Trustee
Franke will have information about scholarship applications at the next Board meeting on
January 22, 2013.
15. PARADE COMMITTEE -TRUSTEE CZARNIK—The annual Hometown Parade will
be Saturday, June 15, 2013. The parade theme is "Sports on the Boulevard." Don Kerstin is the
2013 Parade Grand Marshal. Mr. Kerstin supports many charitable efforts with his time, talent
and good works. The next meeting of the Parade Committee is Monday, February 4, 2013 at
5:30 p.m.

CZARNIK—The Community Service office thanks all the families and businesses that donated
to the annual Adopt-a-Family program.
The Community Spirit Award winner for January is the Parent Teacher Counsel of Elk Grove
High School. The Elk Grove Grenadiers Booster Club which is the Counsel, has four board
members; President Rick Heller, Vice President Beth Kaim, Treasurer Susie Schneider and
Secretary Cheryl Rittondale. Three hundred families are also involved. They do many things
that benefit the entire school. They will be featured on"In The Grove" on Channel 6 during the
month of January.
Nominate someone for the Community Spirit Award, it is a great way to acknowledge a good
deed. Forms are available at Village Hall, the Library,the Pavilion and Jarosch Bakery, or on-
line at www.elk rove.org.
c. LIQUOR COMMISSION - MAYOR JOHNSON—No Report
d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The Park District and the
Village are partnering again to sponsor the summer concert series "Unity Within the
Community." Concerts will be on Tuesdays during July, beginning on July 9t'. Concerts will be
given by Blood Sweat& Tears, Fran Cosmo, former lead singer of Boston, Daryl Stuermer with
music of Genesis and Phil Collins and Three Dog Night.
e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—The 8t'Annual Tour of Elk
Grove will be held August 2, 3 and 4, 2013.

22. NEW BUSINESS - None
AUDIENCE—7:56 p.m. —Bill O'Malley, resident on Maple Lane, addressed the Board as a
thirty year employee of West Shore Pipeline. Mr. O'Malley made comments at the December
Village Board meeting about the upcoming Busse Woods Trail Overpass project.
Mr. O'Malley diverted from the Overpass topic to talk about a fundraiser for an Elk Grove
Village resident, Shannon, that was hit by a car while away at college. She had brain surgery
and is in an induced coma. Mr. O'Malley is hoping that the community will come together to
support the family. More information is available at facebook.com/showyoursupportforshannon.
Mr. O'Malley provided the Village Board with a pamphlet about pipelines, Mr. O'Malley stated
that he had no intent of embarrassing Village staff at the December meeting; He has the utmost
respect for Village staff. Mr. O'Malley explained he asked the questions he did because of the
training he has received working for West Shore Pipeline. Mr. O'Malley apologized if his
comments disrupted the December meeting, stating it is a natural reaction for him to provide
information about the pipeline. Mr. O'Malley offered to give the Mayor and Board a
presentation about pipelines in the future.
Mayor Johnson thanked Mr. O'Malley for his explanation and for clarifying his comments.
Mayor Johnson commended Village staff for the great job they do on a daily basis.
Mr. O'Malley asked to be contacted if anyone had fundraising ideas or suggestions for Shannon.
