THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE
ON TUESDAY FEBRUARY 12, 2013
Mayor Craig B. Johnson called the meeting to order at 7:21 p.m.
1. ROLL CALL:

Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P.
Petri, Christine K. Prochno
Also Present: Village Manager Raymond R. Rummel; Village Attorney George B.
Knickerbocker; and Village Clerk Judith M. Keegan
A quorum was present.
2. PLEDGE OF ALLEGIANCE/INVOCATION—The Invocation was delivered by Pastor
Timothy Manwell, Lutheran Church of the Holy Spirit.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on January 22,
2013 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES—Coffee with the Mayor and
Board was held on Saturday, February 2, 2013. The Sister Cities exchange students returned to
Italy. Students from Elk Grove High School will be traveling there on March 20, 2013 and
returning on April 2"d
There are two new businesses moving to Elk Grove. Creative Works LLC, a candy packaging
company, will be moving to a 254,000 square foot location on Brummel Avenue., They will
employ up to 700 people. Orange Leaf Frozen Yogurt will be opening at the Town Center this
Spring.
Mayor Johnson gave a presentation about the recent Cook County property tax bills received by
residents and the cost of living in Elk Grove Village. Mayor Johnson explained.there were no
government entity tax adjustments on the property tax bills received recently. Any adjustments
would be reflected in the Fall bill. The difference in the amount of the bill is because the County
bills taxpayers 55% in their Spring bill and 45% in their Fall bill.
The Mayor explained the Village's debt and liabilities. Some of the Village's liabilities include
costs for health insurance for retired Police and Fire personnel. Those premiums are paid 100%
by the retirees but for accounting purposes the Village is required to list those premiums as a
liability. Additionally,not all Village debt is paid through property tax payments. Debt is also
repaid by other financing means such as fees, taxes,utility charges, special assessments, etc. The
Village issues debt to support reinvestment into the Village's infrastructure and redevelopment
activities.
The Mayor stated the tax bills listed the Village's pension funded ratio incorrectly. The pension
fund ratio was listed as 54.56%. The actual ratios are 65.5% for Police Pension, 62.2% for Fire
Pension and 83.0% for IMRF. The pension funds were fully funded in 2000. Since then,the
State has added a number of enhancements to the pensions without providing additional funding
or the employees having to contribute any additional funding. Mayor Johnson expressed that
something has to change and modifications have to be made with future employee pensions.

The Mayor provided information gathered for a cost of living analysis with surrounding
communities comparable to Elk Grove Village. A number of variables were analyzed and Elk
Grove Village is still the most cost effective and affordable community to live in.
Oaths of Office—Police Chief Schmidt joined Mayor Johnson at the podium. Chief Schmidt
introduced and gave a brief educational and career background for three new Police Officers.
Mayor Johnson administered the Oath of Office to Officers Juan Andrade, Daniel Johnson and
Matthew Stencel. Each Officer thanked Mayor Johnson and the Village Board for the
opportunity to serve Elk Grove Village.
Gino Piscopo joined Mayor Johnson at the podium. Gino thanked Mayor Johnson and the Board
for their past support of his St. Baldrick's fundraising events. Gino will not be hosting an event
this year but he will be participating in an event that will be held at Elk Grove High School on
Saiurday, March 22, 2013. To date, Gino has raised over$50,000 for the St. Baldrick
Foundation and cancer research.
Trustee Prochno wished Trustee Lissner, Trustee Feichter and Mayor Johnson Happy Birthday.
They each celebrated a birthday this week.
Trustee Prochno thanked everyone for their gifts, well wishes and acts of kindness following her
hip replacement surgery.
The Kenneth Young Center is hosting a fundraiser. The fundraiser is a closest to the pin and
putting contest at Golfsmith Golf& Tennis Store in Schaumburg on Saturday, March 2, 2013.
Registration starts at 10:30 a.m. and the first putt at 11:00 a.m. There will be prizes and player
entry gifts.
Trustee Prochno encouraged residents to shovel their sidewalks and to help their elderly or
disabled neighbors in need of assistance.
Trustee Feichter announced the Community Character Coalition is celebrating its tenth
anniversary this year. They will be celebrating at different events throughout the whole year.
Trustee Feichter stated that he and Trustee Lissner, at separate times, have both met with State
Representative Marty Moylan to discuss the needs of Elk Grove Village. Representative Moylan
expressed a sincere interest in the needs of Elk Grove Village.
The Woodfield Convention& Visitors Bureau is hosting Dine-A-Palooza on February 20, 2013
at Medieval Times in Schaumburg from 5:30 p.m. to 8:30 p.m.
Trustee Czarnik announced applications for the Frank J. Czamik Memorial Scholarship are
available at Elk Grove High School, Conant High School, the Park District Office, the Pavilion
and at some of the local Churches. Applicants must be a senior in high school and an Elk Grove
Village resident. Applications are due May 10, 2013. Four$1,000 scholarships will be awarded.
Trustee Petri represented Elk Grove Village at the Illinois Tollway meeting regarding the Elgin
O'Hare western access last night. It was the fourth meeting and a lot of progress is being made.
The next meeting will be April 1, 2013 in Itasca. The Illinois Tollway Association will be giving
a presentation to the Greater O'Hare Elk Grove Chamber of Commerce on Wednesday, March
13, 2013 at 11:30 a.m. at Avalon Banquets. They will be presenting the entire plan to date. The
presentation is open to anyone interested in attending.
Trustee Lissner thanked Trustee Petri for all the time he puts in attending the Tollway meetings.
Trustee Lissner complimented the Village Clerk for the accuracy and precision of her Village
Board Minutes.

6. CONSENT AGENDA
A. Napleton Fleet Group, Westmont, IL—Authorization to award a professional service
contract in the amount not to exceed $22,056 to purchase a Dodge Charger police sedan from the
Capital Replacement Fund.
B. Jetco LTD, Lake Zurich, IL—Authorization to award a professional service contract to the
lowest responsive and responsible bidder for the painting and repairs to the Reservoir#6 (1751
Greenleaf Avenue) and the West Elevated Tank (1141 Hawthorne Lane) in the amount of
$492,000 from the Water& Sewer Fund.
C Diamond Truck & Trailer, Inc. —Authorization of a request to hold a Public Hearing before
the Plan Commission to consider the petition for a Special Use at 220 Seegers Avenue.
D. Star Motors, Inc. —Authorization of a request to hold a Public Hearing before the Plan
Commission to consider a Special Use at 2645 American Lane.

8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI—The Public
Works Department is ready to get the Street Resurfacing Program under way. Street lights are
about 80% complete.
Mayor Johnson made note of an article in the Daily Herald stating road work needed to be done
at Higgins Road and Arlington Heights Road. The Mayor advised the State will be working on
both roads this year.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER—No
Report
10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE—Trustee Franke stated there are
never reports for the Personnel Committee because the Committee handles items of a personal
nature.
11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER—As of January
17, 2013, Elk Grove Village has recycled 2189 pounds of holiday lights. Holiday lights can be
dropped off at the Health& Community Service counter at Village Hall for recycling until
March 15, 2013.
12. INFORMATION COMMITTEE - TRUSTEE PROCHNO—No Report
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES
LISSNER/PETRI—The Committee met on Thursday, February 7, 2013. A presentation was
given by Josh Grodzin, Director of Business Development&Marketing and Marketing
Consultants, Desert Rose Design. The ICRC Budget was reviewed and approved. A list of
projects will be available shortly.
14. YOUTH COMMITTEE - TRUSTEE FRANKE—The Youth Committee will be
awarding three $1,000 scholarships. One will be awarded by the Parks Foundation and two will
be awarded by the Village. Applicants must be a resident of Elk Grove Village and attending
College or Trade School in the fall. Applications are available,at Elk Grove High School,
Conant High School, St. Viator High School,the Park District office and on the Village website.
Applications are due by May 3, 2013. Scholarships will be awarded at the June Village Board
meeting.
15. PARADE COMMITTEE -TRUSTEE CZARNIK—The annual Hometown Parade will
be on Saturday, June 15, 2013. The parade theme is"Sports on the Boulevard." Parade
applications were mailed and responses are being received. The 2013 parade Grand Marshal is
Don Kerstin. Don supports many charitable efforts with his time,talent.and good works.
Sponsors for this Year's parade are Grove Memorial Chapel, Chicago Offset Printing, Elk Grove
Chamber of Commerce and A&H Plumbing.
The next meeting of the Parade Committee is Monday, March 4, 2013 at 5:30 p.m. in Room E of
the Zettek Municipal Building.

18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE -TRUSTEES PETRI/LISSNER—Trustee Lissner referenced
a report received from Ross Rowe, Cable Coordinator, addressing communities that are presently
using AT&T and some of the problems they are experiencing, which are the same as some of the
concerns that the Board has expressed at previous meetings. Trustee Lissner thought the report
would be much worse. Several communities have no complaints. The Board is still waiting for
more information from the Attorney General.
Trustee Lissner stated he watched "Inside the Village" on Channel 6. Ross Rowe spoke on the
show about all the different ways Channel 6 can be viewed other than through Comcast.

Channel 6 can be viewed on your iPhone, smart phone, over the internet on the Village website,
through Facebook and Twitter. The January 13 episode of"Inside the Village" is very
informative and is available to view on the Village website under EGTV-Cbannel 6 on-demand.
b. HEALTH & COMMUNITY SERVICES ADVISORY COMMITTEE -TRUSTEE
CZARNIK—The Community Spirit award winner for February is Bill Beaupre. For years Bill
has volunteered his time at EGTV as a sports announcer. Bill is also a member of the Elk Grove
Rotary Club. Bill deserves recognition for all of his hard work within the community. Bill will
be featured on"In The Grove"on Channel 6 during the month of February.
Acknowledge a good deed by nominating someone for the Community Spirit Award. Forms are
available at Village Hall,the Library, the Pavilion, Jarosch Bakery and on-line at
www.elkgrove.org.
Trustee Franke stated he will be announcing the Elk Grove High School and Barrington High
School boys' basketball game on February 19, 2013 with Bill Beaupre.
c. LIQUOR COMMISSION - MAYOR JOHNSON—No Report
d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON—The next special event will
be the Memorial Day Ceremony.
e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON—The 2013 Tour of Elk Grove
will take place August 2"d, 3`d and 4".
