ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY JANUARY 22, 2013 Mayor Craig B. Johnson called the meeting to order at 7:16 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czamik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri Absent: Trustee Christine K. Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE /INVOCATION—The Invocation was delivered by Pastor Curt Hansen, Elk Grove Baptist Church. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on January 8, 2013 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czamik VOICE VOTE MOTION CARRIED . 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—On January 14, 2013 Mayor Johnson, Trustee Petri and Mariann Gullo attended the Elgin O-Hare Access Committee meeting which was held at the Elk Grove Village Hall. Mayor Johnson asked for a motion to appoint Christine Kelley to the Youth Committee. Motion to appoint Christine Kelley to the Youth Committee. MOVED: Trustee Franke SECONDED: Trustee Czamik AYES: Trustees Feichter, Franke, Lissner, Petri, Czamik NAYS: None ABSENT: Trustee Prochno MOTION CARRIED Coffee with the Mayor and Board of Trustees will take place on'Saturday, February 2, 2013 from 9:00 a.m. to 11:00 a.m. in the Village Hall Atrium. Everyone is welcome to attend. The vacancy rate in the business park is down to 9.88%. This is the lowest it has been since the start of the "great recession" in 2007. Over one-half million square feet of the business park was newly occupied during the fourth quarter of 2012. There is 230,000 square feet of new construction space being developed at this time. Mayor Johnson gave a presentation on the 2013 road construction plan. The Village,the County and the State will all be doing road construction in the Village this year. The Village will be resurfacing Biesterfield Road from Martha Street to Arlington Heights Road,reconstructing various brick crosswalks and resurfacing various locations through the 2013 MFT Street Resurfacing Program. Cook County will be resurfacing Arlington Heights Road from Higgins Road to Brantwood Avenue. The State plans on resurfacing Route 72/Higgins Road from 1-290 to Landmeier Road and Route 83/Busse Road from Oakion Street to Irving Park Road. The State work will depend on what bids come in at and the finances available. More definitive information should be available by the end of March. All residents and businesses along the construction routes will receive written notification. Continued notification'will be announced at 1 VSM 1-22-13 future Village Board meetings and information will be available on the Village website and Channel 6. Mayor Johnson acknowledged and welcomed students in the audience from the Elk Grove Village Sister City of Termini Immerse, Sicily, Italy. The students are staying with host families from Elk Grove High School. Trustee Feichter met with the Friends of Cycling in Elk Grove last Wednesday. The group is very happy about the new bridge that is going to be built over Higgins Road. The group wanted to extend their thanks to the Mayor and Board for all the effort that has gone into making sure the bridge gets done. They also wanted to extend a thank you to the Public Works Department for the Salt Creek Greenway signs. Trustee Feichter attended a Woodfield Chicago Northwest Convention Bureau meeting last week. The Bureau is meeting with a corporation that specializes in branding to come up with a slogan and a shorter name for the organization. The Convention Bureau will be hosting Dine-A-Palooza on February 20, 2013 at Medieval Times in Schaumburg. Tickets are $30.00. The Community Character Coalition will be receiving $6,350.00 in funding from the Shinnyo-En Temple in Elk Grove Village. That donation will fund the Coalition's budget for the whole year. On National Service Day Trustee Feichter had the opportunity to work on citizenship issues with boy scout James Bayus. Trustee Czamik welcomed the exchange students. The Frank J. Czamik Memorial Scholarship Fund will be awarding four one thousand dollar scholarships this year to high school students residing in Elk Grove Village. The applications will be available at various locations in February. Trustee Petri asked Mayor Johnson to join him at the podium. Trustee Petri read and presented Mayor Johnson with a Proclamation honoringthe fifty-fifth anniversary of the Johnson Insurance Agency and recognizing it as the oldest continuous business in Elk Grove Village. Mayor Johnson thanked the Board and the community. Mayor Johnson's parents started the business in 1955 in Chicago and moved the business to Elk Grove in 1958. Mr. and Mrs. Johnson loved Elk Grove Village and were very devoted to the development of the community. Trustee Petri attended the tollway meeting in Elk Grove on January 14, 2013. The next meeting will also be here in Elk Grove on February 11, 2013 at 6:30 p.m. Approximately thirty-five people attend from all the towns along the Elgin O'Hare. The meetings are very interesting and a lot of progress is being made. A full interchange is going to start being built at Elmhurst Road this spring. Work is also going to begin on a"flyway" at the Elgin O'Hare and Rohlwing Road intersection. The whole project is a twelve year project. The ultimate product will include a bypass of O'Hare that will hook up with I-294 to the south and I-290 to the north. Trustee Lissner acknowledged a resident named John who approached him in 7-Eleven and stated that he enjoys watching the Village Board meetings on television and that he never misses a meeting. Trustee Lissner stated there is a fundraiser for Elk Grove Village resident Shannon Peters who was hit by a car while away at college. Donations can be made to "Friends of Shannon Peters" at Signature Bank, 6400 N. Northwest Hwy, Chicago, IL 60631. The funds will go to the family to help pay medical bills. Trustee Feichter stated there is a facebook page which gives daily updates on how Shannon is doing. Trustee Franke stated prayers are being sent to Shannon and her family. Trustee Franke welcomed the exchange students to Elk Grove. Trustee Franke welcomed back Village Attorney Knickerbocker. 2 VBM 1-22-13 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the January 22, 2013 Accounts Payable Warrant in the amount of$565,149.24. Crossnoint Bible Church, 10 King St. —Authorization of a request to waive permit fees for the installation of a privacy fence in the amount of$25. B. Alarm License Fees -Authorization of the following: • Waive permit fees for Community Consolidated School District 59 for the Village's annual alarm license fee for six (6) schools and one (1) storage building within Elk Grove boundaries for the period of January 1, 2013 through December 31, 2013 in the amount of$175; and • Waive permit fees for the Elk Grove Park District for the Village's annual alarm license fee for the period of January 1, 2013 through December 31, 2013 in the amount of$175 C. Desert Rose Design, Inc., Lombard, I'L—Authorization to award a professional service contract to design and implement an Economic Development web portal in a total contract amount not to exceed $50,000 through the Industrial/Commercial Revitalization Fund. D. Bredemann Ford, Glenview, IL—Authorization to waive the formal bidding process and to award a purchase contract to supply one sole source Police Interceptor Patrol Vehicle equipped and utilized as a demonstration unit in the amount of$33,779 to be paid for from the Capital Replacement Fund. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES LISSNER/PETRI—The railroad crossings are being discussed with the Village's State Representative. 14. YOUTH COMMITTEE - TRUSTEE FRANKE—Trustee Franke welcomed Christine Kelley to the Youth Committee and thanked Rosanna DeFrenza for her service with the Youth Committee. The Youth Committee will be awarding three one thousand dollar scholarships. Applications are available on the Village website, at the Park District and at Village Hall. Applications will also be available at St. Viator High School, Elk Grove High School and Conant High School. Applicants must be a resident of Elk Grove Village and be attending College or Trade School in the fall. The application deadline is May 3, 2013. Scholarships will be awarded at the June Village Board meeting. 15. PARADE COMMITTEE -TRUSTEE CZARNIK-The annual Hometown Parade will be Saturday, June 15, 2013. The parade theme is "Sports on the Boulevard." Parade applications will be sent out shortly. The next meeting of the Parade Committee is Monday, February 4, 2013 at 5:30 p.m. in the lower level of the Zettek Municipal Complex. 16. PLAN COMMISSION -VILLAGE MANAGER—No Report. 17. ZONING BOARD OF APPEALS -VILLAGE MANAGER—No Report. 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER—Trustee Lissner advised that Comcast is now charging a monthly fee of$1.99 per box for their digital converter boxes which are required for certain televisions. b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE -TRUSTEE CZARNIK-The Community Spirit Award winner for January is the Parent Teacher Counsel of Elk Grove High School. The Elk Grove Grenadiers Booster Club which is the Counsel,has four board members; President Rick Heller, Vice President Beth Kaim, Treasurer Susie Schneider and Secretary Cheryl Rittondale. Three hundred families are also involved. They do many things that benefit the entire school. They will be featured on"In The Grove" on Channel 6 during the month of January. Nominate someone for the Community Spirit Award, it is a great way to acknowledge a good deed. Forms are available at Village Hall,the Library, the Pavilion and Jarosch Bakery, or on- line at www.elkgrove.org. Trustee Czarnik reminded residents of the services offered by the Community Health Nurse. Jane is available to residents for assistance in getting information to help or advise them on health issues. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON -The Park District and the Village are partnering again to sponsor the summer concert series "Unity Within the Community." Concerts will be on Tuesdays during July, beginning on July 91h. Concerts will be given by Blood Sweat & Tears, Fran Cosmo, former lead singer of Boston, Daryl Stuermer with music of Genesis and Phil Collins and Three Dog Night. e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—The 8°i Annual Tour of Elk Grove will be held August 2, 3 and 4, 2013. 19. REPORT FROM THE VILLAGE CLERK—No Report. 4 VBM 1-22-13 20. REPORT FROM THE VILLAGE MANAGER—Village Manager Rummel greeted the exchange students and stated that he hopes they have a great time in Elk Grove Village. 22. NEW BUSINESS -None AUDIENCE— 8:06 p.m. Mayor Johnson asked Reverend Rod Pickett to speak about the Sister Cities exchange student program. Reverend Pickett gave a history of how the program started and how successful it has been. It has been very rewarding for all the students. Mayor Johnson thanked everyone for their contributions to making the program so successful. 23.
