HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 08/21/2012 - FIRE & POLICE COMMISSION MINUTES iW c: Village Clerk MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON AUGUST 21,2012 Chairman Shapiro called the meeting to order at 5:30 p.m. in the Charles J. Zettek Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the following members were present: Chairman Alan J. Shapiro DDS, Secretary E. Butch Ehrke, and Commissioner Michael P. Kontek. Guests Present: Patricia Eisen and Karen Moore of Advocate Occupational Health and Police Chief Steve Schmidt. It was moved by Commissioner Kontek and seconded by Commissioner Ehrke that the minutes of July 17, 2012 meeting be approved as submitted and that the Board dispense with the reading thereof, The motion was voted upon by acclamation whereupon Chairman Shapiro declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES 1. Advocate Occupational Health, Invoice 454169 dated August 1, 2012 in the amount of$430.00 for medical evaluation of firefighter candidate. 2. Theodore Polygraph Service, Invoice 3350 dated July 24, 2012 in the amount of $135.00 for polygraph examination of police candidate. 3. Theodore Polygraph Service, Invoice 3345 dated July 24, 2012 in the amount of $270.00 for polygraph examination of two police officer candidates. It was moved by Secretary Ehrke and seconded by Commissioner Kontek that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation whereupon the Chairman declared the motion carried. CORRESPONDENCE I. Memo from Chief Schmidt and Notice of Retirement from Sergeant George Winkler effective August 17, 2012. 2. Letter of congratulations to Sgt. Winkler. 3. Memo from Chief Schmidt requesting that the Commission promote the next candidate on the sergeant promotion list to replace Sgt. Winkler. 4. Memo from Chief Schmidt advising that the Village Manager has authorized the Commission to proceed with the hiring of three police officers; hire date September 24, 2012. 5. Appointment letter to Officer Kristen Julian, promoting her to the rank of Sergeant effective August 20, 2012. 6. Memo of congratulations from Chief Schmidt to Sgt. Julian. 7. Notice of Suspension to Police Officer for violating Rules and Regulations of the Elk Grove Police Department, Sectin 26.1.1 A, Rules of Conduct, Rule 49 (Failure to Minutes of the Regular Meeting 21 August 2012 Page 1 of 2 appear in court when required or scheduled). One day suspension to be served on Monday, September 3, 2012. 8. Completed and signed inter agency agreement between the Illinois State Police and the Fire & Police Commission for the purpose of obtaining fingerprint-based criminal history record information. OLD BUSINESS 1. Discussed police officer hiring process. 2. Discussed firefighter hiring process. NEW BUSINESS 1. Review promotional materials submitted by I/O Solutions. 2. Review promotional materials and interview materials from Selection Works, 3. Meeting with Chief Schmidt to discuss staffing projections. 4. Meeting with Advocate Occupational Health to discuss service and documentation. 5. Discussed inquiry from fire candidate who is next in line on the firefighter eligibility list which is scheduled to expire on January 7, 2013. ELIGIBILITY LIST /HIRING STATUS 1. Police Officer—Twenty five names remain on the final eligibility list published on January 16, 2012. One hundred ninety two names remain on the preliminary eligibility list scheduled to expire on January 16, 2014; 2. Firefighter—Seven names appear on the final eligibility list published on November 4, 2011; fifty-nine names remain on the preliminary eligibility list. List is scheduled to expire on January 7, 2013. 3. Police Sergeant—Five names appear on the new eligibility list which will expire on April 20, 2015. 4. Fire Lieutenant—Eligibility list has expired. Next promotional process to commence shortly. ADJOURNMENT It was moved by Commissioner Ehrke and seconded Commissioner Kontek that the meeting be adjourned. The motion was voted upon by acclamation whereupon Chairman Shapiro declared the motion carried.
